Assignment No. 1

1. Why is project appraisal an important stage in the project’s life cycle?

Project Appraisal is an important stage to ensure that the project will really be
worthwhile. A lot of time and effort are usually involved in the execution of a project
and it will be very disheartening if in the end, all will be proved a waste because it did
not result into anything. To prevent this from happening, the project appraisal stage is
used to see if a project is viable or if its objectives are cable of being achieved and
sustained. This will also help in managing expectations. Without this process, the
implementors might be executing a project blindly and might just be disappointed in
the end if they do not meet their goals or if the end products are different from what
they thought they would achieve. This part of the project management process is vital
in ensuring that no time, money, and effort will be wasted.

2. What are the benefits derived from Cost-Benefit Analysis?

Just like the project appraisal, Cost-Benefit Analysis (CBA) is vital in
planning to ensure that the project will come into fruition, whether financial or in
terms of quality achieved. With the help of the CBA, everyone involved in a project
will know if the money, time, and effort they will invest will be worth it. The benefit
in a project usually concerns the capital used and the expected outcome would be a
return of investment. A project concerning a whole community will surely entail the
implementors or investors to raise funds for it. If in the CBA it would be found out
that there will be no return of investment, then the implementors will have time to
rethink their plans and revise their strategies. Benefits may also come in qualitative
form rather than financial. The CBA must show that a project will have an impact to
the community and that it will bring them advantages. Everyone involved and every
material used must be utilized to make sure that a result will really be achieved, and
nothing will be wasted.

3. In what way do the Gantt Chart and PERT help in the implementation of a
project?

The Gantt Chart and PERT help in making the implementation organized and
presents an overview of the project’s application at a glance. Flow charts have always
helped in making processes more understandable. Through these charts, those
involved in the project could easily visualize the project’s timeline, who are involved
in different areas, and how it will go in the actual implementation. The Gantt and
PERT charts will help in the time management of the project. These will show if the
time allotted for each event or session are achievable and won’t overlap with one
another as well as those who will be in-charge in the different aspects of the project.

4. Why do we need to evaluate the project? When do we evaluate the project?

Evaluations may be done before or after a project. An evaluation is important
to be done during a project to give implementors a chance to make some adjustments
for the improvement of the ongoing project. No project is perfect and actual results
will only be available once it is implemented. Evaluating a project while it is
happening will show what things can be tweaked to make it more successful and
ensure the achievement of goals.
It is also important to evaluate after a project has been implemented to learn
the positive and negative things that transpired in it. The positive sides of a project
can be a basis and example for the next projects while the negative sides will show
rooms for improvement and what should not be done anymore.

5. Who are the personnel/officials to be involved in project evaluation?

For a community project, program implementors, community officials, and

even the participants must be involved in the evaluation. A project may be seen in
different points of view so that it will be evaluated wholistically. The implementors
may give insights on the procedural aspects of the project while community officials
may give evaluations on the communication process between everyone involved like
information dissemination. Participants may evaluate if they found the process of the
project easy to understand and navigate, and if they learned or got something from it.
Evaluating the program in different angles and in different aspects will definitely
yield more results and will present a more objective insight.
