1. Why is the constitution considered as “the highest expression of the law”?
2. The Bill of Rights is a major article throughout the different constitutions of the country.
Why is it necessary?

My answers:

1. Our country has passed six constitutions in total, and it has established our government
over the years. The first constitution, Biak-na-bato paved way for our official declaration as an
independent state from the Spanish monarchy. It became an official rule where our government
established it for everyone to follow. With that, being said a constitution is the highest and
supreme law of the land because neither the government can alter or change it unless, they plan
to make another new constitution. Lastly, in the constitution lies the fundamental rules of a
country.

2. A state would not be called a state without its people to rule for. That is why the Bill of
Rights is an important part to every constitution that is made. Because it establishes rules to
follow to create peace and avoidance of conflict. It is also a way to create laws to protect the
people and to ensure the equal enjoyment of their rights. Without the Bill of Right the people
will be under the oppression of the government and it will surely result to chaos.
