SUMMARY NARATIVE:
President Rodrigo Duterte’s administration is upholding the freedom of Speech and
Expression of every Filipino in the Philippines, Presidential Communications Operations Office
(PCOO) Secretary Martin Andanar. Andanar’s statement was in response to the claim of United
Nations High Commissioner for Human Rights Michelle Bachelet that Asian nations, including
the Philippines, are using the coronavirus disease 2019 (Covid-19) crisis as an excuse to clamp
down on freedom of expression and to tighten censorship. Andanar said the UN rights chief’s
concerns are “unfounded and uncalled for.” He said the government’s actions amid the pandemic
are done with “transparency, impartiality, and accountability.” Andanar ensured that any arrests
that were made amid the government’s fight against Covid-19 were not targeted “towards
silencing the critics of this administration.” Also, he guaranteed that the Philippine government
“values, protects, and upholds” press freedom by safeguarding the media environment and the
media workers. He said the government would not tolerate those taking advantage of the crisis,
especially those who are propagating false information.

SUMMARY NARATIVE:
Online threats continue to rise in the Philippines as its global ranking with the most
ransomware detections jumped to 73rd as of the third quarter of 2019, according to Kaspersky’s
latest report. A new type of ransomware targeting network-attached storage (NAS) is now
gaining ground; it puts backup data usually stored on such devices at risk. Facebook is probing a
report that a database containing names, phone numbers and unique user IDs of more than 267
million users was exposed on the open Internet. The personal data of about 100,000 Singapore
defense personnel may have leaked yet another cyber-attack in the city-state. Sensitive
information held by two security force vendors, including full names, identification details, and a
combination of contact numbers, e-mail and residential address could be included in the data
exposure. Ethical decisions are rarely easy. Regulators around the world require companies to
disclose data breach incidents, but research shows that too often, these regulators share too little
of the data breaches to be of use for companies that need to learn from the breaches. There
should be incentives for organizations to share what data they have about cyber-attacks and
vulnerability. Let’s use technology for the common good and create a better world. We will need
to have processes in place to manage your data inventory, risk assessments, consumer rights
requests, privacy notices, sale of data, consent, incident response and more. Only a minority of
organizations are truly insight
driven and able to take advantage of the wealth of opportunities that big data, analytics and
artificial intelligence provide. Research shows that a company’s culture can be a critical factor.
C-suite leaders can adopt several strategies to foster an environment conducive to data-driven
decision-making. Training along these lines is available.
