ERTMS perspectives

ERTMS – why have we developed it?

The Voice of European Railways

Unification of signalling,
Increase of
train control and train
transport capacity
communication

Possibility of Adequate safety,

procurement under reliability and quality of
competition service for train operation

Technical and
Reduction of
operational
life-cycle costs
interoperability

20 years to reach the principle objective -
interoperability!
The Voice of European Railways

Project First First First real
launched constituents demonstrators interoperable
specification

Today
Binding European ERTMS
deployment plan but
Only around 4 000 km of EU
lines equipped with
various versions of ETCS

 Is this what we wished to have?

 Is there still a chance to achieve the original goals?

European coordination of ERTMS necessary for
successful deployment
The Voice of European Railways

Major ERTMS investment

 Uneven deployment results in gaps in
programs, equipment of the pan-European ERTMS network
the entire network
 Train operating companies forced to
additionally use legacy signalling
 Business case endangered if ERTMS not
installed along European Rail Transit
Corridors

No future for European ERTMS if the

deployment does not continue in
coordinated manner
ERTMS investment
High risk of having ERTMSs in various
postponed due to
countries but not bringing the desired
financial constraints value of interoperability

Top urgency:
trackside installation using stable specification
The Voice of European Railways

 Only correctly installed continuous trackside

ERTMS coverage along the principal European
lines will create necessary incentives for train
operating companies to invest in onboard
ERTMS equipment (what would be a waste of
money otherwise)
 All trackside installation must be either
baseline 2.3.0d or baseline 3 compliant
 The baseline 3 certified onboard must be
made compatible with certified trackside
without any further necessary
enhancements/tests

Task for the European Commission,

for ERA and the supply industry

Necessary to develop incentive schemes for
on-board ERTMS investment by the RUs
The Voice of European Railways

ERTMS itself does not Incentive scheme should include:

bring more customers for Seamless ERTMS supervision along
train operating companies principle transit (corridor) lines,
i.e. installation of the certified ETCS
trackside
Decommissioning plans for the current
ERTMS investment costs ATP (Class B) trackside equipment,
are additional burdens for allowing to plan the upgrade of fleets in
railway undertakings, the most economical way
costs are not compensated
Reduction of track access charges /
(especially in the case of
bonuses for trains equipped with the
freight and high-speed
certified ERTMS on-board equipment
operators)

The above conditions shall be in place

before setting any legally binding requirement to install ERTMS on-board

Is there a future for ERTMS?

The Voice of European Railways

If:
Necessary measures are taken to increase the rail system
performance:
 Infrastructure bottleneck removal
 Harmonisation of operating rules

YES!  Streamlining of authorisation procedures

Final ERTMS product costs become competitive

through the entire life cycle
ERTMS trackside is deployed
Interoperability of certified equipment is ensured
The ERTMS system in operation is reliable

Let’s always have in mind the principle railway challenge:

competitiveness in terms of quality, service and price vis-à-vis the other modes!
