Building Bye Laws

The rules and regulations framed by town planning authorities covering the
requirements of building, ensuring safety of the public through open spaces, minimum
size of rooms and height and area limitation, are known as building bye-laws.
1. Built-up area/Covered Area
✓ Area covered by the building immediately above the plinth level, synonymous

to area of the building footprint.


✓ It includes Basement, Building structure, Ramps, Swimming pool, Reservoir,

Chimney, Water Purification plant, etc.


✓ Details not to be included:- Steps, Foundation, Manhole, Water tank, Soak pit
2. Plinth Area
✓ Built-up covered area measured at the floor level of the basement or of any storey.
✓ It is measured externally.
✓ It includes area of walls at floor level excluding plinth offset, external area of
projecting cladding, covered stair, machine room, porch without cantilever, barsati.
✓ Does not include open porch, uncovered stair, spiral stairs, balcony, dome, tower at
terrace, etc.
3. Floor Area
✓ Usable area on each floor.
✓ It is the area measured internally, does not include wall thickness.
✓ It includes porch, stairs, corridor, door swing place, etc.

• Amalgamation: Combining two or more plots as a single plot. ESI IC


• Amenities: Means roads, open spaces, parks, recreational
grounds, gardens, water supply, electric supply, lighting, back lawn

sewerage, drainage and conveniences.


• Bifurcation: Dividing a plot into two.
• Corner Plot: Plot abutting two or more intersecting streets.
• Frontage: Frontage means the width of the site abutting the

access road.
• Basement/Cellar : Lower storey of building below average ground

level. Minimum height 2.4 m


• Height of building: Means the vertical distance measured from the average level of
the ground around and contiguous to the building up to the highest point of the
building, in the case of flat roofs.
✓ Maximum height of building should not be greater than twice the width of
street abutting the plot + twice the width of the yard from the building to
abutting street.
• Low Rise Buildings: Buildings having height less than 15m (as per NBC) or 16m (as
per KMBR)
• High Rise Building or Multi-Storeyed Building: Buildings of height more than 16m or
with more than 4 floors

PARTS OF A BUILDING

• Mezzanine Floor: Intermediate floor in any storey,


overhanging a floor beneath
✓ Clear headroom beneath and above the
mezzanine floor shall not be less than 2.2 m.
✓ Maximum built-up area is one third area of the
main floor or the room accommodating the
mezzanine floor.
✓ If it is to be used as a living room, then area shal
not be less than 9.5 m2 •
• Compound Wall/Boundary Wall : Wall made around the building which cover

up the whole building. Height of wall abutting road should not be more than

1.5 m.
• Water closet: Every building above 50 m 2 of built-up area shall be provided

with at least one water closet.

• Stair: Buildings having more than 3 floors including basement shall have at

least 2 stairs (1 fire escape).

• Escalator provided should have width not less than 1 m .

• Ramps shall be laid with a slope not exceeding 1 in 10.


• Habitable Room: A room designed for occupancy by one or more persons for study,

living, sleeping, eating, kitchen if it is used as dining/living room.

✓ Minimum height of habitable room > 2.75 m for regular

> 2.6 m for row houses

> 2.4 m for air conditioned

• Head Room: Clear height from top of floor to the bottom of ceiling above the floor.

Minimum head room:

✓ Residential & commercial - 2.75 m

✓ Educational - 3.6 m & 3 m (for cold area)

✓ Industrial - 3.6 m & 3 m (for A/C)

• Leech pit, soak pit, refuse pit or septic tank shall be at a minimum distance of
