What is HUDDC?

The Housing and Urban Development Coordinating Council (HUDCC) is


the government agency under the Office of the President created by virtue of
Executive Order No. 90 (s. 1986), which serves as the oversight, the over-all
coordinator, initiator and facilitator of all government policies, plans and
programs for the housing sector, sets the overall direction and targets for the
sector; determines strategies, formulates appropriate policies, monitors, and
evaluates the programs, projects and performance of the implementing shelter
agencies. The HUDCC has four major key result areas which include the
formulation of plans and policies on housing and urban development,
development and supervision of innovative programs and projects for tenure
security, urban renewal and other support services, provision of overall
administration and supervision to Key Shelter Agencies (KSAs), and provision of
technical assistance to the Local Government Units (LGUs) on the delivery of
housing services to their constituents and support to the general public on
appropriate information on housing and referral of specific concerns for action of
appropriate agencies. The HUDCC together with its attached Key Shelter
Agencies addresses various issues in the areas of housing finance, housing
regulation, housing production and institutional development. The Housing and

What is NUDHF?

The National Urban Development and Housing Framework (NUDHF) is the


development framework for urban and urbanizing areas aimed at achieving the
objectives of the Urban Development and Housing Act. The NUDHF FRAMEWORK
provides an overarching framework for urban development and housing,
consisting of a vision, policy statements, and strategies, encompassing core
development sectors and spatial elements. It is intended to guide the efforts of
the Philippine government, private sector, and other stakeholders in improving
the performance and efficiency of the country's urban systems. The NUDHF is
intended to be used primarily to guide the formulation and implementation of
plans, programmers, and activities (PPAs) of national government agencies and
local government units. It provides the private sector, academe, nongovernment
organizations, professional organizations, people’s organizations, and other
stakeholders with information and possible avenues of collaboration

Explain what is Local Housing Program?

They provide decent, adequate, and affordable housing to low-income families,


ensure the provision of community facilities, utilities, and access to social services and
economic opportunities.

What are the processes involved in the formulation of the local housing program?

The various processes involved are as follow’s

❖ Identification and selection of sites for local housing
❖ Identification of fund sources/financing the local housing projects
(for developers and for end-users)
❖ Organization of beneficiaries
❖ Selection of project developer

What are the procedural steps to be taken in the preparation of the local shelter plan?

Data gathering

❖ The current resettlement needs and the new housing needs of the locality;
❖ Affordability and assessment of financial resources of the different income
groups;
❖ Resource requirements (land, infrastructure, building materials, labor)
❖ Socio-economic profile

Situational Analysis
