The MOT has received the Report No. 4539/TTr-CHHVN dated 02/11/2021 by
Vinamarine regarding submission of the adjustment for the detailed plan of Lach Huyen
berth area in the detailed plan for the Northern sea port group (Group 1) in the period to
2020, orientation to 2030; Letter No. 6992/UBND-GT dated 28/9/2021 by the People’s
Committee of Hai Phong City, that requests for supplementation of the liquid/gas cargo
and general berths at Cai Trap Island into the adjustment of the detailed plan of Lach
Huyen berth area under Hai Phong sea port in the period to 2020, orientation to 2030;
Report No. 119-BC/TU dated 12/10/2021 by the Party Committee of Hai Phong City on
the results of execution of the Resolution of the 15 th Congress of the City’s Party
Committee; the status of task performance during the first 9 months of 2021 as well as
proposals and recommendations to the Government and the Prime Minister; Letter No.
3425/SGTVT-KHTC dated 20/10/2021 by the Transport Department of Hai Phong City,
that send relevant documents; and the Letter No. 166/2021/HTC-KHDT dated 29/10/2021
by Hateco Group concerning the request for adjustment of the detailed plan for Berths No.
5, 6 at Lach Huyen berth area, Hai Phong sea port;
Pursuant to the Laws on Planning, Decision No. 1579/QD-TTg dated 22/9/2021 by
the Prime Minister on approval of the master plan for development of the sea port system
of Vietnam during 2021 - 2030, vision to 2050; Decision No. 2367/QD-BGTVT dated
29/7/2016 by the MOT on approval of the detailed plan for the Central sea port group
(Group 3) and relevant legal regulations;
In execution of the instruction by Deputy Prime Minister, Mr. Le Van Thanh, in the
letter No. 7705/VPCP-CN dated 22/10/2021 by the Government Office on adjustment of
the detailed plan for Lach Huyen berth area under Hai Phong sea port to 2020, orientation
to 2030.
In this regard, the MOT hereby offers the following comments:
1. To accept the adjustment of the detailed plan for Lach Huyen berth area in the
detailed plan for the Northern sea port group (Group 1) in the period to 2020, orientation
to 2030 with the below contents:
1.1. For the period of 2021-2025
Lach Huyen berth area: The development scale includes commercial berths at Lach
Huyen, berths at the upstream of the port’s public-related area (08÷09 berths, total length
of 2,950÷3,400 m), meeting the cargo throughput of approximately 31÷35 million
ton/year, land using area of about 205.2÷226 ha and liquid/gas cargo, general berths at Cai
Trap Island.

- Commercial container berths at Lach Huyen (at the downstream of Berth No. 1):
include 10÷12 container berths, total length of 3,750÷5,100 m (container berths from No.
5 to the downstream have the length of 375÷450 m for each berth; accommodating
container vessels of 6,000÷12,000 TEU or bigger up to 18,000 TEU in line with the
condition of the infrastructure and meeting requirements on marine safety; combined with
arrangement of berths for barges up to 160 TEU.

- Berths at the upstream of the port’s public-related area: include 03 berths with
total length of about 1,000 m, accommodating vessels up to 100,000 ton, in which: there
are 02 general berths with the length of approximately 700 m, that will directly serve for
the industrial parks behind port as well as meet the local socio-economic development
demand, and receive the cargo volume to be moved in accordance with the itinerary for
removal of the berths on Cam River (during the time when the berth areas of Nam Do Son
and Van Uc have not been completed as per the planning), in combination with
accommodating international passenger vessels up to 225,000 GT and the container cargo
operation under the condition that the commercial berths at Lach Huyen have not met the
container cargo throughput in the area; and 01 bulk-cargo berth with the length of about
300 m, that will directly serve for Deep C3 Industrial Zone.
- Liquid/gas cargo, general berths at Cai Trap Island: include 02÷04 berths for
liquid/gas cargo vessels up to 100,000 ton or bigger up to 150,000 ton in line with the
condition of the infrastructure and meeting requirements on marine safety as well as
suitable with the relevant plans on petroleum, oil and electricity; having the wharf
combined with cargo loading/unloading for the demand by industrial, production facilities
on Cai Trap Island; to meet the expected liquid/gas cargo throughput of 2÷4 million
ton/year.
- Width of navigation channel/dredging elevation: The scale of the access channel
to the commercial container berth area at Lach Huyen before 2030 will be kept intact as
currently (1-lane channel, 160 m in width, and -14.0 m (CD) in depth). It is to study on
technical solutions (taking advantage of the channel slope towards Cat Ba side in
combination with the AIS) to divide the channel into 2 lanes for vessels up to 30,000 ton
navigating with a suitable draft to enter, exit the areas of Dinh Vu and Cam River. In the
period from 2030 onwards, it is to study for development into 2-lane channel with the
channel depth of -16.0 m upon sufficient resources.
(The specific development scale for each period is shown in the attached Appendix.)
3. The People’s Committee of Hai Phong City is requested to instruct the relevant
agencies to finalize the procedures for reporting to the Prime Minister on adjustment of the
investment guideline for Berths No. 5, 6 at Lach Huyen berth area in accordance with the
legal regulations; to base on the legal regulations on investment, bidding, land; conditions
on allocation, lease of land, water areas, conversion of land use purposes (if any),
regulations on environmental protections and relevant legal regulations in order to make
appraisal and selection of a qualified investor that ensure to implement the Project with
the scale and length of Container Berths No. 5,6, which is approved by the Prime Minister
in the decision on adjustment of the investment guideline.
4. Vinamarine is assigned to be in charge of the followings:
- To update the adjustment contents on the detailed plan for Lach Huyen berth area
as described above in the detailed plan for the Northern sea port group (Group 1) in the
period to 2020, orientation to 2030; as well as to study for updating in the detailed plan for
the sea port group No. 1 and the detailed plan for land area, water area of Hai Phong sea
port during 2021-2030, vision to 2050 during the planning preparation process.

- To carry out solutions for organization and implementation of the master plan for
the sea port system of Vietnam during 2021-2030, vision to 2050, which has been
approved by the Prime Minister in the Decision No. 1579/QD-TTg dated 22/9/2021.
- To speed up, instruct and supervise the investor in implementation of the
investment and construction projects of container berths No. 3, 4 and No. 5, 6 at Lach
Huyen berth area, to urgently carry out investment and construction in accordance with the
regulations by Decree No. 58/2017/ND-CP dated 10/5/2017 of the Government, which
specifies some article of Vietnam Maritime Code on management of marine activities as
well as the legal regulations; to ensure the investment and operation progress to meet the
cargo throughput as per the planning.
- To strengthen the supervision in order to improve the effectiveness of the marine
state management in the area; to agree on specific contents suitable with the detailed sea
port plan, general plan for the area and other relevant specialized plans; to ensure the
safety of the works, marine safety and security; fire prevention and fighting,
environmental protection./.
APPENDIX

Note:
- The quantity/volume of the next period is included that of the previous period. The
investment schedule of specialized berths serving for industrial parks shall follow the investment
and construction schedule of such industrial parks.
- The figure in the bracket () is under the high scenario.
- When using the land behind port, it shall pay attention to the area with spiritual works,
ranked relics (Ben Got Ferry Temple).
- The planning contents and criteria will be adjusted, updated in accordance with the
detailed plan for the sea port group No. 1, and the detailed plan for the land area, water area of
Hai Phong sea port during 2021-2030, vision to 2050.
