corporation established on 1st July 1963. Port
Klang is situated on the west coast of Peninsular
Malaysia, about 40 km from the capital city,
Kuala Lumpur. Its proximity to the greater
Klang Valley.

(MOVEMENT CONTROL ORDER (MCO)

• On 18 March 2020 Government of Malaysia enforced a


Movement Control Order (MCO).
• Orders of restrictions:
• Prohibition of movement and mass assembly
nationwide, including all religious, sports, social and
cultural activities.
• Malaysians barred from leaving the country, and
restrictions placed on the entry of non-Malaysians into
the country
• All industries local or federal are closed except for
infrastructure services and supermarkets/grocery stores
selling daily necessities.
• Government and private schools and other learning
instituitions closed

• Malaysia Government imposed a second Movement Control Order


2.0 (MCO) starting from 13 January 2021 to 4 Feb 2021.
• Standard Operation of Procedure (SOP) included:
• Only 30% of employees in management are allowed to be in
the office.
• Employers are responsible for making category classifications
to reduce the number of employees in the workplace to the
permitted number.
• The Work From Home (“WFH”) .
• Restaurants and dining outlets to operate between 6.00 am
until 10.00 pm.
MCO 2.0

• Hospitals, clinics and medical laboratories may operate


on a 24-hour basis.
• Pharmacies and convenience stores may operate from
6.00 am to 8.00 pm.
• Petrol stations may operate from 6.00 am to 10.00 pm
except for petrol stations on highways which may
operate on a 24-hour basis.
• Day markets and wet markets may operate from 7.00
am to 2.00 pm.
• Clinics and pet food stores may operate from 6.00 am
to 8.00 pm.
• All activities other than those listed in the Essential
Services List are not allowed.

ISSUE BUNCHING OF VESSELS

• Port Klang is experiencing congestion due to the increase of


vessel calls, bunching of vessel arrivals due to delays in previous
ports of call as well as an increase in total container handling
since November 2020
• As a result, the average waiting time for vessels to berth at Port
Klang has increased to 3 – 4 days as compared to less than 24
hours previously.
ISSUE BUNCHING OF VESSELS
• Port Klang Authority (PKA) urges Shipping Lines to take the following
actions to assist in easing the congestion at Port Klang.
– ensure vessels continue to call Port Klang (avoid omitting Port Klang
from the sailing itinerary) and provide adequate slots for export
containers from Port Klang.
– vacant slots arising upon discharge at Port Klang are to be utilized
for loading of export containers, subject to the vessels’ subsequent
ports of call
– to deploy adequate Main Line or Feeder vessels to evacuate long‐
staying transshipment containers from the container yard.
• The Port will also undertake the following measures
– prioritized berthing for vessels with more containers to be loaded
than discharged
– prioritized berthing to Feeder vessels loading transshipment
containers out of the port;
– exempt Special Service Request (SSR) charges on empty export
containers in the yard if utilized for local exports. PKA will engage
with Royal Malaysian Customs Department (RMCD) to request for
exemption against any penalty charges arising from container status
change

CONCLUSION
• Pandemic COVID‐19 have started at end of 2019. All the sector are affected with 
this pandemic and it’s includes shipping and port operation sector. 
• Port Klang also have several issues during the pandemic COVID‐19 for example 
congested of ship at Port Klang. Port Klang Authority (PKA) have been corporate 
with other government agencies like Royal Malaysian Customs Department (RMCD), 
and the Department of Malaysian Quarantine Inspection Service (MAQIS) for non‐
government agencies like port operator and several logistic associations to solve 
this problem. 
• This task force has been improved vessel average waiting time significantly, with 
vessels now getting a berth within 24 hours of arrival at the outer anchorage, 
compared with 3 to 5 days in December last year.
• MAQIS have deployed additional manpower to conduct container inspections.
• The RMCD has also deployed additional officers to expedite clearance of import 
and export documents, besides assigning special counters for reefer and perishable 
goods.
• Forwarding agents and importers have stepped up efforts to clear import containers 
from the port early and avoid storage within the port area.
• All parties will continue to work closely to ensure the situation is adequately 
managed and that cargo principals and shipping companies are serviced in a timely 
and efficient.
