Vulnerability. The
characteristics and
circumstances of a
community, system or
asset that make it
susceptible to the
damaging effects of a
hazard.
Capacity. The
combination of all the
strengths, attributes and
resources available
within a community,
society or organization
that can be used to
achieve agreed goals.
Resilience as “the ability of a
system, community or society
exposed to hazards to resist,
absorb, accommodate to and
recover from the effects of a
hazard in a timely and efficient
manner, including through the
preservation and restoration of its
essential basic structures and
functions” (UNISDR, 2009).
Vulnerability and/or capacity are
affected by many factors
depending on the exposed
element.
These factors are generally classified under four (4) categories namely:
physical, social, economic and environmental.
SMALL GROUP ACTIVITY

Read a news clipping provided by the teacher about a disaster (DISASTER


TODAY).

1. Identify the hazards and exposed elements.


2. For each exposed element, write down the specific factor you think may have
made this exposed element vulnerable/resilient to the hazard.
3. Identify if the vulnerability/capacity is physical, social, economic or
environmental.
4. Have the elected facilitator manage the discussion.
5. After 15 minutes, have the elected scribe of each group present the group’s
work to the class. Learners from other groups can comment and give
suggestions regarding either additional elements at risk or the corresponding
vulnerabilities or capacities.
Vulnerability Assessment and Capacity Building Plan:

Together with your parents, do a vulnerability assessment of your home,


involving the following steps:
I. Make a list of the three (3) most possible hazards likely to affect their home.
These can be natural, technological, or biological hazards.
II. Identify all the elements within the home that will be exposed to these
hazards.
III. III. Identify how each exposed element is vulnerable to each of the three
hazards.
IV. IV. Based on identified vulnerabilities, make an action plan on how to
address these vulnerabilities. The goals of this plan must be SMART
(Specific, Measurable, Action-oriented, Reasonable, Time-bound).
