INVITATION OF BID (IFB) FOR NON-CONSULTING SERVICES

(TWO ENVELOPE BIDDING PROCESS WITH E-PROCUREMENT)

The Government of India has received financing from the World Bank toward the cost of the
National Hydrology Project, and intends to apply part of the proceeds toward payments under the
contract for which this invitation of Bids is issued. Bidding will be conducted through National
Competitive Bidding procedures agreed with the World Bank. Bidding is open to all eligible
bidders as defined in theWorld Bank’s Guidelines:Procurement of Goods, Works and Non-
Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers,
January 2011 Revised July 2014.In addition, please refer to paragraphs 1.6 and 1.7 of the
Guidelines setting forth the World Bank’s policy on conflict of interest. Bidders other than
State/Central Public Sector Undertakings from India should be registered with the any State
Government/Government of India, or State/Central Government Undertakings or Autonomous
body under state or Government of India. Bidders are advised to note the minimum
qualification criteria specified in Section-III of the Part I (Bidding Procedures) to qualify
for the award of the contract.

1. The Central Water Commission, Department of Water Resources, River Development &
Ganga Rejuvenation, Ministry of Jal Shakti (DoWR, RD & GR, MoJS) (hereinafter called
―Client)Director RDC-1,CWC, New Delhi,on the behalf of CWCinvites item rate bids, in
electronic tendering system for the works detailed in the table. The bidders shall submit bids
for the following work.

2. The bid document is available online and bids are to be submitted online through the e-
procurement portal https://eprocure.gov.inonly. Bids submitted in any other manner will not be
accepted. The prospective bidders are required to register on e-procurement website i.e.
https://eprocure.gov.in/eprocure/app at no cost and prior to the submission of proposals. The
bidders are also required to have a Digital Signature (DSC) from one of the Government of India
authorized Certifying Authorities in order to submit a proposal online at the web address
indicated above (https://eprocure.gov.in/eprocure/app), The list of the authorized Certifying
Authorities can be found on http://www.cca.gov.in/cca/.

3. Bids must be submitted online on https://etender.up.nic.in (website) on or before the date and
time for receipt of bids, and the ‘Technical Part’ of bids will be opened online on the specified
time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in
the e-procurement system until the second public Bid opening for the financial part. Any bid or
modifications to bid (including discount) received outside e-procurement system will not be
considered. If the office happens to be closed on the date of opening of the bids as specified, the
bids will be opened on the next working day at the same time. The electronic bidding system
would not allow any late submission of bids.

4. Intending Bidders are advised to visit again NIC e-procurement web site URL
https://eprocure.gov.in/eprocure/app and NHP website http://nhp.mowr.gov.in.at least 1 days
prior to closing date of submission of tender for any corrigendum / amendment.

5. The bidders are required to submit (a) Bid declaration in approved form; and (b) original
affidavit regarding correctness of information furnished in bid document before 07-02-2022
14:30 hrs in a separate envelop to Director, River Data Compilation-1 Directorate, CWC,
Wing-V, Ground Floor, West Block-II, R.K.Puram, New Delhi-110066 in either by
registered post/speed post/courier or by hand, failing which the bids will be declared non-
responsive and will not be opened.
6. If the office happens to be closed on the date of opening of the bids as specified, the bids
will be opened on the next working day at the same time and venue. The procedure followed
for opening of bid is specified in Clause 26.1 of ITB.

7. The bids for the work shall remain valid for acceptance for a period not less than 180 days
after the deadline date for bid submission.

8. Other details can be seen in the bidding document. The Purchaser shall not be held liable for any
delays due to system failure beyond its control. Even though the system will attempt to notify
the bidders of any bid updates, the Purchaser shall not be liable for any information not received
by the bidder. It is the bidders’ responsibility to verify the website for the latest information
related to this bid.
