PREFACE

As a newly formed business entity, de Havilland Aircraft of Canada Limited is committed to


following the set standards for data collection as outlined in SPEC2000 documents in order to
better support the operators.

De Havilland Aircraft of Canada Limited is ready to accept the reliability data in EDSE format as
shown in the following pages of this document or in full SPEC2000 Chapter 11 format.

Historical Highlights

Bombardier has worked in conjunction with other industry organizations such as the ATA
SPEC2000 Reliability Interest Group (RIG), ERA and IATA to set standards for data collection.
Through these working groups others have shared their initiatives such as the Reliability Data
Exchange (RDE) task force of Airbus Industrie, the B777 In-Service Data Program (ISDP) of
Boeing Commercial Aircraft Group, and the GIFAS grouping French aerospace industry. This
cooperation between airframe manufacturers, airlines, engine manufacturers and suppliers
enhanced the chances of success by implementing EDSE formats with the intention of enabling
Bombardier to support customers with rigorous reliability monitoring and FRACAS Analysis.

Following the release of the standard as Chapter 11 of SPEC2000 “Reliability Data


Collection/Exchange”, each airframer took on the task of creating transition documents that will
assist operators in transitioning to full compliance with SPEC2000. EDSE thus serves to act as
such a transition document, by simplifying the formats and choosing a selection of data elements
from a large selection that we believe will suit our operators.

1.0 SCOPE

The purpose of this standard is to enhance the reliability of Dash 8 Q400 products in a timely
manner by maximizing the flow of the relevant data between members of the FRACAS 1 teams
consisting of operators, aircraft manufacturers and suppliers. The goal of the data exchange
program is to:

· Increase the types of data collected and exchanged


· Minimize the elapsed time between event occurrence and transmittal of data.
· Enhance the ease of data exchange through the use of current data technologies and
standards.
· Improve conformance with SPEC2000 guidelines

The following table defines the data sets presented in this service letter. The code used
to designate a data set is provided as well as the expected frequency of submission.

2.0 ADVANTAGES

a) Suppliers will be able to retrieve all data pertaining to their products from Maintenance Data
instead of having to canvas each operator.
b) de Havilland Aircraft of Canada Limited’s strategy of working with third party software
companies to incorporate EDSE into their software, at no cost to their customers, should
minimize the impact of EDSE to the operators’ work processes.
c) The time-delay between event occurrence and return of analyses to operators will reduce.
The goal of the program is to receive data from the majority of operators within two weeks
after the end of the data month. This will permit operators to perform some analyses at a
speed which allows them to make decisions from the data in almost real-time.
d) The increase in speed of receiving data will make it easier for de Havilland Aircraft of Canada
Limited to discover problem areas and respond with quicker corrective action.
e) Submission of maintenance data to de Havilland Aircraft of Canada Limited will ensure that
the operator's and supplier's data are included in analysis and reporting. The results of the
analysis and reporting will enable all parties to monitor the performance and maintenance
costs of the fleet.
f) Shop reports will be exchanged regularly which should permit quicker assessment of NFFs.
g) Task interval escalations will be much faster (approximately one-third the current time).
· It will be possible to review individual tasks every year.
· Evaluation of out-of-phase tasks will be done more frequently.
h) All the advantages based on analyses as mentioned herein pertain to analyses done by de
Havilland Aircraft of Canada Limited. However, the data collected in this manner will also allow
operators’ and suppliers’ in-house Engineering departments to resolve technical problems
more effectively.
i) The enhanced capability of each operator as a result of EDSE implementation will be valuable
in responding to increased regulatory requirements on reliability such as JAA Leaflet No. 25.
j) The enhanced knowledge on the performance of our products by de Havilland Aircraft of
Canada Limited and suppliers will result in higher product reliability and better customer
support we deliver to operators.
k) All parties will benefit from a standardized maintenance data exchange system

3.0 CHANGES FROM THE PREVIOUS VERSION OF EDSE

Where it is convenient to our operators, de Havilland Aircraft of Canada Limited is ready to accept
all data supplied to us in SPEC2000 Chapter 11 format.

4.0 IMPLEMENTATION

The EDSE system is developed to improve maintenance data exchange between operators,
aircraft manufacturer and suppliers, and makes the data exchange process consistent,
convenient and easy.

While it is acknowledged that it may take some operators longer to be able to provide the data
outlined herein, it sets a standard that operators can aim toward. Implementation will be flexible
and de Havilland Aircraft of Canada Limited will try to accommodate all operators/suppliers.

4.1 Implementing the Data Items to Be Collected - Operators

4.1.1 De Havilland Aircraft of Canada Limited will work with operators to convert from the
existing format of data they send us to the proposed one.

4.1.2 For those who have software purchased from third parties, de Havilland Aircraft of Canada
Limited is working jointly with other airframers to encourage software companies to incorporate
SPEC2000 Chapter 11. A number of software companies are already working on the
incorporation.

4.1.3 For those who have in-house developed software, de Havilland Aircraft of Canada Limited
Maintenance Engineering will work with the developers to create software programs for the
purpose.

4.2 Implementing the Data Items to Be Collected - Suppliers

De Havilland Aircraft of Canada Limited will continue to use all its forums to attract and assist
suppliers to comply with the standard. To a significant extent most of the major suppliers have
been primed through participation in the SPEC2000 Reliability Interest Group (RIG) sessions.

5.0 THE STANDARD

5.1 General Notes

5.1.1 Sources of Data: The data exchange will take the form of two sources of data, 1) the
operator and 2) the shop/supplier.

5.1.2 Frequency: The file delivery frequency generally will be monthly.

5.1.3 File Format: The format specified in the detailed tables is variable-length such that each
event (delay, removal, incident etc.) is represented by one record. Formats that are acceptable
are MS Excel, MS Access, CSV (comma-separated variable or delimited with some other
character such as “~”), XML (Extensible Markup Language), ASCII fixed field formats, or others
by agreement with de Havilland Aircraft of Canada Limited Maintenance Engineering.

Whichever format is used, we strongly recommend that the Item Codes (see Paragraph 5.3.2
below) for the data elements submitted to be entered as the first line of an Excel, CSV etc. file.
The Item Description may be used as the second line in order to clarify the element contents.

5.1.4 Medium of Transmittal

All EDSE data types, with the exception of Maintenance Cost (CS) data, should be submitted via
e-mail to the following email address:

Maintenance Cost (CS) data is considered to be a more sensitive data set. Therefore, in order to
help secure the privacy of this data we have provided a separate email address for this data set
only:

5.2 File Naming Convention

5.2.1 Operators Inputs

Should an Excel spreadsheet workbook be used to submit data under a single workbook, the
following naming convention may be used:

MM is the data collection month in numbers

Each worksheet in the workbook should have the following names:

Should a separate file be submitted for each data type, the name of each file should be as follows:

Where XXX, YYYY and MM are as stated above and where ZZ stands for AU, FI, AI, RM, PM,
OS, SR, SB, SM, CS, and AS, also as described above.

5.2.2 Suppliers/Shop Inputs

The vendor/shop/supplier will provide one file with the following naming convention:

XXXXXYYYYMM, where

XXXXX CAGE or NCAGE code identifying the supplier


YYYY is the data collection year
MM is the data collection month

Note that the file transmitted shall include data on all work completed in the reporting month.

5.3 Data Records – Explanatory Notes

This section provides an explanation of the columns of the tables in Section 5.4.

5.3.1 Item NO - Item number

5.3.2 Item Description – the name of the field.

5.3.3 Item Code - This is the standard EDSE code that may be used as headings in tables of
data (e.g. in Excel) submitted.

5.3.4 Condition states whether the item is “essential”, “conditional” or “optional”.

· “Essential” means that the field is very important.


· “Conditional” means that one of the fields in a specific group of fields is essential.
· “Optional” means the field is useful to have, however it is not critical.

5.3.5 Data Mode describes the characteristics of the data:

· AN(2/10) – Alpha-numeric with minimum 2 characters and maximum 10 characters


· A(1/1) – Alphabet with exactly 1 characters
· D( ) – Date
· ND(9,2) – decimal number with 9 digits before the decimal place, and 2 after the decimal
place
· NI(1/6) – integer number with minimum 1 digit and maximum 6 digits
· Boolean – a single digit which must be 1 or 0.

5.4.2 Flight Interruptions (FI) – Technical Delays/Cancellations

One of two methods may be used to report FI data. Where there is a follow-on effect stemming
from the Primary incident, either one record may be used to identify each affected flight leg (which
is the preferred method of De Havilland Aircraft of Canada Limited) or one record may be used to
reflect the full follow-on effect. Conditional fields are provided to facilitate either of the options.

Aircraft Incidents are events that cause service difficulties such as aborted takeoffs, air
turnbacks, ground turnbacks, aborted approach, diversions, emergency landings, smoke/
vibrations etc. All such incidents that are required to be reported to the operators’ respective
aviation authorities should also be reported to de Havilland Aircraft of Canada Limited using this
table. Examples of such reports are “Service Difficulty Reports”, “Mandatory Occurrence
Reports” etc.

5.4.9 Aircraft Out-Of-Service (OS)

Aircraft are frequently removed from service for a variety of reasons either for unscheduled
technical problems, or for scheduled or planned maintenance. If the period of OOS is a significant
length of time (one hour or more), other aircraft are often brought in to cover the schedule of the
out-of-service aircraft. The impact of such an event may never be evident in the Flight Interruption
data. Therefore, this table is intended to capture the full impact of such out-of-service events.
OS event data is not a measure of schedule performance in any way.

When one month’s data is transmitted to de Havilland Aircraft of Canada Limited, it should include
all records closed in that month (Item No. 17 - BOEV-BRTD). Thus if an engine change is
started on 30 November 2008 and completed on 2 December 2008, the data should be reported
with December’s data in January 2009 submission. This is to ensure that the full impact of the
problem is understood when the data is received by de Havilland Aircraft of Canada Limited. All
dates and times should reflect local time rather than ZULU or UTC.

Operators are encourage to provide as much information about contributing factors in the Reason,
Corrective Action and Comments fields – for example, if the time was extended because of lack
of manpower, lack of equipment, lack of spares, hanger space, wrong spares sent, convenience,
AMM not clear, etc..
