1.0 Background

Disaster Management institute (DMI) , Bhopal in coordination with the Chief Inspectorate of Factories
and Boilers Rajasthan Govt with the support of InWEnt and GTZ-ASEM((Advisory Services for
Environmental Management) has organized a two day programme with the following main objectives of
industrial disaster risk reduction.

The objectives of the programme:

• Improve the awareness in area of industrial disaster risk management in all stake holders.

• Involvement of civil administration, industries and community to develop a disaster resilience


society with jointly establishing the dialogue.

• Concept development of hazards identification and risk assessment (HIRA) and its application in
overall emergency development.

• On site and off site emergency planning development to reduce the vulnerability of the
industries and society respectively.

• To identify the existing and relevant database, review documents and assessments process and
provide direct access to the knowledge amongst various stake holders.

• Introduction of iDRM web platform www.hrdp-idrm.in and make the wider utility by involving
the various stake holders to it.

Under the presentation on www.hrdp-idrm.in it was emphasized on capacity building by using and
applying the components of the web platform. Network is equally important; we need to provide a good
platform documentation of technical and training material for all.

2.0 Inauguration

Session I

The programme was inaugurated by lighting the lamp as per the Indian tradition as per schedule on 21st
Aug. 2010 at 10 am by Shri. B.L.Dagliya, Managing Director, M/s Western Drug Ltd and President of
Udaipur Chemical Manufactures’ Association (UCMA). Dr. Rakesh Dubey, Director DMI Bhopal briefed
the background of the DMI-InWEnt-gtz-ASEM cooperation programme and relevance of the present
programme. D.L. Damor, Dy. CIFB presented the outline of two day programme (Annexure I) and
welcomed the guests and participants. Thanks was given by by Mr Rajesh Singh of Hintustan Zinc Ltd.

3. Technical sessions

The programme was started after inauguration and proceeding is as follows:-

Session II

Session II start with the lecture of Dr. Rakesh Dubey, Director, Disaster Risk Management Institute,
Bhopal highlighted the activities of DMI in Various states of India. He discussed in detail about the need
of National Action Plan on Chemical Industrial Disaster Risk Management and discussed the approach is
being followed. The preparedness, prevention, mitigation, response were discussed.

The action plan emphasizes on:-

• All aspects of disaster management eg. Preparedness, prevention, mitigation, response,


rehabilitation and resettlement for Disaster Risk reduction in future development with case
history.

• Communication with local community for effective preparedness & response.

• Understanding hazards, risks, consequences by making available the posters, literatures for all
types of target groups.

• Availability of various Indian Standards and regulations on hazardous chemicals and safety
related information.

Audiences were also informed about the following:

1. National Disaster Management Authority (NDMA) : What is National Disaster Management Authority
(NDMA), who is head of NDMA, how it works, what types of guidelines and support is available at
NDMA. NDMA is constituted under the Disaster Management Act 2005.

2. Disaster Management institute (DMI) , Bhopal : DMI was established in 1987 in the backdrop of world
worse ever chemical disaster in Bhopal.

The president of the organization is the Chief Minister of Madhya Pradesh and the vice-president is the
Minister of Environment of the state.

The principal objectives include-

 Training government officials, executives of PSUs and private sector firms in various facets of
disaster management.

 Carry out research on causes, effect etc.

 Collect, store and effectively disseminate information regarding hazards and disasters for
mitigation and prevention state-of-the-art techniques.

 Offer consultancy services to the industries and others.

 Institute awards, medals, scholarships and prizes to promote these objectives.

Presently the institute is partner with InWEnt-GTZ-ASEM on capacity development project on iDRM
under Indo-German bilateral programme. Institute is also working very closely with MOEF, GOI and
NDMA to develop national policies and programme on disaster management and coordinates with
various state govt.

Session III

Mr. N.J. Singh, the whole time Director (HSE) DCM Kota stressed on the business continuity plan and the
application of risk assessment and management. He stressed how a business model should incorporate
the risk reduction by the companies. He presented a case history of CSB video of Texas fire and made a
vibrant presentation of LPG fire and explosion of some of the prominent accidents of the world.

The session had a wonderful interaction on risk assessment and it applicability to the overall disaster risk
management and application to on-site and off-site emergency management plans.

Session IV

Mr. Rajesh Singh, Vice President of HZL, Ltd., who is charge of fire and safety at HZL ltd., focused that
with all Major Industrial Disasters either have fire or release of toxic gases. His address was quite
interesting and he made the effort to make the whole presentation as simple as possible to use his
presentation by other trainees when they are back to the industries. He pointed out the following points
to consider

• Hazard identification and risk analysis from fire angle

• Control of fires

• Extinguishing methodologies

• Optimum storage of hazardous chemicals

• Process safety management

He emphasized on use fire extinguishers, and stressed that operation of fire extinguisher need skill to
operate it.

Second day
Session V

Mr. D.L. Damor Dy. CIFB Rajasthan gave his lecture on Hazards Identification and Risk Assessment- it
application in on and off site emergency management planning, He assured that being the Dy. CIFB he is
supporting the factory in doing compliance of the regulatory provisions. He shared his views on the state
of Rajasthan approach on overall emergency planning.

Since Mr Damor talked with all trainees and don’t has the slides of presentation.

Session VI

Mr. Alok Chandra, Chief Manager (EHS) from SRF Rajasthan made his presentation on Communicating
Risk with the Community. Confidence building with the community is a great challenge, but with his
presentation made easy to understand by the participants how to communicate and what to
communicate for building confidence. He discussed his company’s approach to sustain the business with
community by making balancing of the triple bottom lines i.e. environment, social and economy.

Session VII

It was a group discussion with all participants to have a view on various aspects. Trainees have raised
some of the important questions on the following:

• How and when community participation in risk assessment is possible?

• How they will get information on latest development on latest regulations?

• How and when they can be involved in mock drills

• How do the risk assessment and how to apply it in on-site and off-site emergency plan?

Session VII

It was the last technical session which was discussed and chaired by Director DMI. The www.hrdp-
idrm.in web platform was discussed.

The following conclusions and recommendations have been drawn in the last session:-

1. There is need to conduct exclusive training programmes for industries and need to have drills
frequently.

2. The HZL industry is a major unit in the area hence resources and experience of HZL can be
utilized in capacity building measures.

3. There is need to conduct exclusive training programmes for industries’ front line managers,
labours and for the engineers.

4. www.hrdp-idrm.in is the plate form from where anyone can down load the information and can
use for training at anytime and anywhere.

5. The transportation module can be used for TOT and should be used for industries, transporters,
drivers, RTO, etc.

6. DMI can assist the local industries and the local administration in the various aspects of iDRM.

7. District Crisis Group should carry out mock drills and rehearsal of the off-site plans on regular
intervals as prescribed in the regulations to check the weakness.

8. The Civil administration should make the off-site plan as per the schedule 12 of IHC Rules1989.

9. Training programmes should be organized for industrial workers and contractors.
