Preface
This edition of the Official Playing Rules of the Pokemon League: Utopus Division contains all
current rules governing the playing of battling in the Official Pokemon League for the year 2020.
Pokemon Fanclub members may amend the rules from time to time, pursuant to the applicable
voting procedures of the Pokemon League Constitution and Bylaws.

Any inner-league dispute or call for interpretation in connection with these rules will be decided
by the Chairman of the League, whose ruling will be final.

Because of the international organization of Pokemon Leagues, the rules in this book apply only
to the League rules within the Utopus Region and their territories.

Where the word “illegal” appears in this rule book, it is an institutional term for acts that may
violate the Pokemon League battling rules. It is not meant to reflect the public laws of any land.

2020 Rules Changes

Advanced Pokemon
Due to popular demand, and the increase in the quality of trainers within the Utopus
League, we have decided to allow up to 2 advanced pokemon per battle.

Banned Pokemon
Legendary Pokemon:​ There is no longer a restriction on the species of Legendary
Pokemon permitted within the Pokemon League with the exception of the limited number of
Pokemon species classified as ​Godlike Pokemon​. While these Pokemon will be permitted to
attend the Pokemon league as guests, they will not be allowed to compete.

Channelers
In order to accommodate for the new contestants in this year’s Pokemon League,
Trainers who identify as Channels as classified by the Pokemon League will be permitted to
channel with their Pokemon and channeling will no longer be considered Illegal.
Pokemon may not borrow moves from their trainer or receive any non-natural benefits
from channeling, doing so may either result in considering the channeled pokemon an
“advanced pokemon” or result in disqualification.

Dynamax and Gigantimax


Some trainers have recently discovered the ability to use the Dynamax ability outside of
sites of power. While the Utopus League was not originally considered a site of power, we have
made changes to our arenas that will allow trainers to use this capability within the league.
Dynamax or Gigantimax pokemon are considered to be ​Advanced​ Pokemon. These
Pokemon still need to confide themselves to the limits of the battlefield they inhabit. If one of
these Pokemon steps out of bounds, they are still considered disqualified.

Trainer Actions
Trainers are now allowed to use a limited number of non-harmful actions that were once
considered “Illegal”. However, in order to in compensation this, trainers that operate within the
legal limitations of the league may make an unlimited number of trainer actions.

The Pokemon League:


Utopus Division
Teams: ​Each team within the Pokemon league consists of 4 trainers. Each trainer may retain
up to 6 Pokemon each. Each Pokemon may hold 1 item each. Further limitations and
restrictions for team composition or item makeup may be found further in the document.

Pokemon Combatants within the team: ​At the beginning of the Pokemon League, each
trainer on a given team must choose up to 6 pokemon that they own. The trainer may equip
each of these Pokemon with 1 unique item. No two Pokemon on a team may have the same
item. Which means at most, each team may have a maximum of the following:
● 24 Pokemon
● 24 Unique Pokemon Items

Once a team has chosen their roster they are locked in with their team layout and item layout for
the remainder of the Pokemon League. A league’s Pokemon Team and Item layout become
public knowledge for competitors and for the audience. A team’s win/loss record will also
become public knowledge as well.

Advanced Pokemon
In the past, during a battle, a given team may only use 1 mega evolution or 1 legendary
per League battle. However, a few new rules have been added to accommodate for the recent
discovery of new Pokemon Evolutions. These rules are now referred to as the “Advanced”
subclause. Each team is allowed 2 Advanced Pokemon per battle

Advanced Legendaries:​ Certain legendary Pokemon are capable of pushing themselves


to higher stages of evolution through Mega or Primal Evolutions. Mega or Primal Evolutions of
Legendary Pokemon do not count against the Advanced Pokemon Limit.
Battle Bond: ​For the purpose of the Pokemon League, the phenomenon known as Battle
Bond will be counted towards a teams Special Forme.
Channeling Boost​: While trainers classified as Channels may channel their pokemon
during combat, if at any point it is detected that the Pokemon receives a competitive bonus from
this union, the Pokemon will be considered “Advanced”. This includes an Aura Bonuses. This
only applies to semi-permanent bonuses (for example, so long as the Pokemon is channeled,
the receive a boost)
Possession:​ Possession of Pokemon is considered an illegal action during Pokemon
League battles.

Before Battle
Before each battle within the Pokemon League, trainers choose ahead of time their team
of 4-6 Pokemon for the round and must commit to that layout before advancing to combat.

Item Limitations
Held Items: Trainers may use personally created items as held items in battle provided
the effects of said items do not give an unfair advantage or imitate another item too closely.
Ex: If a home made Aura Sword is given to a Pokemon gives a +1 CS to ATK
and another Pokemon has the Despot Badge equipped that gives a +1 CS to ATK this is
considered Illegal by Tournament Standards.
Digestion Items: Trainers must use different “foods” in order to give digestion buffs to
their pokemon. The same food may not be used twice.
Ex: Two pokemon on the same League Team may not use Leftovers.

Trainer Items: Pokemart items such as Potions, Ethers, and Revives are not permitted
within Pokemon League Battles (with the exceptions of emergencies).

Banned Pokemon
Legendary Pokemon:​ There is no longer a restriction on the species of Legendary
Pokemon permitted within the Pokemon League with the exception of the limited number of
Pokemon species classified as Godlike pokemon. While these Pokemon will be permitted to
attend the Pokemon league as guests, they will not be allowed to compete.

Trainer Actions within the Pokemon League


Permitted Actions: Trainers are permitted to use up to 2 Trainer Actions that were once
considered illegal per match. These actions include non-harmful moves or abilities per Pokemon
League Match.
Ex: A trainer with medical knowledge may use their own home made medicine
(with pre-approval of the Pokemon League) as a Trainer
A trainer with supernatural healing talents may use the move “Heal Pulse” as a
trainer action.

Illegal Actions: Trainers are not allowed to use abilities on their opponents Pokemon, nor
are they permitted to leave their designated trainer box.

The Pokemon Arena

Pokemon Arena:​ All league matches will occur in Pokemon Arena’s like the one shown above.
Some fields will vary slightly differently from others differing in elemental advantages. However,
most fields will have a layout similar to the template above.

Out of Bounds Area:​ If a Pokemon steps or is knocked out of bounds, the Pokemon is
removed from the battle.

Trainer Box:​ Trainers teams must stay within the Trainer Box. If they step out of the box,
the trainer and Pokemon in question are disqualified for the round.
