We as the people of Mars, in order to build a long lasting country on a new planet, establish
justice, maintain respect for the fundamental human rights for all citizens, live together in peace
and security and our Posterity, do ordain and establish this Constitution for Mars.

ARTICLE 1 : UNION
1. As the first country outside of planet Earth, Mars requires permission from Earth when
introducing new laws.

ARTICLE 2: MARS CHARTER OF RIGHTS AND FREEDOM


Fundamental Freedom
1. Everyone has the freedom of conscience and religion unless it harms others.
2. Everyone has the freedom of thought, belief, opinion and expression, including freedom
of the press and other media of communication.
3. Everyone has the freedom to marry anyone he/she wishes.

4. Everyone has a right to breathing in fresh oxygen and have a property to live in.

5. Everyone has the right to receive health care.

Democratic Rights:

6. Everyone has the right to vote in an election of members of the House of Commons or of
a legislative assembly

Legal Rights:

8. Everyone has the right to live, regardless of crimes one may have committed.

Mobility Rights:
15. Every citizen of Mars has the right to enter, remain in, or leave any region on Mars
deemed safe.

Equality Rights:
16. Every individual is equal and has rights to equal protection and equal of the law without
discrimination based on race, national or ethnic origin, colour, religion, sex, age or
mental or physical disability.
Official Languages of Mars:
17. English is the official language of Mars, which is used in all institutions of the Parliament
and government of Mars.
Enforcement:
18. Anyone whose rights or freedoms, as guaranteed by this Charter, have been infringed or
denied may apply to a court of competent jurisdiction to obtain such remedy as the court
considers appropriate and just in the circumstances.

ARTICLE 3 : EXECUTIVE POWER


2. The Executive Government and Authority of and over Mars is controlled by the United

3. In order to communicate between Earth and Mars, a United Nations representative on

Earth must effectively communicate demands to the rest of the UN in order to pass laws.

4. This branch includes the Prime Minister of Mars, a representative of the United Nations

5. This branch is responsible for enforcing laws, which is performed by the military and the
police
a. The police are not allowed to carry any deadly weapons. The police are only

allowed to wear armor and carry tasers for their own support. The police are

responsible for enforcing the law.

b. The military are allowed to be armed by any means, which includes having
firearms, tanks, planes, etc for protection against threats such as invasive
lifeforms. The military districts can only be situated at undisclosed places in other

6. This branch is responsible for the organization of the division of system. On Mars, the
federal system is used, which divides power into two groups.

b. The Provincial Government is in charge of education, labour unions, hospital


maintenance, natural resources, provincial courts and laws.

ARTICLE 4: LEGISLATIVE POWER


7. This branch includes a representative of the United Nations, the senate and the House of
Commons. There is one parliament representing Mars.
a. The representative of the United Nations on Earth ensures the United Nation,
representing Earth, agrees with any decisions that Mars requests.

b. Appointed by the United Nations Representative and the Prime Minister, the
senate is responsible for considering and revising legislations. In order to give the
regions of Mars an equal voice, for every 40,000 people, 1 person can have a seat
in the senate. The senate cannot have less than 5 representative at a time.
c. The House of Commons is the members of a party that are elected. There must be
at least 2 parties in which citizens can choose from. Voter choose representative in
their riding.
8. This branch is responsible for lawmaking, which is a multi-step process on Mars.
a. A bill is introduced by Cabinet Ministers or Parliamentary Secretaries
b. First Reading - The bill is read to the chamber (Senate)
c. Second Reading - The bill is read to the chamber again for a debate
d. The bill is then closely studied by committee members, where changes are made
to the bill
e. Third Reading - a finally debate is made regarding the bill in the chamber

f. Royal Assent - the bill is reviewed by the United Nations Representative, which

ARTICLE 5: THE MARS JUDICIARY

9. On Mars, the courts are expected to interpret and apply the Constitution, as well as

legislation passed by both levels of government. This branch ensures that the law is
enforced properly.
10. There is a provincial court, as well as a federal court, which is the supreme court of Mars

a. The provincial court normally deals with most criminal offenses (expect serious

ones), family law matters, provincial regulatory offenses, preliminary inquiries,

small claims involving money, young person conflicting law.


b. The federal court normally deals with claims against the government,
interprovincial/provincial-federal disputes, immigration matter, citizenship

ARTICLE 6: ENVIRONMENTAL AND PROPERTY REGULATIONS


11. As a country without oxygen, each property is required to have 2 trees planted.
Furthermore, each property requires an oxygen generator in order for it to be inhabitable.
12. The processes of burning of fossil fuel and releasing pollutants into the atmosphere is
forbidden. Renewable energy must be used at all times.

ARTICLE 7: AMENDMENTS TO THE CONSTITUTION
13. Any amendments to the constitution must agree with the amending formula. This formula
requires:
a. The approval of the Senate and House of Commons
b. The approval of the legislative assemblies of at least two thirds of the provinces
i. If there are less than 3 provinces, this component of the amending formula
could be ignored.
c. With least 50% of the population of all provinces
