Message
I am glad to know that the Institute of Town Planners, India, Telangana Regional Chapter,
Hyderabad is bringing out New Year Diary - 2021. The professionals of Town Planning
practice the activities across the Government organization and private consulting
services within the nation and outside India. Hope that the diary will have Government
regulations, operational guidelines and policies for practicing the town planning
members.
I appreciate the members and wish the all success in their future endeavors and best
wishes for a Happy & Prosperous New Year - 2021.
Message
Telangana is bestowed with natural resources and citizen friendly ecosystem, which
made this state as destination for many professionals across the country, especially
Hyderabad attracted some of the best talent for practising their respective professions.
Less geologically hazardous as location profile and the weather, Telangana is
continuously attracting the attention of both investments and opportunities. Keeping the
regional economy in focus, Hon. Chief Minister envisaged an overall development plan
for the entire state in promoting sectoral development. The intensive scale of projects to
guarantee the supporting resources of water and energy is a very courageous effort by
the State of Telangana, and achieving them in record time show cases the commitment to
the growth of healthy economy, and subsequent returns have started showing the results.
Massive investments are flowing into the state and by generating the employment and
revenues.
Hyderabad, the jewel of Telangana, continues to be in the world map for the leadership
role in IT Services and pharma. The new normal phenomenon has helped Hyderabad
further to be in the global focus for increased exports of pharma products. The
government is committed and strives for development of Hyderabad city and to deploy
modern technologies to improve the citizen services. Urban is needing a redefinition for
the export-oriented economic sustenance of Hyderabad which is and continues to be the
majority revenue generator for the State of Telangana. In the longer run, the government
wish to diversify into regional investments for promoting the growth avenues which will be
a fillip for economic growth across the entire State of Telangana.
I am told that the Institute of Town Planners, India — Telangana State Regional Chapter is
bringing-out the year diary 2021. I consider this institution and each members are
important stakeholders in the urban development process of the State. I take this
occasion to wish the institute a great success in the year 2021.

Message
Urban development is visualised as a positive growth of the city in the desired direction. The
role of the City Planners becomes even more crucial, If the city is historic in nature. Heritage
has to be integral part of development, an integrated sustainable approach for future
planning to be adopted for Historic Cities. Heritage and City Planning are integral and
complimentary parts of each others.
History matters because it reminds us who we are, what we have done and what we right do
better. Any endowment becomes resource after assessment of its socio-cultural and
economic value. The heritage is appreciated as a resource for urban development for its
multi-dimensional values.
A Heritage structure connects us with the past, thus possess historical value. Heritage has
aesthetic value as it adds to the beauty of a locality. Social value of heritage means it serves
as an entity that gives sense of place and identity. Economic value of urban heritage is
realized by those linked to tourism industry.
Areas in and around heritage are preserved as green open spaces, which act as lung
spaces for the sprawling city. Heritage is threatened not just by bricks and mortar, but more
by haphazard and unplanned sprawl that is ruining the visual environment too.
The monuments are made to stand in isolation with high boundary walls and grills around
them. As a result, they are not interactive and are mere islands in the dense settlements.
They are considered to be the most unwanted and undesired structures by locals and thus
not looked after by them. Lack of awareness amongst the locals regarding the importance of
heritage is worsening the situation. Moreover, the authorities lack proper vigilance and
security, which further makes the monuments vulnerable.
For many years, planners, architects, politicians and other influential groups of society have
paid little or no attention to heritage preservation and have marked significant portion of
historic fabric as areas for urban renewal in urban development plans. The concern for the
disappearing culture has led historians, intellectuals, artists and experts to propagate
heritage since recent past. The Government has to realise the importance of the heritage.
The Diary contains all the important GOs/ Circulars/ Memos/ Guidelines issued by
Government of Telangana on the matters relating to Town Planning.
I wish all the scheduled members of our institute a very Happy and Prosperous New Year
2021.

Message
It is yet another year, but has brought in massive shift in the way we live our lives and lead
the professions. New Normal, the buzz word that dominated all through the year of 2020
did raise serious concerns about newer thoughts in habitat studies. With the similar
appreciation, we wish to bring the professional decisions nearer to nature as a fall back for
the sustained civilian lives. The urban forestry, a known concept, is a highly ignored
subject in the past and the pandemic did warn the planners to prepare regulations in
maintaining rationalized quantities of greenery in urban settings, in way of building
healthy density. In this context of environmental conservation focus for guaranteering
healthy urban sustainance, the execution of Regional Ring Road (RRR) may really be a
challenging task. The models of quantitative assessment in balanced greenhouse
radiation and open-spaces that can withstand the urgency of environmental balance are
going to be the game changers in the future urban planning.
We are bringing this focus with status across numerous of forest statistics across
Telangana, HMDA and GHMC. The mapping of the available data is performed to
highlight the ground truth form many world sources of imageries. Especially, the
comparison between HMDA for green cover ratings to latest landuse (not planned but
current) maps which are generated by various remote sensing agencies. ITPI-TRC has
compiled/ mapped the theme specific data sources to area of interest. The HMDA
(constituted in 2008) tree cover global percentage varies from 0% to 47% in 2005, that is
very low for the area envisaged for future urban conservation at Hyderabad.
The recent entry of Peddapalli Master Plan, done by DTCP, is also studied for extra
details of current profile properties.
