1 GENERAL
The UCH gas field owned by Oil & Gas Development Company Limited (OGDCL) is located in Tribal Dera
Bugti Agency District of Baluchistan Province. OGDCL has been operating the UCH gas field and supplying
gas to UCH Power Plant, located at 50 Kms distance from UCH gas field. The UCH Power Plant has
586MW per day power production capacity.
OGDCL intends to develop the UCH field by installing UCHII Plant comprising surface facilities, flow lines,
commingling system and gas purification plant. The gas purification plant unit will be capable of to
processing on an average 300 MMSCFD raw gas stream.
For implementation of the project two identical Gas Dehydration Package Trains, each with a raw feed gas
capacity of 140 MMSCFD, have been foreseen to process the raw gas stream.
OGDCL has engaged ENAR Petrotech Services (Pvt.) Limited or the basic & detailed engineering of the
UCHII Gas Processing Plant.
BELLELLI ENGINEERING S.p.A. has been entrusted by ENAR for the detailed engineering and
procurement of No.2 (two) Gas Dehydration Units (train 1 and train 2, herein together identified as “the
Package”).
With reference to the Gas Dehydration Package, described in the Design Basis Doc. No 1853-GS-001, the
scope of this document is to define the control and safeguarding philosophy used/required for normal
operation of the two Dehydration Units (train-1, 400-PU-101, and train-2, 410-PU-001).
As general assumption in this document, all normal control operation and start-stop logics and all
safeguarding logics of the Gas Dehydration Trains will be implemented in the CCSP (Central Control and
Safeguarding Panel No.14-4985-UCP, supplied by Bellelli Engineering, PLC based), which in common with
the two above mentioned trains.
Definition of control system hardware and architecture will be in accordance to Doc. 4-PU101-IN-DW-057.
According to this document, as general operation philosophy, the control system HMI is represented by
No.3 remote work-station (PC based: No.2 operator stations, plus No.1 engineering station) connected to
the CCSP via redundant Ethernet links. Redundant communication link with plant DCS will be also
provided for alarm and indication visualization only.
Further details about philosophy and implementation of the control and safeguarding system of the
Package are reported in the hereinafter sections.
For philosophy and sizing of Relief and Blowdown equipment, reference has to be made to report No.4-
PU101-PR-RC-030.

Direct Action: An independent increase of MV requires an increase of OV as correction action, and vice-
versa. If the control error is defined “negative” (i.e. error = setpoint – MV), the direct action
means a negative control gain.
Reverse Action: An independent increase of MV requires a decrease of OV as correction action, and vice-
versa. If the control error is defined “negative” (i.e. error = setpoint – MV), the direct action
means a positive control gain.

The following system control description is referring to both train-1 (400-PU-101) and train-2 (410-
PU-101). Each loop is hereafter identified with the name of the relevant controller. Independent
loops of the two trains are identical, with unit code 410 instead of 400 in item tag code. Only loop
400-PIC-002 (see Section 4.1) is in common between the two trains.
For sake of clarity the following control system description shall be read in conjunction with PFD and
P&ID’s listed in Section 2 of this document. For process description of the Package refer to Section 12 of
the Design Basis Doc. No.4-PU101-PR-PR-025.
For assumptions and description of the Package relief and blowdown items, refer to Relief and Blowdown
Report No.4-PU101-PR-RC-030.
Since not determinant from control system comprehension point of view, presence of local gauges or
transmitters (as shown on P&ID’s) simply used for indication and not for control or safeguarding is
neglected in the following description.
The wet gas pressure of the stream at inlet of GDU’s is controlled by means of PID pressure controller 400-
PIC-002. This controller is operating on pressure from transmitters 400-PIT-009 and 410-PIT-009
elaborated as by function 400-PY-002 (see Section 6.3 for details). OV of 400-PIC-002 is required total set
point flowrate for flowrate controllers 400-FIC-006 and 410-FIC-006 in cascade through function 400-FY-
002.
Controller 400-PIC-002 shall be provided with death band (this in practice will correspond to different upper
and lower pressure setpoint values) so that required set point flowrate is not changed if pressure is within
the band boundaries. That means that flowrate set is increased only when measured pressure is
overcoming the upper pressure set and decreased when measured pressure is moving below the lower
pressure set.
Flowrate split between two packages is defined by means of split function 400-FY-002 (for details see
Section 6.4).

Flow controller 400-FIC-006 (the same is for 410-FIC-006 on relevant loop) is then acting in split range
(see detailed definition of split range function 400/410-FY-006D as per Section 6.6) on control valves
400-FCV-006B and through function 400/410-FY-006E (as per section 6.7) on both valves 400-FCV-006A
and 400-FCV-006C.
For function 400/410-FY-006D: on increased flowrate request function 400/410-FY-006E is activated first
with open command to 400/410-FCV-006A/C and after 400/410-FCV-006B. On decreased flowrate
request, 400/410-FCV-006B is closed first and 400/410-FY-006E function is activated after.
For further details on controllers arrangement 400-PIC-002 and 400/410-FIC-006 refer to Sections 5.9 and
5.10.

Rich Glycol in the contactor 400/410-T101 is collected and discharged under control level by mean of the
loop 400/410-LIC-001 through the valve 400/410-LCV-001. Chimney tray is also protected against HH and
LL level events with switches 400/410-LSHH-001 and 400/410-LSLL-001.
Liquid collected at contactor 400/410-T101 bottom is discharged under control level by mean of the loop
400/410-LIC-002 through the valve 400/410-LCV-002. Contactor bottom is also protected against HH and
LL level events with switches 400/410-LSHH-002 and 400/410-LSLL-002.
For further details on PID controllers 400/410-LIC-001 and 400/410-LIC-002, refer to Section 5.1 and 5.2.
Lean glycol at contactor inlet is trim cooled by means of Gas-Glycol Exchanger 400/410-E101. Lean glycol
temperature is controlled by means of temperature controller 400/410-TIC-001 which is partially bypassing
the lean glycol to the exchanger by means of the 3-way valve 400/410-TCV-001. The SV temperature of
this controlled is set by calculator 400/410-TY-002 so that lean glycol temperature is some degree above
feed gas temperature measured with transmitter 400/410-TIT-002 (for details about function 400/410-TY-
002 see Section 6.8).
Liquid collected in separator 400/410-V-102 is periodically discharged under control level by mean of the
loop 400/410-LIC-003 through the valve 400/410-LCV-003.
Coalescing elements of the separator are protected against excessive differential pressure by means of
transmitter 400/4100-PDT-006.

The glycol liquid level in the glycol discharge side of the flash separator is controlled by means of control
loop 400/410-LIC-004, through valve 400/410-LCV-004. Similarly, the separated HC liquid in the
condensate skimming bucket of the separator is discharged under ON-OFF level control (400/410-LIC-005)
acting on valve 400/410-LCV-005.
The vessel is also protected against glycol and HC condensate HH and LL liquid level with switches
400/410-LSHH-004, 400/410-LSLL-004, 400/410-LSHH-005 and 400/410-LSLL-005.
For further details on PID controller 400/410-LIC-004 and ON-OFF controller 400/410-LIC-005, refer to
Section 5.4 and 5.5.
Pressure of the flash separator is controlled by 400/410-PIC-003, which relieves through valve 400/410-
PCV-003 the flash gas entering with rich glycol (the minimum vessel pressure is guaranteed by self-
regulating valve 400/410-PCV-005, feeding fuel gas to the vessel if necessary).
Glycol filters 400/410-F101A/B and 400/410-F102 are protected against excessive delta-pressure, which
can have negative impact on the integrity of their internals, by means of dedicated differential pressure
transmitters (400/410-PDT002, 400/410-PDT-003 and 400/410-PDT-004)
During normal operation the glycol temperature in the glycol reboiler is controlled by mean of the control
loop 400/410-TIC-013A in cascade on hot oil flowrate controller 400/410-FIC-002 to stabilize the reboiler
duty against disturbance of hot oil network pressure. To protect glycol from degradation, the hot oil circuit is
protected against hot oil over-temperature, at both inlet and outlet of the reboiler, by means of transmitters
400/410-TIT-015 and 400/410-TIT-016. In addition, safeguarding based on 400/410-TIT-012 is provided to
detect possible glycol bath bulk overheating.

When hot oil circulation is stopped and glycol temperature goes down a minimum value, the controller
400/410-TIC-013B starts the electrical heater 400/410-HE-001 in order to avoid the cooling of hot oil in the
tubes of 400/410-E103 below its pour point (53.6°F).
For further details on PID controllers 400/410-TIC-013A/B and 400/410-FIC-002, refer to Sections 5.7 and
5.8.
Glycol bath level in the reboiler is mechanically guaranteed by glycol outlet overflow line. However, in order
to prevent accidental operation of reboiler in absence of liquid, LL liquid switch 400/410-LSLL-007 is
installed on reboiler shell. Protection against reboiler overfilling is guaranteed by switch 400/410-LSHH-
007.
Being the glycol circuit a close circuit, Glycol Surge Drum level is not controlled and it is used as indication
of actual glycol consumption. To prevent surge drum to get excessively empty or overfilled, the vessel is
protected against HH and LL level with switches 400/410-LSHH-006 and 400/410-LSLL-006.
The vessel is also provided with protection against overpressure (that means a reduced vapor flow
somewhere in the regenerator) with transmitter 400/410-PIT-004 and over-temperature with 400/410-TIT-
009.
The Regeneration Section of the Package is protected against LL flow of glycol by means of transmitter
400-FIT-001.
The chemical injection pumps are stopped in case of LL liquid level in the relevant chemical storage drums
by means of switches 400/410-LT-010 and 400/410-LT-011.
Glycol Make-up Pump 400-P104 is stopped in case of LL liquid level in the relevant Glycol Storage Tank
400-TK101 by means of transmitter 400-LT-009.

For the following control loop description reference is made to P&ID’s referenced in Section 2.
For details about the control loop input/output unit of measure and ranges of instrumentation refer to
Instrument Index No.4-PU101-IN-SC-050.
Important: It noticed that, since all 2-ways control valves will be single effect (spring-return type) if a control
valve fail position is “closed” the valve will open when the relevant OV increases (valve fully open when OV
is @ 100%). If the control valve fail position is “open” the valve will close when the relevant OV increases
(valve fully closed when OV is @ 100%). Anyhow, whichever is the fail position of the valve, on the HMI it
will be shown the expected travelling position of the valve (and not the OV signal) whit the convention 0%=
“valve fully” closed and 100% valve “fully open”.
Fail position of 3-way control valves 400/410-TCV-001 will be with way from by-pass line of exchanger
400/410-E101 fully closed. According to this, increasing of controller 400/410-TIC-001 OV will increase
exchanger bypass flowrate, and vice versa.
This loop is used to control glycol liquid level in contactor 400/410-T101 chimney tray.
This loop is used to control glycol liquid level in contactor 400/410-T101 bottom section.

This loop trim-controls the temperature of the lean glycol entering to the contactor.
Control loop type: 400/410-TIC-013A: PID, Reverse Action; 400/410-TIC-013A: ON/OFF Controller
Controller 400/410-TIC-013A is used to control process Glycol Regeneration Reboiler 400/410-E103 bath
temperature. OV of 400/410-TIC-013A is acting in cascade as set value of controllers 400/410-FIC-002.
Controller 400/410-TIC-013B is used to heat glycol up to pour point temperature of hot oil in order to avoid
plugging in tube side of heat exchanger 400/410-E103 when hot oil circulation is stopped. OV of 400/410-
TIC-013B starts and stops electrical heater 400/410-H001.
This loop controls the hot oil flowrate to Glycol Regenerator Reboiler 400/410-E103. SV of controller is
received from 400/410-TIC-013A.

6 CCSP FUNCTIONS
All functions to be implemented in the CCSP for the control of the GDU’s are hereinafter detailed.
6.1 Operators
The following operator is hereafter defined and used in the following sub-sections:

For the implementation of some of the CCSP functions it will be possible for the operator to set manually
some values. These values will be stored into system variables and used when required. The input values
are limited by the CCSP within the “Allowable Range” of each variable. These values are the:
(*) Feed gas split ratio is corresponding to feed gas flow rate to Unit 400 / total wet gas flow rate to GDU’s;
(**) Difference temperature between wet gas and lean glycol streams (both entering to the contactor).

Function 400-PY-002 shall also include selector for enabling/disabling of each single signal from

7 ALARM TRESHOLDS
The complete list of alarm thresholds for all controllers and logics used in the CCSP for both control and
safeguarding is reported in the “Instrument Index” (Doc. No. 4-PU101-IN-SC-050).
8 SETPOINTS
In this section foreseen values or ranges to be used as set points for the controllers of the GDU’s are
detailed.
The “SV Limit Range” represents the range of SV values that can be accepted by the relevant controller
(any value input out of this range is not accepted by the controller).
The “SV Operating Range” is the range of value that is suggested to be used during operation.
The “Normal SV” is the setpoint value assumed for the design of the Package as normal operating
condition at nominal capacity. These values are indicative and some of them can be varied if required by
contingent operating conditions.

9 SAFEGUARDING LOGICS
For implementation of safeguarding logic and relevant reset commands/actions, reference has to be made
to C&E Matrix No.4-PU101-PR-DI-032.
As general convention, all input/output signals and internal logic signals related to safeguarding will be
normally energized/active (=1) in healthy conditions.
According to this, about digital signals, any condition making the digital signal to be inactive (=0) will be
interpreted as unhealthy and will generate the relevant alarm and/or trip logic. Inactivation of the signal can
be due to both detection of abnormal operating conditions by the filed/package instrumentation and
interruption of the signal.
Regarding analogic signals any malfunction (i.e. signal out of acceptable ranges) will generate a
malfunction error and will be interpreted by the CCSP logic as unhealthy condition.
All the automated isolation valves (ESDV/BDV valves) will be in normal position if their relevant solenoid
valves are energized.
All ESD and PSD signals from plant ESD panel to CCSP are redundant; if the redundancy is lost an alarm
signal will be generated.
Since the CCSP can individually provide all the necessary safeguarding actions to protect the Package and
the relevant downstream networks, in case of loss of communication between the CCSP and the HMI (PC
work stations) an alarm is generated in the HMI but no action/trip is initiated by the CCSP.
If the communication is lost the CCSP will maintained the last set values received from the HMI.

All process analogue and digital inputs acting some effects (not only alarms or signalizations) shall be
provided with SW Maintenance Override Switch (MOS) activable from Engineering HMI/Workstation only.
Some instruments are provided with start-up override to allow the start-up of the Package. The following
override function shall be included in CCSP logics.
Above overrides are manually activated by the operator through HMI before restarting and are deactivated
upon one of the following conditions:
Important: Before activation of any of the above overrides, the operators shall make care that the causes
that brought to over-temperature are solved and that smooth restarting is possible.
Important: Any of the override which is manually activated shall be provided with dedicated countdown
timer, reset and started at the moment of activation of the override, which will activate an override alarm at
the end of the countdown if the override is still active. Relevant alarm delay time for each override is
reported in the below table. This kind of alarm does not apply to automatically activated overrides. The
override alarm will be reset/deactivated any time that the relevant override is deactivated.

All ESDV’s and BDV’s shall be provided with local manual reset on the relevant solenoid valves, so that
after energizing of the solenoid (solenoids are energized if normal conditions of the plant are restored) the
valve can be put on normal position (that is ESDV’s to open position and BDV’s to closed position) by
pressing the reset on the solenoid valves.
Each ESDV valve shall be provided with independent close commands on HMI, as indicated on P&ID’s.
Similarly all BDV’s shall be provided with open command on HMI.

All automated isolation valves (ESDV/BDV’s) shall be provided with logic for the verification of their
position.
If any discrepancy is detected, an error is generated in the CCSP (position discrepancy/travelling error)
with consequent generation of alarms or trip logics as per C&E Matrix indications.
This kind of error is generated if at least one of the following conditions is detected:
- both limit switches (ZSC and ZSO) of the valve are contemporarily closed
- both limit switches remain contemporarily open for a time longer than the maximum allowable
travelling time as per below delay table.
The positions of the valves 400-ESDV-001 and 410-ESDV-001 are related to signals 400-XY-104 and 410-
XY-104.
400-XA-104 and 410-XA-104 are status signals of Unit 400/410 (Gas Dehydration Package).
This signal is sent to Amine CCSP with the scope of avoiding the gas overloading of the dehydration units
in case one or both its trains are not available to process the sweet gas stream from amine trains.
If valve 400-ESDV-001 (410-ESDV-001) is not open (ZSO not closed), then signal 400-XY-104 (410-XY-
104) is de-energized and equal to 0 (it means that unit is stopped).
If valve 400-ESDV-001 (410-ESDV-001) is open (ZSO closed) signal 400-XY-104 (410-XY-104) is
energized and equal to 1 (it means that unit is running).

The Package is provided with No.8 fire detectors per train and No.1 gas detector per pump. Fire and gas
detector will be in accordance to Section 3.9.11 of instrumentation specification 4985-ISP-6026 Rev.0.
As per Relief and Blowdown Report No.RU101-PR-RC-030, the two dehydration trains (train-1, 400-PU-
101, and train-2, 410-PU-001) are assumed as two independent fire areas.
According to this the following philosophy for signalization of fire and gas detection will be used:

(400/410-XA-201) to Plant F&G Panel/System
- Fire Detection from single detector Activation of relevant Fire Detection General Alarm
(400/410-XA-202) to Plant F&G Panel/System

from No.2 detectors (400/410-XA-203) to Plant F&G Panel/System
Emergency and or Shutdown actions on Package units will shall be defined in the Plant ESD/F&G system
(out of Bellelli scope) according to general plant ESD/F&G philosophy and will be activated by means of
available interface ESD/PSD signals (400/410-ESD-101, 400/410-PSD-101 and 400/410-PSD-102).

Process Pumps
Process pumps (basically glycol circulation pumps only, positive displacement type) are used in continuous
service. This kind of pumps shall be primarily operated from remote. Direct full operability on filed shall be
possible for maintenance/commissioning activity only.
- Each pumps will be provided with both remote and local start/stop command, which shall be enabled
by the local-0-remote selector located on local panel (only when motor is set on local, the local start
and stop pushbuttons will be enable, while the remote start and stop command can have effect only
when in remote mode).
- For maintenance safety reason, the local-0-remote selector of each electrical motor shall be provided
with “zero” position, to be used for disabling of the motor during maintenance operations (if motor is
locally disabled, no start command will be accepted from any source, including: local start,
remote/HMI start, MCC drawer start or Inverters). Thus, in order to correctly accomplish to this task,
the local-0-remote selector will be so directly connected to the relevant MCC drawer/panel.
- When one pump is in operation (running signal active), start of relevant spare pump from remote shall
be normally inhibited).
CAUTION: Starting of the spare pump in local for maintenance purpose shall be carried out very
carefully and under authorized maintenance permit to avoid parallel operation of the pump.

Following the above, the following features will be provided for the operation of these pumps:
Maintenance Pumps
Maintenance pumps are generally used for discontinuous operations like glycol making-up, chemical
injection, glycol recovery, which duly requires the presence of dedicated operator on field. According to this,
operation of these pumps will be carried out on field, by means of dedicated pump local station, with only
pump stop command and status visualization on remote HMI.
For maintenance safety reason, the local-0-remote selector of each electrical motor shall be provided with
“zero” position, to be used for disabling of the motor during maintenance operations. In case the selector is
positioned on “local” the remote stop command will be ignored.
Therefore the following features will be provided for the operation of these pumps:
Important: Local commands/signals from/to pump stations will be connected directly with MCC.
13 ELECTRICAL HEATER
Electrical heater is used only for discontinuous operations when hot oil circulation is stopped.
Heater is automatically started by controller 400/410-TIC-013B. Remote commands and indications
will be provided as detailed below:
