Admission to B.Ed. (General), B.Ed. (Yoga) and B.Ed. Special
Education (Intellectual Disability) -2021
FOR COLLEGES OF EDUCATION SITUATED IN CHANDIGARH ONLY
1. GENERAL INFORMATION
2. ELIGIBILITY:
A candidate who possesses the following qualifications shall be eligible to join the
course:
i. Candidates with at least 50% Marks either in Bachelor’s degree and/or in the Master’s
degree in Science/Social sciences/ Humanities/ Commerce/Home science/B.B.A/B.C.A,
B.A.LL.B., B.Com.LL.B. or any other qualification equivalent thereto, are eligible for
admission to the programme. However, while calculating merit, marks obtained in
Graduation (the lower qualifying degree)only will be considered for admission to B.Ed.
.There shall be a relaxation of 5% marks in favored SC/ST/PwD candidates. Candidate
with less than 45% marks belonging to these categories shall not be eligible.
ii. Bachelors in Engineering or Technology with specialization in science and mathematics
with 55% marks or any other qualification equivalent thereto, are eligible for admission to
the programme. However, while calculating merit, marks obtained in Graduation only will
be considered. There shall be a relaxation of 5% marks in favour of SC/ST/PwD
candidates. Candidate with less than 50% marks belonging to these categories shall not be
eligible.
iii. The reservation in seats and relaxation in the qualifying marks in favour of the reserved
categories shall be as per rules of the Chandigarh Administration.
iv. Provided that such minimum qualifying marks shall not automatically entitle a candidate
to get admission in an institution but only entitle the candidate concerned to fulfill other
institutional criteria notified by the institution concerned or by the Government concerned
from time to time to apply for admission.
B) Candidate must have studied the major subject of the subject combination for at least three
years at Bachelor's level and/or two years at Master's level.
Honors students shall opt for major subject in which they have obtained Honors, the
minor subject should have been studied at least for one year/one semester.

Candidates who have passed B.A.LL.B/ B.Com. LL.B with at least Fifty Percent
marks in a relevant school subject.
A candidate getting admission on the basis of Post graduate degree shall have to opt
for one of teaching subjects pursued by him/her at Master degree.
Any candidate who has passed Graduation without a relevant school subject would
not be considered.
C) Candidates who have appeared for qualifying examination and whose results have not been
declared may be provisionally allowed to apply for admission at their own risk and
responsibility but they shall become eligible for counseling only after they have produced
the evidence of having satisfied the above said conditions on the date of counselling.
D) Result late (RL)/Re-evaluation/Compartment cases, if their results are declared before final
counseling, shall be considered subject to availability of seats only.
E) In case of students who have done Honours in languages such as Hindi, Punjabi and
English, the major subject will be language. Such candidates would be allotted minor
subject by the college on the basis of other subject option/s permissible to the candidate by
the respective University and the availability of the same in the respective college.
i. UT Pool 60%: Out of the total sanctioned intake of the institutions,60% seats will be filled
up from amongst the students who have passed their lower qualifying examination from
colleges recognized by the Chandigarh Administration and situated in the Union
Territory of Chandigarh as a regular student of the said Colleges/ Institutions, subject
to the condition that such students must have studied for two years in graduation at
Chandigarh. These seats will be termed as ‘UT Pool’.
ii. General Pool 40%: Out of the total sanctioned intake of the institutions,40% seats will
be filled from amongst the students who passed their lower qualifying examination from
the recognized institutions other than those located in the Union Territory of Chandigarh.
These seats will be termed as ‘General Pool’. The candidates who have done their
graduation/post-graduation through distance mode will be considered under this Pool only.
Please Note:
Special Note: Please select your pool choice i.e. U.T. Pool (60%) and General Pool
(40%) carefully, as during counseling you will not be allowed to make any change in
pool choice.

Detail of seats in Colleges of Education as per Notification No. DHE-UT-C6-26(1) 92-
III/1601 dated 08/07/2021 of Department of Higher Education, Chandigarh
Administration is as follows
(a) The admission to B.Ed. Course in the colleges situated in Chandigarh and affiliated to
Panjab University, Chandigarh, for the session 2021-2023 shall be made on the basis
of the relative merit of the candidates, subject to the availability of seats in a particular
subject combination and as per reservation policy of Chandigarh Administration.
Note :No one who is already in employment (whole time or part time whether in honorary
capacity or paid) shall be admitted to any of the above mentioned B.Ed. Courses
without taking leave from the employer/Institution/office etc. from the date of
commencement of the academic session till the completion of practical skill in teaching
examination.
(b) Admission will be done as per Reservation Policy of the Chandigarh Administration.
(c) When two or more candidates have secured equal marks, their inter-se merit for
admission will be decided on the following criteria:
5. GENERAL CONDITIONS:
i. The admission to various Colleges of Education situated in Chandigarh and affiliated to
Panjab University, Chandigarh will be done strictly as per the Notification of Chandigarh
Administration No. DHE-UT-C6-26(1) 92-III/1601 dated 08/07/2021(Annexure I) and the
N.C.T.E. norms.
ii. The reservation of seats as given above shall be strictly adhered to. However, in case seats
in a reserved category remain vacant, on account of non-availability of qualified
candidates, such seats may be filled up as per policy of Chandigarh Administration.

iii. Applicant applying for the reserved category shall carefully indicate the claim for
only one category in the admission form. No change in the category will be entertained
/permitted at any stage after submission of information on the website.
iv. Any incorrect information by the candidate in online form or otherwise provided shall lead
to his/her disqualification without any intimation thereof.
v. There will be two online counseling sessions for admission. The allocation of college will
be made through two online counselings only. The shifting of seats will be allowed during
the second counseling only.
vi. The admission to all seats belonging to different subjects in the Colleges of Education will
be done as per the norms laid down by the N.C.T.E as per clause 3.1 of the appendix 4 of
its Gazette Notification dated 27.11.2014. The subject combination will be decided by the
admission committee constituted by the Panjab University Chandigarh
vii. During counseling, major subjectswould be allotted by the University. Allocation of seat
at time of counselling does not mean confirmation of admission. The admission will be
confirmed by the concerned college after checking and verification of documents.
viii. Colleges shall provide all information regarding the course and other facilities being
provided to the students on their website
i. Admission to B.Ed. course is subject based. At the time of admission, each candidate shall
opt for two teaching/pedagogical subjects, which has been studied at graduation/post-
graduation level. The candidate must have studied the Major subject of the teaching
combination for at least three years at graduation level or two years at Master’s level. The
minor subject should have been studied for at least for one year/one semester.
ii. The candidates having honours course shall opt for major subject in which they have
obtained honours. The minor subject should have been studied at least for one year/one
semester.
iii. The candidates who have passed additional subjects at graduation level can opt for only
those teaching subject, marks of which are taken into account for the purpose of calculating
percentage of marks at graduation level.
iv. B.Com./B.B.A./M.Com. graduates /postgraduates may opt for two teaching subjects- one
is teaching of commerce and the other shall be teaching of economics/mathematics/any
one language i.e. teaching of English/Hindi/Punjabi/Sanskrit.
Note: B.Com/B.B.A. graduates shall be considered in commerce stream only, even they have
passed additional arts subjects unless they have passed Masters in Arts.
v. B.C.A. graduates may opt for teaching of Computer science as one subject. The other
subject shall be teaching of Mathematics or any one language
(English/Punjabi/Hindi/Sanskrit)
vi. B.E./B.Tech. graduates shall opt for any two subject combination out of teaching of
Mathematics, Computer Science, Science , Languages.
vii. B.Sc.(Home Science) graduates shall opt for two teaching subjects. One is Teaching of
Home Science, other may be subject studied at graduate level i.e. Science or any one
language ( English/Hindi/Punjabi/Sanskrit).
viii. B.Sc(Medical) graduates shall opt for two teaching subjects out of the following:
(a) Teaching of Science/ Life Science;
(b) Teaching of Physical Science;
(c) Teaching of any one language i.e. English/Hindi/Punjabi/Sanskrit.
ix. B.Sc(Non-Medical) graduates shall opt for two teaching subjects out of the following:

(a) Teaching of Science/Physical Science;
(b) Teaching of Mathematics/Computer Science;
(c) Teaching of any one language i.e. English/Hindi/Punjabi/Sanskrit.
x. Arts Graduates may opt for any two pedagogical subjects one each from the
following (a) and (b):
(a) Teaching of Social Studies/Economics/History/Geography/Political
Science/Sociology/Public administration/Fine Arts/Physical Education/
Music/Home Science.
(b) Teaching of any one language i.e. English, Punjabi, Hindi, Sanskrit provided that the
candidate has studied the subject at the graduation/post-graduation level.
Note: Teaching of Fine Arts shall be offered to a candidate who had taken up Fine
Arts/Performing Arts/Fashion Design/Fashion Technology or B.A. with Diploma in
Drawing and Painting or Arts and Craft Teacher’s course from a recognized institution.
xii. Teaching of Social Studies shall be opted by those who have studied any one of these
subjects at B.A./M.A. level i.e. (i) History (ii) Geography (iii) Political Science(iv)
Sociology (v) Economics (vi) Public Administration(vii) Philosophy (viii) Psychology (ix)
Education(x) Defence Studies (xi) Religious Studies
xiii. B.A.LL.B. Graduate shall opt for two teaching subjects which they have studied during
the course, major for at least two/three years and minor for at least one year/one semester.
xiv. A candidate getting admission on the basis of Post graduate degree shall have to opt for
one of teaching subjects pursued by him/her at Master degree

All eligible candidates with any subject combination shall be eligible to seek admission to B.Ed.
Yoga.

All Admissions will be done as per the Reservation policies of Union Territory of Chandigarh and
Panjab University, Chandigarh.
7. RESERVATION OF SEATS
A. UT Pool 60%: Out of the total sanctioned intake of the institutions 60% seats will be
filled up from amongst the students who passed their qualifying examination from colleges
recognized by the Chandigarh Administration and situated in the Union Territory of
Chandigarh as a regular student of the said Colleges/ Institutions, subject to the condition
that such students must have studied for two years at Chandigarh. These seats will be
termed as ‘UT Pool’.
B. General Pool 40%: Out of the total sanctioned intake of the institutions 40% seats will
be filled from amongst the students who pass their qualifying examination from the
institutions other than those located in the Union Territory of Chandigarh. These
seats will be termed as ‘General Pool’. Students who have passed their qualifying
examination through distance mode will be considered in General pool only.

If the requisite number of students of SC category in the UT Pool is not available, the seats
will be made open to the students belonging to General category of the said pool. If the
requisite number of students belonging to SC/ST categories is not available, the
reservation will be interchangeable amongst the students of these communities. However,
if the seats still remain unfilled, these will be made open amongst the students of the
General category of the said-pool.

5% of the seats in each pool would be filled in from the following categories of students
in order of preference:
(a) Sons/ daughters/spouses of the defence personnel who are awardees of gallantry decorations
of Paramvir / Mahavir / Vir Chakra in person or posthumously OR Sons/ daughters/spouses of
the defence personnel and Para-military personnel like CRPF, BSF etc. who are killed or are
totally incapacitated in action while in service and were wholly dependent on them.
(b) Sons/daughters/spouses of the defence and Para-military personnel like CRPF, BSF etc.
who died while in service and were wholly dependent on them.
(c) Sons/daughters/spouses of the defence and Para-military personnel like CRPF, BSF etc.
incapacitated while in service and were wholly dependent on them.
(e) Sons/daughters/spouses of serving defence and Para-military personnel like CRPF, BSF etc.
who are wholly dependent on them.
NOTE:
i) The applicants seeking admission under categories (a) are required to submit the
photocopy of citation for gallantry award, failing which they will not be considered for
this category.
ii) The applicants under category (b) and (c) are required to submit the certificate from the
respective headquarters regarding death or total incapacitation while in service.
iii) The applicants seeking admission to category (d) are required to submit discharge
certificate from service and certificate of dependence from the Director ZilaSainik
Board.
iv) The applicants claiming admission under category (e) are required to submit the certificate
of dependence from the unit in which parent/ spouse is serving.
5% seats in each pool would be filled from amongst the Persons with Disability candidates (1%
each to be reserved for persons suffering from (i) Blindness or loss of vision (ii) Hearing
impairment (iii) Locomotor disability or cerebral palsy). The students having temporary disability
would not be considered against reserved seats. Eligible candidates will furnish a medical fitness
certificate on the prescribed proforma from a Government Gazetted Medical Officer alongwith
the application indicating percentage of disability whether he/she is otherwise able to carry on the
studies and perform the duties of a teacher, name of the disease causing disability, whether
disability is temporary or permanent, whether disability is progressive or non-progressive. Only
such candidates whose disability is above 40%are eligible. If such a certificate is not attached
with the application, the candidate will not be considered for the seats reserved for this category.
The candidates selected provisionally for admission under this category will have to appear
before the Medical Board constituted by the Principal Medical Officer, General Hospital, Sector
16, Chandigarh, for determining the percentage of disability / disability. The final selection will
be made on the basis of the certificate issued by the Medical Doctor/Board. If the candidate does
not present himself/ herself before the Medical Doctor/Board on the date intimated to him/her,

his/her candidature against this category will be rejected and no subsequent opportunity will be
given to him/her.
The members of persons with disability including blind and hearing impaired shall be
allowed a relaxation of 5% marks for admission to the courses in which a certain percentage of
minimum marks has been prescribed, provided they have obtained minimum pass marks
prescribed by the regulations. (Revised Guidelines for Reserved Category of Persons with
Disabilities Candidates, No. 3500-3599/DUI/DS dated 01/07/2016)
NOTE: The applicants from this category will not be considered without the following
documents:
i) The photocopy of “TamraPatra” certificate or freedom fighter certificate.
ii) Dependence certificate from the concerned Deputy Commissioner.
Sportsmen/ Sportswomen
(a) 2% seats would be filled with sportsmen or sportswomen on the basis of their merits
as per grading criteria forwarded by the Chandigarh Administration. This category shall
not divided into UT Pool/General Pool.
Benefits of reservation under this category shall be available only to the following
categories of the students:-
(i) Who passed their qualifying examination from colleges recognised by Chandigarh
Administration and situated in the Union Territory of Chandigarh as a regular student of
the said college, who have studied in Chandigarh colleges for at least two years before
applying for gradation certificate subject to the condition that such students must represent
Chandigarh state etc. in the national/ other recognised tournaments.
(ii) Where Chandigarh Administration has adopted the notification of other States/ U.T.s on
reciprocal basis to give benefits of reservation in admission in Sports Category in
Chandigarh, they will be graded as per existing policy of Chandigarh Administration.
(iii) Countersigning of Gradation certificates shall only be admissible on reciprocal basis
provided that counter signed certificates will be graded as per policy of Chandigarh
Administration.
The gradation for Sports person is as under, which should not be before 1st April, 2018.

b. Performance in the following sports discipline will only be considered for the purpose of
sports gradation certificate:
NOTE: (c) Students seeking admission to this category shall be considered only:
(i) If his/her age falls within the age group which is eligible for participation in
the Inter-College/ Inter-University Tournaments.
(ii) If his/her achievement in sports relates to his/her activity in any of the
three years preceding admission. (For example, for admission in the year 2021-23,
the achievements shall not be prior to the Ist April, 2018)
Foreign students
2% seats are reserved for foreign students in B.Ed. course. The foreign students should
submit along with their application the following documents without which they will not
be considered for admission under this category:

Admission of the foreign students to the college is governed by the guidelines issued by
the Dean, Foreign Students, Panjab University, and Chandigarh.
OVER AND ABOVE (Additional) SEATS:
Reservation for Economically Weaker Sections 10% over and above the
sanctioned seats* (Specimen Performa attached in appendix-B)
*in compliance of letter vide the Home Department, Chandigarh Administration order no.
19/1/3-IH (3)-2019/4185 dated 01/05/2019, endorsed by Director Higher Education vide
Endst.No. 239-DHE-UT-Ad.II-26(11) 2000-3dated 24.05.2019
I. There is 10% reservation for the Economically Weaker Section for admission to City
Colleges over and above the sanctioned seats. The persons belonging to Economically
Weaker Sections (EWSs) from all over India would get benefit of 10% reservation in seats
over and above the sanctioned intake for Admission in the Educational/ Technical/
Medical Institutions of Union Territory, Chandigarh.
II. Persons who are not covered under the existing scheme of reservations for the
Scheduled Castes, the Scheduled Tribes and the Socially and Educationally
Backward Classes and whose family has gross annual income below Rs. 8 lakhs
are to be identified as EWSs for the benefit of reservation. Income shall also
include income from all sources i.e. salary, agriculture, business, profession, etc.
for the financial year prior to the year of application. Also persons whose family
owns or possesses any of the following assets shall be excluded from being
identified as EWSs, irrespective of the family income:
i. 5 acres of Agricultural Land and above;
ii. Residential flat of 1000 sq. ft. and above;
iii. Residential plot of 100 sq. yards and above in notified municipalities;
iv. Residential plot of 200 sq. yards and above in areas other than the
notified municipalities.
III. The benefit of reservation under EWS can be availed upon production of an
Income and Asset Certificate issued by a Competent Authority. The Income and
Asset Certificate issued 'by any one of the following authorities in the prescribed
format shall only be accepted as proof of candidate's claim as 'belonging to EWS:
-
(i) District Magistrate/Additional District Magistrate/ Collector/ Deputy
Commissioner/Additional' Deputy Commissioner/ 1st Class Stipendary
Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/ Executive
Magistrate/ Extra Assistant Commissioner
(ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/
Presidency Magistrate
(iii) Revenue Officer not below the rank of Tehsildar and
(iv) Sub-Divisional Officer of the area where the candidate and/or his family
normally resides.
The reservation policy and seats as given above shall be strictly adhered to. In case seats in
a reserved category remain vacant on account of non-availability of qualified candidates

such seats may be filled up from the General category. The candidate who had applied for a
reserved category will be considered for that particular category only.
Note:
As and when there is a change in the Home Policy or University rules, it will be
incorporated in the admission policy and intimated to the students and displayed on
the notice board also.

The allocation of seats for admissions to B.Ed. for session 2021-2023 shall be based on
the merit.
Duration of B.Ed. programme shall be of Two(2) years, spread over four semesters, which
can be completed in a maximum of Three years from the date of admission to the
programme as per NCTE Regulations/Notification.
The admission and allocation of college will be made through online counseling by the
authorized committee. The candidate should appear before the counselling committee in
virtual mode. Online counseling schedule will be notified by the University.
The reservation of seats shall be strictly adhered to, however, in case seats in a reserved
category remain vacant, on account of non-availability of qualified candidates, such seats
may be filled up as per Chandigarh Administration policy. However, one time shifting will
be allowed during second counseling only on the charges specified by the university.
The decision taken by the advisory committee constituted by the Vice Chancellor will be
final with regard to the process of filling up of seats remaining vacant after the completion
of second counseling.
Candidates having CGPA score in qualifying examination are required to fill the marks by
converting their CGPA score into marks using approved formula of respective University.
Candidate is also required to bring approved formula for conversion of CGPA score at the
time of counseling. (Conversion should be done as follows: After converting CGPA score
into percentage, suppose a candidate has got 78% after conversion, then marks obtained
will be 78 and maximum marks will be 100).
All candidates claiming for UT pool have to upload Certificate for U.T. Pool as per
Appendix-1 to have claim for UT pool.
NO CHANGE OF CATEGORY OR POOL WILL BE ENTERTAINED /PERMITTED
AT A LATER STAGE IN THE APPLICATION FORM.
Note: In order to avoid last minute rush, the candidates are advised to apply early enough. The
university will not be responsible for any network related problem.
As it is the sole responsibility of the concerned college to check the eligibility, category,
rural claim and subject combinations as per the Chandigarh Administration
/University/NCTE norms, if the candidate is found eligible, the college will follow their
laid down procedure for admission of candidate.
