K-12 program of DEPED, to the TESDA Certification Programs and then finally to
CHED Bachelor Degrees geared towards the tourism industry based on
Internationally Accepted Standards
– To consult with various stakeholders in the tourism industry to ensure alignment
of outcomes as defined in the trifocal curriculum with real world requirements.
– Ensure participation of the various stakeholders in the implementation of the new
curriculum, understanding that world class tourism education is not only the
domain of educational institutions, but extends to the workplace and government
Matching Key Enablers

between Learning materials are publicly available via
the TESDA and CHED Open Education
Tech-Voc and Repositories
Tertiary DEPEd is currently working on the revision of
Programs their existing SHS modules related to tourism
to align with CHED and TESDA
Advantages Ladderized education – hop on hop off

to Learners learner

Mobility – as CHED and TESDA utilize the same

reference document (ACCSTP), opportunities for

educational sector

Employment opportunities - not only

local but regional; does not necessarily
require a Bachelor’s degree
Proposed PQF Embedment
Implementation
SHS (DEPED) -NC II Level Certificates
(Optional)

Tech Voc (TESDA)-NC II, III, IV, Diploma

Narrative of the Matching Process

– Determination of presence/absence of course / TR matching; CHED

to identify course learning outcomes that match with the TRs of
TESDA as well as with the Common ASEAN Tourism Curriculum
(CATC).
– If present, indicate if Full or Partial is achieved. (if can be expressed in
percentage much better):
– Factors for Crediting: Academic Freedom/Autonomy, Presence of
institution-to-institution agreements, student mobility program
Findings Credit transfer is highly applicable to these programs

Need to resolve the issue of acceptable equivalent of

learning hours/nominal hours among the various
agencies
Grading system needs to have equivalency matrix

Flexibility needs to be given to HEIs in its exercise of

academic freedom so it can select what courses to credit
or not
Moving Convergence Initiative – DOT initiated project where CHED, DEPED,
TESDA and TIBFI are all collaborating to develop the Philippine Tourism
Forward Education Roadmap based on the Philippine Qualifications Framework
(PQF)
The initiative aims to develop ladderized curricula where pathways
across the secondary, tech-voc and tertiary education programs are
clearly articulated.

The PCTS is an important enabler in the project, allowing specific

courses taken up in SHS or Tech-Voc to be credited and embedded in
the tertiary curricula.

The Philippine Tourism Education Roadmap aims to address the

identified needs of the tourism industry as outlined in the Philippine
Tourism Human Capital Development Plan prepared by the DOT
