Background
Placements are benchmark to the performance of any institute and it
depicts the success and growth of the institutions. The objective of IPACC is to
facilitate the process of placement and ensure that each eligible student get an
equal and a fair opportunity in the industry.

IGRUA was established as a centre of excellence in aviation and was envisioned


to provide industry with better quality of pilot training to enhance safety in
commercial aviation. Then, Air India and Indian airlines were the only
scheduled airlines in India and were deemed to be primary beneficiary of
IGRUA. In current scenario, there are lot many other airlines in operation now.
Air India had been selecting IGRUA cadets through campus selection till 2010,
but no such arrangement has been in place with other airlines. It is practical
that other airlines should also benefit from good quality of training provided by
IGRUA, as well as IGRUA benefits from overall growth of airline industry.

Objectives
IPACC, IGRUA Placement & Academic Counselling Cell, will be formed as
a new department in IGRUA which will be working for the placement and
career guidance for the trainee pilots who successfully complete their CPL
training syllabus at IGRUA.

IPACC will act as link between airlines and IGRUA cadets. IPACC will guide
cadets as per requirement of airlines. It will be responsible for providing cadets
with exposure to industry and keep track of overall development apart from
CPL training already provided by IGRUA.

It will keep track of new developments in job market and represent IGRUA at
Industry level. It will maintain the database of IGRUA cadets and help in
increasing their employability.

Structure
IPACC panel will consist of one member from Ministry of Civil Aviation,
one from DGCA, representation from every Scheduled operator and one
member from IGRUA. Chairman, Vice Chairman and Manager will form the
core panel. Selection of panel will be done by Governing Council of IGRUA.

Roles and Responsibilities


Chairman: The chairman will head the IPACC. The Chairman will be the
accountable officer at IPACC. The chairman will be a senior level official from
the Ministry of Civil Aviation, India. Chairman will be answerable to the
Secretary, MOCA.

Vice Chairman: The Vice Chairman will be a senior level official from DGCA. The
Vice Chairman will be assisting the chairman in making all the required
decisions and will take over the responsibility of chairman in his absence.

Airline Representatives: At least one representative from the scheduled


carriers from India will be a part of the IPACC structure and will be the link

between the IPACC and Airlines. These airline representatives will provide a
feedback for their required specific demands of pilots as per their
requirements.

IPACC MANAGER: IPACC MANAGER will be an Instructor at IGRUA. This officer


will be based in IGRUA and will be overseeing function of IPACC office in IGRUA
and will be in direct communication with the chairman. IPACC Manager will be
providing all the required details to the chairman, regarding current airline
recruitment and industry demands. The Manager would act as a counsellor to
the cadets.

Administrative Assistant: There would be an Administrative Assistant who


would assist Manager in day to day operation of IPACC. He would be creating
and maintaining database of all cadets and keep record of activities of IPACC.

FUNCTIONS
IPACC’s primary function will be to provide cadets with opportunity to be
placed in airlines. This will be achieved through many ways including-

1. Meetings: The panel will have quarterly meetings in months of April, July,
October and January. The agendas in meeting will include but not limited to

- Assessment of requirements in airlines in terms of quality of training and


number pilots required in given timeframe.

- Planning of conducting campus interviews as per requirement.

- Creating cadet pilot programmes where airline may select their own cadets
and send them for training with IGRUA.

- Updating airlines with progress of cadets they have selected.

- Feedback and recommendations by airlines related to training.

The meetings may be conducted at place of choice of Chairman/Vice Chairman,


either in IGRUA campus or New Delhi. The minutes of every meeting will be
communicated to Director of IGRUA. The actions taken on feedback and
recommendations by IGRUA will be a part of agenda on next meetings.

The meeting for month of April should be held in IGRUA campus in presence of
IGRUA Director. This meeting will focus on performance assessment of IPACC
for previous year and planning for next financial year. The meeting will coincide
with Graduation ceremony and announcement for next selection board for
cadets. The secretary of civil aviation will be updated with the reports by
Chairman after the final meeting.

2. Apart from meetings the panel will from time to time find alternate ways to
increase chances of employment for cadets by communicating with foreign
airlines, like from Gulf countries or Southeast Asia to get in pact with IGRUA
and sign MOUs.

3. On a regular basis, panel will guide cadets with progress in general aviation
and non-scheduled operators. They would provide cadets with possible
assistance in getting jobs in places elsewhere than scheduled operators.

Apart from providing job assistance, IPACC will be focused on improving


IGRUA academics by activities including

1. Take monthly feedback from cadets related to academics and campus


life. Give recommendation to Director for improvements when required.
2. Conduct Graduation Ceremony every year coinciding with end of
financial year meeting. Graduation ceremony will be used to invite
delegates from airlines and a get together for alumni.
3. Help in establishment of Alumni association. Alumni association will be
an active link between IGRUA and outside. Alumni can volunteer to help
and guide cadets and will keep IPACC aware of industry scenario.
4. Conduct tours for cadets to aviation facilities like airline operations,
international airports, MROs etc. IPACC will find methods to increase
exposure and awareness about aviation in cadets.

5. Organise visits of experts from aviation industry to IGRUA to meet and


inspire cadets.
6. Conduct advertisements for IGRUA through different media to raise
awareness about IGRUA in wider mass. This will attract more students
for selection and improve quality pool.
7. Represent IGRUA at air shows, seminars and other related forums. It will
also participate in major education seminars to widen the awareness
about IGRUA.

FACILITIES AND BUDGET REQUIRED


Infrastructure required for establishment and operation of IPACC are
available with IGRUA. Following facilities will be provided by IGRUA
permanently or when needed

1. One room in administrative bloc to be used as permanent office for


IPACC.
2. Almirah, tables and chairs for office use along with one computer with
internet facility and telephone connections will be provided.
3. Conference room will be used for meetings and campus interview. IGRUA
guest house will be used for accommodation.
4. IPACC will be given access to other IGRUA facilities when such need
arrives.

FINANCES: Initial cost to establish IPACC will be borne by IGRUA. For operation
of IPACC, Rs 20,000 would be kept aside out of the fee paid by each cadet. This
will give IPACC a budget of approx 12-15 Lakhs in current scenario, and 16-20
Lakhs if target of 80-100 students is achieved.

In future, cadets who are benefited by IPACC will be encouraged to donate up


to 5% of their salary back to IGRUA. This scenario is evident in IITs and other
successful institutions. This amount will be utilised by IGRUA and IPACC for
welfare of students and improve their activities. Increase in donation with time
will help in financial sustainability of IGRUA.

ACCOUNTABILITY
Responsibility of the IPACC will be to ensure that all the airlines benefit
from IGRUA. IPACC will make sure that the IGRUA cadets are given an
opportunity to prove their competence.

Success of IPACC will be a responsibility of core panel and depend on their


work. IPACC will be accountable towards students of IGRUA.
