CONSTITUTION, RULES AND REGULATIONS OF 2001 SET

ARTICLE I

AIMS AND OBJECTIVES

A) To foster love, unity, peace and progress among every member of 2001 SET

B) To work together for the purpose of promoting the welfare of the 2001 SET and MESOBA
in general

C) To encourage and promote a sense of discipline among 2001 SET

D) To do things as the SET shall consider it to be in her interest.

ARTICLE 2

MEMBERSHIP

A) The membership shall be open to classmates of 2001

B) Any person who joined 2001 SET at any level during the course of study at Mater.

ARTICLE 3

REGISTRATION

A) Registration fee #2,000 (Two thousand naira)

B) Dues for each member in every general meeting shall be #1,000 (One thousand naira)
annually

* C) Any member who wishes to register with 2001 SET, shall pay the aforementioned
registration fee and start his annual dues therein
D) Any registered member who left 2001 SET and later returns will pay all the dues starting
from the day he left. He will also pay all the burial and marriage levies starting from the day
he left.

ARTICLE 4

GOVERNING BODY

A) The Executives

B) Ad - hoc committees

The Executives include :

I) The Chairman

II) Vice Chairman

III) Secretary

IV) Vice Secretary

V) Financial Secretary

VI) Treasurer

VII) Publicity Secretary (PRO)

VIII) Provost

ARTICLE 5

A) THE CHAIRMAN

I) He shall preside over all meetings (both general, executive and emergency meetings)

II) He shall in consultation with the Secretary prepare agenda for all meetings

III) He shall direct all affairs of the 2001 SET

IV) He shall be co-signatory of the account of 2001 SET

V) He shall ensure that all rules and regulations of 2001 SET are maintained

VI) In any matter subject to voting, the chairman shall have a voting right
VII) In consultation with the Secretary, he shall summon an emergency meeting when
demand calls

VIII) He shall have the authority to approve expenditure in case of emergency.

B) THE VICE CHAIRMAN:

I) Shall assist the chairman at every meeting

II) Shall act as the chairman in the latter's absence.

C) THE SECRETARY
I) Shall take the minutes of all general, emergency and executive meetings in proper books
provided

II) Shall handle all correspondence as may be directed by the chairman

III) Shall prepare circulars for meetings and draw up agenda in consultation with the
chairman

IV) Shall keep in good custody all records and property of 2001 SET which may come into
his possession by virtue of his office

V) Shall keep proper inventory of all the 2001 SET's property and make it available when
required.

D) VICE SECRETARY

I) Shall assist the secretary in the execution of the responsibility of his office

II) Shall in the absence of the secretary perform secretary's duties.

E) FINANCIAL SECRETARY

I) Shall collect all monies, dues from the members of 2001 SET and pay the same to the
treasurer within 24 hours of collection

II) Shall keep a thorough and accurate account of all receipts made to him and all payments
made to the treasurer

III) Shall in conjunction with the chairman and treasurer be a signatory to the class's account

IV) Shall remind members of all their outstanding debts

V) Shall submit his books for checking to the executives appointed by the class when
demanded
VI) Shall prepare payment vouchers of all approved income and expenditure and submit the
same to the Secretary for necessary action

VII) Shall inform the secretary and members the amount realized at the end of every general
meetings for record purposes

IX) In case of mis appropriation of funds, he shall repay such amount with fine and forfeit his
office. It is also applicable to other officers

X) He sha present quarterly reports of the financial standing of 2001 set and where such
opportunity does not arise, he will present all reports at the annual General meeting

XI) Hard copies of all financial records and reports and soft copies should be accessible to
the chairman and secretary should he (Financial secretary) not be available when needed.

F) TREASURER

I) Shall receive all monies due to the 2001 SET and deposit the same amount to the 2001
SET approved bank at most 48 hours from the date of receipt

II) Shall keep a thorough accurate account of a monetary transactions of the class

III) Shall not pay out money or any voucher without the signature of the chairman and
financial secretary

IV) In case of any emergency, the chairman can authorize expenditure of an amount not
exceeding #10,000 (Ten thousand naira) so, the treasurer shall keep an impress amount not
exceeding #10,000 (Ten thousand naira)

V) Shall be co-signatory of the account of 2001 SET

VI) His books shall be subjected to checking by the executives or auditor approved by the
class

VII) He shall handover to his successor after his team of office

VIII) He sha present quarterly reports of the financial standing of 2001 set and where such
opportunity does not arise, he will present all reports at the annual General meeting

IX) Hard copies of all financial records and reports and soft copies should be accessible to
the chairman and secretary should he (Financial secretary) not be available when needed.

G) PUBLIC RELATION OFFICER (PRO)

I) Shall be responsible for all information to and for 2001 SET


II) Failure to preform his duties attracts fine of #2,000 (Two thousand naira).

H) PROVOST

I) He shall maintain law and order during meetings and any other gatherings of the class

II) He shall be in charge of security during meetings

III) He shall be in charge of sharing foods and drinks to members during meetings or other
gatherings of the class

IV) The provost shall not eat or drink before the members. Where he eats or drinks before
the members shall attract a fine of Of #1000 unless with the express permission of the exco.

AD-HOC COMMITTEES

Such committees shall be appointed as the need arises, to deal with specific matters or
problems. Any such committee appointed shall be dissolved after its assignment.

ARTICLE 6

ELECTION AND TENURE OF OFFICES

A) For the purpose of election, their shall be appointment of electoral officers who shall be
responsible for the conduction of the election

B) Officers of 2001 SET shall be elected at a scheduled general meeting by open ballot.
Every officer must contest and win by a simple majority

C) Every member shall be eligible to vote, while financial up to date will be voted for

D) Every nomination shall be supported by another member before it is approved

E) Election shall be held every four years in a scheduled general meeting. By - election shall
be held within one year when any office becomes vacant before the end of four years period

F) Should any officer become incapable of discharging his duties, the class shall have the
right to appoint another officer for the duration of his incapable term of office

G) All officers shall serve a period of four years and shall be eligible to re-election of one
more subsequent term in their offices. On no reason shall any officer serve for more than
two consecutive times in the same office.

ARTICLE 7
QUORUM

A) For a general meeting, a minimum of ten members present shall start the meeting with or
without the excos

B) For executive meeting, a minimum of five members present shall start the meeting.

ARTICLE 8

MEETINGS

A) General meeting shall be held every 3rd of January

B) The meeting venue shall be zoned across the three local government areas. With Aboh
Mbaise beginning the circle, followed by Ahiazu to Ezinihitte

C) The host local government will team up to host the meeting and provide a venue for us,
which the PRO will communicate to the house

D) Every general meeting shall start by 10am. The time and date however, could be shifted
as considered convenient by the executives

E) Emergency meeting may be convened by the executives as the need arises

F) No general meeting shall last for more than five hours.

ARTICLE 9

DISCIPLINE AND FINE

A) Members are expected to maintain a high level of discipline during meetings as no


manner of indiscipline shall be tolerated

B) The general body shall effect the replacement of any executive member who absents
himself from general meeting two consecutive times without genuine reasons

C) Any member who arrives after the previous minutes has been read, shall pay a fine of
#100 on the spot. In case of an executive member, he shall pay #200 on the spot

D) Any disturbance at the meeting from the executives will attract a fine of #100

E) Any member who intends to speak at the meeting shall indicate by raising his hand and
shall stand to speak if permitted by the provost. Any member who goes contrary to this shall
be deemed to be making noise and shall be liable to a penalty of #100 on the spot
F) Any physical assault by a member on any other member or executives at the meeting or
at any other gathering will attract a fine of #5000. No appeal shall be granted to any
disciplinary measure unless the penalty has been paid

G) Any member who collects anything from the high table (e.g. drinks and food) without the
permission of the provost shall pay a fine of #500 on the spot

H) Any member who fights his parents shall pay a fine of #5000 with an apology letter, a live
fowl and two cartons of beer

I) Any member found guilty of stealing or robbery offence is disgracing the entire 2001 SET.

Ii) He shall be suspended till he has paid his debt. After that he writes an apology letter,
#10,000 fine with two cartons of beer, a big jar of palm wine, one fowl and a bottle of hot
drink

J) Any member found sabotaging shall be suspended for one year, on his restoration, he will
write an apology letter and a fine of #5000

K) Any member found guilty of sexual misconduct or incest, shall be suspended for one year
with a fine of #5000

L) Any member who takes his fellow member to police base on problems without bringing
the matter to 2001 SET, Shall pay a fine of #5000. Unless the case bothers on immediate
threat to life or situations that cannot wait as shall be determine by the 2001 Set

Li) On no account shall any member take his fellow member to the shrine. Any member who
does this shall be expelled from the class

Lii) Any member who is kept in police detention shall be bailed out by the class, if the person
is not guilty of the offence he is detained for. He will pay back the money spent on his bail

Liii) When a member is admitted in the hospital and his people are incapable to pay his
hospital bill. The class can be of help if they are called for that

M) On no account shall the class borrow or spend money on any member who owes her
more than #5000.

ARTICLE 10

FINANCE

A) The 2001 SET shall derive its revenue from the following sources:

Ai) Registration fee


Aii) Dues

Aiii) Levies

Aiv) Launching

Av) Donations

Avi) Fines ETC

B) Marriage, Ordination and burial levies shall be imposed on members when the need
arises

C) Any member who wish to be conferred with any title of any kind must pay the total
amount of #20k. Failure to do this, the title will not be conferred on him

D) The 2001 SET shall have an account in any of the banks, for the safety of all her monies

E) The Chairman, Financial Secretary and Treasurer shall be the signatories to the Class
account. Any two signatories who must include the chairman shall withdraw any approved
amount from the Class account for her service.

ARTICLE 11

INVITATIONS

A) Any member who wishes to invite the Class for any occasion, one month notice shall be
given to the Class before the date

B) On the event of any active member's occasion, The Class shall provide a gift for him
worth #10k or cash and all members if possible shall be present

D) The Class shall be recognize and entertain very well on the D day

E) Any active member who owes the Class, during the time of his occasion, the money will
be deducted from his right

Ei) If the debt is more than his right, the Class will attend the ceremony but his right will not
be given to him until he clears his debt.

ARTICLE 12

BURIAL

A) Whenever a member of 2001 SET dies, we shall take care of the following. coffee of not
more than #25000. Imboument for not more than three weeks. And the cost of ambulance.
B) Apart from the general burial procedures and activities, the Class shall pay a condolence
visit to the deceased family with the sum of #30k

C) If the deceased member owes the Class, the debt will be deducted from his right

D) When any parent of our member dies, the Class shall attend the burial if only we are
informed

Di) A member who loses his parent or wife shall be entitled to the sum of #10k from the
Class.
