About Janakalyan
Janakalyan is a society registered under Karnataka Societies Registration Act, 1960 on 2nd July 1997 at Raichur with
a team of dedicated rural people to serve the rural communities.
Vision of Janakalyan: Creation of an enabling healthy environment where all individual has equal access to and
control over the Social, Cultural, Educational and Political institutions with an economically secured livelihood
Mission of Janakalyan: Janakalyan exists to empower four holy mothers so that an economically secured healthy
atmosphere is developed where all individual identity has their deserved status through institution building by 2020
Goal of Janakalyan: To serve four holy mothers viz. Manavimata (woman), Bhoomata (soil), Gomata (animals)
and Gangamata (water)
Objectives of Janakalyan:
1. To implement developmental programs for child, woman & weaker sections.
2. To implement programs for socio-economic status improvement of the communities.
3. To implement programs for disabled, handicapped & street children.
4. To develop & demonstrate new technologies, suitable for rural population in all the related fields and
motivating the people to adopt it.
5. To implement programs for healthy environment development.
6. To implement poverty alleviation programs.
7. To open and manage nursery, primary, middle and High Schools and also colleges of various disciplines
including UG and PG courses in the field of medical, engineering, computer sciences, agriculture, social works
and also in other disciplines, as may be found necessary from time to time.
8. To run technical colleges such as DEd, BEd, ITI, Diploma, Engineering, Medical, Ayurvedic, etc.
9. To run any kind of educational institutions for children, women and farmers of the country including KVK,
RSK
10. To conduct teachers training courses
11. To open and manage reading rooms, Libraries with all kinds of facilities.
12. To run adult education programs for the rural illiterate.
13. To conduct skill up-gradation & vocational training programs for unemployed youths, women and farmers.
14. In fulfillment of the objectives, it may seek any kind of assistance from various sources and take up any other
activities as found necessary by the Governing Board.
15. It may borrow the loans from various Government and Non-Govt. Organization.
16. Publication of Journals, Magazines and Souvenir etc. in the public interest.

Over the period, Janakalyan has evolved its own developmental models suitable for its clients, which are now the
unique products of Janakalyan; thus Janakalyan has confined all its activities to these products (7Es)-

Our Values & Beliefs

 India lives in its villages and therefore Janakalyan dedicated itself for uplifting rural communities. Janakalyan
understand that there are issues in urban slums also, but it restricted itself working for the rural communities
only to reduce the gap between urbanized India and rural Bharat
 Janakalyan believes in empowerment and sustainability strategies and all its programs are designed with these
core principles through institution building.
 Accountability and transparency are core values of Janakalyan and maintained at all levels to its highest degree.
 Janakalyan never considers itself an alternative to Government but a watchdog for the community. It does
believe itself as an assisting agency for the Government in developing the nation and its citizens.

From Director’s Desk
22 years ago, on 2nd July 1997, Janakalyan took birth to address the
peculiar issues of rehabilitated Bengali communities of Sindhanur
Rehabilitation Project. The situation then and the situation now have
huge changes. Though, there are other forces, which have acted upon
to bring these changes, but one cannot deny the positive role of
Janakalyan in making these forces to act.

Well, that was beginning of the journey and now we are somewhere
midway to reach our goal. However, we did not confine ourselves with
these rehabilitated communities but served the rural communities of
Raichur, Koppal, Dharwad, Gadag and Ballari with our innovative
initiatives. Therefore, Janakalyan has various proven models on
handsfor farmers, women and youths.

It gives me immense pleasure to share the 21st Annual Report of

Janakalyan with you on the eve of 22nd foundation day of Janakalyan. I feel
proud to share an incident with you all about a girl who is a nurse today. One fine day
she came to Janakalyan office with a request to provide her a study certificate. I was surprised
that how can Janakalyan give study certificate. She explained that she had studied in our Child Labor
School and then completed her nursing course and got selected as a nurse in government institution.
Therefore, she needs a study certificate from our Child Labor School. I had to search the old records of
2001-02 and found Malamma D/o Tirukappa from Diddigi village has studied in our Swami Vivekananda
Child Labor Special School and was mainstreamed in 2002-03. Can one imagine she is a government
nurse today? Similar is the case with Anjana Mondal of R H Colony No.2, who is a drawing teacher now.
This is what the impacts of our interventions.

There are many such impacts of our interventions on our target communities; major among these are
listed below-
 Sindhanur Rehabilitation Project was not known by very neighboring villagers; today whole
Karnataka as well as Union Government agencies/ departments are aware about its issues.
Resources in terms of government projects/ schemes are reaching these beneficiaries now. The
communities are also brought under a national umbrella; impacts of Jan Sanghatan program.
 Women have a fallback position in the family as they control resources through self help groups;
impacts of Jan Sanghatan interventions.
 Milk has become the alternative income option to most of the farmers; impact of Jan Raksha program
 Farm fresh vegetables are available in each colony as daily income sources for the farmers; impacts
of Jan Krishi program.
 Educated youths are employed in private sectors with gainful employment; impacts of Jan Shiksha.
 Uneducated youths are in unorganized sectors with happy living; impacts of Jan Udyog program.
 Farmers have gainful income from multiple sources of income from same piece of land; impacts of
Jan Jal interventions of Janakalyan.
 Sindhanur rehabilitation project has best ever connectivity with outside world. They are living
happily today.

The credit goes to our stakeholders including the resource providers and therefore, Janakalyan team as
well as its target communities shall remain indebted to you all forever……..

mpowerment – Government of India initiative to empower minority women of the country
Economic Empowerment through Leadership Development

Janakalyan has been empanelled by Government of India to implement the Nai Roshni Program in
Raichur district for 2017-20 period based on its best Year Batch Women Blocks
performance and track record in past (2013-14 onward). Further, 2013-14 5 125 Raichur
sanctioned 7 batches of training to train 175 minority women 2015-16 10 250 Raichur & Sindhanur
2016-17 15 375 Raichur, Manvi
during 2017-18 vide its sanction order No.LD-11017/189/2018-
2017-18 7 175 Raichur District
Leadership dated 24-03-2018. In addition, value addition to the Total 37 925 Raichur District
program during the year was economic empowerment of
selected trained women. However, due to the sanction in the fag-end of the year, Janakalyan could not
implement the program during the current financial year but all necessary preparations are completed.

Handholding support: As per the norm of the Nai Roshni Program, monthly hand holding meeting was
organized for all the 15 batches of women trained in 2016-17. Several issues came up in each of the 12
meetings
conducted for
every batch
of trained
women,
which are
addressed in
appropriate
manner.

Impacts: It is seen during the handholding meeting that many of the trained women have gained lots of
skills, especially in terms accessing the government schemes and interacting with the government
officials.

Employment – doubling farmers income through multi-tier cropping

Chain completion approach with diversified cropping pattern

Land fragmentation combined with lack of irrigation has reduced productivity to any extent. Doubling the
income from same piece of land is the only way towards survival of farming communities. Janakalyan has
such a tested model and is proved replicable in 2 different contexts. The model is introduced way back in
2001 with the support of Sir Dorabji Tata Trust and experimented with the financial support of Hivos,
NABARD and such other donors with following farmers.

Chain Completion: Agriculture, can become sustainable and profit-making, if and only if, the output of
one intervention becomes inputs for the other. Janakalyan has evolved a proven model with chain

 Our proven model is wo/man centric

 Intervention begins with excavation of a water bank; where the excess water during rainy season is
harvested for future use for irrigation and animals.
 Fish is cultivated in the water bank, which is food for wo/man; it also provides drinking water
 Animals are purchased with the financial support from SHG promoted among these woman
 Cow gets water from water bank, provides cow dung to biogas plant and milk to wo/man
 Biogas slurry is used as input for vermicompost and the energy is used or lighting and cooking
 Decomposed cow dung is used as manure for soil health improvement, which in turn creates healthy
environment for wo/man
 Healthy soil provides chemical-free crops to animals, organic food to wo/man and crop-wastes to
biogas plant and thus the cycle completes

E nvironment – ‘Water Bank’ ensures food security to nation; nation shall secure the farmers
More Crop Per Drop

Like rural godowns, water bank concept needs to promoted by government is our argument since 2
decades; rural godowns are to arrest loss of food grains, similarly water banks are to arrest runoff in the
farm to ensure critical irrigation in peak season. Give2Asia (DF Fund) support was sought to prove this
model and following farmers have taken the pain of experimenting it before declaring this as a proven
model for tail end farmers of any irrigation project in India.

Pension: While working with farmers for decades, Janakalyan has realized that like government
employees, the farmers must also be eligible for PENSION after attaining the age of 60. A farmer,
throughout his/her life, work like a gambler to ensure food security to the nation. The loss or profit is his
own. Given him assured source of irrigation, he can assure food security, is what Janakalyan learnt in
these decades of experiments. Therefore, we now advocate for a fixed pension to each such farmer, who
has dedicated his/her life in farming to ensure food security at his/her own risk. The modalities could be
worked out but the pension should be fixed by the government soon.

ducation – Small donations matters a lot – GiveIndia.org made education possible

GiveIndia.org, supporting the intervention since 2010 to meet the critical gaps in education through online
fundraising support for the following activities. Hundreds of students/children are now in schools, who
otherwise would have been the victims of child marriage/labor. It is the individuals of this nation who

contributes very small amount through GiveIndia.org which, jankalyana.org transfers to the needy and
deserving children at critical time. The facilities provided are-
1) Education kit (Reaching the Unreached): Many students drop out as their parents cannot provide
those items which are not provided by Government in the schools. Janakalyan identifies such
potential victims of drop out and support them with an education kit containing a school bag, note
books, pen, pencils, sharpener, water bottle, geometry box, scale, etc. which are essential items but
not provided by any other agencies.
2) Scholarship (Beti Bachao Beti Padao): The students passing out from schools (10th standard) are
potential victims of child marriage/labor. We identify such children and provide one-time support of
Rs.2000 to get admission in 11th standard for post metric education.
3) Stipend (Beti Bachao Beti Padao): Those who continue their post metric education, we provide
them a monthly support of Rs.400 towards meeting the education expenses.
Many of these children are perusing their graduation and other professional courses today; however, still
there is a long way to go to bring all such children under the umbrella of post metric education.

E ntrepreneurship – create job creators and not job seekers
Rural Skill Improvement

One of the major problems in India is unemployment, especially in rural India for unskilled and
semiskilled youths. Janakalyan has taken up an intervention to create job creators and not job seekers with

NABARD support in 2001 to make these youths employable. We identify unskilled and semiskilled rural
artisans and support them with appropriate training and tool kits (with GiveIndia.org support) so that they
can make use of their raw skills to generate livelihood opportunities for themselves as well as others.
Individuals supporting through GiveIndia.org online platform made the wonders of helping 140 families
since 2010-11 and all of them are self sustainable today. They are earning for their livelihoods.

E nergy – Sansad Adarsh Gram Yojana to mitigate climate change & global warming
Climate Change & Global Warming

Sindhanur Rehabilitation Project has been taken up as SAGY (Sansad Adarsh Gram Yojana) by local
Member of Parliament. An integrated village development plan is prepared for holistic development of
this project with government and private partnership. Janakalyan took the pioneering role in preparing the
perspective plan.

Global warming is an alarming phenomenon today directly affecting all of us; it is thus the responsibility
of all of us to mitigate it to the extent possible. Though, Janakalyan does not have any funding support to
run a program on it, but still advocating the climate change mitigating methods to its target communities.
As part of Sansad Adarsh Gram Yojana, Janakalyan convince MP Sri Karadi Sanganna to take up solar
street light as the 1st intervention. Accordingly, 100 solar street lights have been put with the MPLADS of
Sri Karadi Sanganna in 6 villages of Sindhanur Rural Gram Panchayat.

E nsuring health – Ensure usage of toilet at par with construction in rural India
Swacch Bharat Abhiyan

Swachh Bharat Abhiyan is a national flagship program but Janakalyan is promoting the same since 2005.
Community Led Total Sanitation(CLTS), Nirmal Gram Puraskar (NGP), Total Sanitation Program (TSP),
Sanitary Park (SP), Open Defecation Free (ODF), etc. are some of the initiatives of Janakalyan to make
Raichur district open defecation free. Social engineering part of the Swachh Bharat Mission is completed
by Janakalyan long back and the result is seen today in terms of construction of toilets.

Efforts have been put to understand why the toilets are mostly not been used by rural Indians. It is opined

by them that maintaining hygienic condition is difficult by them. Further exploration concluded that lack
of cleaning tools is the obstacle in maintaining hygienic condition. Therefore, Janakalyan formulated a
program to provide critical cleaning tools to the families having toilets to inculcate the habits so that later
they continue the practice. Commencing from 2010-11, Janakalyan has reached to 392 families by now
with the support of www.giveindia.org.

 Impact Assessment
Impacts on primary target group of Janakalyan

This chapter is earmarked for documenting long term impacts of our interventions on our primary target
groups including Bengali refugees of Sindhanur Rehabilitation Project. These impacts are not of the
immediate interventions but of the efforts of several years.

Citizenship: Janakalyan has initiated a process at national level through Nikhil Bharat, an unregistered
forum, to fight for the rights of these communities and government has now realized its necessity and
assured for appropriate action. Government of India has introduced The Citizenship Amendment Bill
2016 to Parliament to provide citizenship to the communities, who have crossed the border due to
religious persecution. Several rounds of meeting with Union Home Minister Sri Rajnath Singh and Union
Parliamentary Affairs Minister Sri Anant Kumar and MPs have made it possible. Meeting held with Sri B
S Yadiyurappa, former CM of Karnataka, Sri Prahlad Joshi, Sri Sanganna Karadi, Sri Shobha Karandlaze,
Sri Basavaraj Patil Sedam, Sri Sriramulu, etc. to support the bill in Parliament.

Scheduled Caste Status: The rehabilitated communities of Sindhanur Rehabilitation Project have not
voluntarily come but been rehabilitated by Government of India without giving any choice to them. In the
process of rehabilitation, siblings of same parents have been rehabilitated in different states. Now, one
rehabilitated in eastern states are enjoying the scheduled caste status and its benefits while one who have
been rehabilitated in Karnataka is deprived off the same. Whose fault is this? The struggle to include
Namasudra, Pod/ Poundra and Rajbansi in the SC list started with inception of Janakalyan in 1997 and a
file bearing No SWD 157 SAD 2009 was created in 2009. Continuous efforts of Janakalyan and through
Nikhil Bharat after 2011 compelled Government of Karnataka to form a 4-members high level committee
headed by Additional Chief Secretary of Karnataka was constituted on 26.03.2013. A detailed study was
conducted by the team and final recommendation was submitted by the High Level Committee on
11.07.2014 with a recommendation to submit the proposal to Government of India.

Continuous follow up compelled Government of Karnataka to pass a resolution in the cabinet on

18.05.2017 and recommended to Government of India to include these castes in the Karnataka State list
of SC vide letter No. SWD 157 SAD 2009 dated 27.05.2017. However, since the proposal was not in
prescribed format and necessary enclosures, the same was returned back by Government of India vide its
letter No.12016/25/2001- SCD (R.L.Cell)- Karnataka dated 21.06.2017. Accordingly, Dr B R Ambedkar
Research Institution, Bangalore is assigned the task of conducting socio-anthropological report vide letter
No.SWD 157 SAD 2009 dated 29.08.2017. A team from Dr B R Ambedkar Research Institute has
conducted the study and waiting them to submit the report. Janakalyan played the major role in providing
the necessary inputs for the study.

Mother Tongue: Mother tongue education is a constitutional right but the Bengalis rehabilitated in
Sindhanur were in dark all these years. However, with constant efforts of a year, Government of
Karnataka has already issued an order to recruit Bengali teachers in all government schools vide ED 34
PMC 2012 on 31.12.2012 but yet the department is ensuring the Bengali teaching through temporary
teachers. Sri Ajay Seth, IAS, Additional Chief Secretary to Government of Karnataka has initiated the
process of permanent recruitment of Bengali teachers vide his letter No.ACS/P&S/112/2017 dated
01.09.2017 vide which he has also included 3 High Schools in addition to the existing 8 primary schools.

Land Rights: It was at the cost of the land and ancestral properties of these rehabilitated communities,
India got freedom. In lieu of their ancestral properties, they have been provided with 4-5 acres of land
during their rehabilitation but yet they are not the owners of the land. An effort initiated and government
has now decided to transfer them the entitlements and already initiated the survey of the land. The survey

of R H Colony No.4 and R H Colony No.5 is already completed during 2016-17 but remaining 3 colonies
are yet to be conducted. A meeting with Sri Amlan Biswas, IAS, Secretary to Government, Department of
Labor helped us to convince local Assistant Commissioner, Smt Divya, IAS followed by a meeting. She
has initiated the action to continue the survey vide letter No. Rev/Rehabilitation/2017-18 dated 4.09.2017.

Child Labor to Nurse/ Drawing Teacher

Can one believe that Ms Malamma (12 years 2001-02) D/o Tirukappa, R/o Diddgi village in
Sindhanur taluk, who was a child labor, is a nurse in Government Institution today? Yes, she
is. She was a student of Swami Vivekananda Child Labor Special School, Diddigi in 2001-02
and then mainstreamed to Government Primary School, Diddigi in 2002-03 in 7th standard. She
has now completed her nursing course and obtained a job in Government Institution.

Ms Anjana Mondal D/o Hiraman, R/o R H Colony No.2 of Sindhanur taluk is a Government
Drawing Teacher today after studying in Maa Sarada Child Labor Special School, R H Colony
No.2. She was mainstreamed to Government Primary School, R H Colony No.2 in 6th standard
in 2001-02 and now she is a government teacher.

Can anyone imagine the impacts of our interventions? What shall have been the fate of these
child labors? Both of them are married and living a happy life with dignity and pride. During
their last visit to Janakalyan, they did not find words to express their gratitude to Janakalyan.

These schools were established by the order of the then Depurty Commissioner of Raichur, Sri
Ashok Dalwai, IAS vide letter No.NCLPS/51/98-99 dated 8.4.1999.

 Ideas in Incubation
Journey ahead to Janakalyan – support seeking from donor communities
21 years of continuous efforts of Janakalyan brought many changes amongst the target groups. During this period,
we have also proved many hypothesis and come up with many replicable and scalable models for the deserving
target groups. These models along with many other useful ideas/ interventions have been planned for the rural India
for 2018-19 and we seek generous support from the donor communities.
Janakalyan proposes to achieve the following in the years to come assuming similar supports and cooperation from
its stakeholders in future too….
1. Beti Bachao Beti Padao: The refugee-communities reside more than 20km away from the taluk headquarter
and thus almost all the girls drop their education after matriculation and become victims of child marriage. The
Maa Sarada Pre University College started by Janakalyan must cater to these needs of refugees.
2. Rural Skill Improvement: Land fragmentation and child marriages/ labors are the reasons for disguised
employment in agriculture. To tap the biggest potential available within the rural artisans, we need Community
Training Center which Raichur district lacks and Janakalyan wishes to establish a full fledge capacity
enhancement cum knowledge center for the rural artisans on all aspects of rural lives and livelihoods.
3. Rehabilitated Community Issues: Issues related to rehabilitated refugees in India are many and peculiar which
demands special qualities to understand and address. Janakalyan began its development journey through these
refugees and acquired expertise in handling their issues. There is a great demand for bringing all refugees of
India under a common umbrella and Janakalyan believes that it is the single agency in India which can
strategically address their valid issues in due course of time.
4. Replication of Proven Model: The proven models of Janakalyan like Water Banks for livelihood
improvement of tail end farmers, Wage Earners (WE) Groups, Agriculture Interest Groups (AIG),
Neighborhood Groups (NHG), GNAN (Garibi Nirmoolan Avartan Nidhi), etc. shall be replicated in other parts
of the state and across the country.

More than 2 Decades in the service of mankind

21st year (2017-18) of www.jankalyana.org confined most of interventions to vulnerable communities like

muslims women, refugees rights, etc. and most of its time has to be spent to legal battle which also reached
to Supreme Court in the case of Subodh Biswas and 53 others in the Silapathat case of Assam. The legal

battle initiated for refugee rights in terms citizenship, mother tongue education, land rights, etc. A case is
filed in Karnataka High Court also for eviction of illegal encroachment of public roads. Therefore, could not
concentrate on fundraising and the result was drastic drop in resources and thus activities.
20th year (2016-17) was fully meant for refugees. In addition, the government of India supported Nai Roshni
– leadership development of minority women, empowerment of leprosy affected communities continued

during the year. Although, there was a setback in terms of financial growth and accordingly the staff strength

was also trimmed out. However, meeting with high level dignitaries like Union Home Minister,
Parliamentary Affairs Minister, Former Chief Minister of Karnataka, several MPs, MLAs, IAS officers of
topmost ranks continued to obtain the citizenship rights, social reservation, land rights, mother language
education rights, etc.
19th year (2015-16) was a meaningful year for the target groups of Janakalyan. We realized that the concepts,

which have been in execution by Janakalyan, have been announced by Government of India. These are More

Crop Per Drop, Intensified Integrated Farming System (Bunch of Crops in Inch of land), Post-metric
education of adolescent girls (Beti Bachao Beti Padao), Rural Entrepreneurship Development (Skill
Development), etc. Therefore, the year is termed as Year of Adoption.
Janakalyan completed 18th year of operation in 2014-15! Whole efforts were concentrated in ensuring post-
metric education to rural children through its own institute to avoid child marriage / child labor. In addition,

scholarship @ Rs.2000 pa, monthly stipend of Rs.400 pm, artisan tool kits to supplement family income to

ensure children are in schools, etc. are some initiatives to improve rural education. Establishing mother
language education through government schools was another effort. Government of Karnataka recommended
to consider Bengali communities to consider as SC in Karnataka. In addition, the regular initiatives
continued.
The year 2013-14 being 17th year of Janakalyan, it is termed as year of Paradigm Shift; shift is seen in
diversification of activities within its programmatic framework of 7Es (Environment, Education,
Paradigm Shift

Employment, Entrepreneurship, Empowerment, Energy and Ensuring health for all living being) by taking

up research activities with the support ICSSR, leadership training to minority women with the 1st ever GoI
fund to Janakalyan, entrepreneurship among leprosy affected beggars and many more. However, more time
was also spent for refugee rights during the year while more investment was on the education institute
initiated by Janakalyan. It has also integrated payment gateway for online donation.
The year 2012-13 is 16th year of Janakalyan existence! It was earmarked for fighting for the rights of its
primary target groups, the Bengali refugees. Accordingly, succeeded to ensure Bengali teaching in

government schools and the day was celebrated on 1st March 2013 as Matribhasha Vijay Divas and a

Matribhasha Vijay Stambh was unveiled. Maa Sarada PU College building was inaugurated on 8th January
2013 on the eve of 160th Birth Anniversary of Holy Mother Sarada. Government of Karnataka issued a
gazette notification to consider providing reservation to these Bengalis.
The year 2011-12 being 15th year of existence of Janakalyan, to make it meaningful it is declared as “Child
Care Year” and accordingly the activities were focused on child empowerment. Supporting refugee girls’
education, providing education kits to the children, major operation of a cute girl and above all, opening a
new college for the refugee children are notable activities during the year. Developed Sexual Harassment

Policy 2005, Gender Policy 2007, and Investment Policy 2011. Credibility Alliance accredited Janakalyan

designed with www.jankalyana.org instead of www.jankalyan.in. Janakalyan Annual Report 2010-11 was
selected as top 10 best annual reports in the country by CSO Partners. National Alliance of refugees initiated
in Karnataka.

Year of Replication
The year (2010-11) marked completion of 14 years in the sector of rural development; Janakalyan started
replication of its innovative models demonstrated successfully during the journey of development in other
similar context. Identification of similar area and donors continued during the year and succeeded to initiate
2010-11

intervention in Gadag district. Similarly, the other major initiative taken up during the year is towards online
fundraising through GiveIndia registration, accreditation by Credibility Alliance, affiliation to Bharat
Welfare Trust, lifetime renewal of 80G of IT Act, etc.
The year (2009-10) marked completion of 13 years in the sector of rural development; in its history of these

13 years, never entered into emergency management activities. Janakalyan initiated gradual phasing out from
Raichur district during previous year but due to an emergency call of the nature in the operational area,

Janakalyan had to initiate disaster management activities in the flood affected villages of Sindhanur on
humanitarian ground. The intervention concentrated on ensuring rights of children and women in flood
affected villages and successfully implemented in 10 villages.
The year (2008-09) is the 12th year of operation in Raichur district and at this juncture Janakalyan board felt
that Janakalyan needs to compress its activities in Raichur and move in some other area. It started trimming

its staff-size from the beginning of the year as well as programs. Study in other districts of Karnataka as well

as research on potential donors started during the year. Janakalyan also done major surgeries to its
operational strategies, amended its byelaws, changed its board structure and composition and many more. To
sum up, it could be said that Janakalyan took new birth with new spirit.
The year (2007-08) is the year of expansion both in terms of area of operation as well as its role change.
UNICEF appointed Janakalyan as the nodal agency for its programs in Raichur district and the prestigious

national flagship program viz. Total Sanitation Campaign (TSC) implementation through the NGOs was
assigned to Janakalyan. Janakalyan implemented the TSC in 300 villages of all 5 taluks of Raichur district

through local NGOs. Janakalyan also participated in various national and international programs, activities,
meeting and workshops. The state level CRC convention was hosted by Janakalyan and represented
Karnataka in National level CRC convention. Janakalyan celebrated 10th Foundation Day on 12th January
2008 as mark of 10 years of contribution to the society.
The year (2006-07) is the year of recognition wherein Janakalyan built a strong network with government as
well as non-government agencies. Government assigned many planning tasks to Janakalyan in the district

 The year 2002-03 is the year for sustainability of the organization. Sustainability of an Organization is
nothing but having a dedicated professional team of Human Resource and a constant flow of Financial

Resources. Towards this, Janakalyan put all the effort to have a competent team by recruiting a set of fresh
graduates because they could be tuned according to the vision and mission of Janakalyan. Many efforts were

put to see that the programs as well as the organization become sustainable. Janakalyan received FCRA and
exemption under section 12A of IT Act, 1961. We received first foreign grant for Cotton Based Integrated
Farming System development program. Janakalyan got lot of publicity during the year through NABARD
supported Jana-Udyog program. The area of operation was extended to outside the block as well as district.
The administrative Office was established at Marutinagar, Jawalgera.
The year 2001-2002 is the year of transformation. After proper training of the top management, it realized

that till date Janakalyan was functioning without proper planning. Planning Meeting was introduced for the
first time in the organization to organize the activities in a systematic way after assessing the needs of the
community in a participatory way. The organization also gave emphasis on professionalizing the approach

by recruiting the qualified employees like B.V.Sc., M.Tech., MSW, M.Com., MA graduates. A detailed
Service Rules for Janakalyan was also adopted during the year. A few sets of innovative programs also got
introduced during the year. The year is termed as Mass Mobilization Year because lot of efforts was put to
organize the community in demanding their rights from the concerned authorities.
The year 2000-01 is an important year for Janakalyan wherein the top management of the organization
undergone various training at renown Institutes. Therefore, the same programs were continued during the

year without much difference. However, the major step initiated during the year was formation of a Cluster
Level Federation of SHGs and starting a Milk Marketing Center at Sindhanur through this Federation.
2000-01

Kitchen Garden Program was another innovative program to recycle the water to grow vegetable in the
house-yard. Most of the activities / programs got hindered during this year due to improper management as
the staffs were deputed for higher studies. However, a research study was undertaken during the year in the
Rehabilitation Project by the staff. The area of operation got extended to outside Rehabilitation Project.
The year 1999-2000 could be termed as Capacity Building Year for Janakalyan. Maximum effort was put to
train the staff of Janakalyan at various NGOs and Institutions through training and exposure. Awareness

generation, training and exposure for the community (woman & farmers), relation building with local
officers, etc. were the major activities during the year. Fund flow also started from this year. Women

Development & Empowerment Program, Mahila Arthika Swavalambane Yojana, Participatory Technology
Development in Cotton, Dairy Development Program, and Child Labor Elimination Program were the
programs of the year. The important innovation of Janakalyan was Sansar Pathshala, Kishori Vikash
Program, Shree Shakthi Sabha and Sangha Darshini Samittee. The fourth mata i.e Ganga Mata was added to
the objective upon suggesting it by most of the distinguished visitors to Janakalyan.
Year 1998 began with new hopes. The concept of raising income level of the farmer was added with land
reclamation (soil fertility / health management and preserving it for the generations to come). It also worked

out for subsidiary sources of income for these communities and found animal husbandry as a viable option;
started promoting the same along with agriculture. By the end of the year it realized that raising the income

level through its different approaches would not serve the purpose if proper mechanism is not adopted to
save the earned income; thus, started promoting Self Help Groups of men and women. And thus the
objective of Janakalyan was formulated as “to serve 3 holy mothers i.e. Manavi Mata, Bhoo Mata & Go
Mata”. It also started working with children, keeping education as the focal point through ASHA & Child
Labor Schools.
Janakalyan took birth in July 1997 with an objective to assist the refugees & repatriates to raise their income

own resources. The strategy adopted to work with these peasant communities was ‘awareness generation’

exposure were 2 tools adopted to convince these farmers about the proposition that Janakalyan was
propagating about organic farming.
