Gad Related Laws-Program Design
Gad Related Laws-Program Design
Rationale:
Building and strengthening institutional capacity is one of the most important tools for
implementing gender equality policies. A lot of activities to combat violence against women,
women’s poverty and economic weakness have been included in a variety of government
programs. All government entities need to be involved in ensuring gender equality both within
their own institutions and as part of wider programs in the social and economic field.
Results of studies, researches an surveys showed that there’s a large number of cases
in DepED about violence against women and children, harrassment in the field of work,
discrimination and abuses against women. While minimum protective service are provided, no
preventive services have been introduced yet. Training, of course, is the key to the provision of
quality services to prevent and support victims of violence against women. Limited training
programs have been carried out by both NGOs and government institutions targeting relevant
civil servants, health care providers and the gneral population of women. However these
training programs lack the coordination, long-trm planning and funding and national scale
necessary to contribute to long-term change in service delivery at all levels.
While the necessary legislation is now in place it has yet to be fully implemented. In
support to this and with the desire of DepED Division Office to capacitate both elementary and
secondary school heads on GAD related laws, this division-initiated program was
conceptualized.
