1. This petition has been filed by the petitioner with the following
prayers:
“Therefore, in the light of facts and circumstances of the case, it is
most humbly and respectfully prayed that this Hon’ble Court may
graciously be pleased to:
a) Issue a writ of Mandamus or any other appropriate writ, order or
direction thereby directing the Respondent No. 3 to 6 to take

appropriate measures to remove the protestors/ obstructionists from
the front of the liquor retail vend (having L-7V license) situated at
Shop No. 511/5-A, Khasra No.93, Main Road, Govindpuri, Kalkaji,
Neal C.lal Chowk, New Delhi 110019 which falls in jurisdiction of
Police Station: Govindpuri, in the interest of justice;
b) Issue a writ of Mandamus or any other appropriate writ, order or
direction thereby directing the Respondent No. 3 to 6 to ensure that
Petitioner and its employees / staff is in a position to carry on its
business, without any hinderance or disturbance, from the unlawful
protestors sitting outside the proposed liquor vend situated at Shop
No. 511/5-A, Khasra No.93, Main Road, Govindpuri, Kalkaji, Neal
C.lal Chowk, New Delhi 110019;
c) pass any other orders which this Hon'ble Court may deem fit and
proper in the interest of justice.”

2. Mr. Siddharth Batra, learned counsel appearing for the petitioner has
drawn my attention to the photographs at annexure P-13 in support of his
submission that the petitioner company is not being allowed to operate the
vend which was permitted to it in terms of the license issued by the
Department of Excise, Govt. of NCT of Delhi.
3. Mr. Arun Panwar, learned counsel appearing for Mr. Santosh Kumar
Tripathi, learned Standing Counsel for respondents on instructions would
submit that the SHO concerned shall provide necessary protection for
ingress and egress of the employees of the petitioner company. He also
states as and when the police assistance is required, same shall be provided
to the petitioner in future as well.
4. Noting the said submissions of Mr. Arun Panwar, it is directed that
the concerned SHO shall provide adequate protection to the petitioner to
enable the ingress and egress of its employees without hindrance from the
liquor vend situated at Shop No. 511/5-A, Khasra No.93, Main Road,
Govindpuri, Kalkaji, Neal C.lal Chowk, New Delhi 110019. The SHO shall

also provide protection to the petitioner as and when required to run its
liquor vend.
5. With the above directions, the petition and pending application are
disposed of.
