MANDATORY ANNUAL WATER TANK CERTIFICATION REQUIREMENTS

PUB, the national water agency, would like to remind all Licensed Plumbers (LPs) on the
following mandatory annual water tank certification requirements:

a) Ensure that all water level indicators are thoroughly cleaned and disinfected according to
the procedures stipulated in SS 636: Code of Practice for Water Services. Failure to
do so may lead to undesirable growth of algae in the water level indicators which may
affect the quality of the water supply in the water tanks (see sample photos below). For
this reason, PUB does not recommend the provision of a water level indicator at the water
tank.

b) Carry out 2 joint inspections together with the Registered Customer or Managing Agent:
i. Before the commencement of the cleaning work to check on the condition of the
tanks including its associated fittings. All remedial works arising from this joint
inspection shall be carried out before commencement of cleaning work.
ii. After the cleaning and disinfection have been completed to ensure that all
remedial works have been carried out. You are advised to capture the compulsory
submission photos during this joint inspection.
c) When making a Notification or Completion submission, please note that each submission
is for 1 building only. If the development (e.g. Condo) has 5 blocks with water tanks, you
are required to make 5 separate submissions.

d) Once the cleaning is completed, submit the Completion form within 7 working days from
the date of the latest water sampling laboratory test results. PUB takes a serious view of
late tank certification, which may result in water quality issues with serious consequences.
We will not hesitate to take enforcement actions against any responsible parties for
causing undue delay to the certification and submission process.

e) We are now issuing reminders on the annual water tank certification via email instead of
hardcopy letters. As such, please ensure that all particulars provided in your submissions,
especially the email addresses, are valid. Take note that the Registered Customer’s
(Utilities Account Holder) email address and the Managing Agent’s (service provider)
email address must be different. You do not need a copy of PUB’s reminder in order to
start the cleaning work.

f) For new developments with water tanks, an LP shall be engaged to carry out the cleaning
work regardless of the turn-on date of the water supply for the building. Similarly, the LP
is required to submit the Notification and Completion forms via the PUB Qualified Persons
Portal (https://bpu.pub.gov.sg/Forms/EForms). Failure to do so will constitute a non-
compliance under the Public Utilities Act Section 40O(2) and PUB will not hesitate to
take punitive actions in accordance with the Act.

2 Moving forward, the PUB Qualified Persons Portal will adopt Singpass or Corppass
authentication for convenient and secure access login. As your Singpass or Corppass account
contains a lot of personal and confidential data, please do not share your username, password
and 2FA details (i.e. SMS OTPs).
