RFP for Four Laning with paved shoulder of section from km 21.110 (Bokaro (Jaina
More) on NH-320) to km 53.600 (Gola on NH-320) in the state of Jharkhand on Hybrid
Annuity Mode

The Government of India had entrusted to the Authority the development, maintenance
and management of Four Laning with paved shoulder of section from km 21.110 (Bokaro
(Jaina More) on NH-320) to km 53.600 (Gola on NH-320) in the state of Jharkhand on
Hybrid Annuity Mode (approx. 32.490 km). The Authority had resolved to augment the
existing road from Km 21.110 to km 53.600 section of National Highway No. 320
(hereinafter called the “NH- 320”) in the State of Jharkhand by Four-Laning thereof (the
“Project”) on design, build, operate and transfer (the “Hybrid Annuity”) basis, and has
decided to carry out the bidding process for selection of a private entity as the Bidder to
whom the Project may be awarded. Brief particulars of the Project are as follows:

The complete BID document can be viewed / downloaded from e-procurement portal of
NHAI http://etenders.gov.in from 26.11.2021 to 11.01.2022 (up to 1100 Hrs. IST). Bid
must be submitted online only at http://etenders.gov.in during the validity of registration
with the NHAI e-Tendering Portal being managed by National Informatic Centre (NIC),
i.e. http://etenders.gov.in on or before 11.01.2022 (upto 1100 hours IST). Technical
submissions of the Bids received online shall be opened on 12.01.2022 (at 1130 hours
IST)

Bid submitted through any other mode shall not be entertained. However, Bid Securing
Declaration, , Power of Attorney for signing of Bid, Power of Attorney for lead member
of Consortium, if any, Joint Bidding Agreement for Consortium, if any, Integrity Pact,
and original experience certificates apostille at foreign origin, if any or any other
document as specified in Clause 2.11.2 of the RFP shall be submitted physically in
original by the Lowest Bidder before the issuance of Letter of Award (LOA) by the
Authority. Please note that the Authority reserves the right to accept or reject all or any of
the BIDs without assigning any reason whatsoever.
