‫يف الذكرى الخـــالدة‬
‫إجــراءات الســفر وتعزيــز النظــرة املســتقبلية‬ ‫أرفــع باســمي ونيابــة عــن منســوبي الهيئــة‬
‫ورسعــة التعــايف بعــد الظــروف الصعبــة الــي‬ ‫أســمى آيــات التهــاين والتربيــكات ملقــام ســيدي‬
‫مــر ويمــر بهــا القطــاع يف جائحــة كوفيــد ‪.19‬‬ ‫خــادم الحرمــن الرشيفــن امللــك ســلمان بــن‬
‫عبــد العزيــز آل ســعود وصاحــب الســمو امللــي‬
‫إن هــذه الجائحــة وعــى الرغــم مــن فداحتهــا‬ ‫األمــر محمــد بــن ســلمان بــن عبــد العزيــز‬
‫إال أنهــا شــكلت نوعــا ً فريــدا ً مــن االتصــال‬ ‫ويل العهــد نائــب رئيــس مجلــس الــوزراء‬
‫التشــاريك‪ ،‬ومســتوى متميــزا ً مــن التعــاون‬ ‫وزيــر الدفــاع ‪-‬حفظهمــا اللــه ‪ ،-‬بمناســبة‬
‫املثمــر بــن القطاعــات للوقــوف جنبــا ً إىل جنــب‬ ‫ذكــرى اليــوم الوطــي الـــ ‪ 91‬للمملكــة العربيــة‬
‫ملواجهــة هــذه الجائحــة تحــت قيــادة خــادم‬ ‫الســعودية الــذي يوافــق الـــ ‪ 23‬مــن شــهر‬
‫عبد العزيز بن عبد الله الدعيلج‬
‫الحرمــن الرشيفــن وســمو ويل عهــده األمــن ‪-‬‬ ‫ســبتمرب‪.‬‬
‫رئيس الهيئة العامة للطريان املدين‬
‫حفظهمــا اللــه – ومنهــا التكامــل الــذي شــهدته‬
‫الهيئــة مــع الجهــات الحكوميــة ورشكائهــا‬ ‫تحــل هــذه الذكــرى الخالــدة يف وقــت حظــي‬
‫بالقطاعــن الحكومــي والخــاص‪ ،‬وكان آخرهــا‬ ‫قطــاع الطــران املــدين باهتمــام ودعــم ال‬
‫االتفاقيــة الــي أبرمتهــا الهيئــة مــع الهيئــة‬ ‫محــدود مــن قيادتنــا الرشــيدة بوصفــه‬
‫الســعودية للبيانــات والــذكاء االصطناعــي‬ ‫محــر ًكا رئيســيا ً للنمــو االقتصــادي يف مجــال‬
‫“ســدايا” وتعتــر نوعيــة وذات أهــداف يف غايــة‬ ‫النقــل الجــوي وفــق أحــدث املعايــر العامليــة‪،‬‬
‫األهميــة تهــدف إىل تســهيل إجــراءات الســفر‬ ‫وتعزيــز مكانــة اململكــة عامليــا ً كدولــة مؤثــرة يف‬
‫وســهولة التحقــق مــن أهليــة الســفر وتطبيــق‬ ‫صناعــة الطــران املــدين الــدويل مســتندة عــى‬
‫اإلجــراءات االحرتازيــة بأمــان‪.‬‬ ‫رؤيــة اململكــة ‪ ،2030‬واالســراتيجية الوطنيــة‬
‫للنقــل والخدمــات اللوجســتية الــي أعلنهــا‬
‫لقــد مضــت الهيئــة يف تحويــل اســراتيجيتها‬ ‫ســمو ســيدي ويل العهــد األمــر محمــد بــن‬
‫إىل أرض الواقــع؛ فعمــدت إىل تطبيــق العديــد‬ ‫ســلمان؛ ســتكون خارطــة طريــق ملنظومــة‬
‫مــن الخطــوات اإلجرائيــة املعينــة يف مأسســة‬ ‫النقــل وتحديــدا ً الطــران املــدين عــر تطويــر‬
‫القطــاع ليكــون أكــر حريــة ومرونــة‪ ،‬بمــا‬ ‫البــى التحتيــة والعمليــات التشــغيلية‪ ،‬وزيــادة‬
‫يحفــز القطــاع عــى التوســع والتطــور عــر‬ ‫الطاقــة االســتيعابية يف املطــارات مســتفيدة‬
‫التحــول املؤســي للمطــارات‪ ،‬مــع املحافظــة‬ ‫مــن املوقــع الجغــرايف الــذي تحظــى بــه اململكــة‬
‫عــى ســر العمليــات التشــغيلية واإلداريــة‬ ‫لرفــع الطاقــة االســتيعابية للمســافرين لتصــل‬
‫يف كل مطــار والرتكيــز عــى العنــر البــري‬ ‫إىل أكــر مــن ‪ 300‬مليــون مســافر‪ ،‬وشــحن‬
‫وتطويــره وتأهيلــه‪ ،‬وهــو مــا يــأيت ضمــن خطــة‬ ‫أكــر مــن ‪ 4.5‬ماليــن طــن جــوا ً ســنوياً‪،‬‬
‫محــددة لتطويــر املطــارات الســعودية‪ ،‬ومــن‬ ‫باإلضافــة إىل زيــادة الوجهــات ألكــر مــن ‪250‬‬
‫بــن اإلجــراءات الــي اتخذتهــا الهيئــة زيــادة‬ ‫وجهــة دوليــة‪ ،‬فض ـاً عــن تحســن العمليــات‬
‫فاعليــة االتصــال بــن املطــارات ورفــع مســتوى‬ ‫التشــغيلية وتفعيــل دور القطــاع الخــاص‬
‫التنســيق الــدويل مــع منظمــات الطــران املــدين‬ ‫وتعزيــز املســاهمات يف مشــاريع املطــارات‬
‫ومنظمــات النقــل الجــوي وتعزيــز التعــاون‬ ‫وســوق النقــل الجــوي واالرتقــاء بالخدمــات‪ ،‬إذ‬
‫والفعــال مــع جميــع األطــراف املعنيــة‬
‫ّ‬ ‫املشــرك‬ ‫وضعــت الهيئــة نصــب عينيهــا تحســن تجربــة‬
‫بصناعــة الطــران املــدين مــن منظمــات دوليــة‬ ‫املســافرين كأحــد أولوياتهــا‪ ،‬فضـاً عــن تســهيل‬

‫إنــي أدعــو زمــايئ األعــزاء يف القطــاع عــى أن‬ ‫وإقليميــة‪ ،‬ومــن بــن ذلــك توقيــع اتفاقيــة‬
‫نضــع أيدينــا يف أيــدي البعــض للمــي قدمــا ً‬ ‫إقامــة مقــر التحــاد النقــل الجــوي الــدويل (أياتــا)‬
‫بــكل طاقاتنــا وإمكانياتنــا نحــو وضــع بصمــة‬ ‫يف مدينــة الريــاض‪ ،‬الــذي سيســهم يف توفــر‬
‫واضحــة يف مســرة قطــاع النقــل الجــوي‬ ‫الدعــم الــازم لــركات النقــل الجــوي محليــا ً‬
‫وتطويــره والنهــوض بــه للعامليــة‪ ،‬لتعزيــز مكانــة‬ ‫وإقليميــا ً ‪ ،‬وتزويــد قطــاع الطــران املــدين يف‬
‫اململكــة كواجهــة اقتصاديــة وسياســية ودينيــة‬ ‫اململكــة بالبيانــات واملعلومــات الخاصــة بالنقــل‬
‫ودوليــة مؤثــرة يف صناعــة الطــران املــدين‬ ‫الجــوي الــدويل؛ ممــا يســهم ذلــك باالرتقــاء‬
‫الــدويل‪.‬‬ ‫بمجــال النقــل الجــوي عــى الصعيديــن‬
‫اإلقليمــي والــدويل‪ ،‬وغريهــا مــن اإلنجــازات‬
‫املتعــددة‪.‬‬

‫توقعان اتفاقية الربتوكول التشغييل ملجاالت التعاون املشرتك‬
‫وقعــت الهيئــة الســعودية للبيانــات والــذكاء‬

‫االصطناعــي “ســدايا” والهيئــة العامــة للطــران‬
‫املــدين‪ ،‬اتفاقيــة الربتوكــول التشــغييل‪ ،‬والــي‬
‫تهــدف إىل وضــع إطــار عــام ملجــاالت التعــاون‬
‫بــن الطرفــن‪ ،‬وتشــمل اإلســهام يف تســهيل‬
‫إجــراءات الســفر والتحقــق مــن أهليــة املســافرين‬
‫ووقــع املذكــرة مــن جانــب الهيئــة العامــة‬ ‫الجوانــب املتعلقــة بتســهيل إجــراءات الســفر‬ ‫الصحيــة حســب أفضــل املمارســات الدوليــة‬
‫للطــران املــدين مســاعد الرئيــس التنفيــذي‬ ‫حســب أفضــل املمارســات الدوليــة‪ ،‬وقبــول‬ ‫لترشيعــات الطــران املــدين لحمايــة حقــوق‬
‫للعمليــات ســليمان بــن أحمــد البســام‪ ،‬ومــن‬ ‫منصــة جــواز الســفر الصحــي كمبــادرة لرقمنــة‬ ‫املســافرين وأصحــاب املصلحــة‪.‬‬
‫جانــب اتحــاد النقــل الجــوي الــدويل (أياتــا) نائــب‬ ‫الشــهادات الصحيــة مــن مصــادر موثوقــة‬
‫الرئيــس ملنطقــة أفريقيــا والــرق األوســط كامــل‬ ‫ومختــرات معتمــدة مــن خــال التعــاون مــع‬ ‫وقــع االتفاقيــة مــن جانــب الهيئــة الســعودية‬
‫حــن العــويض‪.‬‬ ‫رشكات الطــران‪ ،‬والتعــاون بشــأن ربــط تطبيــق‬ ‫للبيانــات والــذكاء االصطناعــي معــايل رئيــس‬
‫“توكلنــا” مــع تطبيــق اتحــاد النقــل الجــوي‬ ‫الهيئــة الدكتــور عبداللــه بــن رشف الغامــدي‬
‫ورحــب معــايل رئيــس الهيئــة الســعودية‬ ‫الــدويل ‪ ، IATA‬حيــث تعــد اململكــة مــن أوائــل‬ ‫ومــن جانــب الهيئــة العامــة للطــران املــدين‬
‫للبيانــات والــذكاء االصطناعــي الدكتــور عبداللــه‬ ‫الــدول يف العالــم الــي نجحــت يف ربــط منصــة‬ ‫معــايل رئيــس الهيئــة األســتاذ عبدالعزيــز بــن‬
‫بــن رشف الغامــدي مــن جانبــه‪ ،‬بالتعــاون‬ ‫حكوميــة بمنصــة دوليــة‪ ،‬وتهــدف الهيئــة إىل‬ ‫عبداللــه الدعيلــج‪ ،‬وذلــك يف مقــر الهيئــة‬
‫القائــم بــن “ســدايا” وهيئــة الطــران املــدين‬ ‫دعــم منظومــة “توكلنــا” وتعزيــز تعاونهــا مــع‬ ‫الســعودية للبيانــات والــذكاء االصطناعــي‬
‫والــذي يتوافــق مــع توجيهــات القيادة الرشــيدة –‬ ‫االتحــاد الــدويل للنقــل الجــوي األياتــا للوصــول‬ ‫بالريــاض‪.‬‬
‫أيدهــا اللــه ‪ -‬ودعمهــا لجميــع املبــادرات التقنيــة‬ ‫إىل حلــول رقميــة متكاملــة تعكــس مكانــة‬
‫الــي مــن شــأنها دعــم التحــول الرقمــي لتســهيل‬ ‫اململكــة يف مجــال التحــول الرقمــي‪ ،‬وتشــجع‬ ‫كمــا وقعــت الهيئــة العامــة للطــران املــدين‬
‫حيــاة املواطنــن واملقيمــن والزائريــن‪ ،‬حيــث‬ ‫إعــادة الحركــة الجويــة والســفر مــن وإىل‬ ‫مذكــرة تعــاون وتأييــد لربط جواز الســفر الصحي‬
‫أســهم ذلــك ‪-‬وللــه الحمــد‪ -‬بــأن تكــون اململكــة‬ ‫اململكــة‪ ،‬إضافــة إىل دور هــذه املبــادرة يف رسعــة‬ ‫يف تطبيــق “توكلنــا” التابــع للهيئــة الســعودية‬
‫يف مقدمــة دول العالــم وأنجحهــا يف تســخري‬ ‫تعــايف مجــال النقــل الجــوي يف اململكــة والعالــم‬ ‫للبيانــات والــذكاء االصطناعــي “ســدايا” مــع‬
‫التقنيــة ملواجهــة جائحــة كورونــا وتداعياتهــا‪،‬‬ ‫وكذلــك (الســياحة)‪.‬‬ ‫اتحــاد النقــل الجــوي الــدويل “أياتــا” تشــمل‬

‫ربــط منصــة األياتــا الدوليــة بمنصــة حكوميــة‬ ‫العامــة للطــران املــدين األســتاذ عبدالعزيــز بــن‬ ‫ولتؤكــد للعالــم أجمــع أن اإلنســان واملحافظــة‬
‫محليــة “توكلنــا”‪ ،‬وذلــك بهــدف تســهيل وأتمتــة‬ ‫عبداللــه الدعيلــج ‪ ،‬أن هــذا التعــاون مــع الهيئــة‬ ‫عــى ســامته يف مقدمــة أولوياتهــا‪.‬‬
‫إجــراءات الســفر‪.‬‬ ‫الســعودية للبيانــات والــذكاء االصطناعــي يــأيت‬
‫ضمــن تنظيــم األعمــال واملســئوليات ومســتوى‬ ‫وأكــد معاليــه بــأن التكامــل الحكومــي بــن‬
‫وتعمــل هيئــة الطــران املــدين مــع اتحــاد النقــل‬ ‫الخدمــات ووضــع إطــار عــام ملجــاالت التعــاون‬ ‫مختلــف الجهــات الحكوميــة أســهم يف نجــاح‬
‫الجــوي الــدويل عــى دعــم املبــادرات الخاصــة‬ ‫بــن الطرفــن يف مجــال البحــث والتطويــر‪،‬‬ ‫املبــادرات التقنيــة ومنهــا هــذا املنتــج الوطــي‬
‫الســتعادة الســفر الــدويل بشــكل صحــي وآمــن‪،‬‬ ‫واالســتفادة مــن قواعــد البيانــات والتقنيــات‬ ‫تطبيــق “توكلنــا”‪ ،‬وتحقيــق األثــر املرجــو‬
‫وبالعمــل مــع الناقــات الجويــة الوطنيــة حيــث‬ ‫الرقميــة؛ فضـا ً عــن رفــع كفــاءة جــودة الحيــاة‬ ‫منهــا عــى مختلــف األصعــدة االقتصاديــة‬
‫كانــت الخطــوط الجويــة العربيــة الســعودية‬ ‫للمســتخدمني لتلــك املنصــات واملبــادرات الــي‬ ‫واالجتماعيــة وهــو مــا يتوافــق مــع رؤيــة اململكــة‬
‫رشيــ ًكا تجريب ًيــا يف تطويــر جــواز ســفر “أياتــا”‬ ‫تتعلــق بتســهيالت إجــراءات الســفر‪.‬‬ ‫‪ ، 2030‬ويحظــى هــذا التوجــه بدعــم وتوجيــه‬
‫الصــادر عــن اتحــاد النقــل الجــوي الــدويل‬ ‫ســمو ويل العهــد – حفظــه اللــه‪ -‬رئيــس مجلــس‬
‫(‪.)IATA‬‬ ‫وأفــاد معاليــه أن الهيئــة العامــة للطــران املــدين‬ ‫إدارة الهيئــة الســعودية للبيانــات والــذكاء‬
‫تســعى إىل دعــم منظومــة “توكلنــا” وتعزيــز‬ ‫االصطناعــي “ســدايا”‪ ،‬حيــث ســيثمر هــذا‬
‫يذكــر أن تطبيــق “توكلنــا” يســهم يف تحســن‬ ‫تعاونهــا مــع اتحــاد النقــل الجــوي الــدويل‬ ‫التعــاون املميــز بنجــاح الربــط والتكامــل بــن‬
‫تجربــة الســفر بالرشاكــة مــع الجهــات ذات‬ ‫“األياتــا” للوصــول إىل حلــول رقميــة متكاملــة‬ ‫تطبيــق األياتــا (‪ )IATA Travel Pass‬وتطبيــق‬

‫بطاقــة صعــود الطائــرة‪ ،‬ممــا أســهم يف ضمــان‬ ‫وســائل املواصــات والنقــل األخــرى وتســهيل‬ ‫وأشــار معاليــه إىل أن نجــاح الربــط سيســهم يف‬
‫الحالــة الصحيــة للمســافرين بموثوقيــة عاليــة‪،‬‬ ‫اإلجــراءات للوصــول مــن وإىل الطائــرة وتغطيــة‬ ‫دعــم جهــود الجهــات الحكوميــة يف مكافحــة‬
‫لضمــان ســامة الــركاب ومنــع التكــدس وتقليــل‬ ‫رحلــة متكاملــة ومرنــة للعميــل‪.‬‬ ‫جائحــة كورونــا‪ ،‬وذلــك مــن خــال التعــرف بــكل‬
‫التجمعــات يف املطــار‪ ،‬إىل جانــب توافــر جميــع‬ ‫ســهولة عــى الحالــة الصحيــة للمســافرين‪،‬‬
‫املعلومــات املتعلقــة بالســفر يف الجــواز الصحــي‪،‬‬ ‫وأشــار الدعيلــج إىل دعــم معــايل وزيــر النقــل‬ ‫ورقمنــة إجــراءات الســفر مــن وإىل اململكــة‬

‫مــن خــال تهيئــة منســوبي املطــارات لهــذا‬ ‫إىل ‪ 330‬مليــون مســافر‪ ،‬ورفــع قــدرات قطــاع‬
‫االنتقــال عــن طريــق العديــد مــن امللتقيــات‬ ‫الشــحن الجــوي ومضاعفــة طاقتــه االســتيعابية‬ ‫وقــع االتفاقيــة الرئيــس التنفيــذي لرشكــة‬
‫املبــارشة والزيــارات امليدانيــة لإلجابــة عــى جميــع‬ ‫لتصــل إىل أكــر مــن ‪ 4.5‬ماليــن طــن‪ ،‬مثمنــا ً‬ ‫مطــارات القابضــة املهنــدس معيــض الســلوم؛‬

‫وظائــف النقــل الجــوي‪ ،‬وتمكــن الشــباب‬ ‫الوطنيــة البرشيــة ومناقشــة كيفيــة االســتفادة‬

‫تدريــب معتمــد دوليــاً‪ ،‬باإلضافــة إىل حصولهــا‬ ‫كمــا أكــدت أن حصولهــا عــى اعتمــاد مجلــس‬ ‫حصلــت األكاديميــة الســعودية للطــران املــدين‬
‫عــى اعتمــاد املجلــس الــدويل لخدمــات تدريــب‬ ‫املطــارات الــدويل ســيمكنها مــن تنظيــم الــدورات‬ ‫التابعــة للهيئــة العامــة للطــران املــدين عــى‬
‫اإلطفــاء واإلنقــاذ (‪ )IFSAC‬وفوزهــا اآلن باعتمــاد‬ ‫الدوليــة‪ ،‬وسيســهم يف االرتقــاء بالخدمــات‬ ‫اعتمــاد مجلــس املطــارات الــدويل (‪)ACI-ATI‬‬
‫مجلــس املطــارات الــدويل (‪.)ACI-ATI‬‬ ‫املقدمــة مــن خــال دورات تخصصيــة تراعــي‬ ‫كثــاين مركــز تدريــب يف العالــم بعــد مركــز تدريــب‬
‫توفــر أعــى معايــر الســامة يف تشــغيل‬ ‫مطــار ميونــخ بأملانيــا‪.‬‬
‫يذكــر أن مجلــس املطــارات الــدويل (‪)ACI-ATI‬‬ ‫املطــارات‪.‬‬
‫الــذي تأســس عــام ‪1991‬م يعــى بالنهــوض‬ ‫وأوضحــت األكاديميــة أن هــذا االعتمــاد يجــدد‬
‫باملطــارات وتعزيــز التميــز املهــي يف إدارتهــا‬ ‫وكانــت األكاديميــة الســعودية للطــران املــدين‬ ‫إســهامات اململكــة وثقلهــا يف مجــال تدريــب‬
‫وتشــغيلها عــن طريــق تعزيــز التعــاون بــن‬ ‫فــازت مؤخــ ًرا بمقعــد مجلــس التدريــب‬ ‫علــوم الطــران‪ ،‬ويشــكل امتــدادًا لالعرتافــات‬
‫املطــارات ومنظمــات الطــران العامليــة ورشكاء‬ ‫العاملــي التابــع للمنظمــة الدوليــة للطــران‬ ‫وتتويجــا للعمــل‬
‫ً‬ ‫الدوليــة الــي تحصدهــا‬
‫األعمــال إىل توفــر أنظمــة نقــل جــوي آمنــة وعــى‬ ‫املــدين (‪ ،)ICAO‬كمــا تــم تجديــد اعتمادهــا مــن‬ ‫االحــرايف الــذي تقــوم بــه وبمخرجاتهــا يف مجــال‬
‫درجــة عاليــة مــن الكفــاءة‪.‬‬ ‫االتحــاد الــدويل للنقــل الجــوي (‪ )IATA‬كمركــز‬ ‫التدريــب‪.‬‬

‫أقــى درجــات املرونــة والســامة يف اإلجــراءات‬ ‫للمســافرين‪ ،‬فضــا ً عــن التعريــف بالهيئــة‬ ‫ّ‬
‫نظمــت الهيئــة العامــة للطــران املــدين بالتعــاون‬
‫والتســهيالت‪ ،‬وحــر املتطلبــات ملرافــق ذوي‬ ‫وبرنامــج التقييــم الشــامل لجــودة خدمــات‬ ‫مــع هيئــة رعايــة األشــخاص ذوي اإلعاقــة‬
‫اإلعاقــة بمطــارات اململكــة‪ ،‬باإلضافــة إىل‬ ‫املطــارات‪.‬‬ ‫ورشــة عمــل بعنــوان “الصعوبــات الــي تواجــه‬
‫مراجعــة وتحديــث اإلجــراءات املتعلقــة بمغــادرة‬ ‫املســافرين مــن ذوي اإلعاقــة”‪.‬‬
‫وقــدوم ذوي اإلعاقــة أثنــاء ســفرهم جــوا ً بمــا‬ ‫وجــرى خــال الورشــة االســتماع إىل تجربــة‬
‫يتوافــق مــع املعايــر واملقاييــس الدوليــة‪ ،‬عــاوة‬ ‫املســافرين مــن ذوي اإلعاقــة يف مطــارات‬ ‫وهدفــت الورشــة الــي عُقــدت يــوم الخميــس‬
‫عــى التنســيق مــع الناقــات الجويــة والجهــات‬ ‫اململكــة‪ ،‬كمــا تــم مناقشــة الطلبــات املقدمــة‬ ‫‪ 28‬ذو القعــدة ‪1442‬هـــ املوافــق ‪ 8‬يوليــو ‪،2021‬‬
‫واملنظمــات الوطنيــة حيــال املتطلبــات الخاصــة‬ ‫مــن املســافرين مــن ذوي اإلعاقــة‪ ،‬والصعوبــات‬ ‫يف مقــر الهيئــة العامــة للطــران املــدين بمدينــة‬
‫بــذوي اإلعاقــة‪.‬‬ ‫الــي تواجههــم خــال رحلــة الســفر‪.‬‬ ‫الريــاض‪ ،‬إىل تحســن الخدمــات املقدمــة‬
‫لــذوي اإلعاقــة يف مطــارات اململكــة‪ ،‬ووضــع‬
‫وأوصــت الورشــة بالتنســيق الكامــل مــع‬ ‫خطــط لتطويــر الخدمــات املقدمــة لهــم‪ ،‬وتلبيــة‬
‫الجهــات املعنيــة العاملــة باملطــارات؛ لتحقيــق‬ ‫احتياجاتهــم لرفــع مســتوى جــودة الخدمــات‬

‫وتع ّد بطاقة “أياتا باي ‪”IATA Pay -‬‬ ‫االستشــاري لشــؤون التحــول الرقمــي‪ ،‬لتوفــر‬ ‫التكاليــف والحــد مــن حــاالت التأخــر وتوفــر‬
‫خيار دفع جديد للمستهلكني عند‬ ‫الفــرص بهــدف دعــم رشكات الطــران عــن طريــق‬ ‫مرونــة أكــر لتوظيــف طــرق الدفــع الحديثــة‪ ،‬إال‬
‫رشاء البطاقات مبارش ًة من موقع‬ ‫توفــر معايــر وأدوات جديــدة تســتقطب املزيــد‬ ‫أن ذلــك يتطلــب العمــل عــى عــدة مســتويات‪،‬‬
‫رشكة الطريان‬ ‫مــن األطــراف املؤثــرة‪ .‬ويمكننــا الحصــول عــى‬ ‫حيــث مــن الــروري أو ًال تحقيــق التعــاون‬
‫نتائــج كبــرة عنــد التعمــق يف إدراك بعــض‬ ‫ضمــن سلســلة قيمــة قطــاع الطــران‪،‬‬
‫وتشــكل مبــادرة مدعومــة مــن جميــع العاملــن‬ ‫املفاهيــم مثــل تجــارة التجزئــة والتســعري الفعــال‬
‫ضمــن قطــاع الطــران وهدفهــا تطويــر العمــل‬ ‫وســلوك العميــل‪ ،‬ويرغــب العمــاء يف الحصــول‬
‫فال يمكن لرشكات الطريان إحداث‬
‫الرقمــي‪ ،‬إضافــة إىل النســخة الجديــدة مــن‬ ‫عــى خيــارات‪ ،‬إضافــة إىل القــدرة عــى الدفــع‬
‫تغيري بمفردها‪ ،‬بل تحتاج ملساعدة‬
‫نظــام تســوية حســابات البضائــع ‪ ،CASS‬الــذي‬ ‫بالطريقــة الــي تناســبهم دون اللجــوء إىل املزيــد‬
‫ســيتم تطويــره عــى مراحــل خــال عــام ‪،2022‬‬ ‫مــن العمليــات املكلفــة‬
‫جميع الجهات املعنية بمن فيهم‬
‫يعــدان دليــان ملموســان عــى تصــدر مصلحــة‬ ‫الحكومات‪،‬‬
‫العميــل قائمــة أولويــات االتحــاد‪.‬‬ ‫حيث تنفق رشكات الطريان يف‬
‫الوقت الحايل أكرث من ‪ 10‬مليار دوالر‬ ‫للعمــل معــا ً وانتهــاز الفــرص الــي تضمــن‬
‫إن إتاحــة الخيــارات أمــام العمــاء هــو الطريــق‬ ‫أمرييك سنويا ً عىل عملية معالجة‬ ‫تطويــر القطــاع باســتخدام التقنيــات الحديثــة‬
‫للمــي قدمــاً‪ ،‬كمــا أن إرســاء معايــر جديــدة‬ ‫والبيانــات”‪.‬‬
‫املدفوعات يف السنوات العادية‬
‫لتبــادل البيانــات وإطــاق مبــادرات دفــع جديــدة‬
‫وأنظمــة تســوية أكــر فعاليــة‪ ،‬ســيكون مــن‬ ‫إننــا يف االتحــاد الــدويل للنقــل الجــوي نعمــل‬
‫شــأنه كلــه العمــل عــى ترسيــع عــودة الطلــب‬ ‫وهــي تكلفــة أكــر مــن تكلفــة التوزيــع‪ ،‬لــذا‬ ‫مــن خــال ثالثــة مجالــس استشــارية‪ ،‬املجلــس‬

‫الوطنيــة للســياحة‪ ,‬وتعزيــز قطــاع الطــران‬ ‫يلقــى قطــاع الطــران املــدين باململكــة اهتمامــا ً‬
‫املحــي مــع الرتكيــز عــى أن تكــون اململكــة مركــزا‬ ‫كبــرا ً ضمــن برامــج الرؤيــة للمملكــة ‪2030‬‬
‫لوجســتيا يربــط القــارات الثــاث‪.‬‬ ‫لرفــع مســتوى الخدمــات و التنافســية ليكــون‬
‫مــن اهــم القطاعــات املســاهمة يف رفــع الناتــج‬
‫وتضمنــت مســتهدفات قطــاع الطــران يف‬ ‫املحــي‪.‬‬
‫نقــل ‪ 330‬مليــون مســافر و ‪ 4.5‬ماليــن طــن‬
‫مــن البضائــع بحلــول عــام ‪ ،2030‬وتوســعة‬ ‫حيــث تــم إعــان املوافقــة عــى اســراتيجية‬
‫‪ 20‬مطــارًا دول ًيــا وإقليم ًيــا ومحل ًيــا‪ ،‬إضافــة‬ ‫قطــاع الطــران املــدين باململكــة بتاريــخ ‪ 8‬ديســمرب‬
‫إىل فصــل الجانــب التنظيمــي عــن التشــغييل‬ ‫‪2020‬م والــي تشــمل ثــاث محــاور رئيســية‬ ‫خالد مقبول الحاريث‬
‫ونقــل املطــارات مــن الهيئــة العامــة للطــران‬ ‫وهــي‪ :‬دعــم رؤيــة ‪ ,2030‬وتمكــن االســراتيجية‬ ‫مستشار تخطيط وتطوير مطارات‬

‫تحــت رشكــة مطــارات القابضــة لتعظيــم القيمــة‬
‫التجاريــة واالقتصاديــة لهــا مــع املحافظــة عــى‬
‫املصالــح الوطنيــة وتحســن تجربــة املســافرين‪،‬‬
‫وتعزيــز مطــاري الريــاض وجــدة لتصبــح مطــارات‬
‫محوريــة منافســة يف املنطقــة‪ ،‬وإطــاق ناقــل‬
‫جــوي جديــد يف الريــاض ونقــل تركيــز العمليــات‬
‫التشــغيلية لرشكــة الخطــوط الســعودية إىل‬
‫مطــار جــدة‪.‬‬
‫ترتكــز اســراتيجية منظمــة الطــران املــدين‬

‫الــدويل عــى أربــع ركائــز رئيســية تتمثــل يف‬
‫األمــن والســامة والحمايــة البيئيــة والربــط‬
‫الجــوي‪ .‬حيــث تخضــع هــذه املمارســات لقواعــد‬
‫وتوصيــات منبثقــة مــن مالحــق اإليــكاو التســعة‬
‫عــر لخلــق االســتدامة واالنســجام لقطــاع‬
‫العالقة بني الربط الدويل ونصيب الفرد من الناتج املحيل اإلجمايل يف أوروبا ‪2000-2012‬‬ ‫الطــران املــدين الــذي يلعــب دورا ً هامــا ً يف تحقيق‬
‫‪ 15‬هــدف مــن مجمــوع ‪ 17‬هــدف لربنامــج‬
‫وتكمــن معظــم هــذه املتطلبــات يف مراجعــة‬ ‫وتضمنــت دراســات املجموعــة الفاعلــة للنقــل‬ ‫التنميــة املســتدامة لألمــم املتحــدة ‪.2030‬‬
‫كفــاءة األطــر الترشيعيــة واألطرالتنظيميــة‬ ‫الجوي (‪ )Air Transport Action Group‬بأن‬
‫(لوائــح أمــن الطــران‪ ,‬لوائــح ســامة الطــران‪,‬‬ ‫هنــاك عالقــة طرديــة بــن توفرالرحــات لوجهــات‬ ‫الربط الجوي مفتاح النجاح‬
‫لوائــح الحمايــة البيئيــة‪ ,‬لوائــح وسياســات‬ ‫طويلــة املــدى واملســاهمة يف زيــادة خلــق الفــرص‬ ‫والتنافسية لقطاع الطريان ودينامو‬
‫اقتصاديــة) و كفــاءة البنيــة التحتيــة وتشــمل‬ ‫الوظيفيــة بقطــاع الطــران‪.‬‬ ‫اإلقتصاد للدول‬

‫الخدمــات بالقطــاع الــذي يرفــع مســتوى‬ ‫الربــط الجوي‪-‬البحــري‪ -‬الــري لتحقيــق التكامــل‬ ‫املحافظــة عــى اســتدامة نمــو حجــم الطلــب هــو‬
‫املنافســة ويقــي عــى االحتــكار وتشـــــمل‬ ‫مــع الربامــج الوطنيــة مثــل برنامــج الصناعــات‬ ‫العنــر األســايس لتعظيــم األثــر االقتصــادي‬
‫(مشــغيل املطــارات‪ ,‬رشكــة الخدمــات املالحيــة‪,‬‬ ‫الوطنيــة والخدمــات اللوجســتية والــي ســيصبح‬ ‫والتنميــة االجتماعيــة للمنطقــة الجغرافيــة‬
‫رشكات الطــران ‪ ,‬رشكات الخدمــات املســاندة‬ ‫عددهــا ‪ 57‬منصــة لوجســتية لتقليــل التكاليــف‬ ‫للمطــار املحــوري وأهميــة مســاهمته يف رسعــة‬

‫وتقييــم الطــرق الجويــة املناســبة بمــا يضمــن‬ ‫خطــة طــران ملقــدم خدمــات الحركــة الجويــة‬ ‫محمد عصريي‬
‫توفــر خدمــات املالحــة املطلوبــة باإلضافــة‬ ‫تحتــوي كامــل مســار الرحلــة ليتــم التخطيــط‬ ‫املركز اإلعالمي‬
‫للمعلومــات املتعلقــة بحــاالت الطقــس أو تلــك‬ ‫والتنظيــم إلدارة الحركــة الجويــة قبــل وأثنــاء‬
‫الــي تســتدعي االســتجابة الرسيعــة للطائــرات‬ ‫الرحلــة‪.‬‬
‫لطلــب املســاعدة وتنســيق البحــث واإلنقــاذ الــي‬
‫تعــد مــن أهــم أساســيات عمــل مراقــي الحركــة‬ ‫وقــد قامــت منظمــة الطــران املــدين الــدويل‬
‫الجويــة والــي تلزمهــم بتقديــم الخدمــات كافــة‬ ‫بوضــع إجــراءات وأنظمــة لتصميــم املمــرات‬
‫إذا لــزم األمــر‪.‬‬ ‫الجويــة بهــدف توفــر مجــال جــوي يضمــن‬

‫مراقــي الحركــة الجويــة لضمــان أعــى مســتويات‬ ‫تغيــر املســار أو الطــران بشــكل مــواز للممــر‬ ‫ويخضــع تحديــد املمــر الجــوي أو املســار الجــوي‬

‫األداء‪ ،‬كمــا تقــوم الهيئــة بربامــج التدقيــق عــى‬ ‫الجــوي لتجــاوز أي ظــروف تؤثــر عــى ســامة‬ ‫الــذي ســوف تســلكه الطائــرة‪ ،‬للعديــد مــن‬
‫مــزودي خدمــات املالحــة الجويــة وفــق اللوائــح‬ ‫الرحلــة‪.‬‬ ‫االعتبــارات واملعايــر مثــل مــدى ســامة الطــران‬
‫التنفيذيــة للهيئــة العامــة للطــران املــدين‬ ‫فــوق مناطــق معينــة خــال الرحلــة باإلضافــة إىل‬
‫وافضــل املمارســات لضمــان توفــر الخدمــات‬ ‫يذكــر أن الهيئــة العامــة للطــران املــدين‪ ،‬تســعى‬ ‫الوقــت املســتغرق للطــران والتكلفــة االقتصاديــة‬
‫الــي تســاهم يف تحقيــق أعــى مســتويات ســامة‬ ‫إىل تطويــر صناعــة النقــل الجــوي وفقــا ً ألحــدث‬ ‫لــكل مســار وحالــة الطقــس‪.‬‬
‫الحركــة الجويــة يف املجــال الجــوي‪.‬‬ ‫النظــم بمــا يتوافــق مــع املســتجدات يف صناعــة‬
‫الطــران عــى الصعيــد الوطــي والــدويل‪ ،‬وتعمــل‬ ‫ويف حــاالت نــادرة قــد ال يتمكــن الطيــار مــن‬
‫عــى اســتمرار الحفــاظ عــى أعىل معايري الســامة‬ ‫االلتــزام باملســار املحــدد ألســباب تتعلــق بســامة‬
‫يف اململكــة مــن خــال تحديــث القوانــن واللوائح‬ ‫الرحلــة مثــل‪ :‬حالــة الطقــس يف منتصــف‬
‫بمــا يتمــاىش مــع تطــورات قطــاع الطــران عامليــاً‪،‬‬ ‫الطريــق أو تفعيــل بعــض املناطــق املقيــدة‪ ،‬ويف‬
‫إىل جانــب إجــراء فحوصــات منتظمــة لرتخيــص‬ ‫هــذه الحالــة يطلــب الطيــار مــن املراقــب الجــوي‬

‫للطــريان سرية ومسرية‬
‫يرجــع أول ظهــور للطائــرة يف جزيــرة العــرب إىل‬

‫يف عام ‪ 1930‬م‬
‫عــام ‪1916‬م أثنــاء النــزاع العســكري بــن الدولــة‬
‫العثمانيــة واإلنجليــز‪ ،‬إذ تــم نقــل ســت طائــرات‬
‫تأسســت مدرســة الطــران بأمــر ملــي‪ ،‬وبعدهــا‬
‫بواســطة باخــرة بريطانيــة رســت يف مينــاء مدينــة‬
‫بأربعــة أعــوام صــدر أمــر ملــي بكيفيــة معاملــة‬
‫رابــغ‪ ،‬وعُرفــت الطائــرة يف الحجــاز عــام ‪1924‬م‪،‬‬
‫الطائــرات الــي تحلــق يف أجــواء اململكــة‪ ،‬ويف‬
‫وقــد كان للضابــط عبدالســام رسحــان‪ ،‬وهــو‬
‫نفــس العــام تــم بنــاء مهبــط صحــراوي للطائرات‬
‫مــن أهــايل مكــة املكرمــة قصــب الســبق يف‬
‫بالقــرب مــن الجبيــل‪ ،‬قامــت بتجهيــزه رشكــة‬
‫اعتبــاره أول طيــار عربــي يحلــق بطائرتــه يف جزيرة‬
‫(أرامكــو)‪.‬‬
‫العــرب وذلــك يف شــهر إبريــل عــام ‪ 1923‬م‪ .‬ثــم‬ ‫بدر بن نايف العريفي‬
‫عهــد للســيد عبدالســام رسحــان تحديــد مواقــع‬ ‫كلية الحقوق والعلوم السياسية‬
‫يف عام ‪ 1945‬م‬ ‫املطــارات الــي تــم إنشــاؤها يف اململكــة وذلــك يف‬ ‫جامعة امللك سعود‬
‫عهــد جاللــة امللــك املوحــد امللــك عبدالعزيــز طيــب‬
‫اللــه ثــراه‪.‬‬
‫تــم اللقــاء التاريخــي بــن املغفــور لــه امللــك‬
‫عبــد العزيــز والرئيــس االمريــي فرانكــن دي‬
‫روزفلــت‪ ،‬وكان هــو املفتــاح الحقيقــي لتدشــن‬
‫مرحلــة جديــدة يف نشــوء وتطــور النظــام الجــوي‬
‫الســعودي‪ ،‬حيــث أهــدى الرئيــس االمرييك امللك‬
‫عبدالعزيــز أول طائــرة مدنيــة مــن طــراز (‪)DC3‬‬
‫‪ ،‬ولقــد ترتــب عــى هــذا اللقــاء التاريخــي‪ ،‬مــا‬
‫اســتتبعه مــن تملــك اململكــة للطائــرات‪ .‬وتبعــا ً‬
‫لذلــك فقــد تــم إنشــاء رئاســة الطــران املــدين يف‬
‫اململكــة عــام ‪1945‬م‪،‬‬

‫يف عام ‪ 1946‬م‬

‫من جهة أخرى يرجع إصدار أول نظام جوي يف‬
‫تــم إنشــاء أول مطــار يف حــي الكنــدرة يف مدينــة جــدة‪ ،‬كمــا تــم إنشــاء‬
‫اململكة للعام ‪ ،1372‬وبعد تنظيم الطريان املدين‬ ‫الخطــوط الجويــة الســعودية يف نفــس العــام‪ ،‬تحــت مظلــة وزارة الدفــاع‬
‫دخلت اململكة يف عدة اتفاقيات ابرزها‬ ‫والطــران‪.‬‬
‫يف عام ‪ 1947‬م‬

‫اتفاقيــة وارســو يف ‪ 1929/ 10/ 12‬واملتعلقــة بتوحيــد بعــض قواعــد‬
‫ســرت أول رحلــة للخطــوط الجويــة العربيــة الســعودية‪ ،‬وكانــت رحلــة‬
‫ّ‬
‫النقــل الجــوي‬
‫داخليــة‪.‬‬
‫اتفاقيــة شــيكاغو ‪ 1944‬وعقــدت يف مدينــة شــيكاغو بتأريــخ ‪12 / 7‬‬

‫يف عام ‪ 1948‬م‬

‫بــدأت النهضــة الحقيقــة لقطــاع الطــران يف عهــد امللــك ســعود بــن‬

‫اتفاقيــة طوكيــو يف ‪ 1963 /9/14‬املتعلقــة بالجرائــم وبعــض األفعــال‬
‫عبدالعزيــز رحمــه اللــه‪ ،‬و شــهدت تلــك الفــرة دخــول نــوع جديــد مــن‬
‫الــي ترتكــب عــى مــن الطائــرة‪.‬‬
‫الطائــرات النفاثــة مــن نــوع الفامبــر‪.‬‬
‫اتفاقيــة مونرتيــال يف ‪ 1971 /9/23‬املتعلقــة بتحديــد األفعــال غــر‬

‫يف عام ‪ 1963‬م‬
‫املرشوعــة الــي ترتكــب ضــد ســامة الطــران املــدين‪.‬‬
‫‏ويف عــام ‪1963‬م أصبحــت الخطــوط الجويــة العربيــة الســعودية جهــة‬

‫اتفاقيــة مونرتيــال يف ‪ 1999 /5/28‬وهــي مــن أهــم االتفاقيــات‬
‫مســتقلة‪ ،‬يديرهــا مجلــس إدارة يرأســه ســمو وزيــر الدفــاع والطــران‪ ،‬ويف‬
‫وتعــرف باتفاقيــة مونرتيــال لعــام ‪ 1999‬بشــأن توحيــد بعــض قواعــد‬
‫عــام ‪1965‬م انضمــت الخطــوط الســعودية إىل االتحــاد الــدويل للنقــل‬
‫النقــل الجــوي‪ .‬والــي حلــت محــل اتفاقيــه وارســو ‪.1929/10/12‬‬

‫بحصــول ‪ 3‬مطــارات باململكــة عــى مراتــب عامليــة‬ ‫املســتهدفات يف هــذا القطــاع اإلســراتيجي‪،‬‬
‫وفــق تقريــر ســكاي تراكــس العامليــة‪ ،‬وتصنيــف‬ ‫الــذي شــهد تطــورا مســتمرا وفــق املعايــر العامليــة‬

‫«تسال الجوية»‬
‫رحلة بالطائرة الكهربائية إىل املستقبل‬
‫‪ er M-class‬املحولــة بســتة مقاعــد يف كرانفيلــد يف‬ ‫يقــول إيفــو بوســكارول‪ ،‬مؤســس “بيبيســريل”‪ ،‬واثــق‬ ‫تعــد طائــرة فيليــس إلكــرو مــن بيبيســريل ذات‬
‫إنجلــرا‪ .‬تقــوم “بيبيســريل” بتطويــر طائــرة جديــدة‬ ‫مــن أن وتــرة التقــدم ستتســارع‪ .‬وأثبتنــا ملجتمــع‬ ‫املقعديــن أول طائــرة كهربائيــة معتمــدة بالكامــل يف‬
‫تعمــل بالهيدروجــن طائــرة “ميــي اليــر”‪ ،‬الــي‬ ‫الطــران أن الخطــوة األوىل‪ ،‬والخطــوة األكــر أهميــة ‪-‬‬ ‫العالــم منحتهــا وكالــة ســامة الطــران يف االتحــاد‬
‫ســتقل ‪ 19‬راكبــا ً ملســافة تصــل إىل ‪ 400‬كيلومــر‪.‬‬ ‫شــهادة النــوع ‪ -‬كانــت ممكنــة‪ .‬تــم ذلــك واآلن البــاب‬ ‫األوروبــي “شــهادة النــوع” مــا يعــي أنــه يمكــن‬
‫يأمــل بوســكارول أن تطــر بحلــول عــام ‪ ،2028‬وأن‬ ‫مفتــوح لطائــرات كهربائيــة أكــر‪ ،‬ومســافات أطــول‪،‬‬ ‫اســتخدامها يف العمليــات التجاريــة ونقــل الــركاب‪.‬‬
‫يتــم اعتمادهــا يف عــام ‪.2030‬‬ ‫وتطويــر طــران خــال مــن االنبعاثــات”‪.‬‬ ‫يمكــن القــول إن ذلــك عالمــة فارقــة يف تاريــخ الطــران‬
‫نظــرا ملميزاتهــا وبــرف النظــر عــن تجنــب انبعاثــات‬
‫مــن املهــم القــول إن الطــران الكهربــايئ ليــس عــى‬ ‫إن أحــد التفاصيــل املهمــة أن محــرك وبطاريــة‬ ‫الكربــون‪ ،‬فــإن مزايــا الطــران الكهربــايئ ال تحــى‬
‫وشــك أن يحــل محــل الطائــرات طويلــة املــدى‪ ،‬ولكنــه‬ ‫“فيليــس” معتمــدان بشــكل مســتقل عــن الطائــرة‬ ‫وأبــرز ذلــك طريقــة تحويــل الطاقــة املخزنــة إىل حركــة‬
‫قــد يكــون مجــرد رائــد يف نمــوذج جديــد ذي طابــع‬ ‫نفســها‪ ،‬مــا يعــي أنــه يمكــن للمصنعــن اآلخريــن‬ ‫بشــكل أكــر كفــاءة مــا يجعــل الطــران أرخــص بكثــر‬
‫محــي أكــر وصغــر الحجــم‪ .‬يقــول بوســكارول‪“ :‬يف‬ ‫اســتخدامهما يف تصاميمهــم الخاصــة‪ ،‬مــا يــؤدي‬ ‫دون اهتــزازات وصيانــة أقــل‪.‬‬
‫الوقــت الحــايل‪ ،‬ال يتــم تنظيــم الطــران بطريقــة ذكيــة‬ ‫إىل اختصــار وقــت التطويــر‪ .‬يقــدر بوســكارول أنــه‬
‫للغايــة ألن الــركاب يضطــرون للذهــاب إىل املطــار‪.‬‬ ‫ســيتم إنتــاج عــر إىل ‪ 15‬طائــرة باســتخدام نظــام‬ ‫لكــن البطاريــات نقطــة الخــاف الكبــرة‪ ،‬حيــث تفتقــر‬
‫يجــب أن نغــر هــذا‪ :‬يجــب أن نحــر املطــار للراكــب”‪.‬‬ ‫الدفــع فيليــس خــال األعــوام الخمســة املقبلــة‪ ،‬مــع‬ ‫حاليــا إىل “كثافــة الطاقــة” ‪ -‬وببســاطة أكــر‪ ،‬كونهــا‬
‫حصــول اثنتــن عــى األقــل عــى شــهادة النــوع‪ .‬حــى‬ ‫ثقيلــة جــدا فــوق الحــد ‪ -‬عــى نحــو ال يســمح برحــات‬
‫يتعــرض كثــر مــن املطــارات الصغــرة يف أوروبــا‬ ‫تلــك املشــاريع تشــكل نســبة ضئيلــة مــن اإلجمــايل‪:‬‬ ‫طويلــة أو تحميــل أعــداد كبــرة مــن الــركاب‪ .‬بطاريتــا‬
‫لخطــر البيــع والبنــاء عليهــا‪ ،‬لكــن هــدوء الطــران‬ ‫هنــاك أكــر مــن ‪ 200‬طائــرة تعمــل بالدفــع‬ ‫“فيليــس” املربدتــان بالســائل (واحــدة خلــف املقاعــد‬
‫الكهربــايئ قــد يوفــر رشيــان الحيــاة ‪ -‬إزالــة اعرتاضــات‬ ‫الكهربــايئ قيــد التطويــر‪ .‬يقــول بوســكارول‪:‬‬ ‫واألخــرى خلــف املروحــة) تعطيــك وقــت طــران ملــدة‬
‫الضوضــاء الــي يف األغلــب مــا كانــت تقيــد عملياتهــا‪.‬‬ ‫“اآلن ســيحدث كل يشء بشــكل أرسع‬ ‫ســاعة تقريبــاً‪ .‬ســعة األمتعــة صفــر تقريبــا‪.‬‬
‫يف رحلــي التجريبيــة‪ ،‬قمنــا بعــدة تمريــرات منخفضــة‬ ‫وســتفهم صناعــة البطاريــات أن هنــاك ســوقا ً‬
‫فــوق املطــار اللتقــاط صــور فوتوغرافيــة‪ ،‬ثــم حلقــت‬ ‫لخاليــا ذات كيميــاء مختلفــة”‪.‬‬ ‫تخطــط رشكــة “نيبــو إيــر” الــي أسســها املحامــي‬
‫فــوق ملعــب للجولــف وبحــرة حيــث كان النــاس‬ ‫والطيــار الــرويس املولــد ســرجي غراتشــيف‪،‬‬
‫يصطــادون‪ .‬لــم يلــق أي مــن العــي الغولــف أو‬ ‫يتوقــع مختصــون أن يــأيت التقــدم الكبــر مــن تبديــل‬ ‫الســتخدامها يف الرحــات الجويــة التوضيحيــة العامة‬
‫الصياديــن نظــرة رسيعــة إىل األعــى ‪ -‬ربمــا ســمعونا‪،‬‬ ‫البطاريــات بالهيدروجــن ‪ -‬يمكــن لخليــة وقــود عــى‬ ‫يف “دامينــز هــول”‪ ،‬بــدءا ً مــن هــذا الشــهر‪ ،‬لتدريــب‬
‫لكــن مــن الواضــح أننــا لــم نقــم بإزعاجهــم‪.‬‬ ‫مــن الطائــرة أن تولــد الكهربــاء لتشــغيل املحــرك‪،‬‬ ‫الطياريــن والحقــا ً كوســيلة لنقــل الــركاب األفــراد بــن‬
‫ويكــون املــاء هــو االنبعــاث الوحيــد‪ .‬هــذا واقــع‪ ،‬وإن‬ ‫مطــار “شــيب ميــدو” يف لنــدن (مطــار خــاص) تنتــج‬
‫لــم يكــن معتمــدا ً عــى املســتوى التجــاري‪.‬يف أيلــول‬ ‫“بيبيســريل” اآلن نحــو خمــس طائــرات مــن طــراز‬
‫(ســبتمرب) مــن العــام املــايض‪ ،‬قــام مــروع “زيــرو‬ ‫“فيليــس إلكــرو” شــهرياً؛ تــم تدريــب أكــر مــن ‪200‬‬
‫آفيــا” بــأول رحلــة تجريبيــة لطائــرة ركاب تعمــل‬ ‫طيــار و‪ 27‬ميكانيكيــاً‪ ،‬وقــال الجيــش الدنمــاريك هــذا‬
‫بالهيدروجـين بالكامـ�ل‪ ،‬باسـ�تخدام طائـ�ر ة �‪Pip‬‬ ‫الشــهر إنــه ســيبدأ يف اســتخدام الطائــرة‪.‬‬

‫تقنيات الطريان‬
‫الطائرة الروسية الجديدة‬

‫«إم يس ‪»21 -‬‬
‫وكانــت طائــرة الــركاب ( إم يس – ‪)300 – 21‬‬ ‫الخطــوط الجويــة الروســية «روســيا» تتســلم‬ ‫ستســلم أول طائــرة ركاب مــن طــراز “إم يس – ‪”21‬‬
‫قــد نجحــت قبــل ذلــك يف تنفيــذ برنامــج‬ ‫العــام الجــاري أول دفعــة تضــم ‪ 6‬طائــرات «إم‬ ‫تــزود بجنــاح مر ّكــب للرشكــة املتعاقــدة بحلــول عــام‬
‫االختبــارات الخاصــة بمقاومــة التجمــد وأكــدت‬ ‫يس ‪ »21 -‬تــم تزويدهــا بمحــركات ‪PW1400G-‬‬ ‫‪.2022‬‬
‫كل مواصفاتهــا الجويــة‪.‬‬ ‫‪ JM‬أمريكيــة الصنــع‪.‬‬
‫أعلــن ذلــك مديــر عــام مصنــع “إركوتســك” للطائرات‪،‬‬
‫وقــد خضعــت طائــرات الــركاب يف الوقــت الراهن‬ ‫ألكســندر فيربيف‪.‬‬
‫الختبــارات الرتخيــص بالتحليــق الــذي تمنحــه‬
‫منظمــة الطــران الدوليــة‪.‬‬ ‫وقــال إن مصنعــه قــد تســلم يف مايــو املــايض جناحــا ً‬
‫مصنوعــا ُ مــن املــواد املر ّكبــة روســية الصنــع‪ ،‬بطــول‬
‫‪ 17.5‬مــرا ً ســركب عــى جســم الطائــرة املدنيــة‪.‬‬
‫يذكــر أن رئيــس مؤسســة «روســتيخ» الحكوميــة‬

‫الروســية‪ ،‬ســرغي تشــيميزوف‪ ،‬كان قــد أفــاد‬
‫يف وقــت ســابق بــأن اختبــار طائــرة الــركاب املزودة‬
‫بالجنــاح املصنــوع مــن املــواد املر ّكبــة روســية‬
‫الصنــع ســينتهي يف ديســمرب العــام الجــاري‪،‬‬
‫ثــم ســيبدأ اإلنتــاج الصناعــي للطائــرة الجديــدة‬
‫املــزودة بقطــع أجنبيــة الصنــع‪.‬‬
‫جديــر بالذكــر أن رئيــس إدارة التســويق واملبيعــات‬

‫يف رشكــة «إركــوت» الروســية أفــاد بــأن رشكــة‬

‫لقاصــدي الحــج والعمــرة مــن القادمــن مــن‬ ‫وتعــود بدايــات اســتخدام الطــران كوســيلة‬

‫الجــوي بمــا يخــدم املســافر لتعزيــز صناعــة‬ ‫حيــث وصــل عــدد املســافرين إىل ‪1253369‬‬ ‫هــذا اإلقبــال بمــا ينعكــس ايجابــا ً عــى الحركــة‬

‫املطــارات ذات نســبة النمــو العاليــة‪ ،‬ويف املقابــل‬ ‫‪ %15‬مقارنــة بنفــس الفــرة مــن العــام الســابق ‪،‬‬ ‫املطلوبــة نظــر موقعــه الجغــرايف الــذي يخــدم‬
‫وضــع املعالجــات الالزمــة للمطــارات منخفضــة‬ ‫حيــث وصــل إجمــايل الرحــات إىل ‪ 12280‬رحلــة‬ ‫منطقــة مكــة املكرمــة واملحافظــات والقــرى‬
‫الحركــة إليجــاد الحلــول لرفــع نســبة النمــو يف‬ ‫يف عــام ‪ ،2016‬مقارنــة بـــ ‪ 10670‬رحلــة لنفــس‬ ‫واملراكــز التابعــة لهــا‪ ،‬مســاندا ً ملطــار امللــك‬
‫الحركــة الجويــة وحركــة املســافرين ومــن ثــم‬ ‫الفــرة مــن عــام ‪2015‬م‪.‬‬ ‫عبدالعزيــز الــدويل بمحافظــة جــدة‪ .‬توقعــت‬
‫التوجــه نحــو فتــح املزيــد مــن الرحــات‪ .‬كمــا‬ ‫اململكــة اســتمرار النمــو يف حركــة املســافرين‬
‫أقــرت برنامــج تطويــر وتحســن املطــارات وزيــادة‬ ‫رحالت إضافية من وإىل مطار الطائف‬ ‫خــال األعــوام املقبلــة عــى هــذا املطــار يف ظــل‬
‫عــدد الوجهــات الداخليــة والدوليــة‪.‬‬ ‫الدويل‬ ‫التطــورات الــي يشــهدها املطــار‪ ،‬فعملــت عــى‬
‫تطويــره وزيــادة كفاءتــه مــن خــال نمــو صناعــة‬
‫ويف نوفمــر ‪ 2019‬تــم للمــرة األوىل إضافــة‬ ‫ووضعــت الهيئــة العامــة للطــران املــدين خطــة‬ ‫النقــل الجــوي باململكــة عمومــا ً والطائــف‬
‫رحــات مــن مطــار الطائــف الــدويل إىل مطــار‬ ‫عمــل لتطويــر مطــارات اململكــة بمــا ينســجم‬ ‫خاصــة‪ ،‬وزيــادة قدرتــه االســتيعابية ونشــاط‬
‫القاهــرة الــدويل بمعــدل (‪ )6‬رحــات ذهابًــا‬ ‫مــع الرؤيــة الســعودية مــن خــال وضــع العديــد‬ ‫رشكات الطــران بــه الداخليــة والخارجيــة‪.‬‬
‫وإيابًــا‪ ،‬بواقــع ثالثــة أيــام باألســبوع ‪.‬ويف ديســمرب‬ ‫مــن الخطــوات والربامــج ومنهــا برنامــج الهيئــة‬
‫مــن نفــس العــام دنش الناقــل طــران أديــل أوىل‬ ‫لتطويــر املطــارات وزيــادة الوجهــات ملختلــف‬ ‫ويف عــام ‪ 2016‬م تــم تحويــل مطــار الطائــف‬
‫رحالتــه مــن مطــار الطائــف الــدويل‪.‬‬ ‫مناطــق اململكــة بهــدف ربــط اململكــة بشــبكة‬ ‫اإلقليمــي إىل مطــار دويل كمــا ســجل العــام ذاتــه‬
‫جويــة متكاملــة ورفــع مســتوى التنافســية‬ ‫أكــر حركــة مســافرين يف تاريــخ مطــار الطائــف‬
‫واملوازنــة بــن العــرض والطلــب يف ســوق النقــل‬ ‫الــدويل هــو األعــى يف تاريــخ املطــار منــذ إنشــائه‬

‫عــر الخطــوط الســعودية ورشكاتهــا التابعــة‪.‬‬ ‫والســياحة إىل جانــب قطاعــي الحــج والعمــرة بمــا‬ ‫الرشكــة ســتواصل دعــم وتنميــة أســطولها‪ ،‬متوقعــا ً‬
‫يســهم يف تحقيــق مســتهدفات رؤيــة اململكــة ‪.2030‬‬ ‫تســلم ‪ 38‬طائــرة جديــدة بحلــول عــام ‪.2026‬‬
‫وأضــاف أن املؤسســة ســوف تعتمــد وبشــكل‬ ‫وأضــاف العمــر يف بيــان للمؤسســة (تحصلــت‬
‫جوهــري عــى التحــول الرقمــي يف جميــع عملياتهــا‬ ‫صحيفــة “أرقــام” عــى نســخة منــه)‪ ،‬أن املؤسســة‬

‫حجــر زاويــة يف مأسســة القطــاع واألخــذ بــه تجاريــا ً‬ ‫مــن البيئــات املالئمــة لتلــك الفئــة الغاليــة داخــل‬ ‫ذلــك أنهــا وظائــف حساســة وتتطلــب مهــارات وخربات‬

‫يدنش املرحلة األوىل من املرشوع الوطين ألمن وحماية املطارات‬
‫مــن الخدمــات امليــرة للمســافرين‪.‬‬ ‫تتبــع املركبــات داخــل ســاحة املطــار‪ ،‬وتأهيــل الســياج‬ ‫افتتــح معــايل رئيــس الهيئــة العامــة للطــران املــدين‬
‫األمــي املحيــط بــه وطريــق الدوريــات املــوازي لــه‪،‬‬ ‫األســتاذ عبدالعزيــز بــن عبداللــه الدعيلــج‪ ،‬مركــز‬
‫يذكــر أن مطــار العــا الــدويل شــهد منــذ أغســطس‬ ‫وتنفيــذ بنيــة تحتيــة منفصلــة لألنظمــة األمنيــة‪،‬‬ ‫املراقبــة والتحكــم األمــي بمطــار العــا الــدويل‪،‬‬
‫‪ 2019‬عــددًا مــن املرشوعــات التطويريــة الــي نفذتهــا‬ ‫عــاوة عــى تأهيــل وتدريــب الكــوادر البرشيــة لتشــغيل‬ ‫بحضــور محافــظ العــا راشــد بــن عبداللــه القحطــاين‪،‬‬
‫الهيئــة العامــة للطــران املــدين بالتعــاون مــع الهيئــة‬ ‫وإدارة تلــك التجهيــزات بأعــى كفــاءة‪.‬‬ ‫وعــدد مــن مســؤويل الهيئــة‪ ،‬وأعضــاء اللجنــة‬
‫ٍ‬
‫امللكيــة ملحافظــة العــا‪ ،‬ملواكبــة النمــو املتوقــع للحركــة‬ ‫الوطنيــة ألمــن املطــارات‪.‬‬
‫الجويــة يف املنطقــة‪ ،‬بوصفهــا وجهــة عامليــة‪ ،‬وبمــا‬ ‫وخــال افتتــاح املركــز‪ ،‬أُصــدرت أول بطاقــة أمنيــة‬
‫ينســجم مــع أهــداف رؤيــة اململكــة ‪ ،2030‬ويتناســب‬ ‫لدخــول مركــز التحكــم واملراقبــة لرئيــس الهيئــة‬ ‫ويــأيت افتتــاح املركــز تدشــينًا للمــروع الوطــي‬
‫مــع هويــة املحافظــة بهــدف إبــراز الجوانــب الحضاريــة‬ ‫العامــة للطــران املــدين‪ ،‬عقــب ذلــك قــام بجولــة عــى‬ ‫املتكامــل ألمــن وحمايــة املطــارات أحــد مرشوعــات‬
‫والثقافيــة والبيئيــة؛ ولذلــك فقــد اختــر املطــار كمطــار‬ ‫مســتمعا إىل رشح مفصــل عمــا يحتويــه مــن‬
‫ً‬ ‫املركــز‬ ‫برنامــج “تطويــر أمــن الطــران والبنيــة التحتيــة‬
‫نموذجــي ينطلــق منــه هــذا املــروع لبقيــة مطــارات‬ ‫مرافــق وإمكانــات متوفــرة ‪ ،‬واطلــع عــى آليــة عمــل‬ ‫األمنيــة للمطــارات”‪ ،‬الــذي يعـ ّد مــن أهــم املرشوعــات‬
‫اململكــة بصــورة متزامنــة‪.‬‬ ‫املركــز ومهامــه باملطــار‪ ،‬كمــا كــرم أعضــاء اللجنــة‬ ‫األمنيــة الشــاملة عــى مســتوى مطــارات اململكــة‪،‬‬
‫الوطنيــة ألمــن الطــران واملســؤولني مــن محافظــة‬ ‫ويشــمل ‪ 24‬مطــارًا ويهــدف املــروع إىل تزويــد‬
‫كمــا جــرى باملطــار العديــد مــن التحديثــات الــي تهــدف‬ ‫العــا‪.‬‬
‫ُ‬ ‫مطــارات اململكــة بأحــدث األنظمــة األمنيــة املتكاملــة‬
‫إىل تحســن تجربــة املســافر بالتعــاون مــع الهيئــة‬ ‫مــع بعضهــا إلكرتون ًيــا‪.‬‬
‫العــا الــي انتهــي منهــا يف منتصــف‬
‫امللكيــة ملحافظــة ُ‬ ‫ونــوه الدعيلــج باملتابعــة املســتمرة مــن معــايل وزيــر‬
‫عــام ‪ 2020‬م‪ ،‬ليســتوعب املطــار ‪ 400‬ألــف مســافر‬ ‫النقــل والخدمــات اللوجســتية رئيــس مجلــس إدارة‬ ‫ويشــمل املــروع‪ :‬تأهيــل وتطويــر البنيــة التحتيــة‬
‫ســنويًا‪ ،‬وبمســاحة إجماليــة تبلــغ (‪ )2.4‬مليــون‬ ‫الهيئــة العامــة للطــران املــدين املهنــدس صالــح بــن‬ ‫وإنشــاء مراكــز العمليــات واملراقبــة األمنيــة يف جميــع‬
‫مــر مربــع‪ ،‬وبنــاء صالــة تنفيذيــة مســتوحاة مــن‬ ‫نــارص الجــارس‪ ،‬واهتمامــه بالعمــل عــى تقديــم أفضــل‬ ‫املطــارات‪ ،‬وإنشــاء وتأهيــل وتجهيــز البوابــات األمنيــة‬
‫العــا مــزودة بأحــدث التقنيــات واالحتياجــات؛‬
‫بيئــة ُ‬ ‫الخدمــات للمســافرين‪ ،‬مثمنًــا لجميــع القطاعــات‬ ‫املؤديــة للســاحة وغــرف الحراســة‪ ،‬وتركيــب أنظمــة‬
‫ليصبــح ضمــن أكــر ‪ 10‬مطــارات باململكــة‪.‬‬ ‫األمنيــة والحكوميــة العاملــة يف املطــار جهودهــا يف‬ ‫التحكــم بالدخــول والخــروج وكامــرات املراقبــة‬
‫إنجــاح التنســيق والتعــاون املشــرك؛ ممــا أســهم يف‬ ‫للبوابــات األمنيــة ونظــام رادار املراقبــة األريض ملحيــط‬
‫انســيابية العمــل مــن خــال منظومــة عمــل متكاملــة‬ ‫املطــار مــع كامــرات حراريــة ورقميــة‪ ،‬باإلضافــة إىل‬

‫الوطن اآلمن‬
‫وويل عهــده األمــن نائــب رئيــس مجلــس الــوزراء وزيــر‬ ‫تمــر عــى الشــعب الســعودي ذكــرى عزيــزة لتوحيــد‬
‫الدفــاع صاحــب الســمو امللــي األمــر محمــد بــن‬ ‫هــذه البــاد املباركــة يف يومنــا الوطــي حــن ارتفعــت‬
‫ســلمان بــن عبدالعزيــز ‪ ،‬حيــث تعــزز األمــن يف البــاد‬ ‫رايــة التوحيــد لتجلل هذه األرض الشاســعة وتجمعها‬
‫وتحقــق التطويــر والتجهيــز والحوكمــة املتقنــة لــكل‬ ‫تحــت قيــادة رشــيدة عادلــة وفــرت كل أســباب الخــر‬
‫الجوانــب األمنيــة‪.‬‬ ‫والعــز والرفعــة ملواطنيهــا‪.‬‬
‫عــى مســتوى أمــن الطــران املــدين فقــد أنفقــت اململكة‬ ‫واح ـ ٌد وتســعون عامــا ً مــن التطــور واالزدهــار والنمــو‬
‫مليــارات الريــاالت يف ســبيل تعزيــز بيئــة الطــران املــدين‬ ‫الــذي لــم يكــن ليتحقــق لــوال توفــر األمــن وتحققــه‬
‫مــن مطــارات ومرافــق مختلفــة بأحــدث التجهيــزات‬ ‫يف أنحــاء اململكــة كافــة‪ ،‬فقــد أدركــت قيادتنــا منــذ‬ ‫محمد بن سعد الفوزان‬
‫واملعــدات واملشــاريع الضخمــة‪ ،‬فــكان نصيــب أمــن‬ ‫فجــر التوحيــد الــذي حققــه جاللــة املؤســس امللــك‬ ‫مساعد رئيس الهيئة العامة للطريان‬
‫الطــران واملطــارات كافيــا ً ويعكــس اهتمــام الدولــة‬ ‫عبدالعزيــز بــن عبدالرحمــن آل ســعود طيــب اللــه ثــراه‬ ‫املدين ألمن الطريان‬
‫أيدهــا اللــه بهــذا القطــاع املهــم‪.‬‬ ‫وحــى اليــوم أن األمــن هــو وعــاء الحضــارة والتقــدم‪،‬‬
‫وبــا أمــن ال يتحقــق العيــش الكريــم‪ ،‬ويف غيابــه‬
‫يتبقــى دور العاملــن يف هــذا القطــاع لتحقيــق‬ ‫تفســد الحيــاة وتشــيع الفــوىض‪ ،‬لــذا فــإن أول مــا‬
‫االســتفادة املثــى ممــا تــم توفــره يف ســبيل تحقيــق‬ ‫ســعت الدولــة لتعزيــزه وتمكينــه هــو األمــن‪ ،‬فكانــت‬
‫أعــى درجــات األمــن لبيئــة الطــران املــدين بمــا يتكامــل‬ ‫بالدنــا بفضــل مــن اللــه واحــة وارفــة الظــال وافــرة‬
‫مــع منظومــة األمــن الوطــي ويم ّكــن املطــارات مــن‬ ‫العطــاء تحــت مظلــة األمــن واألمــان‪.‬‬
‫تحقيــق أعــى معــدالت التشــغيل يف محيــط آمــن‬
‫تمامــا ً وهــو مــا نعمــل ألجلــه نحــن وجميــع القطاعــات‬ ‫لقــد ميــز اللــه بالدنــا بأنهــا مهــوى األفئــدة ومقصــد‬
‫األمنيــة املعنيــة بمتابعــة واهتمــام مــن معــايل رئيــس‬ ‫الحجــاج واملعتمريــن والزائريــن‪ ،‬وقــد كانــت منــذ‬
‫الهيئــة العامــة للطــران املــدين‪.‬‬ ‫بــزوغ شــمس التوحيــد وهــي موئ ـا ً لألمــن والســام‬
‫بفضــل اللــه‪ ،‬وتوالــت العهــود الزاهــرة حــى أكــرم‬
‫نســأل اللــه جــل وعــا أن يديــم عــى بالدنــا مــا تعيشــه‬ ‫اللــه بالدنــا بعهــد ســيدي خــادم الحرمــن الرشيفــن‬

‫دور لوحة مراقبة األداء يف فعالية املنظمات‬

‫بواســطته وضــع أهــداف معينــة لفــرة زمنيــة لــكل‬ ‫التفصيليــة وتمثيلهــا بيانيــا ً واملقارنــة يف األداء بــن‬ ‫يشــعر الكثــر مــن التنفيذيــن واملديريــن واملســئولني‬
‫مديــر‪ ،‬وعــى أســاس النتائــج الــي ينبغــي التوصــل‬ ‫مفاصــل وإدارات املنظمــة‪ ،‬ويف هــذا املقــال ســنتطرق‬ ‫بصــورة مــن صــور اإلحبــاط يف آخــر العــام املــايل عندمــا‬
‫إليهــا‪ ،‬إذا مــا أريــد لألهــداف العامــة للمنظمــة أن‬ ‫ألحــد أهــم األدوات إســهاما ً يف توثيــق أعمــال املنظمــة‬ ‫ينتهــي وكأنــه لــم يبــدأ‪ ،‬هــم يدركــون بأنهــم بذلــوا‬
‫تتحقــق ككل‪ .‬ويف نهايــة هــذه الفــرة املحــددة يتــم‬ ‫وقــراءة ســلوكها واتجاهاتهــا‪.‬‬ ‫جهــدا ً كبــرا ً ومضنيــا ً طــوال العــام‪ ،‬ولكــن ال يمكــن‬
‫قيــاس النتائــج الفعليــة يف مقابــل األهــداف أو النتائــج‬ ‫قياســه وال مشــاهدة نتائــج حقيقيــة تثبــت القيــام‬
‫املتوقعــة‪ ،‬ثــم تحديــد االنحرافــات ومعالجتهــا وذلــك‬ ‫إن تطبيــق نظريــة اإلدارة باألهــداف يعــد الســبيل‬ ‫بهــذا الجهــد املهــم‪.‬‬
‫وصــو ًال لألهــداف املتفــق عليهــا‪.‬‬ ‫للنهــوض بــاألداء وتقويمــه وتحســينه بصــورة‬
‫مســتمرة‪ ،‬ويمكــن تعريــف نظريــة اإلدارة باألهــداف‬ ‫ويــرز هــذا الشــعور عــادة يف القطــاع العــام واملنظمــات‬
‫بأنهــا أســلوب يف التخطيــط واإلدارة والتقييــم يمكــن‬ ‫الحكوميــة الــي ال تهتــم كثــرا ً برصــد النشــاطات‬
‫قبــل البــدء يف الحديــث عــن لوحــة مراقبــة األداء ينبغــي اســتعراض عنــارص األداء الرئيســية الــي ننطلــق منهــا لقيــاس األداء وتمثيلــه‬
‫عــى لوحــة رقميــة تمكــن املســئولني واملرؤوســن مــن معرفــة موقعهــم مــن املرحلــة املفــرض وصولهــم إليهــا‪ ،‬وموقعهــم مــن الهــدف‬
‫عنارص األداء‬
‫النهــايئ الــذي يســعون لتحقيقــه‪ ،‬وبالتــايل فــإن العنــارص التاليــة تعتــر القاعــدة األســاس إليجــاد لوحــة مراقبــة األداء باملكونــات املثــى‪.‬‬

‫املختلفــة وهــي صــورة عامــة لســلوك املنظمــة وطبيعــة تفاعلهــا مــع األحــداث‬ ‫املنظمــة نحــو أهدافهــا‪ ،‬وعــى ســبيل املثــال فقــد طــور قطــاع أمــن الطــران‬
‫ورد الفعــل تجــاه االحتمــاالت املختلفــة‪ ،‬ويف وضــع قطــاع أمــن الطــران املــدين‬ ‫اســراتيجية فرعيــة مــن اســراتيجية الهيئــة العامــة للطــران املــدين تهــدف لتحقيــق‬
‫فالسياســات متعلقــة بالتعامــل مــع التهديــدات‪ ،‬سياســات تطويــر رأس املــال‬ ‫وتفعيــل اســراتيجية الهيئــة مــن خــال رؤيــة واضحــة‪ ،‬ورســالة متفــق عليهــا‬
‫البــري وسياســات التدريــب والرتخيــص والترشيعــات وغريهــا مــن وظائــف أمــن‬ ‫وأهــداف محــددة تصــب يف تحقيــق هــذه االســراتيجية وتتــواءم مــع اســراتيجية‬
‫الطــران املختلفــة ويمكــن لنــا القــول بــأن السياســات هــي املظلــة الــي تتفاعــل‬ ‫الهيئــة‪ ،‬وبذلــك يتحقــق التكامــل بــن القطــاع والقيــادة ويســهل الوصــول لألهــداف‬
‫تحتهــا اإلجــراءات وتبــى عــى أساســها‪.‬‬ ‫النهائيــة للهيئــة‪.‬‬

‫املنظمــة‪ ،‬فعندمــا نجمــع تلــك املخرجــات تحــت تصنيفــات األهــداف املختلفــة‬ ‫اإلجــراءات املختلفــة ينبغــي أن تكــون واضحــة املعالــم وســهلة التطبيــق ومحــددة‬
‫نســتطيع االطمئنــان بأننــا نســر يف الطريــق الصحيــح‪ .‬إن هــذه املســتويات املختلفــة‬ ‫الهــدف ومنطقيــة البنــاء‪ ،‬وكل إجــراء ينتــج مخرجــا ً واحــدا ً أو أكــر‪ ،‬ويراعــى يف‬
‫ابتــداء مــن االســراتيجية نــزو ًال للسياســات ثــم اإلجــراءات واملخرجــات هــي عمليــة‬ ‫هــذه اإلجــراءات أن تســتبعد الخطــوات غــر الرضوريــة وتقلــص الحاجــة للمــوارد‬
‫متكاملــة يشــارك فيهــا كافــة منســوبي املنظمــة وينبغــي عليهــم فهــم كل التفاصيــل‬ ‫وتحقــق الهــدف منهــا بدقــة وفعاليــة يف نفــس الوقــت‪ ،‬وقــد يلــزم األمــر رقمنــة‬
‫بدقــة وشــمولية وهــذا مــا ســنتطرق إليــه الحقــاً‪.‬‬ ‫تلــك اإلجــراءات وتحويلهــا لنظــام إلكــروين يســهل تأديــة املهــام وتنفيــذ اإلجــراءات‬
‫بصــورة فوريــة‪ .‬عــى ســبيل املثــال فــإن إحــدى الوظائــف الرقابيــة واألمنيــة الــي يقــوم‬
‫بهــا قطــاع أمــن الطــران هــي مراقبــة إصــدار البطاقــات والتصاريــح األمنيــة وهنــا‬
‫تكمــن الفرصــة بإعــادة هندســة اإلجــراءات اإلداريــة وتحويلهــا لتطبيقــات إلكرتونيــة‬
‫تقلــل الطاقــة البرشيــة الالزمــة وتقلــص الوقــت وتخفــض التكاليــف وترفــع الفعالية‬
‫وكذلــك التطبيقــات كافــة واألنظمــة املشــابهة األخــرى‪.‬‬
‫إن لوحــة مراقبــة األداء تســتلزم وجــود (أداء) تتــم مراقبتــه وهــو باختصــار مخرجــات اإلجــراءات الــي تحدثنــا عنهــا ســابقاً‪ ،‬ومــن خــال‬
‫هــذه اللوحــة نســتطيع االطمئنــان إىل موقــف املنظمــة ومــدى تنفيذهــا للخطــط الــي تــم إعدادهــا للســر بموجبهــا وتمكــن املســئولني‬ ‫لوحة مراقبة‬
‫التنفيذيــن مــن تصحيــح املســار قبــل أن تتســع مســاحة الخطــأ وبالتــايل تفــادي الخســائر يف الوقــت واملــال والجهــد‪ ،‬عــن طريــق التعامــل‬ ‫األداء‬
‫مــع املخرجــات وتمثيلهــا بيانيــا ً بلوحــة مراقبــة األداء تســتلزم تحقيــق مجموعــة مــن األســس تتمثــل يف اآليت‪.‬‬
‫إن أهــم األســس الــي تأخــذ فيهــا املخرجــات دورتهــا هــو تصنيــف مخرجــات املنظمــة ونواتــج اإلجــراءات املتخــذة لرتبــط تلــك املخرجــات‬
‫تصنيف‬
‫مــع أهــداف املنظمــة ممــا يمثــل مصداقيــة ملواءمــة األداء مــع االســراتيجية‪ ،‬وتتناســب دقــة تصنيــف املخرجــات طرديــا ً مــع جــودة األداء‬
‫وفعاليتــه والعكــس بالعكــس‪ ،‬فكلمــا كان تصنيــف اإلجــراء دقيقــا ً كلمــا انعكــس ذلــك عــى مــدى تحقيــق الهــدف املنشــود مــن عدمــه‪،‬‬
‫املخرجات‬
‫فينبغــي العنايــة بتصنيــف املخرجــات بدقــة‪.‬‬
‫هــذا األســاس يهــدف لقيــاس األداء‪ ،‬وال يمكــن قيــاس األداء بــدون تحويــل مخرجاتــه إىل أرقــام أو عنــارص قابلــة للقيــاس‪ ،‬يمكــن تطبيــق‬
‫رقمنة‬
‫خوارزميــات عديــدة تســاعد يف تحويــل األداء املجــرد إىل أرقــام صلبــة يمكــن االعتمــاد عليهــا يف تمثيــل األداء فعــى ســبيل املثــل أمــن‬
‫الشــحن الجــوي والتمويــن يمكنــه تقديــم عــدة مخرجــات مــن خــال منصــة وشــج (كــم عــدد األطنــان الــي شــحنت عــر املنصــة؟؟)‪( ،‬كــم‬
‫األداء‬
‫عــدد املخالفــات األمنيــة الــي تــم ضبطهــا؟) (كــم معــدل الوقــت املســتغرق إلتمــام إجــراءات الشــحنات أمنيــا ً مقارنــة بالشــهر املــايض؟) (كــم‬
‫معــدل الخطــأ لــدى الــوكاالت قياســا ً إىل حجــم تشــغيلها‪ .).‬وهكــذا نســتطيع أن نســتخرج مــن األرقــام الناتجــة مــؤرشات مهمــة لــأداء‬
‫تمكننــا مــن تقييمــه بصــورة دقيقــة وصادقــة وتســاعدنا عــى معرفــة الوجهــة الــي ننطلــق إليهــا‪.‬‬
‫إن معرفــة وتقييــم األداء ال يتــأىت بــدون وجــود مســتهدفات مســبقة ‪ ،‬وهــذه املســتهدفات منهــا مــا هــو متزايــد ومنهــا مــا هــو متناقــص‬ ‫مؤرشات‬
‫‪ ،‬فالهــدف للعــام الجــاري مثــا تقليــص نســبة املخالفــات األمنيــة لــوكاالت الشــحن اىل ‪ % 30‬أقــل مــن العــام املــايض كحــد مقبــول يتــم‬
‫العمــل عــى تقليصــه يف األعــوام املقبلــة ‪ ،‬ولكــن يف ظــل عــدد الشــحنات محــدد تتناســب معــه نســبة الخطــأ واملخالفــة ‪ ،‬وبالتــايل يتــم‬
‫األداء وسياسة‬
‫بنــاء سياســة تقييــم األداء وتصحيحهــا بصــورة ربــع ســنوية يف حــاالت وســنوية يف حــاالت أخــرى تبعــا ً لطبيعــة تدفــق البيانــات الــي تســاعد‬ ‫التقييم‬
‫يف املعالجــة ولكــن وجــود هــذه السياســة هــو أســاس مهــم مــن األســس الــي تعتمــد عليهــا مراقبــة األداء‬
‫ال شــك أن دورة السياســات واإلجــراءات واملخرجــات دورة مســتمرة ينبغــي أن تســتأنف دومــا بعــد إجــراءات املراجعــة والتصويــب‪ ،‬العمليــة‬ ‫املراجعة‬
‫الــي يــراد منهــا ضبــط األداء والــي يتــم تطبيقهــا يف كل األحــوال للتأكــد مــن عــدم ظهــور بيانــات شــاذة أو معطيــات غــر دقيقــة أو غــر‬
‫حقيقيــة ال تعكــس يف مجملهــا مــؤرش األداء العــام للمنظمــة‪ .‬إن التــوايل املســتمر لــدورة السياســات واإلجــراءات واملخرجــات تضمــن‬
‫والتصويب‬
‫تحقيــق االنضبــاط التدريجــي حــى يتــم تفــادي هامــش الخطــأ ومعالجتــه بالصــورة املناســبة‪.‬‬
‫أحــد األســس الرضوريــة للتأكــد مــن ســامة أداء املنظمــة‪ ،‬فاملهمــة يجــب عــى األقــل أن تكــون تكاليــف تنفيذهــا معقولــة وتــوازي حجمهــا‬
‫التقييم املايل‬
‫الحقيقــي‪ ،‬كمــا يجــب أن تحــدد املنظمــة تكاليــف إدارتهــا واملبالــغ الــي تحققهــا‪ ،‬ولكــن ليــس بالــرورة أن تغطــي إيــرادات اإلدارة تكاليفهــا‬
‫التشــغيلية‪ ،‬ولكــن عــى األقــل يجــب تقييــم نشــاطات املنظمــة وحســاب دخلهــا االفــرايض مقارنــة مــع مرصوفاتهــا لالطمئنــان لتفــادي‬ ‫واملوازنة‬
‫الهــدر املــايل‪ ،‬بحيــث يمكــن معالجتــه يف حــال ظهــور أي صــورة مــن صــور الهــدر‪.‬‬

‫تعزيز دور‬
‫األمن السيرباين‬
‫(‪ .)Integrated Governance‬و مــع ذلــك‬ ‫لقــد أصبــح العالــم يف عرصنــا الحــارض يشــهد‬
‫التســارع الكبــر يف عمليــات التحــول الرقمــي‬ ‫ثــورة هائلــة يف عالــم االتصــاالت وتقنيــة‬
‫و نظــام التعامــات الحكوميــة التكامليــة‪،‬‬ ‫ـث تعتــر هــذه الثــورة الصناعيــة‬ ‫املعلومــات‪ ،‬حيـ ُ‬
‫ارتفعــت معــدالت الهجمــات اإللكرتونيــة‬ ‫الرابعــة األكــر يف قرننــا الحــايل‪ ،‬والــي أصبحــت‬
‫ومخاطــر اخــراق البيانــات‪ ،‬و ذلــك يســتوجب‬ ‫الركيــزة األساســية يف أغلــب الجهــات الحكوميــة‬
‫توفــر بيئــة آمنــة للبيانــات والعمليــات الرقميــة‬ ‫و القطاعــات الخاصــة عــى مســتوى الــدول بــل‬
‫مــن خــال نظــام أمــي متــن يقــوم بحمايــة‬ ‫و أصبحــت عنــرا ً أساســيا ً يف حياتنــا اليوميــة‪.‬‬
‫املصالــح الحيويــة و التأكــد مــن عــدم ســهولة‬ ‫إن هــذه الثــورة املعلوماتيــة و مــا تقدمــه‬
‫اخــراق األنظمــة الحساســة و البنيــة التحتيــة‬ ‫التكنولوجيــا مــن خدمــات عظيمــة و تســهيالت‬ ‫هشام بن فؤاد بغدادي‬
‫بأســلوب متــوازن بــن األمــان والثقــة والنمــو‬ ‫جوهريــة يف حيــاة البرشيــة ميــزت هــذا العــر‬
‫وتحقيــق مفهــوم فضــاء ســيرباين آمــن وموثــوق‬ ‫بالتقــدم العلمــي الهائــل و املتســارع يف شــى‬
‫يم ّكــن لــه النمــو واالزدهــار‪.‬‬ ‫جوانــب املعرفــة‪ ،‬و كذلــك يف عــدد االكتشــافات‬
‫و املخرتعــات يف مختلــف الجوانــب و التطبيقــات‪.‬‬
‫و مــن هــذا املنطلــق‪ ،‬حرصــت الهيئــة العامــة‬
‫للطــران املــدين و عــى وجــه الخصــوص قطــاع‬ ‫و بذلــك اســتهدفت رؤيــة اململكــة العربيــة‬
‫أمــن الطــران عــى ضمــان انســيابية املعلومــات‬ ‫الســعودية ‪ 2030‬التحــول نحــو العالــم‬
‫و أمانهــا و تكامــل أنظمتهــا بتعزيــز دور األمــن‬ ‫الرقمــي و تنميــة البنيــة التحتيــة الرقميــة بمــا‬
‫الســيرباين بشــكل فعــال يوفــر الحمايــة الالزمــة‬ ‫يواكــب التقــدم العاملــي املتســارع يف الخدمــات‬
‫للمعلومــات و األنظمــة و الربامــج و الشــبكات‬ ‫الرقميــة‪ ،‬كمــا حرصــت أيضــا ً عــى أن تكــون أحــد‬
‫التابعــة لهــا‪ ،‬كمــا قــام القطــاع بدعــم اإلدارة‬ ‫مســتهدفاتها تطويــر و تحويــل نظــام التعامــات‬
‫العامــة لألمــن الســيرباين ليقــوم بــدوره يف إنجــاز‬ ‫اإللكرتونيــة الحكوميــة يف اململكــة مــن الحكومــة‬
‫و تحقيــق متطلبــات و ضوابــط و معايــر الهيئــة‬ ‫اإللكرتونيــة (‪ )E.Gov‬إىل الحكومــة املتكاملــة‬

‫ووصــول إىل تعطيــل البــى األساســية الحيويــة‬‫ً‬ ‫ينتهــج األمــن الســيرباين عــاد ًة منهجيــة الطبقات‬ ‫الوطنيــة لألمــن الســيرباين (‪ )NCA‬لتقديــم أعــى‬
‫مثــل محطــات الطاقــة واملستشــفيات ورشكات‬ ‫املتعــددة للحمايــة (‪ )Defense in depth‬حيث‬ ‫مســتويات الحمايــة و األمــان و رسيــة و ســامة‬
‫الخدمــات املاليــة‪ ،‬وهنــا تكمــن أهميــة األمــن‬ ‫تنتــر يف أجهــزة الحاســوب‪ ،‬أو الشــبكات‪ ،‬أو‬ ‫املعلومــات‪ ،‬و بذلــك سنســلط الضــوء عــى‬
‫الســيرباين يف حمايــة تلــك املعلومــات واألنظمــة‬ ‫الربامــج‪ ،‬أو البيانــات الــي ينبغــي الحفــاظ عــى‬ ‫مفهــوم األمــن الســيرباين و منهجيتــه وأهميتــه‪.‬‬
‫املســتخدمة و بذلــك يتعــن عــى املنظمــات‬ ‫ســامتها ويف أي منظمــة يجــب عــى جميــع‬ ‫يُعــرف األمــن الســيرباين بأنــه عمليــة حمايــة‬
‫و الهيئــات و الــركات تفعيــل دور األمــن‬ ‫املســتخدمني ومراكــز العمليــات والتقنيــات‬ ‫األنظمــة والربامــج والشــبكات ضــد الهجمــات‬
‫الســيرباين لحمايــة املعلومــات املتعلقــة بهــا‬ ‫املســتخدمة أن يكملــوا بعضهم بعضــا ً ويتكاتفوا‬ ‫الرقميــة و التهديــدات الســيربانية و مخاطــر‬
‫واتخــاذ الخطــوات الســيربانية الالزمــة لضمــان‬ ‫إلنشــاء دفــاع فعــال ضــد الهجمــات الســيربانية‪.‬‬ ‫حيــث إن هــذه الهجمــات الســيربانية‬ ‫ُ‬ ‫االخــراق‬
‫توفــر العنــارص الرئيســية ألمــن املعلومــات و الــي‬ ‫ً‬
‫تهــدف عــادة إىل الوصــول غــر املــرح بــه‬
‫تتمثــل يف رسيــة و ســامة و توافــر املعلومــات‪.‬‬ ‫ويف خضــم التقــدم والتطــور املســتمر يف مجــال‬ ‫إىل املعلومــات الحساســة للمنظمــة و مركــز‬
‫ويف الختــام‪ ،‬نســتطيع القــول بــأن العالقــة‬ ‫تقنيــة املعلومــات واالســتخدام املتزايــد لألنرتنــت‬ ‫البيانــات بغــرض تغيريهــا أو تدمريهــا أو تعطيــل‬
‫طرديــة بــن أهميــة األمــن الســيرباين وتقــدم‬ ‫أصبحــت املنظمــات الحكوميــة والعســكرية‬ ‫الخدمــات بهــا‪ ،‬وعــاد ًة مــا تكــون هــذه املمارســات‬
‫التكنولوجيــا وتقنيــة املعلومــات‪ ،‬فكلمــا زاد‬ ‫والــركات املاليــة والطبيــة تخــزن وتعالــج‬ ‫مــن قبــل األفــراد أو املنظمــات اإلرهابيــة أو‬
‫تطــور التكنولوجيــا وتقنيــة املعلومــات‪ ،‬ازدادت‬ ‫كميــات هائلــة مــن املعلومــات عــى أجهــزة‬ ‫الــدول املعاديــة‪ .‬كمــا عرفــت الهيئــة الوطنيــة‬
‫معهــا أهميــة األمــن الســيرباين الــذي يُعــى بأمــن‬ ‫الحاســب وتنقلهــا عــر الشــبكات واألجهــزة‬ ‫لألمــن الســيرباين األمــن الســيرباين بأنــه “حمايــة‬
‫املعلومــات واألمــن الرقمــي واألمــن اإللكــروين‬ ‫األخــرى أثنــاء ممارســة األعمــال اليوميــة‪ ،‬فقــد‬ ‫الشــبكات وأنظمــة تقنيــة املعلومــات وأنظمــة‬
‫واألمــن املــادي وأي أصــول رقميــة وغــر رقميــة‬ ‫يكــون جــزء كبــر مــن هــذه البيانــات معلومــات‬ ‫التقنيــات التشــغيلية‪ ،‬ومكوناتهــا مــن أجهــزة‬
‫موجــودة يف املنظمــة أو الفضــاء الســيرباين‪.‬‬ ‫حساســة والــي قــد يســبب الوصــول غــر املــرح‬ ‫(عتــاد) وبرمجيــات‪ ،‬ومــا تقدمــه مــن خدمــات‪،‬‬
‫بــه إليهــا عواقــب ســلبية‪ .‬و قــد تُســفر الهجمــات‬ ‫ومــا تحتويــه مــن بيانــات‪ ،‬مــن أي اخــراق‪ ،‬أو‬
‫اإللكرتونية و االخرتاقات و التهديدات الســيربانية‬ ‫تعطيــل‪ ،‬أو تعديــل‪ ،‬أو دخول‪ ،‬أو اســتخدام‪ ،‬أو‬
‫لهــذه املعلومــات عــن الكثــر مــن املخاطــر بــد ًءا‬ ‫اســتغالل غــر مــروع‪ ،‬ويشــمل مفهــوم األمــن‬
‫مــن رسقــة الهويــة ومــرورًا بمحــاوالت االبتــزاز‬ ‫الســيرباين أمــن املعلومــات واألمــن اإللكــروين‬
‫وفقــدان البيانــات املهمــة و املعلومــات الحساســة‬ ‫واألمــن الرقمــي ونحــو ذلــك‪”.‬‬

‫املوظــف بمهــام الجهــات واألجهــزة األمنيــة يف‬ ‫تقييــم املشــاهدات الــي تمــر بــه يف مجــال عملــه‬ ‫إن وظائــف الطــران املــدين املختلفــة هــي وظائــف‬
‫املطــار‪ ،‬وتعــد هــذه مــن مهــام الجهــات الــي‬ ‫ليتمكــن مــن التــرف الصحيــح للتعامــل مــع‬ ‫تخصصيــة فنيــة تتطلــب تأهيـا ً معينــا ً ليتمكــن‬
‫يعملــون فيهــا بــرورة توعيــة منســوبيهم‬ ‫تلــك الحــاالت حــى ولــو كانــت مجــرد اشــتباه‪.‬‬ ‫املرخــص مــن ممارســتها‪ ،‬ويف الغالــب تكــون‬
‫بماهيــة الجهــات العاملــة يف املطــارات والعالقــة‬ ‫األمــن مســئولية الجميــع ألن أثــر اضطرابــه‬ ‫وظائــف الطــران املــدين يف عمومهــا مخصوصــة‬
‫بــن تلــك الجهــات واختصاصاتهــا بجانــب‬ ‫سيشــمل الجميــع‪ ،‬ويمكــن القــول بــأن أهــم‬ ‫ومقتــرة عــى املرخصــن كوظائــف مشــغيل‬
‫القواعــد األمنيــة األساســية كــرورة الخضــوع‬ ‫وظيفــة مــن وظائــف األمــن لغــر منســوبي‬ ‫أجهــزة الخدمــة األرضيــة وفنــي الطائــرات‬
‫للتفتيــش عنــد الدخــول للمناطــق املعقمــة‬ ‫أمــن الطــران هــو اإلبــاغ‪ ،‬وتمريــر املعلومــة أو‬ ‫والطياريــن واملراقبــن الجويــن وغريهــا مــن‬
‫كصــاالت املغــادرة وســاحات املطــار ومعرفــة‬ ‫صــورة االشــتباه الــي ثــارت لــدى املوظــف أيــا ً كان‬ ‫التخصصــات‪.‬‬
‫املــواد املحظــورة بســاحة املطــار ومناطــق تهيئــة‬ ‫موقعــه‪ ،‬وباملقابــل ينبغــي للســلطات األمنيــة‬
‫املســافرين لصعــود الطائــرة املســماة بالصــاالت‬ ‫يف املطــارات إيجــاد القنــوات املناســبة وتحديدهــا‬ ‫ولكــن أمــن الطــران واملطــارات مســئولية‬
‫املعقمــة‪.‬‬ ‫ضمــن برنامــج أمــن املطــار وتوعيــة منســوبي‬ ‫الجميــع‪ ،‬فبيئــة أمــن الطــران ال يقتــر‬
‫املطــار بهــا بحيــث يتمكــن املوظفــون مــن تمريــر‬ ‫االهتمــام بهــا عــى املختصــن بأمــن الطــران‬
‫نتطلــع لتأســيس وعــي وتعزيــز عالقــة صحيــة‬ ‫املعلومــات بأمــان ورسعــة ليتــم التحقــق منهــا‬ ‫ومفتــي األمــن الوطنيــن أو رجــال األمــن‬
‫بــن الجهــات األمنيــة التنفيذيــة يف املطــارات‬ ‫والتعامــل معهــا يف وقتهــا‪.‬‬ ‫العاملــن يف املطــارات فحســب‪ ،‬بــل ينبغــي أن‬
‫واملوظفــن العاملــن يف مرافــق املطــارات‬ ‫يكــون كل موظــف وعامــل يف بيئــة الطــران املــدين‬
‫املختلفــة‪ ،‬للوصــول لتحقيــق أعــى درجــات‬ ‫أول خطــوات بنــاء العالقــة الصحيــة بــن‬ ‫يحمــل جرعــة معرفيــة وفهمــا ً أساســيا ً ألمــن‬
‫األمــن بمطاراتنــا‪.‬‬ ‫املوظفــن والســلطات األمنيــة هــي معرفــة‬ ‫الطــران وحاســة أمنيــة يســتطيع مــن خاللهــا‬
