A total of 107 teams entered the 1978 FIFA World Cup qualification rounds, competing for a total of
16 spots in the final tournament. Argentina, as the hosts, and West Germany, as the defending
champions, qualified automatically, leaving 14 spots open for competition.
The 16 spots available in the 1978 World Cup would be distributed among the continental zones as
follows:
Europe (UEFA): 9.5 places, 1 of them went to automatic qualifier West Germany, while the
other 8.5 places were contested by 31 teams. The winner of the 0.5 place would advance
to the Intercontinental Play-offs (against a team from CONMEBOL).
South America (CONMEBOL): 3.5 places, 1 of them went to automatic qualifier Argentina,
while the other 2.5 places were contested by 9 teams. The winner of the 0.5 place would
advance to the Intercontinental Play-offs (against a team from UEFA).
North, Central America and Caribbean (CONCACAF): 1 place, contested by 17 teams.
Africa (CAF): 1 place, contested by 26 teams.
Asia (AFC) and Oceania (OFC): 1 place, contested by 22 teams.
A total of 95 teams played at least one qualifying match. A total of 252 qualifying matches were
played, and 723 goals were scored (an average of 2.87 per match).
Europe (UEFA)
Brazil and Peru qualified. Bolivia advanced to the UEFA / CONMEBOL Intercontinental
Play-off.
North, Central America and Caribbean (CONCACAF)
Mexico qualified.
Africa (CAF)
Tunisia qualified.
Asia (AFC) and Oceania (OFC)
Iran qualified.

For the first time, over 100 teams entered qualification for the World Cup.
Statistically, this was the most difficult World Cup to qualify for. Not counting the two
automatic places and teams who withdrew before playing, 95 teams competed for 14
places (14.7%). The number of spots was increased to 24 for the next World Cup.
Tunisia's victory over Morocco on penalties was the first penalty shootout in World Cup
qualification matches.
Listed below are the dates and results for the 1978 FIFA World Cup qualification rounds for the
African zone (CAF). For an overview of the qualification rounds, see the article 1978 FIFA World
Cup qualification.
A total of 26 CAF teams entered the competition. The African Zone was allocated 1 place (out of 16) in
the final tournament.
Preliminary Round, First Round, Second Round and Third Round: In each of these
rounds, the teams were paired up to play knockout matches on a home-and-away basis.
The winners would advance to the next round, until there would be 3 teams left.
Final Round: The 3 teams would play against each other on a home-and-away basis. The
group winner would qualify.
Sierra Leone advanced to the First Round by the aggregate score of 6-3.

Upper Volta advanced to the First Round by the aggregate score of 3-1.
The aggregate score was tied 2-2, and Tunisia won 4-2 on penalties and advanced to the Second

advance to the Second Round.

Listed below are the dates and results for the 1978 FIFA World Cup qualification rounds for the
Asian and Oceanian zone (AFC and OFC). For an overview of the qualification rounds, see the
article 1978 FIFA World Cup qualification.
A total of 22 AFC and OFC teams entered the competition. However, South Vietnam cannot
compete after being annexed by Vietnam. The Asian zone was allocated 1 place (out of 16) in the final
tournament.
First Round: The 21 teams would be divided into 5 groups. The groups had different
rules, as follows:
o Group 1 had 6 teams. The teams would play against each other once in Singapore.
The top 2 teams after the group matches would play against each other in a single
match. The winner would advance to the Final Round.
o Groups 2 and 3 had 4 teams each. The teams would play against each other on a
home-and-away basis. The group winners would qualify.
o Group 4 had 4 teams. The teams would play against each other twice in Qatar. The
group winner would qualify.
o Group 5 had 3 teams. The teams would play against each other on a home-and-
away basis. The group winner would qualify.
Final Round: The 5 teams would play against each other on a home-and-away basis. The
group winner would qualify.

A total of 17 CONCACAF teams entered the competition. The North, Central American and Caribbean
zone was allocated 1 place (out of 16) in the final tournament.
Honduras withdrew before the matches were played. The remaining 16 teams were divided into 3
zones, based on geographical considerations, as follows:
North American Zone had 3 teams. The teams would play against each other on a home-
and-away basis. The group winner and runner-up would advance to the Final Round.
Central American Zone had 4 teams. The teams would play against each other on a
home-and-away basis. The group winner and runner-up would advance to the Final Round.
Caribbean Zone had 9 teams, which would be divided into 2 groups of 4 or 5 teams. The
teams would play in a knockout tournament, with matches on a home-and-away basis. The
group winners would advance to the Final Round.
In the Final Round, the 6 teams would play against each other once in Mexico. The group winner
would qualify.

play against each other on a home-and-away basis. The group winners would advance to
the Final Round.
Final Round: The 3 teams would play against each other once in Colombia. The group

groups with 4 teams). The teams would play against each other on a home-and-away basis. The group
winners would qualify, except the winner of Group 9, which would advance to the UEFA /
