TECHNICAL SPECIFICATION FOR

PAINTS, THINNER AND PRIMER

1.0. Paint manufacturers or its authorized stockists or authorized dealers are only eligible to
participate for this tender. The dealer or stockist has to submit an authorization certificate
from the original manufacturer along with their offer. All offers of dealers or stockists
without valid authorization certificate from manufacturer will be rejected.

2.0. Technical brochure of paint/primer/thinner should be submitted along with the offer and
shall be uploaded in tender. Without technical brochure, their offer will not be accepted.

3.0. All painting materials including primers and thinners supplied shall be procured directly
from manufacturers as per the specifications and shall be accompanied by manufacturer's
test certificates and it shall be uploaded in tender. Paint formulations without certificates
are not acceptable.

4.0. The paint, primer, thinner which is being offered should have the latest
manufacturing date and should not have manufactured before September 2021.
Name of manufacture, batch number, month/year and type of paint shall be
stenciled on the paint container.

5.0. Engineer-In-Charge at his discretion may call for the tests for paint formulations.
Supplier shall arrange to have such tests performed including batch-wise test of wet
paints for physical & chemical analysis as per relevant ASTM test method. All costs
towards inspection/testing shall be borne by the bidder.

6.0 The Supplier shall produce test reports from manufacturer regarding the quality of the
particular batch of paint supplied. The Engineer-in-Charge shall have the right to test wet
samples of paint at random for quality of same. Batch test reports of the
manufacturer's for each batch of paints supplied shall be made available by the
supplier for verification. Dry film thickness (DFT) per coat as given in Table-1 will
be confirmed/witnessed by IGCAR and minimum DFT/coat should be get certified
by inspection agency. Required Elcometer for measuring coating thickness should be
arranged by bidder.

7.0 Items will be inspected prior to despatch. Relevant test certificates should be produced at
the time of inspection. Paint / Primer/thinner without test certificates will not be accepted.

8.0 The items shall be dispatched only after clearing pre-despatch inspection by our
inspecting authority and shipping release is obtained in writing. The supplier shall render
all required assistance to the inspecting authority to carry out the inspection. Shipping
release duly signed in ink by the inspecting authority shall accompany the supply.

9.0 Finish colour : Finish colour for Acrylic Polyurethane finish paint and Epoxy-High
Build finish paint should be Eau-de-Nil as per IS colour code (216) as per IS 5 2007
with corresponding chromaticity co-ordinates, Approximate Musnell Value,
Luminance Value etc.

11.0 Technical data sheet/catalogue for all paints shall be supplied at the time of
submission of quotations.
