LONG TERM AGREEMENT (LTA) FOR

ATTACHMENT 1

As a minimum, the EFMS shall comply with the following criteria:

Hardware

Flow Meter (type) Coriolis (mass-flow) meters.

Flow Meter (location) On supply & return line of each individual consumer.

Bunker meter shall be provided on a common


header or each manifold as appropriate.

Flow meters installed on common headers of


smaller auxiliaries (120 kW or less each) shall be
subject to charterer's approval.

Flow Meter (Min. Stds) ISO/IEC - 17025 or equivalent calibration standard


and Class Society endorsement.
Flow Meter (sizing) Meters shall be adequately sized as per meter
manufacturer's specification and for all expected
ranges of flow rate and pressure.
Flow Meter (Orientation) Meters shall be oriented and installed as per meter
manufacturer's instructions.
Data Logger/Terminal Unit Unit shall be in housing that provides adequate
protection for components.
Independent GPS System shall be integrated with independent GPS
inputs to provide vessel speed/position along with
fuel consumption data feed.
Flow Meter (connection) Flexible hoses (if any) used in meter installation
shall be approved by Class Society. Consideration
must be given to location in relation to potential heat
sources and capable of withstanding expected
vibrations.
Onboard Display Onboard display shall be provided for relaying
consumption information to crew.
OSV Activity Manager Onboard display shall be provided for crew to input
activity performed by the vessel during operation.
Independent Satellite System Independent Satellite System should be installed
and solely used for the transmission of EFMS data.

Data Logger I Terminal Unit Shall employ means to deter tampering


System Continuity Tamper proof measures shall be in place to deter
tampering with any system electrical/data
connections.
Onboard Display Shall not enable crew to alter any inputs

System Functionality/Quality
Check

Consumption Discrepancy System shall detect discrepancies in fuel


consumption including, but not limited to:
1. High frequency of readings (1 Hz maximum)
2. Capturing engine running hours
Data quality System shall be capable of detecting erroneous
readings
Mass vs. Volume System shall reconcile all masses to volume
measurements (US gallon)
Consumption Reconciliation System shall reconcile fuel remaining on board
(ROB) based on flow meter consumption and
bunker meter transfers.
Bunker density System shall track and record density, aeration and
temperature of bunkers during loading/discharge

Reporting/Web Based Interface

Charterer Access Charterer shall be allowed and enabled transparent


access to online reports & raw data
Access security Secure access to online interface
Data storage Data shall be archived ashore for minimum of 5
years.
Data backup Data shall be backed up in a secure/certified facility.
Data transmission Data shall be updated in near real-time to web
interface. Interval shall be subject to charterer
approval.
Key Performance Index (KPI) KPls shall be viewable on a vessel, vessel type, and
fleet basis and shall include consumption per day/
hour/minute, consumption per voyage, consumption
per mode, consumption per nm, bunker
loading/offloading reports (including SG)
Data storage on board V/L Minimum 30 days

Vendor Qualifications

Vendor Quality Vendor has ISO 9001 or equivalent quality


assurance system in place.
Vendor Installation Support Vendor provides trained personnel to support
installation and commissioning process.
Vendor In-Service Support Vendor is capable of providing immediate in-service
support via trained personnel.
Commissioning Process Vendor to prove integrity & function of system
through commissioning and sea trials; as deemed
necessary by charterer.
Commissioning Integrity Existing vessel owners or contractors with marine
spread working with Saudi Aramco should not be
used for installation purpose, as we need the
system to be fully Independent tamper proof,
validated by the vendor.

Owner Responsibility

Class Approvals Owner shall obtain proper approvals from Class for
fuel system modification
Calibration Owner shall implement protocols to ensure system
maintenance and calibration is being done per
manufacturer requirements.
Installation Owner is responsible for coordinating system
installation with chosen vendor. Owner shall provide
on-site supervision to oversee installation.
Data transmission Owner shall provide sufficient bandwidth to transmit
the required data at the required interval. There
must be adequate SAT/COM coverage in/around
geographic location to ensure 100% reliability
Charterer Approval Owner shall submit full technical package to
Charterer for approval, including system schematics
showing placement of all flow meters.
System Use Owner shall develop documentation detailing how
fuel monitoring system will be incorporated into
Owner's fuel management processes.
