“ORGANIZING THE MUNICIPAL TOURISM COUNCIL

IN THE MUNICIPALITY OF STO. TOMAS, PANGASINAN”

WHEREAS, DILG Memorandum Circular No. 95-162 dated 2, October 1995

provides for the organization of the Local Tourism Councils to be composed of
government and private sector representatives;

WHEREAS, Section 17 of the Local Government Code of 1991 supports the

local tourism initiatives;

NOW, THEREFORE, I, TIMOTEO “DICK” S. VILLAR III, Municipal Mayor of Sto.

Tomas, Pangasinan, by virtue of the powers vested in me by law; do hereby
organize the Municipal Tourism Council of the Municipality of Sto. Tomas,
Pangasinan.

SECTION 2. FUNCTIONS

A. Formulate programs to develop promotion of domestic tourism;

B. Develop tourism facilities and infrastructure;
C. Adopt and promote DOT-accreditation standards for LGUs and licensing of
tourism establishments;
D. Assist in the regulation and supervision of tourism-oriented establishments
thereby ensuring wholesome and clean tourism activities;
E. Assist in monitoring the implementation of the Local Government Code on
the matter of licensing of tourism establishments in the locality to ensure safe
and enjoyable stay of travelers.

SECTION 3. MEETINGS

The Municipal Tourism Council shall meet once in every quarter or as often as
maybe necessary to tackle issues and concerns related to the promotion and
development of tourism.

SECTION 4. EFFECTIVITY
This Executive Order shall take effect immediately.

IN THE MUNICIPALITY OF STO.TOMAS, PANGASINAN”

WHEREAS, Section 16 of the Local Government Code provide that the Local
Government Unit plays an important role in the development, promotion and
preservation of Filipino Culture to encourage the participation of the people in the
development and preservation of the Filipino identity;

WHEREAS, Section 447 (5) (XVI), 458 (5) (XVI) and section 468 (4)(VIII) of the
same Code, vest upon Local Sanggunian the power to establish local councils
whose purpose is the promotion of culture and the arts, coordinate with
government agencies and non-governmental organizations and subject to the
availability of the funds, appropriate funds for the support and development of
the same.

WHEREAS, in order to promote the Filipino Culture, instill nationhood and

cultural unity, and raise the level of consciousness of the people on culture values,

conservation of historical and cultural heritage and recourses must be done to
remind us of our national culture and identity.

WHEREAS, in pursuit of these mandates, goals and objectives, there is a need

to create bodies at the local levels that will ensure the preservation, enrichment
and promotion of the Filipino National Culture.

NOW THEREFORE, I, TIMOTEO “DICK” S. VILLAR III, Municipal Mayor of Sto.

Tomas, Pangasinan by virtue of the powers vested in me by law do hereby order
the organization of the Municipal Council for Culture and Arts.

SECTION 2. DUTIES AND FUNCTIONS

1. Formulate programs and enhance artistic talents;

2. Ensure the protection, preservation and conservation of the Filipino and local
historical heritage;
3. In coordination with the private sector, conduct and organize cultural
festivals, competition, lectures, seminars, and take charge of exhibits during
fiestas and other related activities;
4. Conduct periodic inventory of local cultural objects and sites;
5. Conduct periodic consultations with all the related agencies about several
cultural issues and concerns;
6. Encourage the development of the local cultural industries; and
7. Coordinate with the Provincial Culture and Arts Council.
