DESIGN BASIS ( Conceptual Design )

Conceptual design is the very first phase of a design where drawings are the primary focus, which are comprised of
simple plans and sections. These simple drawings should be able to lend themselves easily to more specific sets of
plans.

Design

The end of the conceptual planning phase and the beginning of the design phase varies among agencies and their programming
and budgeting procedures. Generally, detailed design of a project begins once an agency is confident that funds will be
appropriated to complete the project. Based on the statement of work and preferred design approach, the design matures into
final construction documents comprising the plans and specifications from which equipment procurement and construction bids
can be solicited. (Complex facility projects may include an equipment procurement phase in order to expedite the purchase,
manufacture, and delivery of long-lead-time equipment, such as unique process machinery, large electrical and mechanical
equipment, and sophisticated architectural components. Equipment procurement may proceed in parallel with construction
activities.) In addition, the cost of operating, maintaining, repairing, and disposing of the facility will be affected by the following
decisions during the requirements assessments, conceptual planning, programming, and design phases:

Choice of materials and technologies

Quality of design
Quality of construction
Building layout
Types of systems

Start-up
The start-up phase begins when the user takes occupancy of the facility. Building components are tested individually and then in
systems with other components to measure and compare their performance against the original design criteria. Facility operation
and maintenance plans are implemented, tested, and refined as appropriate.constitutes the majority of the facility life-cycle.
Although the focus of this study is on the acquisition process, application of the sustainable development principle for operations
and maintenance is discussed in the context of the framework outlined in.

Requirements assessment
Conceptual planning
Programming/budgeting
Design
Construction
Start-up

To facilitate the decision making required in each phase, sustainable development considerations are posed as questions. In the
initial phases sustainable development issues

BASIC DESIGN PACKAGE ( Preparation of BOQ )

A bill of quantities (BOQ) is a document used in tendering in the construction industry in which materials, parts, and

labor (and their costs) are itemized. It also (ideally) details the terms and conditions of the construction or repair
contract and itemises all work to enable a contractor to price the work for which he or she is bidding. They are
prepared by a “taking off” process in which the cost of a building or other structure is estimated from
measurements in the Structural Engineer's drawings. These are used to create a cost estimate such as in regard to
the square area in meters of walls and roofs, the numbers of doors and windows, and systems as heating, plumbing
and electrics. Similar types of work are then brought together under one item, a process known as "abstracting".
There are different styles of bills of quantities, mainly the Elemental BOQ and Trade Bills.

Contingency sum

A Contingency sum is an item found within a Bill of quantities (BoQ).

The item refers to unforeseeable cost likely to be incurred during the contract.

There are two types of contingency sum. The first refers to a specific item i.e. 'additional alterations to services
when installing.,where an item for alterations to existing services is not contained within the BoQ but some work is
envisaged.
The second type of sum is where money can be allocated to any item, within the BoQ, in the same way as the above
example or used as 'additional work to be undertaken by the contractor, at the request of the contract
administrator'.
The first is usually approximated by the client’s PQS and the second by the contractors QS (or commercial manager).
Additional requirements is referred as Bill of materials (BOM).
