Legal and Contractual Feasibility

Legal feasibility is the process of assessing potential legal and contractual ramifications due to

the construction of the system. It determines whether the proposed system conflicts with the

legal requirement or not. If legal feasibility is not considered at the first stage the proposed

system can face legal issues upon completion. The proposed system in Fayetteville is to have the

bills mailed out in a post card type format instead of mailing it to customers in a hand addressed

envelope. In order for this proposed system to work we need to know the USPS

requirements/regulations for mass mailings.

There are some USPS legal requirements for mass mailings. First requirement is to get a mailing

permit and pay the annual mailing fee for first-class mail and standard mail. Second requirement

is to pay postage using one of the several methods such as precanceled stamps, postage meter, or

permit imprint. Third requirement is to take the mail to the post office where you hold your

mailing permit.

There are additional requirements to qualify for mailing at the First-Class mail postcard price.

First, to be considered a post card, a mailpiece cannot be just a single sheet of paper. It must be

rectangular and at least 3.5 inches high x 5 inches long x 0.007 inch thick. Second requirement is

that it can be no more than 4.25 inches high x 6 inches long x 10.5 inches thick. Customers will

have to pay flats postage prices if their postcard is larger than 6.125 inches high x 11.5 inches

long x 0.25 inches thick. Lastly, the mailpiece will not be considered a First-Class mail post card

if it includes attachments like stickers, magnets, or other items.

Political Feasibility

Political feasibility is the process of evaluating how key stakeholders within the organization

view the proposed system. The new information systems may affect the distribution of power

and can have political ramification. Therefore, those stakeholders not supporting the project may

block or disrupt the project.

Postcards are a cheap way to get an immediate message to customers. When they arrive in the

mail the messages will be right in front of you without having to open up the envelope to look

for messages. First-Class Mail postcards are also a great value. With First-Class Mail postcards,

you pay a low price and get all of the benefits such as forwarding and returning that comes with

First-Class Mail. Also, there is no extra work involved if you mail with single-piece First-Class

Mail postage affixed. You just simply drop the postcards in a collection box.

One of the issues with the political feasibility is the distribution of information. However, with

the new proposal the distribution of information will be easier because with a post card type

format mail there is an option to send messages to customers which could be posted on the back

of the form. The information could include any upcoming events in the community, messages

such as happy holidays or reminders to keep your dogs on leash. There can also be information

about cut-off date for the payment, and extra charges/adjustments made on customers’ accounts

along with a brief description that shows the charges in detail.

Another issue is the support of stakeholders. The new proposed system has a lot of advantages.

First of all, having the bills mailed out in a post card type format reduces time and mailing costs.

Second, it is a lot easier for the management to pass on information to the community as a whole.

At last, having detailed information about customer’s charges in their mail answers any questions

they might have and saves their trip to the bank or city hall.
