1. GENERAL INFORMATION

1.1 Objective

This document provides the commissioning guideline of Boiler Safety Valve Popping Test for Nghi
Son 2 BOT Thermal Power Plant.

1.2 Scope

The scope of Boiler Safety Valve Popping Test covers the following requirements of the contract,
SCHEDUEL 9 CONSTRUCTION, MECHANICAL COMPLETION, START-UP AND FUNCTIONAL
TESTING

1.3 Safety Precaution during Commissioning


1) Before the start of any testing, it should be confirmed that all power supplies to the system have been
isolated or that they are in a known condition. The Commissioning engineer is responsible for the
safety of those personnel working of the system Check for the presence of harmful electrical or
mechanical potential energy before starting work.
2) Fire is strictly prohibited on site, no smoking there must be a warning mark in hazardous area.
3) Before Commissioning Firefighting should be ready. If it is not yet ready, Portable Fire Extinguishers
must be available.
4) Strictly comply with the safety and environmental protection regulations of local government.
5) In order to ensure the reliable operation of every part of the system, strictly obey the corresponding
procedures.
6) Have a regular maintenance for the long-time standby equipment.
7) Obey the relevant safety regulations of the power plant during commissioning all along. Ensure the
successful commissioning work.
8) All personnel directly involved with the commissioning that will attend a kickoff safety meeting to
review for the dangers. Ensure that all personnel understand the process and the operation. Any
personnel involved in the commissioning have the authority to terminate the operation at any time,
if a serious problem or safety issue develops.
9) During the duration of the test, withdraw all the workers working areas. Only testing team and the
supervisors should be inside of these areas.
10) Safe working clearances must be at all times maintained.
11) Appoint a person looks around the test area.
12) Personal protection equipment is available for commissioning personnel.
13) Warning tape and barrier around test area.
14) All works must be supervised by safety person who is qualified

15) Passageway have to be kept clean and clear; never block access and egress routes
16) Abide all the site regulations.
17) Follow manufacturer’s safety instructions given in O&M manual or similar documents.
18) LOTO Procedures shall be strictly followed.(NS2-VA08-P0ZEN-169028).
19) PTW procedures shall be implemented. (NS2-VA08-P0ZEN-169050).
20) Mode of communication such as walkie talkie, Telephone shall be used During testing and
Commissioning .

1.4 Risk Assessment And Safety Prescription

The envisaged risks deriving from the operations included in this document are related to the hazards as
listed below. Before the activities, begin the Safety Manager will co-operate with the Commissioning
Manager to prepare the risk assessment.

1.6 System Description

Boiler Safety Valve Popping Test will be performed in order to ensure the safety of steam piping.
Hydraulic lift equipment will be used for test since live pop test of the mechanical safety valves may
cause negative effect to steam process. Test will be performed according to following code in ASME
Section 1.

Set Pressure Tolerance


The set pressure tolerance plus or minus shall not exceed that specified in the following table:

2. PRE - COMMISSIONING

2.1 Pre - Commissioning Requirements

1) The conditions of mechanical completion have been fulfilled, there are no category A punch items
and the system has been taken-over by commissioning from construction.
2) Piping, equipment installation with necessary instrumentation and control are identified and found
to be completed.
3) The system has been thoroughly checked and hydraulic testing has been completed after erection
and leaks (if any detected) have been rectified.
4) Electrical power system has been tested, energized and available for the required equipment.

2.2 Safety Requirement

been prepared.
2) Personal protection equipment is available for commissioning personnel.

3) Warning signs are placed in all concerned operating area.


4) Portable fire extinguishers or permanent firefighting systems are available at critical location.
5) The system taken-over by commissioning has been notified to all parties and is under the PTW
system requirements.

3. COMMISSIONING

3.1 Commissioning Requirement

1 Confirm that the plant is ready for turbine bypass operation.

2 A manufacturer’s representative is at the site for the test and adjustment.


Check that hydrostatic plugs of safety valve have been removed, and discs have

been installed.
Check that thermal insulation of the valve nozzle & body is not extended above
4
the seat line.

3.2 Boiler Safety Valve Popping Test

3.2.1 Safety Valve

Ensure that all the safety valves have been gagged except the one valve which

is to be tested.
Remove the safety valve cover, and mount the lifting device at the testing
2
safety valve.

3 Ensure that the turbine bypass operation is in progress.


Adjust Boiler pressure below 50~85% of the safety valve’s set pressure.
4
(Boiler pressure target will be determined as per safety valve supervisor’s
recommendation.)
5 When the boiler pressure has reached, lift the safety valve disc by test device.

Check the safety valve’s lifting pressure, and then calibrate the set pressure of
6
the safety valve as required.

3.2.2 PORV (Power Relief Valve)

1 Install the testing equipment on the pressure transmitter of the PORV.

Check that the PORV is closed, and close the pressure transmitter isolation
2
valves.

3 Check the PORV setting pressure on the PORV controller.

Apply external pressure using the hydraulic pump to pressure transmitter above
4
the ERV set pressure, and verify the PORV is opened.
Slowly relieve the hydraulic pressure of the hydraulic pump below the PORV
5
set pressure, and verify the PORV is closed.
Relieve all the hydraulic pressure from the pump, and disconnect the testing
6
equipment.

7 Open the pressure transmitter isolation valves.

3.3 Task on Completion


On the completion of the float safety valve exercise, the following tasks should be carried out.

1 Ensure that all gags are removed.


Ensure that all the adjustment ring pins are secure and all the valve accessoried

are correctly refitted, e.g, lever assemblies.
3 Remove the test gauge(s) if used.
Once satisfactorily adjusted, the ring pins, overlap collar and top lever pin
4
should be sealed to confirm with the applicable ASME code.
