“West Java Indonesia Sister Geopark Cooperation with Shizouka Japan”

Globalization raises other actors in the public policy decision-making process at the

global, regional, and local levels. In Indonesia, it has been regulated in Law Number 32

of 2004 concerning Regional Government, which provides space for regions to play a

more active role in foreign policy policies, among others by establishing cooperation with

Sister Province and Sister City.

Central Java Province has carried out many provincial sister/sister city programs

with several partners in it, one of which is in the field of tourism which is implemented in

a collaboration between two geoparks, Ciletuh Palabuhanratu Unesco Global Geopark

(CPUGGp) and Izu Peninsula Unesco Global Geopark (IPUGGp) as reflection of the two

potentials of beauty. The similarity in geographical location, namely the similarity of

potential characters between the two geoparks, is the main driving force for the

implementation of sister province cooperation between the Provincial Government of

West Java, Indonesia and the Shizuoka Prefectural Government, Japan.

This cooperation agreement was initiated by the Shizuoka Izu Peninsula Geopark

Promotion Council Government and the Ciletuh Geopark Management Agency as the

authorities in managing the two Geoparks. Administratively, Ciletuh Geopark is located

in Sukabumi Regency, West Java. The potential of the Ciletuh Geopark consists of

alluvial stretches and unique rocks with views of rock hills and includes geological

diversity such as beaches, waterfalls, hills, islands. Izu Peninsula UNESCO Global

Geopark is located in the southeastern part of Honshu Island, Shizouka, Japan.

Through the signing of this memorandum of understanding on sister geoparks, it

has opened new opportunities for both countries in advancing the two provinces and

prefectures. The MoU sister province (Province – Prefecture) between CPUGGp and

IPUGGp, was first signed on Wednesday, November 6, 2019. The target of this sister

province cooperation in accordance with the MoU is “Increasing the development,


maintenance, and marketing of facilities and infrastructure and human resources in West

Java tourism industry” (Based on the workplan of the West Java and Shizouka sister

province cooperation from 2017 to 2022). This form of sister geopark cooperation has a

common goal which is primarily for the development and progress of the two Geoparks,

namely not only increasing tourists, conservation, empowerment/HR, but also transfer of

education and transfer of technology.

The cooperation that exists between the two provinces - these prefectures is based

on the first factor, geographical similarities, similar natural conditions which consist of

mountains, rivers, lakes, making these two regions have a similar climate and as tourist

destinations because of their natural beauty. Second, Historis is the good relationship

between West Java and Japan, which has established a sister province since 2017. The

unique history and culture of West Java as well as the strong relationship with the people

have attracted the Shizouka Prefectural government in viewing West Java. Third,

UNESCO's determination of the two Geoparks is determined at the same time.

Through cooperation, both parties believe that in the future this cooperation will

firstly provide progress in encouraging the economic potential of the surrounding

community which will automatically increase welfare. Second, the opening of investment

opportunities in marketing products through the use of superior production in West Java.

The three prospects are in the field of development through cooperation between

international airport managers in the opening of the Kertajati-Shizuoka direct flight route.

Fourth, implementing an agreement in the fields of economy, culture, environment and

empowerment as a follow-up after the signing of the MoU on the sister geopark

cooperation.

The good relationship between the two regions of Indonesia and Japan is an

important point in the smooth implementation of cooperation between the two. The

mutually beneficial cooperation that occurred between the West Java Geopark and the Izu

Peninsula Geopark was able to open a number of other strategic opportunities in the field

of investment, development and prospects for future cooperation that were awaited by

both parties, where both parties in this cooperation provided mutual economic and

welfare benefits for the community. the two regions of the country.
