ARTICLE REVIEW
The nexus between digitization, preservation and access in the context of selection of
materials for archives

N QUESTIONS DESCRIPTIONS
O
1 Full bibliography citation Balogun T. 2018, The nexus between digitization,
preservation and access in the context of selection of
materials for archives.
2 Biograpghical information Tolulope Balogun is a public relations, social media, and
about the author media relations specialist. He holds degrees in Digital
Marketing, Crisis and Disaster Management, New Media
and Research, and Food Science and Technology from
the Federal University of Technology, Akure (FUTA) in
Nigeria.
3 Intended audience It is for those who works on the records management and
also archivist, students that are doing research can take
this article to review. The purpose of this article is to help
others who need to know about the archive.
4 General problem area The overriding concern that motivated this study is that
the National Archive of Nigeria and other African archives
have inadequate or no digitization strategies, highlighting
critical challenges such as content selection for
digitization. The National Archives of Nigeria, Ibadan,
which houses crucial historical records, intends to digitise
its rapidly deteriorating archive collection, however there
is no clear protocol governing the selection of these
materials for digitization.
5 Past research? Previous research (Conway, 2010, McKay, 2003, Bishoff,
2007, Hedstrom, 2001) has revealed that advanced
countries such as the United Kingdom, the United States,
Canada, Australia, and New Zealand, among others,
have invested in archive digitization and digital
preservation. According to Webb and Jones (1998),
reported in Woodyard (2000, 1), "Australia has been
actively exploring digital preservation challenges since at

3
least 1994." According to the findings of a three-year
study on legal and judicial records in Singapore
conducted by the World Bank and the International
Records Management Trust (IRMT), digitization of
records management facilities for legal and judicial
purposes aided in the reform and simplification of criminal
and civil procedures (IRMT, 2002). This demonstrates
that nations who have totally digitised their records
management methods are reaping significant advantages
from records in terms of storage, retrieval of information,
accessibility, and other everyday activities performed on
records.
6 Objective or purpose The precise goals of this article are as follows, the first
one is to investigate the significance of archival materials.
Next, to investigate the relationship between preservation
and access in the context of digitalization and to
investigate the significance of selection in digitalization.
Last but not least, to offer procedures for choosing items
for digitalization at the Nigerian National Archives.
7 Any terms defined 1) One of a kind
2) physical conditions, age, uniqueness and
demand, over and above the fact that such
documents exist in the public domain and are not
tied to copyright restrictions
3) The Guidelines for Digitization Project by

8 Language The language for this article is simple and easy to
understand, Every author of a research piece must
persuade readers of the accuracy of his or her opinion,
no matter how distorted it is. As for this article, The writer
really did a great job because the point that he wanted to
show or pointed out, is well and can be understood. As a
result, the only way to tell a good argument from a bad
one is to be a skilled researcher, have the necessary
tools to separate reality from fiction, and have strong
critical thinking abilities.
9 Reference given There are 49 references for this article, the gap for the

4
years are not too big which most of the article are from
year 2000, then there are also from 2004,
2010,2012,2016. So the gap for the years are not too big,
its only for 2 years apart.
10 Expected result In preparation for digitization, the institution should
ensure that a strong manual system is in place. Keeping
a good and well-organized manual method, with the help
of some competent personnel, the specialists may quickly
adapt the same procedure to effectively digitizing the
collection. Digitization will be difficult with a bad manual
system in place since these records must be categorised
according to folders and other strategies used in the
storage of these Records in the various Repositories. If
records are not adequately structured before being
digitised, it is simple to mix them up.
11 Illustrations There is no and illustrations for this article such as graph,
images, table. This article only use words and easy to
understand each of the description.
12 Major findings The ensuing activities at public archives do not appear to
support the widespread use of preservation as a primary
benefit of digitization. According to them, digitalization
promotes preservation in two ways: reduced demand for
originals and access limitations, although these have not
been widely recognised or embraced. They observed
that, despite digitalization in archives, demand for access
to original documents did not necessarily drop, and it was
suggested that archives should consider limiting access
to original materials when appropriate. The argument is
that, while preservation is a possible advantage of
digitization, restricting access to original content after
digitalization does not occur automatically. It will take
some time if the library and archives adopt a well-planned
and strategized approach.
13 Accomplish objective Archival resources are extremely valuable, and
developing countries must prioritise their preservation for

5
posterity. Digitization of archive materials has become a
popular notion in the preservation of original materials
and in improving access to historical resources, however
the question of content selection for digitization must be
carefully studied. Most African archive organisations are
still far behind in developing digital policies to govern
digitization efforts. The aim of the digitization exercise
may not be met if there is no digitization policy that
clearly describes the selection of assets. Knowing what to
choose and how to choose materials for digitization
according to a rigorous policy or organisational guideline
is critical to the success of any digitization project. It is
worth noting that there haS been few research on the
digitalization of archive documents in Africa, particularly
in Nigeria. The majority of research on digitalization and
content selection focuses on library materials. More
research on the digitalization of archives in Africa is
required.
14 Suggestions It is advised that archive institutions in Nigeria take policy
formation seriously since it is the only way for these
institutions to complete a successful digitization project.
The goal of digitalization should be clear. The selection of
resources for digitization should also be done in a step-
by-step manner, making it possible and simpler to
complete digitization projects in phases. It is also
recommended that the Search Room's digitization, such
as the registration procedure and the creation of finding
aids, be done in forms such as PDF/A. Searchers will be
able to readily access information by employing key
phrases as a result of this. More research should be done
on the digitalization of archive resources in Africa,
particularly in Nigeria. More study on the contextual and
local aspects of digitisation in poor nations is required. In
these investigations, qualitative research methodologies

6
should be used to contextualise the studies in order to
get excellent and in-depth information about the National
Archives of Nigeria through the use of instruments such
as interviews and observation.
