CHAPTER 3: ELECTRICITY TARIFF

DEFINITION
 Electricity Tariff
 Dewan Bahasa dan Pustaka Dictionary defines tariff as ‘a
fixed price list or payment (for the room, food, etc.)'.
 In electricity tariff context, it is a payment price list for
electricity supply service to consumers.

 Cost Of Electricity Tariff Supply


Basically, cost of electricity tariff supply constitutes cost for
generation, delivery and distribution of electricity, as in the
following:

COST OF ELECTRICITY TARIFF SUPPLY
 Generation cost is cost of fuel and cost of purchase of power
from independent generator (IPP) utilized to generate or
supply electricity. Fuel on the other hand constitutes natural
gas, coal, hydro, distillate and diesel.

 Delivery cost is cost of installation such as high voltage


electrical power supply line and electricity substation cost
from the power station to electricity distribution substation.

 Distribution cost is an installation cost of power supply


routing electricity to residential users and business users
(commercial and industry) through low voltage electrical
power supply line.

ELECTRICITY TARIFF (EFFECTIVE 1 JAN 2014)
 Effective from 1st January 2014, the new electricity tariff is in
place, in line with the Government’s aspiration towards
gradually phasing out energy subsidies through the Subsidy
Rationalization Program. Some facts about the new
electricity tariff are:
 70.7% (4.6 million) domestic customers are not affected.
 No tariff increase for the first 200kWh monthly consumption since
1997.
 No tariff increase for monthly consumption from 201kWh to 300kWh
kWh
since 2009.
 Rebate from the government for customers with monthly bill of
RM20 or below is still maintained.
 Domestic Tariff band is reduced to 5 bands from 9 bands for better
understanding of the bill.

ELECTRICITY TARIFF (EFFECTIVE 1 JAN 2014)
 The new electricity tariff setting methodology is based on the
economic regulatory framework called the Incentive Based
Regulation (IBR). Introduced by the Suruhanjaya Tenaga to
enhance the operational efficiency and transparency towards
maintaining a reliable and sustainable electricity supply.

 Promotion of Renewable Energy.


 To enhance the promotion of Renewable Energy (RE) in the country,
the Government has also decided to revise the collection from
consumers for the RE fund from 1% to 1.6% effective 1 January 2014
in the Peninsular Malaysia.
 The 1.6% collection will also be introduced in Sabah and WP Labuan,
and will be payable by all electricity consumers, except for domestic
consumers who use less than 300kWh per month.

 For Domestic Customers:
 The tariff will remain unchanged at 21.8 sen/kWh for the
first 200kWh consumption per month – this constitutes
nearly 50.4% (or 3.25 million) of all domestic users who
pay RM43.60 or less monthly
 About 20.3% or 1.3 million customers who fall in the
consumption band from 201kWh to 300kWh will not
experience any increase at 33.40 sen/kWh
 On average, the domestic customers will experience an
increase of 10.6% (3.03 sen/kWh).

ELECTRICITY TARIFF (EFFECTIVE 1 JAN 2014)
 For Commercial Customers:
 Average commercial tariff is revised from 41.01 sen/kWh
/kWh
to 47.92 sen/kWh or an increase of 6.91 sen/kWh /kWh
(16.85% increase).
 Low voltage commercial customers that consume not
more than 200 kWh/month will only experience a
maximum increase of 10.7% or RM8.40.
 Medium and high voltages commercial customers will
experience a tariff increase of about 16.85% depending
on their consumption profiles.
 10% discount for welfare homes, government schools,
government institutions of higher learning and places of
worship is maintained.

ELECTRICITY TARIFF (EFFECTIVE 1 JAN 2014)
 For Industrial Customers:
 Average industrial tariff is revised from 30.94 sen/kWh to
36.15 sen/kWh or an increase of 5.21 sen/kWh (16.85%).
 Low voltage industrial customers that consume not more
than 200 kWh/month will only experience a maximum
tariff increase of 10.1% or RM7.00 a month.
 Medium and high voltage supply industrial customers
such as factories, will also experience tariff increase of
16.85% subject to their consumption profile.

ELECTRICITY TARIFF (EFFECTIVE 1 JAN 2014)
 In parallel with the implementation of IBR, the Government
will also introduce an Imbalance Cost Pass Through (ICPT)
mechanism for the power sector.
 ICPT is a mechanism under the IBR framework allowing TNB
as the utility to reflect changes (either an increase or
reduction) of the fuel and other generation costs in the
electricity tariff every 6 months.
 Starting 1 March until 31 December 2015, there will be
rebate of 2.25 sen/kWh due to this ICPT mechanism.
 This rebate will be applicable to all customers in Peninsular
of Malaysia except Domestic customers with monthly
consumption of 300 kWh and below.

DEFINITION OF CONSUMERS
 Domestic Consumer
Consumer occupying a private dwelling, which is not used as a
hotel, boarding house or used for the purpose of carrying out any
form of business, trade, professional activities or services.
 Industrial Consumer
Consumer engaging in manufacturing of goods and products.
Includes the assembly of parts and food processing but shall not
include any activity normally associated with the retail or
wholesale trade. Quarrying of minerals, stone and other natural
resources and pumping for water treatment plant are also termed
as Industrial Consumer. In addition, the total wattage of lamps and
air-conditioning installed for the purpose of office use shall not
exceed 20% of the total wattage of all electrical equipment
installed.

DEFINITION OF CONSUMERS
 Commercial Consumer
Consumer occupying or operating an office block, hotel, service
apartment, boarding house, retail complex, shop-house, car-park, park,
workshop, restaurant, estate, plantation, farm (except those
categories defined in the Specific Agriculture Tariff ), port, airport,
railway installation, toll plaza, street lightings at tolled highway
including its bridges and tunnels, telecommunications installation,
broadcasting installation, entertainment/ recreation/sports outlet,
golf course, school/educational institution, religious and welfare
organization, military and government installation, hospital, waste
treatment plant, district cooling plant, cold storage, warehouse,
and any other form of business or commercial activities which are
not primarily involved in manufacturing, quarrying or mining
activities.

OTHER APPLICABLE CHARGES
 Connected Load Charge (CLC)
 Applicable for the first 6 years from the date of supply
connected.
 Customers must achieved at least 75% of its declared
maximum demand.
 To mitigate risk on non utilization of asset capacity made
available to customer based on their declared load
requirement which is not recoverable from tariff for the
above period only.
 A penalty of RM8.50/kW will be charged for every kW
shortfall between the actual maximum demand used
compared to the Reference Maximum Demand (RMD).

OTHER APPLICABLE CHARGES
 Power Factor (PF) Charge
Customer must achieve a minimum Power Factor of 0.85 for
medium and low voltage level and 0.90 for high voltage level.
A penalty shall be imposed if this minimum PF is not
achieved.
 Late Payment Penalty
A surcharge of 1% per month shall be imposed for customer
who fail to pay their current bill in full within the stipulated
timeframe.
 33% Surcharge for Temporary Supply
A consumer who applies for temporary supply shall be
charged at the tariff rate appropriate to their category plus
33% surcharge on the monthly bill.

POWER FACTOR
 Power Factor is defined as the ratio between the Real Power,
P and Apparent Power, S in a circuit.

 Power factor is abbreviated as Cos θ and expressed as value

POWER FACTOR
 Inductive loads such as washing machines, air conditioners,
refrigerators and induction motors operate at a low lagging
power factor.
 With a low lagging power factor, more current is drawn and
will increase the reactive power (kVAR). Note that, when PF =
1, the kVAR = 0.
 PF improvement or correction is done by installing capacitors
in parallel with the load.

POWER FACTOR
 TNB calculates the PF by using the monthly kWh and kVARh
and will imposed surcharge if it is below the required value.
 Power factor surcharge for customers with electricity supply
below 132 kV is calculated as follows:
 1.5% surcharge of the current bill – for every 0.01 less than 0.85 85
power factor
 3% surcharge of the current bill – for every 0.01 less than 0.75 power
factor .
 For customers above 132 kV, it is calculated as:
 1.5% surcharge of the current bill – for every 0.01 less than 0.90 90
power factor
 3% surcharge of the current bill – for every 0.01 less than 0.80 power
factor .

MAXIMUM DEMAND
 Maximum Demand (MD) is the highest level of electrical
demand monitored in a particular period usually for a month
period. MD is measured in Kilowatt (kW).
 Maximum Demand for any month shall be deemed to be
twice the largest number of kilowatt-hours (kWh) supplied
during any consecutive thirty minutes in that month.
 TNB meter will record the highest level of electricity demand
during a 30-minute interval in a month.
 The amount charged to customer is based on the recorded
MD in kW multiplied by the respective MD rate.
 MD charges only applicable for medium and high voltage
customers during peak period only (0800 until 1000).

MAXIMUM DEMAND
 Since electricity cannot be stored, TNB must make sure
sufficient available power to meet the highest demand
whenever required by the customer.
 Waiving this MD charge will waste a lot of energy and does
not encourage customers to use electricity efficiently.

REDUCING MAXIMUM DEMAND
 Few activities could be carried out by the customers that
could assist in reducing MD charges such as:
 Practicing demand side management such as peak shift.
Shifting peak operation / consumption to off-peak period
as MD charges is not applicable during off-peak period for
customer with peak/off-peak tariff
 Opting for any promotional scheme offered by TNB
relating to MD such as Sunday Tariff Rider Scheme (STR).
 Starts equipments such as motors and chillers in stages or
during off-peak period.

 Off-Peak Tariff Rider
 The Off Peak Tariff Rider (OPTR) scheme is offered to all medium
voltage commercial and industrial customers who are currently not
enjoying any off-peak usage tariff rates which are Tariff C1, E1 and
E1s.
 Customers enrolled in the OPTR scheme will enjoy a 20% discount on
electricity usage during off-peak hours (10.00 p.m. to 8.00 a.m.))
every day.
 Have been receiving electricity supply from TNB for at least six (6))
months.
 The monthly Load Factor is higher than the average Load Factor over
six (6) months prior to the application.
 Need to sign a supplementary supply contract.
 Do not have an outstanding amount not more than the total
deposit/bank guarantee paid. Otherwise this outstanding amount
must be settled before applying.

 Sunday Tariff Rider
 The Sunday Tariff Rider (STR) scheme is offered to all medium or
high-voltage industrial customers which are E1, E1s, E2, E2s, E3 and
E3s.
 Customers enrolled in the STR scheme will still pay the same rates on
electricity usage as their current tariff. However Maximum Demand
charges are not applied to any electricity usage on Sundays.
 Since no Maximum Demand charges will be applied on Sundays,
operations should be rescheduled to increase production or to
extend operating hours on Sundays. This will add more savings to
your monthly electricity bill.

 Mining Industry
 Customers in the mining tariff category are entitled to a 25% discount
on their monthly bills.
 Eligible to a 10% discount on monthly bills
 The welfare organization such as orphanage and elderly home, home
for the blind and disable, spastic’s center that are fully funded and
administered by Ministry of Women, Family and Community
Development or such institutions with source of income funded by
public donation.
 All government and private institutions of learning which are fully or
partly funded by the government and normally administered by
Ministry of Education.
 Places of worship registered under Registrar of Societies and/or it’s
respective religious governing body such as State/Federal Islamic
Religious Council/Department, Malaysian Buddhist Association,
Malaysian Hindu Sangam, Buku Panduan Katholik and others

TNB ENHANCE TIME OF USE (ETOU) TARIFF

 Time of Use (TOU)


 Time of Use (TOU) tariff scheme offers different tariff rates at
different times of the day.
 For example, tariff rates during Off-Peak period will be lower than
Peak period.
 Enhance Time of Use (ETOU)
 ETOU tariff scheme is introduced as an extension to the TOU tariff..
Under this scheme, there will be three (3) time zones for Energy
charge with Peak, Mid-Peak and Off-Peak rates.
 On the other hand, Maximum Demand charge will have two (2) time
zones with Peak and Mid-peak rates.
 The scheme is also divided as follows:
 Monday to Friday
 Saturday, Sunday and Pubic Holidays
