Case 2 THE UNATTENDED ACCIDENT

Vinod Khanna left Bombay for Surat on official work on 3rd November, by 10:45 p.m. train.
On the following day in Surat, Vinod received a phone call from a colleague in Bombay
saying that his mother and his children had met with a car accident. He phoned back his sister
in Bombay and got the details about the accident. As he felt concerned about the nature of
injuries to his mother, he felt it advisable to return. He therefore, took the evening plane back
to Bombay. Vinod Khanna stays in the housing colony of the company with his parents and
his children. The company and its housing colony are situated at a place not easily accessible
to the mainland city of Bombay. On the previous evening, when he was leaving for Surat, he
had requisitioned the office car at 7:45 p.m. for commuting to the station. On the way to the
station, he had picked up his mother and children from his sister’s house in the mainland city.

After seeing him off at the railway station. His family members were returning to their
company quarters by the same car. Half the way up, the car was hit by a truck. The driver
received minor injuries. Vinod’s daughter got some bruises. His son’s jaw was badly hurt
endangering one of his teeth. His mother was hurt on the face, her denture was thrown off and
her ears started bleeding. The car was badly damaged. An RTO officer who was around
directed the driver and Vinod’s relations to the nearest police station. From the police station
the driver called the company’s Administrative Officer and informed him about the accident.
Vinod’s son contacted his aunt who came and took care of the children and the mother. They
were taken to a hospital where the children were treated and allowed to go, and the mother
was hospitalized.

The next morning, that is on 4th November, Vinod’s sister called the company’s
Administrative Officer and was informed as to where Vinod could be contacted. She also
called a colleague of Vinod and told him about the accident. On reaching his office on 5th
November, Vinod complained to the Chief Executive about the neglect and lack of concern
shown by the administration regarding the accident. The Administrative Officer had not taken
any immediate action consequent to the driver’s phone call. Vinod also complained that while
commuting to the office that morning by the company’s bus.

The Administrative Officer confirmed that he received the driver’s phone call at 11.30 p.m.
He maintained that the driver had said that he had been slightly injured. Where after he had
talked to the police sub-inspector on duty, who also informed him that the driver and Vinod’s
son had received minor injuries; and that he would release the driver and the car immediately.

The Administrative Officer further contended that the driver did not ask to be picked up also
that he did not know that Vinod’s mother was also in the car and that she had been badly hurt.
The driver submitted his report the next evening. The driver contended that after phoning the
Administrative Officer from the police-station, he went back to the car at the site of the
accident and spent the night with his injuries untreated. He said since the police officer talked
to the Administrative Officer in English, he did not know what conversation took place
between them. In the morning, he phoned the transport in charge, whence he was picked up
and the car towed to the company premises. The transport in-charge, Mr. Kashyap maintained
that the car and the driver were assigned for duty only up to the railway station and back. He
said he also did not know that Vinod’s mother had been in the car until the driver filed his
report. Nor, he said, did he notice Vinod on the bus on the morning of 5th November.

On 6th November, the Chief Executive received a memorandum from the Employees
Association of the company complaining about the inaction of the Administrative Officer
concerning the accident.

EXECUTIVE SUMMARY:
Vinod Khanna left Bombay for Surat for official work on 3rd November by 10:45p.m. by
train. Next day Vinod received a call from a colleague in Bombay & told about the accident
of his family members. He immediately called his sister who was residing in the Bombay &
told about the accident. And from the evening flight he came back from Surat to Bombay. As
Vinod Khanna was residing in the housing colony of the company with his parents and his
children. The company and the housing colony are away from the mainland city of Bombay.
As on previous day he was leaving for Surat, he had called the car from office at 7:45p.m. for
commuting him to the station. While returning from station he had picked up his mother &
children from his sister’s house in the mainland city of Bombay.

After seeing him off to the railway station; his family members returned to the company
quarters by the same car. While returning they met with an accident in which the car was hit
by the truck and was badly damaged. The driver received some minor injuries, Vinod’s
daughter got some injuries. His son was badly injured, and the Vinod’s mother was hurt on
her face, the denture was thrown off & her ears started bleeding. As the car was damaged, an
RTO officer who was around directed the driver and the Vinod’s relations to the nearest
police station. From the police station the driver called the company Administrative Officer
and informed about the accident took place. Vinod’s son contacted his aunt who came and
took care of children and the mother. Then, they were taken to the hospital where the children
got treatment and first-aid done and mother was hospitalized.

Next morning on 4thNovember Vinod’s sister called the company’s Administrative Officer
and was informed as to where Vinod could be contacted. She also contacted the colleague of
Vinod and told about the accident. After returning to office on 5th November Vinod
complained to the Chief Executive about the negligence and lack of concern showed by the
company’s administration regarding the accident. As no immediate action was taken after the
driver’s phone call, as he gave the information regarding the accident. Vinod also complained
that he came to office today by bus.

The Administrative Officer confirmed that he received the driver’s call at 11:30 pm. He
mentioned that the driver was slightly injured. Where after he talked to the police sub-
inspector who was on duty at that time, who also informed him that the driver and Vinod’s

son have received minor injuries, and he would release the driver and the car immediately.
The Administrative Officer also pointed out that the driver was not instructed to pick up
anyone else, and he did not know that the Vinod’s mother was also in the car and she was
badly injured. Next evening driver submitted the report. The driver also conveyed that after
informing the Administrative Officer from police station, he spent the whole night on
accident site with untreated injuries. The conversation held between the police officer and
Administrative Officer was in English as a result the driver was not able to understand the
conversation. Next day, the driver informed the transport in-charge about the accident and
they towed car to the company premises. The transport in-charge Mr. Kashyap repaired the
car and he also conveyed that the driver was assigned the duty only up to the railway station
and back to the company. And he told that he was unfamiliar that Vinod’s mother was also in
the car unless the driver filed the report about the accident. On the 5th November he also did
not notice Vinod on the bus.

On 6th November the employee association of the company filed a Memorandum to the Chief
Executive complaining the negligence of Administrative Officer for the concern accident.

STATEMENT OF THE PROBLEM:

Lack of consciousness in responsibility. As there was no seriousness among the people.

CAUSE OF PROBLEM:

Deviation from personal and professional responsibilities.

DECISION CRITERIA AND ALTERNATIVE SOLUTION:

After the incident took place as the driver had received minor injuries, he should have
immediately contacted the Administrative Officer of the company and the transport in-charge
regarding the accident and the people being injured in the accident. After the police arrived at
the accident site the police officer should have investigated regarding the accident and should
have informed to the concern employee and the company.

RECOMMEMDED SOLUTION AND IMPLEMENTED PLAN:

After receiving the phone call from the driver regarding the accident and people being injured
in that accident. The Administrative Officer should have immediately informed the
emergency services to reach the accident site. Simultaneously his sole responsibility was to
inform the concern employee regarding the incident and should have also comforted, the
employee need not to panic and should have briefly described about the services and actions
taken to handle this situation. The Administrative Officers should himself immediately
rushed to the accident site. In order to get the clear idea regarding the incident and to check
whether all emergency services are being available such as first-aid and hospitalization and
information to the police regarding the accident.

CONCLUSION:

The Administrative Officer should have taken immediate action regarding the accident,
should have informed the emergency services to reach immediately to the accident site. And
he should himself have reached to the accident site and should have informed to the police
about the accident so that they would have started the investigation behind the accident. Or as
the police informed the Administrative Officer about the accident then immediately he should
have contacted to the emergency services and the employees whose family members are
injured and ask the employee not to panic and have briefly explained the incident and itself
should have arranged the medical services such as giving the first-aid to the children, driver
and have hospitalized the employee’s mother for the treatment.

to the accident site. In order to get a clear idea regarding the incident and to check whether all
emergency services are being available such as first-aid and hospitalization and information
to the police regarding the accident.

a.) The accident might be major, which may have been resulted to the loss of property and
life.
