An ordinance that amends existing boundary lines of wards and precincts and establishes
and designates such boundaries lines for City of Grand Forks elections.

BE IT ORDAINED by the City Council of the City of Grand Forks, North Dakota,
pursuant to its home rule charter, Grand Forks City Code §4-0203, and N.D.C.C. ch. 40-52 that:

Section 1: Enacting Clause to Establish and Designate New Boundary Lines for City of
Grand Forks Wards and Precincts.

The boundary lines of the wards and precincts for elections, as set out and described in the
map attached hereto, which map is by this reference incorporated herein, are hereby established
and designated for the City of Grand Forks. The attached map shall be maintained on file in the
office of the city auditor.

Section 2: Effectivity.

This ordinance and the herein established and designated boundary lines for the wards and
precincts shall be in full force and effect from and after final passage and approval of this
ordinance, as provided by law, and shall apply for elections occurring from and after this effective
date.

BACKGROUND:
UPDATE: Following discussion during the November 1, 2021 meeting, staff reviewed data and created
a fourth optional ward and precinct map – Option Ponderosa for consideration. City Attorney has also
drafted the ordinance for preliminary adoption on November 8 along with selection of a ward and
precinct map.

ORIGINAL INFORMATION:
Following the decennial census, the State conducts a redistricting process to review and make changes
as needed to legislative boundaries in an effort to keep population representation equitably allocated
throughout the State. A final draft of legislative boundaries has been completed by the review
committee and will be voted on by the Legislature as part of their session which begins November 8,
2021.

Similar to the State process, following the census the city reviews changes made in the legislative
boundaries and how those boundaries overlay with city wards and precincts, as well as census
information to analyze populations within wards and precincts to evaluate if changes in boundaries are
needed to keep wards equitably balanced within the city and accommodate future growth. As one of
the actions needed relating to 2022 elections, City Council must adopt an ordinance to update the ward
and precinct map this fall.

Based on analysis of the data, three options for ward and precinct boundaries are presented for City
Council information only this evening. A proposed timeline for discussion and adoption is included
under action items on tonight’s agenda and attached to this report. This proposed timeline will provide
adequate time for the County to input the information into their database prior to the deadline they
have from the State.

Other actions related to elections include an item on tonight’s agenda for adoption of an ordinance
adding to City Code the process that we use for adopting the ward map. In addition there will be an
item on the Committee of the Whole meeting on November 8, 2021 for discussion and city Council
approval November 15, 2021 of the Joint Powers Agreement with Grand Forks County for the 2022
election.

ANALYSIS AND FINDINGS OF FACT:

• Every 10 years following the completion of the census, a redistricting process occurs which
reviews and adjusts state legislative boundaries. In conjunction with that process, the City of
Grand Forks reviews and adjusts ward and precinct boundaries.
• Three options for ward and precinct boundaries have been developed following analysis or
data and incorporating legislative boundary changes.
• Changing of ward and precinct boundaries/numbers must be set by ordinance, which requires
two readings with a publication in the newspaper prior to final adoption.
• In order to provide adequate time for the County to update information in their system
relating to wards and precincts to reflect the boundaries set, a proposed timeline to complete
the city process within the month of November is proposed. This process would include the
call for Special City Council meetings.
