FOR AFFECTED FAMILIES OF THE MALANDOG

RIVER REHABILITATION AND DEVELOPMENT

Introduction (Background of the study)

The quest of improving the lives of the poor and informal settler families has been

challenging most developing countries. Institutions of government failed to fulfil its

obligation in addressing the demand for humane settlements. This institutional collapse is

often attributed to the use of top-down approach, hierarchical decision making strategies

and domination over the relevant stakeholders and the beneficiaries. As a consequence,

there are minimal and limited outcomes to relocation efforts aiming the achievement of

decent and quality life among the informal settler families. (Velasco, 2016)

Malandog River is believed to be where the 10 Bornean datus first landed when

they arrived in Panay during the 13th century. The river is located in the boundary of the

towns of San Jose de Buenavista and Hamtic. The rehabilitation of the historic Malandog

River in Hamtic, Antique, is now a priority of the Department of Environment and

Natural Resources (DENR) in Western Visayas. (Butiong, 2020)

A relocation and housing is proposed by the local government unit for the

affected families of the Malandog river rehabilitation and development project thru the

use of modern and sustainable design solution.

The relocation project initiated by the local government of Antique paved way for

the improvement of life conditions among informal settlers. It is driven by the intention

to improve the settlement conditions of those families residing along the coastlines of

barangays Maybato Sur and Malandog. Corollary to this goal is the rehabilitation and

development of Malandog River and the construction of a boulevard for economic and

tourism purposes.

The proposal shall be located at the lowlands of Mapatag, Hamtic, Antique.

Situated few meters away from the national road which is highly applicable for a

community housing units.

Informal settlers were affected by the ongoing P50-million Malandog River

Rehabilitation and Development Project (MRRDP), particularly the construction of the

Department of Environment and Natural Resources (DENR) office. (Butiong, 2020)

Throughout the centuries, the once pristine Malandog River in Hamtik town has

deteriorated due to polluted effluents from households and industries that surround it.

The study aims to propose a relocation and housing project for the affected

families of the Malandog River rehabilitation and development project that meet the

sustainable design standard that can cater the needs of the community.

Design Objectives

General Objective:

To plan and design the proposed relocation and housing units for affected families

of malandog river rehabilitation project.

Specific Objectives: (What you intent to achieve to fulfill your general objective)

1. To plan and design a housing unit with functional and well- designed spaces.

2. To design an aesthetics, economical, functional/operational, secure/safe, and

sustainable community housing.

3. To develop an accessible and well- designed plan for the relocation site.

Methodology

Define what methods of research you are applying to answer the statement of

your problems and objectives.

This chapter will discuss specific methods used to accomplish the objectives of

the study. Different methods for conducting research are applied. The majority of the data

was from an in-depth study of Brgy. Malandog and Brgy. Maybato Sur where the

affected families were located and Brgy. Mapatag where the proposed relocation site is

located.

The research employs a case study research design. In this manner, a profound

analysis can be made on a specific real-world phenomenon (Yin, 2013). Qualitative and

quantitative data are required to fulfil a case study. These two kinds of data are produced

using the tools of focus group discussions and a self administered survey. Treating the

data comes with the aid of content analysis and regression analysis on the variables under

study.

a.SYSTEMS OF INQUIRY

This research will gather information through site observation, questionnaires,

and interviews with the affected families of the Malandog rehabilitation and development

project. The researchers assume that through this type of system, the information needed

that will support the objectives of this research will be gathered efficiently.

This system of inquiry wants to answer the following questions regarding the

study:

1. What are the benefits you gain in these areas?

2. Why do you choose to live in these areas?

b.RESEARCH DESIGNS

The research designs methods for gathering data are as follows:

Action Research Design was used in this proposal. It was conducted in gathering

the data that assessed the conditions of the community in order to come up with the

solutions.

A historical design method is a holistic approach to evaluation. First, it is essential

for the researchers to know the background of their proposed project. Second,

information such as historical accounts and records of housing projects are evaluated.

Moreover, the studies and analysis of the previous production can provide possible

solutions to the current situation.

The researchers obtain information through Descriptive design to derive possible

improvement and development in the status of the informal settlers.

c.RESEARCH TACTICS

A survey/questionnaire method will be conducted in which the users of the site

are the respondents. Also, interviews will be done personally or by cellphone to people

with enough knowledge of the project and the research. Site visits, picture-taking, and

videography are essential to finding out the existing conditions and issues in the proposed

relocation site. Library researches, information from the internet, books, and articles fill

many gaps in the research.

The tactics used by the researchers will help the research to be more reliable, and

the gathered information will be precise.
