1. How effective is the Parole system and Probation system


in the Philippines?

ANSWER : As noted above the recidivism rates for those on


probation and parole are relatively high. According to the
Bureau of Justice Statistics 43 percent of the felony
probationers and 62 percent of the parolees will be
rearrested within three years after beginning community
supervision.

ANSWER : Probation is revocable before the final
discharge of the probationer by the court, contrary to the
petitioner's submission.
If the violation is established, the court may revoke or
continue his probation and modify the conditions thereof. If
revoked, the court shall order the probationer to serve the
sentence originally imposed.The final discharge of the
probationer shall operate to restore to him all civil rights
lost or suspended as a result of his conviction and to totally
extinguish his criminal liability as to the offense for which
probation was granted.

“Probation and Parole are both Community-based


Correction program which are being
considered as the best alternative for imprisonment. In
your point of view, are community based
correctional treatment programs more effective than
incarceration? Justify your answer.

ANSWER : Parole has a better explanation of the end of a


sentence and then release. Probation is often for good
behavior in prison or jail. However, the actions and
behavior of the person while still behind bars could alter the
outcome of gaining either possible end.Community-based
alternatives to prison claim to be more effective in reducing
recidivism than are traditional prisons, to be cheaper than
prisons, and to reduce overcrowding in prisons and jails.
The supervision of criminal offenders in the resident
population, as opposed to confining offenders in secure
correctional facilities. The two main types of community
corrections supervision are probation and parole.
Community corrections is also referred to as community
supervision.Many agree that probation is a good alternative
to incarceration. There are several noteworthy benefits to
probation: probation keeps individuals in the community
and is more cost-effective compared to incarceration.

EVALUATION

1. What is the role of community corrections in the criminal


justice system? Do you think
the community support society and the offender? How?

ANSWER : Community corrections programs attempt to


accomplish many goals. These goals include easing
institutional crowding and cost; preventing future criminal
behavior through surveillance, rehabilitation, and
community reintegration; and addressing victims' needs
through restorative justice.The primary purpose of
community corrections programs is to assist offenders in
becoming reintegrated into their communities. The
community has to perform productive work to support
them.
Community corrections programs oversee persons convicted
of a crime outside of jail or prison, and are administered by
agencies or courts with the legal authority to enforce
sanctions.
