Cabinet Approval on November 10, 2021
Union Cabinet headed by Prime Minister Narendra Modi approved certain important initiatives on
November 10, 2021.
Approved the declaration of November 15 as ‘Janjatiya Gaurav Divas’ to mark the birth
anniversary of tribal leader and freedom fighter Sri Birsa Munda.
Approved the restoration and continuation of the Member of Parliament Local Area
Development Scheme (MPLADS) during the remaining part of Financial Year 2021-22 and up to
Financial Year 2025-26 co-terminus with the period of 15th Finance Commission which was
suspended in April 2020 due to COVID-19.
PM approved for fixing higher ethanol prices derived from different sugarcane-based raw
materials under the EBP (Ethanol Blended Petrol) Programme for the forthcoming sugar season
2021-22 during Ethanol Supply Year (ESY) 2021-22.
CCEA approved the committed price support of Rs 17,408.85 crore to the Cotton Corporation
of India (CCI) for 7 cotton seasons from 2014-15 to 2020-21 (i.e., up to September 30, 2021).
Cabinet has approved reservation norms under the Jute Packaging Material Act (JPM Act) for making
mandatory use of jute in packaging for the Jute Year 2021-22 (1st July 2021 to 30th June, 2022)…Click

GoI Amended Legal Metrology (Packaged Commodities) Rules 2011 to Enhance Consumer
Rights Protection
Government of India (GoI) through the Department of Consumer Affairs, under the Ministry of
Consumer Affairs, Food and Public Distribution, amended the Legal Metrology (Packaged
Commodities), Rules 2011 called the Legal Metrology (Packaged Commodities) Amendment Rules,
2021, to enhance the protection of Consumer Rights.
Rule 5 of the Legal Metrology (Packaged Commodities), Rules 2011, which is defining Schedule II
prescribing the pack sizes of various types of commodities was omitted.
President Ram Nath Kovind Promulgates 2 Ordinances extending tenure of CBI and ED
Directors for up to 5 years
President Ram Nath Kovind signed two ordinances promulgated by the Ministry of Law and Justice
amending the Delhi Special Police Establishment (DSPE) Act, 1946 with Delhi Special Police
Establishment (Amendment) Ordinance 2021; and Central Vigilance Commission Act, 2003 with Central
Vigilance Commission (Amendment) Ordinance, 2021 to extend the tenure of Directors of probe
agencies Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) up to five years from
current 2 years. Both ordinances will come into effect immediately.
With the above amendments, the Central government also amended the Rule 56(d) Fundamental
Rules (FR), 1922 to bring them in sync with above amendments.
Arunachal Pradesh
Arunachal Pradesh Govt. adopts ‘Pakke Declaration’ on Climate Change
The government of Arunachal Pradesh (AP) approved the ‘Pakke Tiger Reserve 2047 Declaration on
Climate Change Resilient and Responsive Arunachal Pradesh’, which aims to promote “climate-
resilient development” in the state. The announcement is the first of its kind by any state government in
the country.
For the first time, the State’s Cabinet meeting was conducted outside the capital Itanagar, at
Pakke Tiger Reserve, where the ‘Pakke Declaration’ was adopted.
A rare butterfly species named Kaiser-e-Hind (Teinopalpus imperialis), was chosen as the State
Butterfly of Arunachal Pradesh.

Prime Minister (PM) Narendra Modi virtually interacted with the beneficiaries and stakeholders of
Atma Nirbhar Bharat ‘Swayampurna Goa’ programme. He made an address ensuring that various
government schemes and benefits are available by the eligible beneficiaries.The Government of Goa
launched ‘Swayampurna Goa’ initiative to ensure that every village in the state becomes self-reliant
(Atma Nirbhar) using resources within the area.
MSDE launches Projects to Revive Namda Craft and Upskill the Artisans and Weavers of J&K
Minister of State (MoS) Rajeev Chandrasekhar, Ministry of Skill Development & Entrepreneurship
(MSDE), launched two projects to boost and preserve the traditional Namda craft of Kashmir; and
upskill the local weavers and artisans of Jammu and Kashmir (J&K) to enhance their productivity
through Recognition of Prior Learning (RPL) assessment and certification. This scheme is a special pilot
project under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0 (2020-2021).
Namda craft - It is a rug made of sheep wool through a felting technique instead of a normal weaving
process. Due to low availability of raw material, lack of skilled manpower and marketing techniques, the
export of this craft has declined almost 100% between 1998 and 2008.
Karnataka
Karnataka launches ‘Janasevaka’ Scheme – Doorstep delivery of Govt. Services
Karnataka Chief Minister, Basavaraj S Bommai, launched the state’s ambitious ‘Janasevaka’ (peoples’
servant) scheme and ‘Janaspandana’, an Integrated Public Grievance Redressal System (IPGRS).
‘Janasevaka’ – A scheme for Citizens to avail doorstep delivery of government services.
‘Janaspandana’ – It is a one-stop platform for citizens to raise complaints on any government scheme or
service.
Madhya Pradesh
MP to Get India’s First Cyber Tehsil: MP Home Minister Narottam Mishra
Narottam Mishra, Home Minister of Madhya Pradesh (MP) announced that the cabinet of MP has
approved the proposal to create the cyber tehsils. MP is set to become the first state in India to get
cyber tehsil. The cyber tehsil will ease the mutation process and will allow the people to avail their
benefits from anywhere across the state.
Manipur
73rd Information and Public Relations Day Observed in Manipur
73rd Information and Public Relations Day was celebrated on November 01, 2021, at the Directorate of
Information and Public Relations (DIPR) Auditorium, Imphal, Manipur.The day marks the
establishment of the Publicity office of the Government of Manipur with late RK Maipaksana as the 1st
Publicity Officer in 1949.
DIPR is the medium that creates a good relationship between the government and the public and
informs the public about the activities and achievements of the government.
Meghalaya
Meghalaya Cabinet approves creation of Eastern West Khasi Hills as 12th district
Meghalaya Cabinet approved a proposal to upgrade the Mairang civil sub-division to a full-fledged
district which will be called as ‘Eastern West Khasi Hills district’. It will be Meghalaya’s 12th district.
Currently, Mairang is now a sub-division under the West Khasi Hills district.
The state government has given directions to the concerned department to handle the expenditure and
work out all details for the new district.
Odisha
Odisha CM launches ‘Rakshak’ – a Road Safety Program
Chief Minister (CM) of Odisha – Naveen Patnaik launched a road safety initiative “Rakshak”. It is the
first of its kind state level programme in the country where 30,000 volunteers staying or working at the
eateries and different business establishments located near accident prone spots will be trained as First
Responders to road accidents.Odisha Public Transport and Integrated Commuter System (OPTICS) was
also inaugurated.
Tamil Nadu
Justice M Duraiswamy Appointed as Acting Chief Justice of Madras HC
On 17 November, 2021, the senior most judge of Madras (Tamil Nadu) High Court (HC), Justice M
Duraiswamy was appointed as the Acting Chief Justice of the Madras HC.Justice Sanjib Banerjee, who
was the Chief Justice of the Madras HC since January 2021, was appointed as the Chief Justice of
Meghalaya HC.The appointment was notified by the Ministry of Law and Justice.
Uttar Pradesh
UP Cabinet Approved the Proposal to Implement ‘Mathrubhumi Yojana’
The cabinet of Uttar Pradesh(UP) headed by Chief Minister(CM) Yogi Adityanath has approved the
proposal to implement the ‘Mathrubhumi Yojana’ to facilitate individuals or private institutions to
contribute to the development of any village as per the Panchayati Raj Act, 1947.
To ensure the effective implementation the UP government will set up the ‘Uttar Pradesh Mathrubhumi
Society’ which will have a governing council and empowered committee.
West Bengal
West Bengal launches ‘Duare Ration’ scheme for Doorstep Delivery of Ration
West Bengal (WB) government launched the ‘Duare Ration’ (ration at doorstep) scheme which will
benefit around 10 crores of people of the state.For this scheme, government will be spending Rs.160
crore.The scheme was launched by the WB Chief Minister (CM) Mamata Banerjee by flagging off
vehicles that will deliver the ration.
She also inaugurated a WhatsApp chatbot for the Food and Supplies Department of the state
government and a mobile application, ‘Khadya Sathi: Amar Ration Mobile App’ to help people
apply for ration cards.
West Bengal’s Food & Supplies Department Launched India’s first of its kind Whatsapp Chatbot
The Food and Supplies Department, Government of West Bengal, has launched India’s first of its kind
Whatsapp chat bot dedicated to facilitate the citizens of West Bengal to apply for a ration card, lodge
grievances and get access to other critical resources.The free chatbot is available in English and Bengali.
MoRD launches initiative to enable rural SHG women to earn at least Rs 1 lakh per annum
The Ministry of Rural Development (MoRD) has launched an initiative to enable rural SHG (Self Help
Group) women become Lakhpati and take women to the higher economic order by earning at least
Rs.1 lakh per annum.In the next two years, the ministry will provide livelihood support to 25 million
rural women associated with SHGs.
Initial capitalisation support of Rs 80,000 crore is being credited to SHGs annually.
Union Minister Amit Shah launched ‘Dairy Sahakar’ Scheme from Anand, Gujarat
Union Minister Amit Anil Chandra Shah, Ministry of Home Affairs (MHA) launched the Dairy Sahakar
scheme with an outlay of Rs 5000 crore at Anand, Gujarat during the function organised by AMUL
(Anand Milk Union Limited) for the celebration of its 75th foundation year.It will be implemented by
National Cooperative Development Corporation (NCDC), under the Ministry of Cooperation.
Dr. Jitendra Singh launched 1st Mentorship Programme for Young Innovators
As a part of 75th Year of India’s independence, Minister of State (Independent Charge) Dr Jitendra Singh,
Ministry of Science & Technology (MoST) launched the first-ever Mentorship Programme for Young
Innovators on November 8, 2021, namely ‘DBT-Star College Mentorship Programme’
It is a pan India Scheme envisaging Star College in every district supported by the Department of
Biotechnology (DBT).
India’s 1st Centre for Research on Drone Technology Launched in IIT Guwahati
Union Minister of State Civil Aviation General, V K Singh launched India’s 1st Centre for Excellence in
Research on Drone/UAV (Unmanned Aerial Vehicle) technology and Artificial Intelligence at the
Indian Institute of Technology (IIT), Guwahati, Assam. V K Singh inaugurated the Skill development
Centre for Drone/UAV operation and maintenance, and Nodal Centre for overall administrative Drone
Data management for the northeastern region.
PM Modi launches ‘Ration Aapke Gram’ scheme & ‘Sickle Cell Mission’ in Madhya Pradesh
Prime Minister (PM) Narendra Modi inaugurated a series of Tribal Welfare programmes on his visit to
Madhya Pradesh. PM Modi launched a welfare scheme named ‘Ration Aapke Gram’ scheme & ‘Sickle
Cell Mission’ of Madhya Pradesh. He also laid the foundation stone for construction of 50 new Eklavya
Model Residential Schools across India.
The Indian Government decided to celebrate 15th November as the ‘Janjatiya Gaurav Diwas’ or
‘Tribal Gaurav Diwas’, every year starting from 2021.
India’s first Food Museum launched in Thanjavur,TN by Union Minister Piyush Goyal
Union Minister, Piyush Vedpraksh Goyal virtually launched India’s first Digital Food Museum in
Thanjavur, Tamil Nadu (TN). It is 1,860-sqft museum co-developed by Food Corporation of India
(FCI) and Visvesvaraya Industrial and Technological Museums, Bengaluru (Karnataka) with an
estimated outlay of Rs 1.1 crore. Thanjavur is the cultural capital of Tamil Nadu.
Union Minister Jitendra Singh Inaugurates World’s Most Sophisticated MRI facility at NBRC
Union Minister for Science and Technology, Jitendra Singh, launched the first of its kind, latest, world’s
most sophisticated MRI (Magnetic resonance imaging) facility, MRI Scanner Prisma from Siemens,
Germany, at the National Brain Research Centre (NBRC), Manesar, Haryana.The new facility could
reduce the scanning time for patients by almost a quarter from earlier-generation machines by running
intense scanning modalities very fast.
IRCTC: Rail Minister Inaugurated India’s 1st Pod Hotel at Mumbai Central Railway station
Indian Railway Catering and Tourism Corporation (IRCTC) and Indian Railways have developed India’s
first state of the art Pod Hotel (Pod concept retiring room), named ‘Urban Pod’ at Mumbai Central
Railway station.The facility was virtually inaugurated by Raosaheb Dadarao Patil Danve, Minister of
State of Railways, Coal and Mines.
Urban Pod Pvt Ltd has been awarded the contract to Set-up, Operate and Manage the POD hotel
for 9 years.
Dr.Jitendra Singh launches India’s first Virtual Science Lab for children
Minister of State (MoS) Dr Jitendra Singh, Ministry of Science & Technology (MoST) launched India’s
first Virtual Science Lab for children under CSIR (Council of Scientific and Industrial Research) Jigyasa
programme which able to connect students with scientists across the country to explore science using
different activities.
It is on the lines of the National Education Policy (NEP), 2020 and its target audience is students of the
standard VI to XII (11-18 years).
NIA: Foundation stone of India’s 1st Zero Emission Airport laid by PM Narendra Modi at Jewar,
UP
Prime Minister of India, Narendra Damodardas Modi laid the foundation stone of Noida International
Airport (NIA) or Jewar Airport at Jewar, Uttar Pradesh (UP). The airport is planned in 1334 hectares in
the Yamuna Expressway International Development Authority (YEIDA) notified area of district Gautam
Budhha Nagar, UP. The development is on the line of the PM’s vision towards boosting connectivity and
creating a future-ready aviation sector. It will be India’s first net zero emissions airport.
DTO Launched on Delhi Metro’s Pink Line; DMRC Becomes World’s 4th Biggest Metro Railway
Network
Union Minister of Housing and Urban Affairs and Kailash Gahlot, Transport Minister of Delhi, virtually
inaugurated the Driverless Train Operations (DTO) on Delhi Metro Rail Corporation (DMRC)’s 59
kilometres long Pink Line which connects Majlis Park to Shiv Vihar. This makes the DMRC the 4th
biggest driverless Metro railway network in the world with a total of 97 km in the driverless system.
IGSTC launches ‘WISER’ – 1st of its kind Programme for Women in R&D field
Indo-German Science and Technology Centre (IGSTC) has launched the 1st of its kind program –
Women’s Involvement in Science and Engineering Research (WISER) programme, for encouraging
women researchers’ participation in joint Research and Development (R&D) projects. WISER is the
first-of-its-kind programme that enables gender equality and women’s participation in Science and
Technology and offers 20 scholarship awards per year.

3-day 2nd ‘National Tribal Dance Festival 2021’ held in Chhattisgarh
Chief Minister (CM) of Jharkhand Hemant Soren and CM of Chhattisgarh Bhupesh Baghel inaugurated l
2nd National Tribal Dance Festival 2021, a 3 days annual festival of Chhattisgarh on October 28-30. It
was held at Raipur’s Science College ground as a part of the tourism development plan of the stat.This
year’s event was clubbed with Chattisgarh’s Rajyotsava (state foundation day- November 1, 2021).
5th Ganga Utsav 2021-The River Festival held virtually; Ganga Atlas developed by IIT Kanpur

The annual ‘Ganga Utsav 2021-The River Festival’ was organized virtually on November 1-3 by
National Mission for Clean Ganga (NMCG) to mark the anniversary of announcement of River Ganga as
the ‘National River’ i.e. 4th November. This year marked the 5th edition of the festival which was
celebrated under the leadership of Union Minister Gajendra Singh Shekhawat, Ministry of Jal Shakti, as a
part of the ongoing celebrations for 75 years of Independence and Azadi ka Amrit Mahotsav.
The minister launched the ‘Ganga Atlas: River of the Past’ developed by Prof Rajiv Sinha, IIT
Kanpur, Uttar Pradesh (UP).
Continuous Learning and Activity Portal (CLAP- http://www.clap4ganga.com/) in partnership
with TREE Craze Foundation was also launched at the Utsav.

DIGIT (Digital Infrastructures for Governance, Impact and Transformation) , an eGov Foundation
platform, will now provide support to the National Urban Digital Mission (NUDM). It will help in urban
governance with the motive of to support the citizen centric governance. DIGIT empowers the ease of
living through e-governance (electronic governance) services including efficiency, accountability and
transparency with the help of State and Local governments.
Ministry of Mines Notified Minerals (Other than Atomic and Hydro Carbons Energy Mineral)
Concession Rules, 2021
Ministry of Mines has notified the Minerals (Other than Atomic and Hydro Carbons Energy
Mineral) Concession (Fourth Amendment) Rules, 2021 to amend The Minerals (Other than Atomic
and Hydro Carbons Energy Mineral) Concession Rules, 2016 (MCR, 2016). Earlier in March 2021,
amendments were made in the Mines and Minerals (Development and Amendment) Act, 1957 (‘MMDR
Act’) by the MMDR Amendment Act, 2021 to increase employment and investment in the mining sector
and now in order to implement those amendments the MCR, 2016 has been amended.

The Ministry of Home Affairs (MHA) approved the establishment of Rajya Sainik Board for the Union
Territory (UT) of Ladakh responsible for welfare and resettlement of 60,000 ex-servicemen, war
BDL inks Export Contract worth USD 21 million with Airbus Defense & Space for CMDS
Bharat Dynamics Limited (BDL) signed an export contract under which it will supply Counter Measures
Dispensing System (CMDS) to Airbus Defense & Space, Spain. The contract value is estimated at USD 21
million.The export contract was inked by NP Diwakar, Director (Technical) BDL and Arnal Didier
Dominique, Sr Vice President Airbus Defense and Space, at Bengaluru (Karnataka).
Union Minister Dr Jitendra Singh Announced 30 STI Hubs for STs by End of 2022
Dr Jitendra Singh, Union Minister, Ministry of Science & Technology has announced that the centre will
set up 30 Science Technology and Innovation (STI) Hubs across India for Scheduled Tribes (STs) by the
end of 2022 for their overall socio-economic development. The STI hubs are aimed to promote scientific
talent among tribal communities. He also inaugurated “Tech NEEV/ नी ंव @75” as part of Azadi ka
Amrit Mahotsav.
Indore’s Patalpani Railway Station in MP Renamed after Tribal Icon Tantya Bhil
Madhya Pradesh Chief Minister Shivraj Singh Chouhan announced the renaming of Indore’s Patalpani
railway station as Tantya Mama railway station after tribal icon Tantya Bhil, who was well known as
‘Indian Robin Hood’ by the tribals during the british rule in India.CM also announced that the Bhanwar
Kuan intersection and MR 10 bus stand in Indore will also be named after Tantya Bhil.
Tantya Bhil was a member of the Bhil tribe, the indigenous Adivasi community. He was popularly
called as Mama by locals.
Defence Minister Rajnath Singh Approves – Proposal for GSAT-7C Satellite for Air Force and
AK-203 Assault Rifle Deal
Defence Acquisition Council (DAC) in its meeting which was held under the Chairmanship of Minister of
Defence, Rajnath Singh, approved the procurement of GSAT (Geostationary Satellite)-7C satellite and
Ground Hubs worth Rs 2,236 crore for real-time connectivity of Software Defined Radios (SDRs).
DAC accorded Acceptance of Necessity (AoN) for one Capital Acquisition proposal of Indian Air
Force for its modernization and operational needs under the category of ‘Make in India’.
Defence minister gave the final clearance to over Rs 5,000 crore deal with Russia to manufacture
7.5 lakh Russian-designed AK-203 assault rifles in by Amethi, Uttar Pradesh based Indo-Russian
Rifles Private Limited.
EESL Ties up with M/o MSME & with others to Implement Energy-efficiency Project
Energy Efficiency Services Limited (EESL), a joint venture under the Ministry of Power has collaborated
with the Ministry of Micro, Small and Medium Enterprises (M/o MSME), United Nations Industrial
Development Organization(UNIDO) and the Global Environmental Facility (GEF) to implement the
projects on promoting market transformation for energy efficiency in the MSME sector.
Rail Ministry Introduced Bharat Gaurav Policy; Enable Private Players to Run Theme Based
Circuits Trains
Ashwini Vaishnaw, Union Minister of Railways, introduced the Bharat Gaurav policy – Bharat Gaurav
Trains (Theme- based Tourist Circuit trains) under which private players or state-owned operators can
operate theme-based circuit trains on the lines of the Indian Railway Catering and Tourism Corporation
(IRCTC) to attract tourism.The theme-based circuit trains are aimed to take tourists to experience the
cultural heritage sites of India.
IRCTC Theme based circuits:
Ramayana Express – tours several locations connected to lord Ram.
Guru Kripa train – covers the important sites of sikh culture.
IAF commissions 2 Mirage 2000 Fighters from France at Gwalior Air Base
The Indian Air Force (IAF) received 2-second hand combat aircrafts Mirage 2000 from France at
Gwalior air base as a major boost to the fighter jet fleet of IAF amid border tensions with China and
Pakistan. With this inclusion, there are a total of 50 Mirage 2000 Fighters in India.The IAF had acquired
around 51 Mirages in different batches and they form three squadrons which are all based in the
Gwalior Air Force station under the Mirage upgrade deal.
MoHFW Minister Dr. Bharati Pravin Pawar Flags Off Food Safety Awareness vehicles
Union Minister of State (MoS) for Health and Family Welfare Dr Bharati Pravin Pawar flagged off Food
Safety Awareness vehicles at the Food Safety and Standards Authority of India (FSSAI) office in New
Delhi, to make people across the country acquainted with food safety measures.
On the occasion, the Minister unveiled a cookbook titled ‘Eat Right with Low Salt’.
A report titled ‘National Low Salt Cooking Challenge Report’ was also released.
Varanasi (UP), 1st Indian city to start Ropeway Service as a Mode of Public Transport
Varanasi, a city in Uttar Pradesh (UP) is all set to become the first Indian city to start ropeway service as
a mode of public transport in order to ease the traffic congestion. The proposed ropeway will be
constructed between Cantt Railway Station (Varanasi Junction) to Church Square (Godauliya) covering
an aerial distance of 3.45km.
Its outlay is over Rs 400 crore which is divided between Central Government and State
Government at 80:20.
India will be the third country in the world after Bolivia and Mexico to use a ropeway for public
transport.

Home Minister Amit Shah Launched Pan-India Health Cards Scheme for CPPF – ‘Ayushmaan
CAPF’
Union Home Minister and Minister of Cooperation, Amit Shah launched the health cards scheme for
CAPF (Central Armed Police Forces) personnel and their dependents, named ‘Ayushmaan CAPF’ at the
national level in New Delhi. .‘Ayushmaan CAPF’ scheme is a joint initiative of the Ministry of Home
Affairs (MHA) and the Ministry of Health and Family Welfare (MoHFW) and National Health Authority
(NHA).
The scheme was launched by Amit Shah on Pilot basis in Assam on 23rd January, 2021 to provide
healthcare services to all CAPFs.
Madhya Pradesh Govt Announces Scheme to Provide Free Residential Plots to Families
Under Mukhyamantri Awasiya Bhu-dhikar Yojana, Madhya Pradesh government will provide plots of
land to families who do not have land to build their homes.The construction of houses comes under
Pradhan Mantri Awas Yojana. Family should consist of a married couple and their unmarried children,
and families living in a particular village are eligible.

Union Minister Amit Shah, Ministry of Home Affairs (MHA) launched the Mukhyamantri Ghasiyari

UNSC Adopted First of its Kind Resolution on ‘Protecting education From Conflict’
United Nations Security Council (UNSC) adopted the first of its kind resolution (resolution 2601) on
protecting schools and civilians connected with schools including children and teachers during armed
conflict.The resolution condems the attacks against schools, children and teachers and urges the conflict
parties to safeguard the right to education.
It also condemns attacks against schools and hospitals as well as denial of humanitarian access
by parties to armed conflict and all other violations of international law.

International Solar Alliance (ISA). John Kerry, the US special presidential envoy for climate, has signed
the framework agreement and announced its membership at the 26th Conference of Parties (COP26)
of the United Nations Framework Convention on Climate Change (UNFCCC), which is being held in
Glasgow, Scotland, United Kingdom (UK).
At COP26, the USA joined the steering committee of the ‘One Sun One World One Grid’ initiative,
which now includes Australia, France, the UK and India.
ISA has established an investment advisory committee composed of leading institutional
investors, including multilateral and commercial organizations and has partnered with Nordic

Germany Announces 1.2 Billion Euros for Clean Energy Commitments to India
Germany announced new development commitments over Euro 1.2 billion (approx Rs 10,025 crore) to
India to support its fight against climate change and assist in projects like clean energy. The
commitment of more than EUR 1.2 billion includes EUR 713 million for energy, EUR 409 million for
urban development, and EUR 90 million for agro ecology and natural resources. The projects will
support India’s targets to expand solar power generation.

RBI Released Report of WG on Digital Lending; RBI Withdraws over 100 Redundant Circulars
Working Group (WG) on Digital Lending including Lending through Online Platforms and Mobile Apps,
which was constituted by the Reserve Bank of India (RBI), has submitted its report in November 2021.
The report is aimed at enhancing customer protection and making the digital lending ecosystem safe
while encouraging innovation.
As per the findings of the WG, there were ~1,100 lending apps available for Indian Android users
across ~81 application stores (from January 01 to February 28, 2021).
As per the recommendations of the second Regulations Review Authority (RRA 2.0), the
Reserve Bank of India (RBI) withdrew more than 100 redundant circulars relate to certain
norms concerning Foreign Investment in India by Foreign Portfolio Investors, RTGS (Real-Time
Gross Settlement), Know Your Customer (KYC), and Anti-Money Laundering (AML)/Combating
of Financing of Terrorism (CFT) – Standards.
RBI floats Draft Scheme for amalgamation of PMC Bank with Unity Small Finance Bank
Reserve Bank of India (RBI) revealed a draft scheme for amalgamating the Punjab and Maharashtra
Cooperative (PMC) Bank with the Delhi-based Unity Small Finance Bank Ltd. (USFB). The draft
scheme envisages takeover of the assets and liabilities of PMC Bank, including deposits by USFB.

Almost 80 % of the Economy is now Formal after COVID Digitisation Drive
The digitisation drive and pandemic situation of the gig economy have led to a faster formalisation of
the economy.
Compared to 2017-2018 the share of the informal sector shrunk from 52.4 per cent to just 15-20 per
cent in 2020 – 21. The share of the informal sectors has shrunk dramatically to 15-20 percent of the
Gross Value Added (GVA) or formal Gross Domestic Product (GDP) in FY21.
NSO Projected CPI Based Inflation Rate for October 2021 at 4.48%; RBI Projected CPI Inflation
for FY22 at 5.3%
National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI) has
released the All India Consumer Price Index (CPI) (with Base 2012=100) and corresponding Consumer
Food Price Index (CFPI) for Rural (R), Urban (U) and Combined (C) for the month of October 2021. As
per the release, India’s retail inflation rate, measured by the CPI increased in October 2021 to 4.48
percent year-on-year from 4.35 percent in September 2021 due to a rise in food prices.
The inflation rate for Consumer Food Price Index increased to 0.85 percent in October from 0.68
percent in September 2021.Food inflation contributed nearly 48 percent to the monthly increase in
headline retail inflation.

Border Roads Organisation (BRO) has received the Guinness World Record (GWR) for constructing &
blacktopping the world highest motorable road passing through the 19,024 feet 0.73 inches
(5798.251m) high Umlingla Pass in the Union Territory (UT) of Ladakh. The 52-kilometre long
Chisumle to Demchok tarmac road was developed under Project HIMANK (93RCC/753 BRTF) of BRO.

NASA Selects INCUS, a New Mission to Study Storms & Impacts on Climate Models
A mission namely ‘Investigation of Convective Updrafts (INCUS)’ has been selected by NASA
(National Aeronautics and Space Administration) as a new Earth science mission under its Earth
Venture Mission-3 (EVM-3). INCUS is a collection of three SmallSats in tight coordination which will
study the behavior of tropical storms and thunderstorms, including their impacts on weather and
climate models.It is expected to launch in 2027 with an estimated outlay of $177 million.

Cryptocarya muthuvariana a New Plant Species Identified from Idukki, Kerala
A group of scientists from the University of Kerala and Jawaharlal Nehru Tropical Botanic Garden and
Research Institute (JNTBGRI) has identified a new tree species from the Edamalakkudy forests in
Idukki District (a part of the Southern Western Ghats), Kerala.
The new species has been named Cryptocarya muthuvariana, to honour the Muthuvar Tribes
of the Edamalakkudy Tribal Settlement in Idukki, who play a major role in conserving the forest.
This is the first time a plant from Kerala has been given its name in honour of the Adivasis.
The findings of the species are published in the 58th issue of the November 2021 issue of the scientific
journal “Annales Botanici Fennici”.
