The rule 13 of the Collision Regulations is all about overtaking. It provides


information and guidelines to know at what circumstances can you consider that a vessel is
overtaking. It also states instructions and rules that must be followed when you are
overtaking, or when you are being overtaken.

As it was stated in the video, it makes no difference whether any ship ahead of the
own vessel has given permission to overtake by signaling. In terms of the Rules, particularly
Rule 13, the overtaking vessel has a duty to keep keep out of the way of the vessel being
overtaken..

It was also mentioned that when a vessel approaches another vessel from a direction
more than 22.5° abaft the beam, she is considered to be overtaking if she is in such a
position with respect to the vessel she is overtaking that she can see only the stern light of
that vessel at night but neither of her sidelights.

Overtaking is a simple concept in general, but it can be difficult to determine


whether a ship is overtaking or not in certain circumstances. As a result, this section clarifies
what constitutes overtaking. As it was mentioned, if you can see the side lights during night,
then that means your vessel is not overtaking. Only when you can see the stern light can
your vessel be considered overtaking. Also, the vessel overtaking has to be from a direction
more than 22.5 abaft of the beam.

It was also said that when there is any doubt about whether a vessel is overtaking or not, it
is assumed that it is. So we must act accordingly

Lastly, a vessel that has overtaken another but is not very clear of the overtaken
vessel cannot change course and claim to be a crossing vessel by crossing the bows of the
other vessel. If a vessel overtakes another vessel, the other vessel must be left completely
clear, and only the overtaking vessel's responsibility remains..
