B.41 General Information

(a) Project Title


Horizontal and Vertical Control Survey along Osogbo-Ogbomoso Road, via Ifon

and Ilajue.

(b) Purpose of the Project


The purpose of the project is to establish new datum controls of second class

order in order to provide reference stations for cadastral and engineering

surveys around the project location.

(c) Project Location


The project location is along Osogbo–Ogbomoso Road, from Oke-Awesin in Ifon

up to the boundary between Osun and Oyo State at Ilajue lying within latitudes

7°53'50.08"N and 7°52'12.93"N; and longitudes 4°26'23.17"E and 4°28'8.77"E. The

project location is shown in Figure B.41

Survey methodologies were designed to achieve the accuracy specifications of

Second Order.

The project was executed for the Office of the Surveyor General of Osun State to

complement their current effort in the extension of reference stations for

cadastral and engineering surveys in Osun State.

(h) Project Scope and Documentation Content


The project was executed following instructions from the Office of the Surveyor

General, Osun State which requested that the network of controls to be

established be useful for traverse surveying. Furthermore, all other components

of the survey were executed in line with SURCON’s Specification for Geodetic

Surveys in Nigeria.

The project documentation contains details of planning made for the survey,

satellite observations, static satellite data processing and presentation of

coordinates of Control Stations.

B.44 Abstract

The purpose of the project was to carry out a horizontal and vertical control

survey along Osogbo-Ogbomoso road running from Oke-Awesin in Ifon up to

Ilajue in Oyo State to provide reference for cadastral and engineering surveys in

the area. Survey methodologies were designed to achieve the accuracy

specifications of Second Order in line with SURCON’s specifications and

instructions from the Office of the Surveyor General, Osun State. The survey

was carried out using three HuaceNav S-GPS receivers on 18 survey beacons

(OCSS 95-OCSS112) of dimension 40cm x 40cm x 150cm cast in-situ on planned

dates for observations. A minimally constrained adjustment was carried out on

all the baselines after their normal residuals had been analyzed using datum

controls OSY 026, OSY 027, and OSY 028. Results of the adjustment shows the

final adjusted grid coordinates and heights of the project controls in UTM Zone

31N Minna Datum are commensurate to Second Order as the Horizontal

accuracy of all points were within ±(2.5 +1×10-6×D)mm while vertical accuracy of

heights were within ±(5 +1×10-6×D)mm at the confidence level of 95%.

Accordingly, the coordinates of the control stations were submitted to the

Office of the Surveyor General for reference purpose.

B.45 Planning for Survey and Satellite Observations

A lot of effort was made before the execution of the project so it will be within

the project scope. The key steps in the planning process were hinged on the

following:

 Selection of survey equipment and methods to accomplish the required

precision and accuracy.

 Search and evaluation of existing datum controls

 Design of location and spacing of project controls to meet versatility for

traverse surveys as well as safety, visibility and sustainability on site.

 Application for execution of project to get approval and resources for

execution.

 Monumentation of Project Controls to meet SURCON Specifications.

 Scheduling of satellite observations.

The details are discussed in the following sections.

(a) Selection of methodology and instrumentation


The SURCON specification on Geodetic Surveys (SURCON, 2008) explains that

observations to satellite signals with adequate GPS receivers is one method that

can be used for horizontal and vertical control surveys with high accuracy and

ease. This project selected this option.

A minimum of two GPS receivers are required for simultaneous observation

using the baseline solution method for second order surveys, however, three

single frequency receivers manufactured by CHC HuaceNav was selected for use

based on their availability.

It is essential to ensure that every survey instrument is in good working

condition before it is used for field measurements. The survey instruments

were tested to ascertain their measurements reliability on a known point. Each

of the instruments was setup to occupy the known point for about 10 minutes

simultaneously. The data acquired by the S-GPS Receivers were transferred to

the computer from which the GPS Processing software was used to inspect the

data. The result displayed the correct time, approximate position and date of

observation. This indicated that all the S-GPS Receivers were in good working

condition and therefore reliable for use.

(b) Search and evaluation of existing controls


A thorough search at the Office of the Surveyor General was conducted to

determine the availability of horizontal and vertical network of datum controls

in the project area that had a better accuracy estimate of First Order to serve as

datum control for the project. Control Station YSO 26 was closest to the project

site however, on visit to the location, the beacon had been destroyed hence the

project relied on the next closest control station - OSY 027 after its stability and

values had been confirmed by observation in a 3D test net using OSY 026 and

OSC 028 as other stations.

Their WGS84 datum coordinates listed below, were collected from the Office of

the Surveyor General, Osun State so that measurements obtained from the

survey which is based on WGS 84 datum will be transformed to Clarke 1880 RGS

coordinates before adoption.

The Master of the S-GPS Receivers was set up on OSY 026 and was switched on

for satellite tracking and data collection. 1 Rover of the S-GPS receiver was set

on control monument OSY 027 and allowed to observe for about 30 minutes to

ensure that enough ephemeris data had been gathered on each station. The

Master receiver was transferred to OSY 028 and another rover was used to

occupy OSY 027. The observed data were transferred and processed using the

GPS Processing software. The final coordinates were checked for discrepancies

as shown in Table B.42.

The result suggested that that the control station OSY 026, OSY 027 and OSY

028 are in situ and could be used as datum control for the project.

(c) Design of location and spacing of project controls


The design of the location of project controls were done first at the office and

secondly on the field. At the office the existing map of the project site was used

to select possible locations such that the controls span the extent of 5km and at

least 3 controls are located within every 1.5km as required by the office of the

Surveyor General. The location of the selected points were noted and

considerations of safety, intervisibility of 1 station with at least one other inter-

alia SURCON requirements of not less than 100m between adjacent stations was

ensured in selecting the final station on the field. The stations selected were

subsequently marked with a wooden peg.

The recee diagram drawn during this stage is shown in Appendix B.41

(d) Application for Execution of Project


An application was written to the Surveyor General requesting for approval to

carry out the survey that was shown in the recce diagram. Consequently, the

approval to carry out the project was issued and 18 beacon numbers (OCSS 95 –

OCSS 112) for newly established stations were supplied.

(e) Monumentation of project controls


The survey beacons were cast in-situ according to SURCON specifications. The

beacons were of dimension 40cm x 40cm x 150cm as illustrated in Figure B.42.

The concrete mix was in the ratio of 1:2:3 (1-headpan of cement, 2-headpan of

gravel and 3-headpan of sharp sand). The beacons were cast such that 110cm of

the entire length was buried underground with 40cm of the length above the

ground surface. An iron rod or spike of 12mm in diameter and 150cm in length

was used to define the center of each beacon. The survey control monuments

were stamped with the 18 beacon numbers, one for each serially.

Bearing and distance measurements were made from the stations to all

reference marks and objects such as road, electric pole, building, etc within the

vicinity of the survey beacons, recorded and sketched on the description sheets

shown in Appendix B.42.

(f) Scheduling for Best Satellite Observation Day and Time.
The scheduling of the satellite observation was carried out using the online

GNSS Planning Website (resources.ashtech.com). The proposed date and site of

observation was supplied together with the satellite observations requirement

for Second Order surveys specified by SURCON to determine if a chosen date

and period of the day was appropriate and conducive for the survey. The

requirements are:

- Geometric Dilution of Precision (GDOP) not more than 50

- Quadrants from which satellite are available not less than 3

- Satellite positions above horizon not more than 30.

B.46 Satellite Observation

The satellite observations were carried out on the planned dates through the

simultaneous and independent occupation of 19 stations (1 Datum Control –

OSY 027, 1 subsidiary Control – OCSS 95 and 17 Project Controls – OCSS 96 to

OCSS 112) using the three S-GPS receivers selected for the project. The

subsidiary Control had been introduced to reduce the distance between the

datum control and the project controls, hence improve accuracy of satellite

observations and strengthen the network of controls.

At each control and independent occupation, batteries were placed into the

receiver to use and mounted onto the tribrach. The tripod is then centered on

the station using a plumbob and leveled using the footscrews. The height from

the tip of the rod of the station is measured up to the antenna phase centre to

obtain the antenna height which was alongside with other information recorded

in a field book. The receiver is then switched on and it was ensured that the

period of observation corresponded with the distance between the master and

the rover receiver to achieve second order accuracy. All necessary information

was recorded in a field book (Appendix B.43).

In the first group of observation, the master receiver was set on datum control

OSY 027 and one rover set at the subsidiary control OCSS 95. The master

receiver was subsequently transferred to the subsidiary control OCSS 95 and

then a rover receiver set up at project control OCSS 97.

In the second group of observations, the master was set on OCSS 97 while the

rovers were set to occupy the rest of the project controls OCSS 96 and OCSS 98 –

OSC 112.

The observation data collected during the observation are stored in the internal

memory of the receivers by default and these datasets were transferred to the

computer via FTP for processing.

B.47 Static Satellite Data Processing

The computation and analysis of the coordinates of the control points was done

using the GPS processing software after the performance of the satellite

observations. The observation data was thoroughly inspected to confirm that

field procedures were okay. The following steps were taken during the

processing.

Step 1: Definition of Project Attributes

The parameters peculiar to the project was specified in the software. These

parameters include the project details of name, surveyor and date. The project

coordinate system was set to conform to WGS84 datum which the S-GPS was

configured to acquire data on.

The time system of the project was aligned with that of the receivers (UTC +1).

Also units were set to meters (3 decimal places) and angle formats were set to

surveyors units - Deg0 Min’ Sec”.

Finally here it was specified that the minimum duration of observation to accept

for baseline processing should not be less than 45 minutes when satellites

locked to is 8 (90 minutes when satellites locked to is 4 according to SURCON

specifications).

Step 2: Import of Observation Data

The observation data which had been transferred to the computer via FTP were

imported to the Project that had been defined. During the import, Point names

and Antenna Height were edited to fit the station descriptions as recorded in the

field book. The observation data were examined to be certain that there were no

errors, mistakes or blunders.

Step 3: Baseline Processing

After the import of observation data, baseline processing parameters were set

according to those specified in the SURCON specifications: Elevation of

satellites (<300), Data Sampling rate (30secs), Minimum epoch (4) and Ephemeris

(Broadcast). The software is then set to process all the baselines in the project.

At this stage, all baselines that does not fit into the specifications were

eliminated from the project, in which case none for the project.

Step 5: Adjustment

A minimally constrained adjustment was carried out on all the baselines that fit

the specification after their normal residuals had been analyzed to reveal poor

baselines that should be removed from the adjustment, in which case none for

the project.

The adjustment was constrained by fixing the coordinates of the datum control

OSY 027 for the first group of observations to its existing coordinates and the

computed coordinates of OCSS 97 for the second group of observations

Step 6: Result Output

Results of the static satellite data processing were exported to Microsoft word

and summarized in Appendix B.44. Table B.43 shows the final adjusted grid

coordinates and heights of the project controls in WGS84 Datum.

Step 7: Transformation of WGS84 Coordinates and Height to Clarke 1880

RGS Coordinates and Height

The final adjusted WGS84 coordinates were transformed to Clarke 1880 RGS

coordinates using the ArcMap 10.3 GIS software. The Clarke 1880 RGS

coordinates of the control points are listed in Table B.44. The GIS software is

not able to transform height, therefore the translation parameter calculated

between the registered WGS84 and Clarke 1880 RGS Height of OSY 027 which

was -24.122m was used applied on the heights.

Step 8: Plan Production

The plan showing the relative horizontal position of the control points were

produced using ArcGIS 10.3 at a scale of 1:10,000. They were also published

into web maps for viewing with Google Maps.

For the project the Horizontal accuracy of all points were within ±(2.5 +1×10-

×D)mm while vertical accuracy of all points within ± (5 +1×10-6×D)mm at the

confidence level of 95% which were within the stated specification for Second

Order Surveys.

(b) Project Cost


Project components and their direct cost was done using NIS (2008) Scale of

Fees. The project cost is shown in the table B.45

(c) Conclusion and Recommendations

In this project, 18 secondary control stations were established along Osogbo-

Ogbomoso Road. The benefits of the control stations are numerous to

government agencies and the private sector interested in cadastral and

engineering surveys along the project site.

The candidate noticed a difference of +0.003mE and +0.006mN in the

coordinates transformed to Clarke 1880 RGS on the registered coordinates of

the reference controls but it was not clear what was responsible for this.

Accordingly, the coordinates of the control stations were submitted to the

Office of the Surveyor General both in hard and soft copies. The project also

submitted the plan in web formats to enable a faster and quicker access to

disseminating coordinates of control stations by the office.
