ABSTRACT
This quarterly progress report for February, March and April. During this period, we have been working
on USMID AF projects were we have been given the opportunity to design and prepare various project
related reports while working project support team. The report gives a detailed of account regarding
the activities carried, roles assumed and skills acquired.

1.0 INTRODUCTION
The journey of transitions from a university graduate to a registered professional engineer requires
mentorship and a supportive learning environment for one to acquire skills and knowledge. This UNRA
graduate training program has provided me with such a lifetime opportunity to gain the all-round skills
needed for a successful career development and this has been evidenced with the recent registration as
a graduate member of UIPE. This has been achieved through active participation in the company on-going
projects with the current one being the (USMID AF –Cluster B) projects.

1.1 Background about the (USMID AF –Cluster B) projects.


The influx of Refugees in Uganda is currently a major challenge, stretching the capacities of the host Local
Governments for service delivery due to the rapid increase in population. Government has therefore
made a strong policy commitment to promote investments and socio-economic development in the areas
hosting Refugees so as to respond to the challenges of inadequate service delivery in those areas due to
increase in population attributed to Refugee influx.

In the NDP II, Government’s reaffirms its commitment to “Enhance National Response Capacity for
Refugee Emergency Management” and to pursue a long-term development approach through the
Settlement Transformative Agenda (STA). This is further emphasized in the NDP III with continued
implementation. On the other hand, Development Partners have rallied to support the STA through the
Refugee and Host Community Empowering (ReHoPE) initiative, which provides a common Programming
Framework for multiple stakeholders, and aims to bridge short-term humanitarian response with longer
term development responses. ReHoPE puts emphasis on building and strengthening ownership and
capacity of LGs to ensure delivery of services to the entire population.

In line with the above, USMID-AF under support to Refugee Hosting Local Governments will extend
support to eight (8 No.) selected Districts and their urban centres, hosting refugees to develop physical
development plans, enhance land tenure security, and rehabilitate and construct small scale
infrastructure investments targeting refugees and host communities. Accordingly, the eight Refugee Host
District Local Governments of Adjumani, Moyo (Obongi), Yumbe, Arua (Madi Okollo), Isingiro,
Kiryandongo, Kamwenge and Lamwo and their selected urban centers, Sub counties and parishes will be
targeted.

2.0 OBJECTIVES OF THE PROJECT.
These were categorized into included national and local levels.

Objectives at a National Level:



USMID-AF is anchored on the current status of the urban sector in Uganda and the aspirations of
Uganda as envisioned in Vision 2040 and the second National Development Plan (NDPIII).
 Development Infrastructure and human resources for achievement of a middle-income economy.
 The additional funding will focus on urban infrastructure development but with minimal
expenditures
to institutional support of the Municipal Local governments and the MLHUD.
 To Transfer skills and build technical capacity through on the job training and attendance at other
identified technical courses necessary to upgrade technical compete.
Objectives at local Level:

 Guiding the districts to diversify their investment choices to cover the wide spectrum of projects
necessary for infrastructure development under the program eligible investment menu.
 Supporting LGs to undertake prioritization of these investments based on available funding and
prepare appropriate contract packages.
 Rationally packaging and schedule sub-projects implementation in line with the district projected
funds allocations over the program period.
 Supporting the District Local Governments to bridge technical staff skills gaps through dedicated
technical training of the relevant technical staff
2.1 Brief about USMID AF project.
The projects being handled are roads, slaughter slabs, markets, resource centres and markets located in
Kamwenge and Kiryandongo.

2.2 Roles played involved working as a project support team member during both site visits
and office work.
2.2.1 Field visits
The purpose of site visits was undertaking stakeholder engagements at the district level, sub-county level
and community level and covered engineering and environmental aspects. The following was achieved.

 Collected secondary data that was available


 Collected primary data collection in the form of existing road inventory and condition, structural
inventory and condition, drainage assessments, sources of construction materials, critical
features like swamps and wetlands, environmental, social and land related including confirmation
regarding its status and availability.
 Assessed the requirements of engineering surveys and investigations.
 determined the scope of improvement proposals (civil works).

2.2.2 Data processing and handling at office.


Participated in the project inception report writing and my main contribution was on chapter five (stake
holder engagements) and chapter six (preliminary baseline) from which I acquired hands on skills in report
writing and working with teams of different professions and background thus appreciating diversity.

Supported preparation and attended the inception report presentation to the client USMID, this exposed
me to learning presentation skills and cooperate behavior.

2.2.3 Preparation of the feasibility and preliminary design report and was assigned chapter
five (technical studies).
The chapter described the technical studies of the existing conditions on the different sub-
projects located in the two districts of Kamwenge and Kiryandongo, the sub projects studied
included: -

 Roads
 Resource centres
 Slaughter slabs
 Play grounds
2.2.4 Purpose of feasibility study and preliminary design
The purpose of the feasibility study, and the preliminary design was to:
 Ascertain the detailed project scope and delimit the extents of the project.
 Conduct technical, environmental and socio-economic surveys and investigations; and
assessment of stakeholder requirements necessary for detailed designs.
 Prepare conceptual designs required to develop model layouts of the proposed infrastructure.
 Prepare cost estimates and determine the economic viability of the proposed projects
 Give key recommendations regarding the future developments.
 Technical requirements of the proposed static structures – suitable designs; availability of land;
 Forecast of physical resource requirements and their availability to deliver on the planned designs
– construction materials, skills, technologies and with preliminary cost estimates

2.2.6 Preparation of the preliminary road alignments, surface profiles, designed profiles and
cross-sections.
Preliminary Geometric design
This was done with the help AutoCAD Civil 3D 2022 software and Plex-Earth which is an add-on to the
software, GPS data collected from field exported to google earth pro and worked to produce detailed
(kml) files that were imported to Civil 3D drafting.
During the preliminary geometric design due considerations were made, location of existing roads was
maintained to avoid land acquisition and minor realignment to existing alignments were made in order to
meet the minimum design criteria requirements.

2.2.7 Design Class and Geometric Design Standards used.

All the roads under design consideration belonged to districts jurisdiction and district design manuals were
considered. During the site visits it was concluded that all roads belonged to design class II and in regard
to that the following design tables were adopted from district design manuals.

2.3 DESIGN OF OTHER INFRASTRUCTURE.
Preliminary Assessment
A situation analysis was employed to ascertain the current state/condition of the existing infrastructure.
This information was used as a basis to draw some conclusions pivotal to the preliminary design.
2.3.1 Infrastructure Assessment
The condition assessment and inventory exercises were conducted to establish the current status of the
selected structures and also to enable the consultant to make informed decisions regarding required
preliminary architectural design interventions and scope of works required to improve the condition of
infrastructure.
Some of the aspects of infrastructure captured during the assessment were:
 Existing physical conditions and dimensions
 Availability of utility services within or close to the sites
 Existing nature and levels of economic activities taking place.
 Current populations of both permanent and seasonal users
 Stakeholders’ expectations of the project outcomes
 Existing management systems within the facilities
 Existing development plans
 Existing access roads
The major interventions proposed were as outlined below:
 A security post, controlled access points, and security lighting; the detailed design shall include
reinforced lockable storage rooms to curb theft issues.
 New facilities to accommodate the projected growth in relation to the socio-economic findings
shall be taken into consideration.
 Maintain existing position of shops around the market in Nkoma-Katalyebwa.
 Equitable use of facilities by men women, children, the elderly and the disabled people.
 Provisions for rainwater harvesting facilities.
 Effluent handling system for surface drainage and waste management.
Slaughter house
A situation analysis was employed to ascertain the current state/condition of the proposed site in Nkoma
Town Council and Sub-County for a modern Slaughter house facility. This information was used as a basis
for development of this preliminary design report. These particular areas of interest included the
following:

 Status of land ownership


 Estimated peak populations of cattle
 Availability of water & Availability of electricity
 Existing road access to the site
 Existing toilets on the site.

Resource Centres Construction
A situation analysis was employed to ascertain the current state/condition of facilities in the two (2)
Districts of Kamwenge and Isingiro. It is from these that proposals for renovations were made. This
information was used as a basis for development of this preliminary design report. These particular areas
of interest included the following:
 Identifying key buildings of operation
 Identify major spatial needs of the local government.
