The Department of Human Settlements and Urban Development (DHSUD) or Kagawaran


ng Pananahanang Pantao at Pagpapaunlad ng Kalunsuran new office is the central government
authority on the management of Housing, Human Settlements and Urban Development. DHSUD
was established on February 14, 2019, by Republic Act (RA) 11201, which consolidates the
powers of the defunct Housing and Urban Development Coordinating Council (HUDCC) and
Housing and Land Use Regulatory Board (HLURB), except for adjudication.
DHSUD primarily focuses on providing decent, affordable, resilient, and sustainable
housing communities to all Filipinos, particularly the underprivileged and those in the low-income
bracket, as the sole and primary planning and policy-making, regulatory, program coordination,
and performance monitoring entity for all housing, human settlement, and urban development. It
is in charge of developing and implementing a national strategy to ensuring that all of its affiliated
agencies' policies, programs, and projects are aligned under the BALAI Program, which stands for
Building Adequate, Livable, Affordable, and Inclusive Filipino Communities.
Environmental, Land Use, Urban Planning and Development; Housing and Real Estate
Development Regulation; and Homeowners Association and Community Development are the
three main bureaus. Internal Audit, Public Assistance, Public Housing and Settlements, Legal,
Planning, Administrative, Finance, and Knowledge Management and Information Systems are the
eight supporting services. In terms of policy and program coordination, monitoring, and
evaluation, the DHSUD oversees its attached agencies, known as crucial shelter agencies (KSAs),
which include the National Housing Authority, Home Development Mutual Fund or Pag-IBIG
Fund, Social Housing Finance Corporation, and National Home Mortgage Finance Corporation.
The Human Settlements Adjudication Commission takes over HLURB's adjudication activities.
DHSUD focuses on its mission of promulgating and enforcing enabling policies, plans,
and regulations on land use, housing and urban development, and homeowners associations
towards sustainable and resilient communities, guided by professionalism, integrity,
accountability, competence, and commitment. Moreover, involving stakeholders in the
development and execution of the Department's strategies and programs Finally, the DHSUD will
pursue its goal of providing every Filipino family with decent housing in well-planned
communities.
DHSUD exercise the following former functions; (a) enter into domestic and international
contracts, joint venture agreements or understandings, public-private partnerships, and
memorandums of agreement or understanding under such terms and conditions as the Department
deems appropriate and reasonable, pursuant to existing laws; (b) receive, take, and hold any asset,
grant, or property, real or personal, from foreign and domestic sources, either absolutely or in trust
for any of its purposes, subject to such limitations as specified by existing laws and regulations;
(c) release all government responsibilities arising from treaties, agreements, and other
commitments relating to human settlement and urban development that will be extended through
bilateral or multilateral loans and/or aid programs; (d) determine, fix, and collect reasonable fees
and charges necessary for the Department's proper implementation of all laws, rules, and
regulations, as well as impose reasonable fines and penalties for violations: (e) recommend new
legislation and amendments to existing laws as may be necessary to achieve the government's
housing objectives; (f) promote, accredit, and regulate the use of indigenous materials and
technologies in housing construction; (g) implement prototype projects in housing and urban
development undertakings, with the right to use eminent domain when necessary; (h) open
subdivision roads to the public when the public good requires it after consultation with
stakeholders; and perform any other related functions that may be mandated by law.
