Subject: Mind Boggling cobweb of criminal activities of Deven Bharti IPS and the underworld in India 
 
 
Sir, 
 
I was working in Zee TV in undercover security team. Due to nature of work, i developed close 
contact with many bureaucrats, policemen, politicians, petty criminals, gangsters. One of them Shri. 
Deven bharti developed a very close contact with me. So I started to work for him. He asked me to 
give details of big businessmen, their phone numbers, financial worth. Initially I was not knowing why 
he is asking for this but through the passage of time I came to know that he is passing this 
information to underworld and then the gangsters threatening them for extortion. Subsequently, they 
run to crime branch for safety where Deven Bharti handles their cases. Then he advises them to part 
with money and buy the peace. He has made fortune with this type of dealings. Deven Bharti 
developed a gang of hand picked officers who are ready to do anything for him and work as a 
Ferocious gang. Deven Bharti always ensured lucrative postings for all of them. 
 
Deven Bharti was in very close contact with gangster Santosh Shetty who was in Thailand and 
looking after the south Asian activities of Chota Rajan gang. Santosh continuously worked tandem 
with Deven Bharti for long but sooner Chota Rajan discovered it out and both developed animosity. 
Then Deven Bharti introduced him to Chota Shakeel on whose instruction Santosh Shetty killed 
Bharat Nepali in Pattaya Thailand and buried him there in a private bunglow. I was very close to 
Santosh Shetty and hence i came to know the entire events. 
 
Similarly Deven Bharti’s begman Habib Farooqui was also talking to Chota Rajan directly. Actually 
Habib Farooqui and Ravi Punjabi was very close to one retired police inspector Ashok Barkar. But 
when Habib Farooqui became close to Deven Bharti and then started to harass Ravi Punjabi for 
money meanwhile Deven Bharti grabbed all matka operations in the state. Habib Farooqui and Ravi 
Punjabi had fight over the control of matka business. Both were close friends. Then Habib Farooqui 
forced Deven Bharti to put Ravi Punjabi in bogus case. Accordingly he was fixed in a bogus MCOCA 
case. After seeing Habib Farooqui’s unchecked extortion bids in the city Ashok Borkar opted for VRS

from service. Then Habib Farooqui started to run all matka business uninterruptedly under protection 
of Deven Bharti. 
 
Habib started to speak to Chota Rajan and settled many matters. Chota Rajan had threatened one 
Sudhakar Shetty, but Habib settled the matter and due to this became very close to Sudhakar 
Shetty. Sudhakar Shetty became the gang member of Deven Bharti. All illicit money, slush money 
started to land/park at Sudhakar’s offices under the direction of Sudhakar Shetty who provided safe 
passage to gotten money of Deven Bharti. Habib had settles the threats of many businessmen in the 
city and in return amassed crores of rupees along with Deven Bharti. He had taken care of Deven 
Bharti’s brother Atul Bharti in the city. Deven Bharti facilitated to Habib Farooqui to Habib Farooqui to 
develop close proximity with Chota Rajan gang, Chota Shakeel gang, Ravi Punjabi gang. Habib 
started to pass messages to above mentioned gangs. 
 
Habib Farooqui was penniless in the year 2001 when he came from Indore and developed close 
rapport with Deven Bharti. Habib is basically a pimp he has one call girl supplier by name Munna 
Lokhandwala who operates in Oshiwara area and Oshiwara police knows him. At this time Habib 
Farooqui started to travel abroad to meet gangsters. 
 
Simultaneously he developed friendship with Abhigyan Prakash of NDTV and through him he meets 
higher authority of Delhi and augments the influence of Deven Bharti. Habib Lambu made several 
efforts to cultivate PMO in Delhi through Abhigyan Prakash, when it was not successful, he tried to 
enter the South Block and gain access to the then Prime Minister’s press advisor. Criminal trespass 
amounted to breach of security, then he was detained and questioned. His antecedents then 
scrutinized by the Central Agencies then he was allowed to go with stern warning. Deven Bharti 
ensured his release. Habib Lambu told me that he was under surveillance at Central Agencies for 
sometime. Meanwhile I developed a very close contact with Santosh Shetty with the blessings of 
Deven Bharti who keeps a small separate phone to talk to me, only for 15 to 20 days then after I 
have to throw the phone in sea and have to take new phone to talk to him as per his order. When I 
was with Santosh Shetty in Bangkok Deven Bharti sent two reporters of Aaj Tak channel by name 
Arsh Chandra and Vaibhav to Bangkok to meet Santosh. List of 20 builders were given by them to 
Santosh in my presence in order to give threat to them. 
 
I know one case when Santosh Shetty had kidnapped one person whose company was in Vasai his 
name was Shah from Vile Parle. I knew Santosh shetty sent Lakhs of rupees to Deven Bharti. 
 
During this gluttony of Deven Bharti I felt cheated so I leaked this information to my relative police 
officer PI Sanjay Shinde and gave Santosh Shetty’s Thailand address to him. P.I Sanjay Shinde 
immediately gave this information to the then Jt. CP Himanshu Roy and subsequently Santosh 
Shetty was deported to India. Deven Bharti found out who leaked the address of Santosh Shetty and 
became my sworn enemy. 
 
I also know that wanted accused Vijay shetty of Rajan gang is in close contact with Deven Bharti. 
Vijay Shetty was involved in the murder of Farid Tanisha of Chota Rajan gang but Deven Bharti was 
at the helm of crime branch so he prevailed on the investigation and Vijay Shetty’s name was 
cleared.

Therefore I understood that Deven Bharti may go to any extent to kill me so i stopped to meet him 
and shifted to Pune and Germany. Since I was very close to him I knew that he is constantly in close 
contact of Chota Shakeel. He has patronized all members of the Shakeel gang. Ahmed Langda, 
Salim Maharaj, Salim Fruit, Bilal of Bandra, Umar Chikoo are very close to him. Habib is very close 
to Dawood’s sister’s husband Saud of Bandra. Deven Bharti has amassed huge wealth to the tune of 
10,000/­ crores of rupees. Habib sends money out of India through money laundering. He has kept 
most of his “benami” wealth on the name of Sudhakar Shetty, his brother Atul, Habib Lambu, some 
of the money parked in tax havens. I heard from Deven Bharti that he has some financial interest 
somewhere near London he keeps visiting there every now and then. 
I know that the then Home Minister R. R. Patil was in his pocket. Deven Bharti ensured postings of 
other IPS officers in Maharashtra cadre. R. R. Patil’s friend Shekhar Gaikwad of Pune and Habib’s 
partner Arshad Siddiqui have started green house near Satara on Pati Road. 
 
Nowadays I heard Deven Bharti is very close to present Chief Minister and Home Minister Devendra 
Fadnavis who promised him post of special Commissioner of Police Mumbai. 
 
Subsequently Deven Bharti ensured arrest in bogus case and sent me in jail. Actually I was helping 
the police to solve the case but Deven Bharti put me in bogus case and settled old scores. After my 
arrest Deven Bharti pressurized me to involve Abhijeet Mankar, Ajay Batra and others with me and 
extorted huge money from them by threatening to arrest them in my case. 
 
Deven Bharti took 2 crores of rupees from Anuj Tikky’s Family to exonerate him from his Father’s 
murder case wherein he had given contract to kill his own father to Dhanjay Shinde crony of Santosh 
Shetty. In Fact due to my information P.I. Shinde nabbed abd arrested Anuj Tikky and Dhanjay 
Shinde who were hiding in Chiplun Ratnagiri after killing. Due to Deven Bharti’s blessings Anuj Tikki 
was not charged at all. 
 
On 10/04/12 the entire meeting between me and Deven Bharti at midnight was recorded in my 
mobile and was capture in CCTV cameras of Churchgate Station but Deven Bharti ensured that 
everything was destroyed by his crime branch team.  
 
I hereby request to carry out the impartial enquiry in the matter and expose the traitor in uniform and 
his malfeasance.
