Topic/ Title: Proposed Bridge Design Connecting Brgy. Iquin and Brgy. Mangayawan in Canaman, Camarines
Sur

A. Description of the Program/Project:

1. Rationale

The Local Government Unit of Canaman (2016) is guided by the vision statement, "The
Citadel of Bicol Culture; God-loving, excellent in service, and a brilliant blend of development in a
resilient environment" (p.i). The vision emphasizes the need to capitalize on a variety of
opportunities and strengths while balancing rural and urban development: the importance of
culture; a strong bias for sustainable inclusive development; and the need to ensure that people,
lives, livelihoods, and the built environment are resilient in an ever-changing climate.(LGU
Canaman, 2016).

However, there are gaps in the vision elements of the LGU Canaman, dealing particularly
in the resilient environment. There is a lack of infrastructure projects with 0% in terms of bridge
connecting island barangays. These barangays are Iquin, San Nicolas, San Juan, and Palo,
together with the two sitios of Brgy. Mangayawan wherein there are isolated residents. Since there
is no existing bridge to aid the transportation between Brgy. Mangayawan and Brgy. Iquin, citizens
need to traverse via water with a distance of more than 100 meter using a “banca” or boat.
Furthermore, this status limits the access to products and services, especially during emergency
situations (Comprehensive Development Plan, 2017-2019). The absence of bridge access
obstructs the agricultural development of the target area, moreover, it causes adversity and
complexity in the citizen’s social life like haul and transport of living necessities, health related
concerns, and access to public services (Kuhiniko, 2008).

Because of these problems, this research will investigate the existing condition to come
up with a bridge proposal connecting the island consisting of Barangay Iquin and two sitios of Brgy.
Mangayawan to the mainland.

2. Objectives

The main objective of this research is to propose a bridge design that will link the island
consisting of Barangay Iquin and two sitios of Barangay Mangayawan to the Canaman mainland.
Specifically, it aims;

(1) to plan the substructure part of the bridge,

● Pier and Wing Wall Design
● Foundation
● Loading Capacity
(2) to design the superstructure part of the bridge

● Beams and Girders


● Arches and Cables
● Parapet Walls and handrails
● Deck
● Bearings

(3) to assess the financial viability of the bridge by conducting a cost-benefit analysis,

(4) to conduct a traffic impact assessment, and

(5) to implement lean construction in the design and planning phase.

3. Methodology

(1) to plan the substructure part of the bridge

The substructure is the component of the bridge that is responsible for supporting the
entire structure on the surrounding soil. Before conducting a site investigation, the researchers will
coordinate first with the barangay officials in the said community to ask permission to conduct this
study in their area especially now that the COVID-19 pandemic is still happening. Collecting
existing topographical maps, infrared photography, aerial photographs, and geographic information
system coverages such as land use plans and watersheds will be conducted as part of the
preparation for site investigations. The researchers will also interview residents for at least 5 years
in the involved locality to ask about the topography in their community. Site surveys and
geotechnical investigations will be done such as obtaining soil and rock samples for laboratory
analysis. After those, a detailed site investigation will be conducted. Through the gathered data, the
researchers will come up with the allowed design of the foundation, recommended height of the
abutments and the allowed loading capacity,

(2) To design the superstructure part of the bridge

The bridge superstructure as well as substructure design starts with understanding the
existing conditions particularly the structures’ purpose. The purpose and the location will be the
basis for determining the load to be anticipated to act on the bridge. There are three main types of
load to be considered; dead loads, live loads and environmental loads. Accordingly, these loads will
be combined to calculate the most critical load combination which will be used in calculating the
sizes of the members of the bridge structure such as beams and piers. Furthermore, structural
engineering software would be utilized for the design and analysis. Throughout this process, the
design guidelines, criteria and standards for bridges will be strictly followed.

(3) To assess the financial viability of the bridge by conducting a cost-benefit analysis

Conducting cost-benefit analysis helps determine the worthiness to proceed with the project
proposal. In doing so, researchers need to identify and compare the cost associated with the
project, and the potential benefits in proceeding with it. Hence, this necessitates the execution of
construction cost estimates of the proposed bridge.

(4) To conduct a traffic impact assessment.

A Traffic Impact Assessment will be conducted to determine the possible effects of the
proposed bridge to the transportation and traffic system of Canaman. This assessment report will
represent the possible positive impacts to the transportation and traffic system of the impact area.

(5) To implement lean construction method in the design and planning phase

The researchers will design lean construction methods with the goal of reducing time, effort,
and material waste. A variety of instruments, methods, and systems will be used in order to apply
lean principles in the construction.
