ATIEBAH QUARTER YOUTHS

RULES AND REGULATIONS

Article One: IDENTIFICATION


a) Name: ATIEBAH QUARTER YOUTHS
b) Motto: Together We Stand

Article Two: OBJECTIVES


1. To bring and keep together in love and solidarity, all youths of the Atiebah Quarter both in and out of
the country.
2. To support the growth and sustainability of Atiebah Quarter.
3. To enable members celebrate with/assist one another in times of happiness/trouble.

Article Three: MEMBERSHIP


1. Membership shall be open to all youths of the Atiebah Quarter both in an abroad.

Article Four: EXECUTIVE


The Executive shall be composed of the following:

 A President
 A Vice President
 A Secretary
 A Financial Secretary
 A Treasurer
 A Works man/woman
 A Discipline Master/Mistress
 Messengers
 Two Socials
 An Adviser

Article Five: FUNCTIONS OF THE EXECUTIVE


1. President
He/She shall:
i) Preside at all General and Exco meetings, but may delegate any member to chair a meeting
session.
ii) Represent Atiebah Youths in all official occasions.
iii) Convene General and Exco meeting when need arises.
iv) Cause any member to assume any task not listed in this Rules and Regulation.
v) Together with the treasurer and financial secretary, be a signatory to all withdrawals from the
group’s treasury (account).
vi) Shall be a link between the Youths and the Quarter exco.

2. Vice President
He/she shall:
Assume the functions of the president in the absence of the latter.

3. Secretary
He/She shall:
i) Keep all the youth’s documents
ii) Examine all correspondences and convene meetings on the directives of the President
iii) Prepare the agenda for meetings in consultation with the President
iv) Take down minutes of all meetings and read them during the next meeting(s)
v) Preside at all meetings in the absence of the President and vice, or by delegation.
vi) Keep an up-to-date register of Atiebah Youths.
4. Financial Secretary
He/She shall:
i) Be reliable and good with figures.
ii) Transfer all funds to the treasurer or youth’s account within 3 days.
iii) Keep all financial records.
iv) Prepare financial reports and present them when need be.
v) Be subjected to auditing when need be.
vi) Together with the President and Treasurer, be a signatory to withdrawals from the group’s
treasury (account).
vii) Check and be a signatory to all financial transactions.
5. Treasurer
He/She shall:
i) Be reliable and good with figures.
ii) Be the custodian of all finances and present money upon demand.
iii) Be liable for any cash irregularities;
iv) Check and be a signatory to all financial transactions.
v) Not give out loans.
vi) Together with the president and financial secretary, be a signatory to withdrawals from the
group’s treasury (account).
6. Works Man/Woman
He/She shall:
i) Be in charge of all community works in the quarter.
ii) Envisage works and tender the proposals to the president for approval.
iii) Take attendance during works and forward the names of those absent to the discipline
master/mistress.
7. Discipline Master/Mistress
He/She shall:
i) Maintain order and discipline during meetings and other events of the group.
ii) Accord punishment to recalcitrant members without fear or favour and in conjunction with the
Rules and Regulations
iii) Ensure the respect of time at all meetings and events
iv) Always inform members before according them fines
8. Messengers
They shall:
i) Circulate information on meeting and works
ii) Attend the Quarter Independent and bring back information to the Youths.

9. Social Secretaries
They (one male and one female) shall:
i) Prepare sits during meetings.
ii) Coordinate entertainment during meetings and other occasions.
10. Adviser
He/She shall:
i) Give advice to the youths.

Article Six: ELECTIONS


1. Elections shall be conducted during an elective general assembly meeting;
2. Only active members shall be eligible to vote and be voted;
3. Elections shall be based on competence and as such, no campaign shall be done;
4. Elections shall be democratically conducted with a show of hand or by secret ballot as deemed
appropriate by the Electoral Committee
5. During elections, each member is entitled to one vote;
6. Nominations and elections shall be done for each post, including the vices;
7. Elected members shall have a mandate of 2 years, renewable
8. Bi-elections shall be conducted when need arises and within 2 months of the existence of such need

Article Seven: ACTIVITIES and STANDING ORDERS AND FINES


1. Members shall contribute to and support of the Quarter.
2. Members shall turn out massively and participate in all events (works and others).
3. During meetings, any person wishing to talk shall indicate by show of the hand and shall talk while
standing, except with the permission of the chairperson or discipline
4. All members must have a copy of the Rules and Regulations;
5. If a youth fails to attain three (3) consecutive community works, the general body shall move to his/her
compound and carry away food items (fowl, plantain, etc) or drinks for their entertainment.
6. Contributions for events shall be made available only to duly registered and up-to-date members;

Article Eight: FINANCES


The Atiebah Youths shall raise their funds through:
1. Registration = 500frs per year
2. Donations and supports during works and other occasions.
3. Fines
4. Invitation to sing during occasions.
5. Solidarity fund/contributions

Article Nine: SOCIAL/SOLIDARITY ISSUES


The Atiebah Youths shall share in the joyful and trying moments of fellow youths by making contributions of
adopted amounts and handed to the concerned at an agreed time and in an agreed form. Physical presence of
youths during such social situations is highly recommended and encouraged, but not compulsory.
Section 1: Joyful events

1. Marriage: Shall be on invitation. Each youth shall contribute 500FCFA. The total amount realized
shall be used to procure an agreed-upon durable gift which shall be handed to the celebrant during
the event.

2. Childbirth (Born house): Shall be on invitation. Each youth shall contribute 250FCFA. The total
amount realized shall be used to procure baby-related gifts and handed to the concerned on an
agreed-upon date.

Section 2: Trying moments/Sorrowful events


1. Death of a Youth: All youths shall contribute 1,000FCFA each. The amount realized shall be
handed, on the day of the burial, to a member of the deceased’s family as agreed upon by the youths.
The deceased’s family shall then take care of the entertainment for youths present at the funeral.
2. Death of a Youth’s spouse or child or parent: All youths shall contribute 500FCFA each. The
amount realized shall be handed, on the day of the burial, to the bereaved youth. The bereaved youth
shall then take care of the entertainment for youths present at the funeral.

Article Ten: FINAL CLAUSE


This present Rules and Regulations shall remain rigid and binding on all Atiebah Youths. It shall be liable to
any amendment upon the approval of at least two-thirds of the Youths.
