OVERVIEW
THDC India Limited, is a Public Sector Enterprise under the administrative control of the
Ministry of Power, Government of India and registered as a Public Limited Company in
Jul’88 under the Companies Act, 1956. THDCIL was conferred ‘Mini Ratna–Category-I
Status in Oct’2009 and up-graded to Schedule ‘A’ PSU in Jul’2010 by the Govt. of India.

The Equity of Company was earlier shared between Govt. of India and GoUP in the ratio of
75:25. Recently, the Share Purchase Agreement was executed between NTPC Limited and
President of India on25.03.2020, for acquisition of legal and beneficial ownership of
equity held by the President of India in THDC India Limited which represents 74.50% of the
total paid up share capital of THDCIL for an aggregate consideration of INR 7500 crore
(Rupees Seven Thousand Five Hundred Crore only).

THDCIL was constituted with the sole objective to develop, operate and maintain 2400 MW
Tehri Hydro Power Complex and other Hydro projects. The 2400 MW Tehri Hydro Power
Complex comprises of Tehri Dam & HPP (1000 MW), Koteshwar HEP (400 MW) and Tehri
PSP (1000 MW).

The Corporation has successfully commissioned Tehri Dam & HPP (1000 MW) Stage-I and
Koteshwar HEP (400 MW) during the Xth and XIth Plans respectively. 1000 MW Tehri PSP is
under construction and its1st Unit is anticipated to be commissioned by Dec’2022.

Tehri Project is a multipurpose Project providing power benefits to the Northern Region,
Irrigation benefits to Uttar Pradesh and Drinking Water benefits to UP and Delhi. Due to
regulated releases from the Tehri Storage Reservoir, the existing downstream hydro
projects of the State are also benefiting by way of augmentation in generation (200 MU
annually) at no additional cost to them.

After long persuasion with GoUK and with the help of MoP, the longawaited permission to fill
Tehri Reservoir up to 830m (FRL) has been granted and Tehri HPP (1000MW) has also
achieved its full reservoir potential (EL830m) on 24.09.2021.This achievement of FRL will
enhance the energy generation and willalso support in regularizing the downstream
requirements of water for irrigation, drinking, etc.

Vishnugad Pipalkoti Hydro Electric Project (444 MW) on river Alaknanda in Uttarakhand is
under construction. The project is being funded by the World Bank. An agreement has been
entered with World Bank for a loan of an amount of US $ 648 Million and its1stUnit is
anticipated to be commissioned by Dec’2023.

THDCIL also commissioned 24 MW Dhukwan Small Hydro Electric Project on Betwa river in
Distt. Jhansi (UP) on 20.12.2019.

The Memorandum of Association of the Company was last modified on 31.08.2010 to reflect
the current business reality of projects outside Bhagirathi valley.
The Article of Association of Company has been amended on 14.02.2020 to incorporate
new provisions which are required to be inserted due to amendment in Companies Act and
Dematerialization of Shares of the Company.

Towards diversification of the company into other energy areas, THDCIL has been entrusted
with a coal based 1320 MW Khurja Super Thermal Power Station at Khurja in the state of
Uttar Pradesh. MoU has been signed on 14.12.2013 with GoUP for transfer of 1200.84 acre
of land to THDCIL. Ministry of Coal has allotted Amelia Coal Mine in Madhya Pradesh on
29.08.2016 to THDCIL for Khurja STPP. Development of coal mine is under process.

Cabinet Committee on Economic Affairs (CCEA) has also accorded investment approval on
07.03.2019 for Khurja Super Thermal Power Plant (STPP) in District Bulandshahar of Uttar

Pradesh and Amelia Coal Mine in District Singraulli, Madhya Pradesh at an estimated cost
of Rs.11,089.42 crore and Rs. 1587.16 crore (Dec’2017 PL) respectively.

Hon’ble Prime Minister laid foundation stone of Khurja Super Thermal Power Project on
09.03.2019.

THDCIL has also diversified into conventional / non-conventional and renewable sources of
energy such as Solar and Wind as well as providing specialized consultancy services in
Power Sector. 50 MW Wind Power Plant in Patan in Gujarat and 63 MW Wind Power Plant
in Devbhumi Dwarka, Gujarat have already been commissioned.

50 MW Solar Power Plant in district Kasaragod Kerala has been commissioned on


31.12.2020 and dedicated to the Nation by Hon’ble Prime Minister on 19.02.2021 through
Video Conferencing. Having added this 50 MW capacity of Solar Project, the total
operational capacity of THDC India Limited now stands at 1587 MW.

Ministry of New and Renewable Energy has also allotted THDCIL to develop around 2000 MW
Ultra Mega Renewable Energy Power Parks through SPV/JVC in the state of Uttar Pradesh and
1500 MW in Rajasthan. In Uttar Pradesh proposal for formation of JV Company has been
approved by UP cabinet on 16.06.2020. MoU between THDCIL and UPNEDA for formation of
JV Company has been signed on 06.08.2020.A Joint Venture Company namely TUSCO Limited
between THDCIL and UPNEDA has been registered on 12.09.2020.

Due to upsurge in 2nd wave of COVID-19 pandemicall Construction and Survey &
Investigation activities in all Under Construction and Survey & Investigation Projects at sites
and in other officesare being taken upby following all the guidelines issued by MoHFW/State
Govts/District Administrations regardingCOVID-19 Pandemic.

Despite of widespread COVID pandemic since March 2020, all works at our
UnderConstructionProjects were progressively moving ahead. Though situations were
tough, but all out efforts were made to expedite work progress and as a result we
achieved our CAPEX target of FY 2020-21 in Excellent rating.

However, the second wave of COVID-19 is more severe and has adversely affected the
progress of all our Under Construction Project works mainly due to reduced manpower
including impact towards the engineering progress, overall delivery dates, work stoppage
and disruption, un-availability of resources/material etc.

The Corporation has an authorized share capital of ` 4000 Cr. Paid up Capital of the
Corporation is ` 3665.88cr as on 30.09.2021. Corporation is consistently profitmaking
company since the commissioning of Tehri Dam & HPP in the year 2006-07. THDCIL’s Net
Profit and Dividend declared for the year to the share holders during last nine years is

Due to poor liquidity position and need to plough back the profit for funding to ongoing
Projects, Company could not declare Dividend for the year 2012-13 and 2013-14.
Company has paid interim dividend for Financial Year 2020-21 of ` 305.04cr.

THDCIL was conferred ‘Mini Ratna–Category-I’ status in Oct’2009 and upgraded to
Schedule ‘A’ PSU in Jul’2010 by the Govt. of India.

Tehri Dam Project constructed and owned by THDCIL has won the prestigious award of
‘International Milestone Project’ of International Commission of Large Dams (ICOLD).
Tehri Dam Project has been adjudged by the Jury of Dam Experts as the International
Milestone Project considering the uniqueness of its design and construction features.

Koteshwar Hydro Electric Project (400 MW) of THDC India Limited has won the most
prestigious “PMI India 2012 Best Project of the Year Award”. The award has been given
in recognition of excellence and the outstanding performance by THDCIL in implementation
of Koteshwar Hydro Electric Project by applying best project management principles and
techniques. Koteshwar HEP has also won the most prestigious “5th CIDC Vishwakarma
Award-2013”. Koteshwar project has been adjudged winner in Category “Best
Construction Project” among more than 70 submissions from all sectors under this
category. THDCIL has been conferred “Scope Meritorious Award for Corporate Social
Responsibility and Responsiveness” in the year 2012. THDC India Limited received Third
Prize of “Indira Gandhi Rajbhasha Award” on the occasion of Hindi Diwas on 14th Sept’
2015 from President for the F.Y. 2014-15. THDC India Limited has been conferred with the
Gold Trophy and a Citation under prestigious “SCOPE Award for Excellence” for
outstanding contribution to the Public Sector Management in the Institutional Category II
(Mini Ratna I & II PSEs)" on 11.04.2016 for the year 2013-14. THDCIL received SCOPE
Meritorious Award for HR Practices in 2014.

THDCIL has also received Gold Trophy for Innovation in Recruitment Strategy in 2017-18
and prestigious Exceed HR Gold Award in 2018-19 for Training Excellence from Ek Kaam
Desh Ke Naam a renowned Non-Governmental Organization engaged in National and
Social development. THDCIL received “Award for Social Media for PR & Branding” by Public
Relations Society of India (PRSI) in its 40th All India Public Relations Conference held in
Dec’2018 in Dehradun.

THDCIL also received CBIP award 2019 for best performing utility in Hydro Sector on
04.01.2019. THDCIL also received CSR Innovation & Leadership Award 2019 by PHD
Chamber, New Delhi.

Outstanding Performer Award in debt market conferred to THDC India Limited on 6th
December, 2019 by Bombay Stock Exchange.

CBIP award for Best Performing Utility conferred to Tehri HEP, THDC India Limited on 19
February, 2020 by Central Board for Irrigation & Power (CBIP).

On 22 August 2020, Silver award was conferred to THDCIL for main stream CSR health
projects (PSU) category for contribution in corporate social responsibility.

On 23rd December 2020, CII-ITC Sustainability Award-2020 conferred to THDCIL for


significant achievement in corporate social responsibility.

THDC India Limited has been conferred with ‘Narakas Rajbhasha Vaijyanti’ award for
2019-20 on 21st January, 2021.

THDCIL presently has a portfolio of 13projects totaling to an installed capacity of 5,539 MW


under operation and various stages of development. In addition,THDCILis developing 2000
MW Ultra Mega Solar Parks in Uttar Pradesh and 1500 MW in Rajasthan.

Government of Maharashtra has entrusted two Pumped Storage Schemes (PSS) namely
Malshej Ghat (700 MW) and Humbarli (400 MW) to the Joint Venture of THDCIL & NPCIL
for updation of DPR and subsequent implementation by the Joint Venture of THDCIL &

NPCIL, if found viable. DPR for Malshej Ghat has been submitted and Implementation
Agreement has to be signed with Govt. of Maharastra. However, THDCIL has presently
decided to take up the implementation of Malshej Ghat PSS only.

Under India-Bhutan Co-operation in Hydro Power Sector development, MOP allotted in


Bhutan two Projects namely Sankosh Storage Project (2585 MW) for updation of DPR and
Bunakha HEP (180 MW) for updation of DPR as well as subsequent implementation on
Intergovernmental Authority Model / JV with Bhutanese PSUs.

THDCIL has obtained ISO 9001:2015 Certificate of Quality Management System, ISO
14001-2004 Certification (Environment Management System) and ISO 18001-2015
Certification of Occupational Health and Safety Management System (OHSAS) for
Corporate Office, Tehri HPP, Tehri PSP, KHEP and Vishnugad Pipalkoti HEP.

Looking Ahead:
• With the commissioning of Tehri Dam & HPP (1000 MW) in 2006-07 and Koteshwar
HEP (400 MW) in 2011-12, THDCIL has contributed 1000 MW and 400 MW of
capacity addition during Xth and XIth Plan respectively.
• THDCIL has added 113 MW during XIIth Plan (2012-2017) in the Capacity Addition
Programme with the commissioning of 50 MW Wind Power Project in Patan in
Gujarat and 63 MW Wind Power Plant in Devbhumi Dwarka, Gujarat.
• 24 MW Dhukwan SHEP in district Jhansi, UP has been commissioned on
20.12.2019.
• 50 MW Solar Power Project in district Kasaragod, Kerala has been Commissioned
on 31.12.2020.
• Further, 2764 MW projects are planned for commissioning during 2021-24:

• Vishnugad Pipalkoti HEP - 444 MW

 THDCIL envisages to have installed capacity of 4351 MW by 2024.

TEHRI DAM & HPP (1000 MW)
(UNDER OPERATION)

Tehri Dam and HPP (1000 MW) comprises a 260.50m high Earth & Rockfill dam, one of
the highest dams of its type in the world, a Spillway System designed for PMF of 15540
cumecs and a drop of 220m, having one Chute Spillway and four Shaft Spillways and an
underground Power House housing four Turbine/ Generator sets of 250MW each,
designed to operate with a head variation of 90m.

Project was commissioned in 2006-07 and all four machines of Tehri HPP are under
commercial operation. Besides providing much needed power to the Northern Grid, the
command area is availing irrigation benefits from the Project and drinking water is being
supplied to Delhi and UP.

COMMISSIONING OF PROJECT
All four units (Unit-IV, Unit-III, Unit-II & Unit-I) were synchronized with the Northern Grid in
Jul’2006, Oct’2006, Jan’2007 & Mar’2007 respectively and are in commercial operation
w.e.f. 22.09.2006, 09.11.2006, 30.03.2007 &09.07.2007 respectively.

COMPLETION COST:
Approved Completion Cost of the Project is ` 8392.45cr including IDC plus contingent
liabilities on account of arbitration award / court cases etc, as per actual but not exceeding
` 967.38cr.

TARIFF:
The tariff order for the period of 2009-14 issued by Hon’ble CERC on dated 05.12.2017.
Truing up Petition for the period 2014-19 & Miscellaneous Petition for claiming additional
O&M expenses for the period 2014-19 and tariff Petition for the period of 2019-24 filed
before Hon’ble CERC on 23.10.2019, 21.04.2020 and 28.10.2019 respectively. The tariff
from 01.04.2019 is being charged provisionally based on the CERC order dated
05.12.2017.

KOTESHWAR HEP (400 MW)
(UNDER OPERATION)

Koteshwar Hydro-Electric Plant (400 MW), located 22km downstream of Tehri, is an integral
part of Tehri Power Complex that comprises of Tehri Dam & HPP (1000 MW), Tehri PSP
(1000 MW) and Koteshwar HEP (400 MW) built to develop Hydro-electric potential of river
Bhagirathi. It facilitates the functioning of Tehri Power Complex as a major peaking station in
Northern Grid, as reservoir created by Koteshwar Dam having a live storage capacity of
35.00mcum functions as lower (balancing) reservoir for Tehri PSP. This plant is also
regulating water releases from Tehri reservoir for irrigation and drinking purposes.
Govt. of India approved the implementation of Koteshwar Hydro Electric Project (4 X 100
MW) in Apr’2000 at a cost of ` 1301.56cr including IDC of ` 190.04cr at Oct.’1999 price level.
CCEA in its meeting held on 06.03.2017 approved the Revised Cost Estimate (RCE-1) at an
estimated completion cost of ` 2717.35cr.
COMMISSIONING OF PROJECT
All four units (Unit-I, Unit-II, Unit-III & Unit-IV) were synchronized with the Northern Grid in
Mar’2011, Mar’2011, Jan’2012 & Mar’2012 respectively and are in commercial operation
w.e.f. 01.04.2011, 26.10.2011, 13.02.2012 &01.04.2012 respectively.

TARIFF:
The tariff order for the period 2011-14 & 2014-19 issued by Hon’ble CERC on dated
05.09.2018 & 09.10.2018 respectively. The review petition against the above order was
filed before Hon’ble CERC & the revised order issued on 16.04.2019 & 04.06.2019. The

appeal against the CERC order dated 16.04.2019 & 04.06.2019 was filed before Appellate
Tribunal for Electricity.

Truing up Petition for the period 2014-19 & Miscellaneous Petition for claiming additional
O&M expenses for the period 2014-19 and tariff petition for the period of 2019-24 filed
before Hon’ble CERC on dated 16.10.2019, 19.03.2020 and 24.10.2019 respectively. The
tariff from 01.04.2020 is being charged provisionally based on the CERC order dated
04.06.2019.

PATAN WIND POWER PROJECT (50 MW)
(UNDER OPERATION)

The Wind Power Project of THDC India Limited at Patan Wind Farm, Distt.Patan, Gujarat
is having an installed capacity of 50 MW. It comprises 25 nos. Wind Turbine Generators
(WTGs), each of 2 MW capacity. These 25 WTGs are installed in four villages namely
Amrapur, Ved, Vahedpura and Anwarpura of distt. Patan, Gujarat, that are approximately
200km from Ahmedabad and 120km from Mehsana. The overview of the project is as

COMMISSIONING OF PROJECT:
The Project was commissioned on 29.06.2016, ahead of the schedule.
The expected Annual Generation from the project is 110.50 MU with 25.22% capacity
factor. The Power Purchase Agreement (PPA) for the project has been signed with
Gujarat UrjaVikas Nigam Limited (GUVNL) at a fixed tariff of Rs. 4.15 / unit for 25 years of
life of the project.
The project has been registered with IREDA for availing of Generation Based Incentive
(GBI) @ Rs.0.50 / kwh with a cap of Rs. 1 Cr. per MW. The project will receive a total GBI
of Rs. 50 Cr. under this scheme of MNRE.

The Project is having an installed capacity of 63 MW comprising of 30 nos. Wind Turbine


Generators (WTGs), each of 2.1 MW capacity. These 30 WTGs, installed in seven villages
namely Jampar, Kotadiya, Fot, Kandorna, Gundala, Gunda & Bajana situated in Bhanvad
and Kandorna Wind farms in distt. Devbhumi Dwarka, Gujarat are approx. 190 Km from

COMMISSIONING OF PROJECT:
The Project was commissioned on 31.03.2017. By commissioning of Project on
31.03.2017, THDCIL is eligible to receive Generation Based Incentive (GBI) to the extent
of Rs. 63 Cr. from Govt. of India.

CUF. The Power Purchase Agreement (PPA) for the Project has been signed with Gujarat
Urja Vikas Nigam Limited (GUVNL) at a fixed tariff of Rs. 4.19 / kWh for 25 years.

DHUKWAN SHEP (24 MW)
(UNDER OPERATION)
Dhukwan SHEP has been constructed at the toe of existing Dhukwan masonry cum
earthen dam across Betwa River in district Jhansi, UP. The 8.22 M high existing dam is
2972 M long of which 1172 M length is constructed in masonry/lime concrete while the
remaining 1800 M length is made of earthen. The masonry part of the dam is fitted with
383 no. of gates 8 feet high, capable to pass a discharge of 15160 Cumecs. Annual
Energy Generation shall be 97.82 MU at 46.53% load factor (as per availability of water).
COMMISSIONING OF PROJECT:
Project has been commissioned on 20.12.2019.
COD Permission:
PPA signed with UPPCL of Dhukwan Project has been approved by Hon'ble UPERC
during online hearing held on 13.05.2020. UPPCL vide letter no.-112/CE/PPA-R, dtd.
05.06.20, has consented the COD of Dhukwan SHEP at 00:00 Hrs on date 13.01.2020
Water Permission:
Temporary water permission from UPID has expired on 27.03.2020. MoU for water
permission has been signed between THDCIL and UPID on 05.03.2020 and sent to GoUP
for approval. In the meantime, considering request of THDCIL vide letter dtd. 17.03.2020,
UPID has also extended water permission till 30.06.2020, which has been further
extended by UPID up to 27.09.2020, vide letter dtd.26.06.2020.

Now MOU for water permission has been signed with GoUP on 28th August’2020.

GENERATION:
Dhukwan SHEP generated 72.24 MU against target of 86MU in very good rating in FY
2020-21.

SOLAR PV POWER PLANT (50 MW)
(UNDER OPERATION)

 THDCIL & Solar Energy Corporation of India (SECI) have signed an MOU on
13.02.2015 for setting up 250 MW Solar PV Projects in India.
 A Tripartite agreement amongst SECI, Kerala State Electricity Board (KESB) and
THDCIL was signed on 31.03.2015 for development of 50 MW Solar project in the 200
MW Solar Park at Distt. Kasaragod, Kerala.
 Power Sale Agreement was signed between KSEB & THDCIL on 16.01.19. Land use
agreement and implementation agreement had also been signed between THDCIL and
RPCKL on 07.02.2019.
 Work of Solar PV Power Plant (50 MW) was awarded to M/s Tata Power Solar System
Limited (TPSSL) on 08.08.2019 for “Design, Engineering, Procurement & Supply,
Construction & Erection, Testing, Commissioning and Comprehensive Operation &
Maintenance (O&M) for 10 years”.
 50 MW Solar Power Plant in district Kasaragod Kerala has been commissioned on
31.12.2020 and dedicated to the Nation by Hon’ble Prime Minister on 19.02.2021
through Video Conferencing.
 KSEBL has replaced both 16 MVA transformers with 25 MVA transformers and now
generation on full capacity i.e 50 MW from the project is in progress.
 Generation from the project is underway.
 Total expenditure of ` 253.78 Cr has been incurred till May’2021 against the estimated
cost of Rs. 275 Cr.
50 MW Solar Power Plant generated 17.35 MU in F.Y 2020-21.

TEHRI PUMPED STORAGE PLANT (1000 MW)
(UNDER CONSTRUCTION)

The Pumped Storage Plant (PSP) involve construction of an underground Machine Hall
housing 04 reversible pump turbine units of 250 MW each on left bank of river Bhagirathi.
The main feature of the Project is the large head variation of about 90 M between the
maximum and minimum head, under which reversible units shall operate. The operation of
Tehri PSP is based on the concept of recycling of water between upper reservoir and lower
reservoir. The Tehri Dam reservoir shall function as the upper reservoir and Koteshwar
reservoir as lower balancing reservoir.

PROJECT BENEFITS
The project would provide 1000 MW peaking power to the Northern Region with annual
generation of 1321.82 MU. For pumping operation of reversible units, the off-peak energy
requirement will be of the order of 1651.66 MU.

*Investment approval was accorded in July’2006 for`1657.60cr. at Dec.’2005 PL. In view of


the advancement in technology over a period of 5 years, review was considered
necessary in DPR 2002 on selection of variable speed v/s two speed machines and the
need for surge shaft and butterfly valves and accordingly RCE-I was prepared.

Revised Cost Estimate-II: NTPC Board has accorded approval of RCE-II of ` 4825.60cr
at Feb'2019 PL on 31.07.2021.

PROJECT FUNDING:
The Project cost is to be funded with a Debt Equity ratio of 70:30. Term Loan for Rupee
portion of`1500 Cr. sanctioned by SBI Consortium has been fully repaid. Thereafter, for
part of the domestic portion of loan, THDCIL has tied up Term loan for Rs. 700 Crs. with
PNB. THDCIL has issued Bond series-II for ` 1500 Crs. out of which ` 1420 Crs. has been
utilized for Tehri PSP.

For Off Shore Component Loan Agreement has been executed with Societe
Generale,France for EURO 83.86 Million on 5th Feb 2015.Balance debt requirement shall
be financed through Term Loan/ Bonds proceeds.

Environmental Clearances:
Environmental clearance from MoEF for Tehri PSP was accorded on 19.07.1990 along
with Tehri HPP.

Out of total `1057.47 cr, 98.27% Equipment/ Material ` 512.45cr. plus 81.90Million
Euro (total approx. INR 1039.17cr.) reached at Site (Annexure-III).

Machine Hall:
 Unit-5:After completing of concreting work of Spiral Casing, concreting for EL
574.80 is in progress.
 Unit-6: After erection of Spiral Casing & successfully completion of Hydro
Pressure Test, concreting work of Spiral Casing is in progress.
 Unit-7: After erection of Stay Ring, erection work of Spiral Casing is in progress.

EOT's in Machine Hall:


 Both EOTs have been commissioned in service bay.
 Installation of rails for movement EOT crane beams has been completed for all the
four units and 60 MT EOT made operational in all the four units.
GSU Transformers:
Testing and Pre-commissioning activities of all 4 nos. Generator Step Up (GSU)
Transformers completed.
Erection of GIS and GIB works:
Erection work of Gas Insulated Switchgear (GIS) and Gas Insulated Bus duct (GIB)
completed including High voltage test.

Erection of SST:
 Station Service Transformer (SST) placed in position and all accessories including
CT's in HV side have been installed.
 Interfacing of SST Bus duct with existing Unit # 1 of HPP tap off Bus duct is
completed.
COMMISSIONING SCHEDULE:
The 1st Unit is likely to be commissioned by Dec’2022.

ISSUES TO BE RESOLVED:
A. Tehri PSP:

i. Lease Extension of Existing 3.0 Ha Land at Asena Quarry:
 Lease deed of existing 3.00 Ha Land at Asena Quarry Expired on 01.12.2018.
 Extension for the same was applied in advance on 22.10.2018.
 GoUK vide letter dtd 19.04.21 has finally granted permission for lease extension for
next 3 years.
 Revised Mining plan submitted to Director Mining, Dehradun on 29.07.2021 required
for signing of lease deed.
 Final approval of Mining plan has been granted on 16.08.2021.Mining plan has been
submitted to DM (Tehri) on 25.08.2021 for execution of lease deed.
 THDCIL vide dtd. 09.09.2021requested DM Tehri for renewal of lease deed at the
earliest.
 DM(Tehri) vide letter dtd 13.09.21directed Dy. Director/Geologist, Mining unit to
calculate the Stamp fee on the basis of Annual royalty.
 THDCIL vide dtd. 22.09.2021 has also requested District Sub-Registrar, Tehri to
provide the charges of Stamp fee for renewal of lease deed at the earliest.
 Information regarding Stamp fee for lease deed is still awaited from DM (Tehri).
ii. Transfer of Additional 4.916 Ha Land at Asena Quarry:
 Transfer of additional 4.916 Ha forest land and permission for mining is required as the
present area is not having sufficient material.
 Joint inspection conducted on 22.06.2021 and report submitted by SDM to DM on
02.07.2021.
 DM (Tehri) has recommended the Joint Inspection report to Director (Mining),
Dehradun on 06.07.21 for issuing Letter of Intent.
 THDCIL vide letter dtd. 07.09.2021 requested DM Tehri for issuing Letter of Intent
(LOI) at the earliest.
 Letter of Intent is still awaited.
In absence of Asena Quarry, differential cost is being paid to contractor for
procurement of aggregate from open market adding cost to the Project.

Law and order Problem:


Once the above issues are resolved, regular and active support of Distt.Administration
shall be required for hindrance free operation of Crusher Plant.

BUDGET ESTIMATE V/S EXPENDITURE:


Expenditure incurred during the month is ` 55.58 cr against BE of ` 44.95 cr. Cumulative
expenditure during F.Y. 2021-22 till Sep’21 is ` 268.68 cr against the BE of 242.60cr.

Total expenditure on the project till Sep’21 is ` 4225.82cr(Including IDC & FC of ` 962.15

VISHNUGAD PIPALKOTI HEP (444 MW)
(UNDER CONSTRUCTION)

VishnugadPipalkoti Hydro Electric Project (4x111 MW) is a run-of-the-river scheme. It


envisages construction of a 65m high concrete diversion dam harnessing a gross head
of 237m on river Alaknanda (a major tributary of river Ganga). The project is located in
district Chamoli in the state of Uttarakhand, 225km from Rishikesh on NH-58.
PROJECT BENEFITS
 Capacity addition of 444 MW in the Northern Region, reducing peaking power
shortage in the region.
 Annual Design Energy of 1657.09 MU (with 95% machine availability).
 Integrated Development of Chamoli / Garhwal region in the areas of employment,
communication, education, health, tourism, development of Flora & Fauna etc.
 Out of 13% free power to the home state Uttarakhand, 1% shall be utilized for
contribution towards local area development.

MAJOR WORKS
Major civil works includes a 65m high Concrete dam, 13.4km long Head Race
Tunnel, 3.07km long Tail Race Tunnel, Spillways, Underground Power House
(146x20.3x48m) & Transformer hall (140.3x15x25.5m), 3 nos. underground De-
silting Chambers (390x16x21.25m) each, U/S Surge Shaft (154m height and dia
15/22m) and D/S Surge Tank (150x13x25m). The layout plan of the project is
enclosed as Exhibit – IV.

PROJECT FUNDING
Construction of the project is proposed to be funded with a Debt: Equity ratio of
70:30. Earlier the Equity portion 50% was to be shared by THDCIL and remaining
50% by GoI and GOUP in the ratio of 75: 25 respectively. However, after the
strategic sale of GoI equity inTHDCIL to NTPC on 27.03.2020, the equity of GoI
shall be shared by NTPC instead of GoI.

For the funding of the debt portion (70%) of the project, loan agreement for US $648
million was signed with World Bank on 10.08.2011. The loan includes US $10 million
for Capacity Building and Institutional Strengthening (CBIS). The loan became
effective from 07.11.2011 with a tenure of 29 years.

However, on the request of THDCIL, the World Bank has cancelled partial loan
proceeds of US $100 million each on 27.06.2019 and 07.04.2021. The loan amount
for this project is now US $448 million.

The World Bank has also granted further extension of Loan Closing Date till
30.06.2022 on its expiry on 30.06.2021.

PRELIMINARY PROJECT WORKS:


Investigations:
 Geological investigations at all locations of the project and various required
studies have been completed.

REHABILITATION & RESETTLEMENT:


THDCIL has formulated a Rehabilitation & Resettlement policy (R&R Policy) for the
VishnugadPipalkoti Hydro Electric Project. The Policy is based on the National
Rehabilitation & Resettlement Policy 2007 (NRRP-2007) incorporating the better
features considering the World Bank Guidelines. The Policy addresses the R&R
issues through proactive approach and appropriate Planning on Land Acquisition.
Besides disbursement of compensation by Special Land Acquisition Officer (SLAO),
the Policy envisages provisions of grants and other benefits considering the
categories and the Entitlements. For effective implementation of R&R policy,
Rehabilitation Action Plan (RAP) has been formulated so that after reasonable
transition period, the affected families improve, at least regain their previous standard
of living, earning capacity and production levels.

At present the RAP implementation is under progress & is being monitored by the
third party and the World Bank Authorities.

Land Acquisition:
A total of 141.568 Ha.of Land comprising of 31.639 Ha.of Private land across 7
Villages, 100.390 Ha. of Forest / Van Panchyat / Civil Soyam Land from 22 Revenue
Villages & 9.539 Ha. of PWD Land has been acquired / Diverted for VPHE Project.
The Project has taken over the possession of total land.

Status R&R:
The Implementation of Rehabilitation Action Plan (RAP) and R&R related Activities
are presently under implementation. Compensation has been provided by SLAO to

PAFs whose land, assets, etc has been acquired for the project under LA Act 1894.
Additional R&R grants / Assistance have been provided by THDCIL as per the
approved R&R policy.
Around 94% of Compensation amount has been disbursed by Special Land
Acquisition Officer (SLAO) and approx. 88% R&R grant have been disbursed by
THDCIL.

Haat Status:
Of the 07 affected Villages, only 1 village i.e. Haat is getting relocated having 140
PAFs. Following is the status:
 Resident HHs – 81 nos (Agreement signed – 77, House constructed- 76,
shifted- 76, House demolished-61).
 Non Resident HHs – 50 nos (Agreement signed – 38, House demolished- 36)
 ST Families – 9 nos (Agreement signed – 9, house constructed – 9, House
demolished-2

The 7 ST families have constructed their houses on the 8 Naali (1600 Sq. M.) land
purchased by them on Kaudiya-Haat road. Development of Area including providing
necessary infrastructure facilities at above relocation site has since been completed
by THDCIL.

Social Responsibilities:
Construction of Common Property Resources:
In addition to the compensation / Grants provided by SLAO/ THDCIL, common
property resources like Pathways, Drinking water facility, Street Light, Primary
School, PanchayatGhar, Anganwari Kendra etc has been constructed at self
resettlement sites.

Loss of Fuel & Fodder:


Each entitled house hold in the affected habitation is being paid 100 days of
Minimum Agriculture Wages per year for a period of 5 yrs. On the recommendation
of World Bank, THDCIL has increased disbursement of fuel and fodder grant from 5
years to 8 years. The amount is paid as a grant / assistance towards the loss of fuel
and fodder. Around 2700 households are being benefited through this assistance.

Community Development Works:


Under Community development various works have been taken up in the Project
affected villages ie; construction of Pathways, Waiting shelters, Community
buildings, Road widening, Hill side slope protection works, Solar street lights for
villages, furniture & sports kits for community, water supply schemes, Teaching aids
& furniture to schools, Construction of additional classrooms & toilets, promotion of
sports & cultural activities, awareness camps on social & environmental aspects,
health camps & awareness camps on HIV AIDS, Pulse Polio etc.

Livelihood Activities:
Various activities have also been taken up to create livelihood opportunities. These
are Dairy Development, Poultry, Tailoring & Stitching, Wool Knitting, Bee Keeping,

Mushroom cultivation, vermin composting to promote organic farming, plantation etc.
Awareness programs for Project affected people are also organized with the help of
various State Govt. Depttsie; Horticulture, Agriculture, Tourism, Animal Husbandry
etc to give awareness on various schemes, subsidies, technical assistance etc to
convince local youth to opt for self employed income generation activities. Around
500 beneficiaries are benefited through these programs.
On the recommendations of the World Bank, the work towards “Engagement of
Specialized Agency to help Prepare Livelihood Development / Employment
Generation Plan & its Implementation in relation to VPHEP” has been awarded to
M/s Mrida Renergy & Development Pvt. Ltd, New Delhi. The Agency has
commenced the work on 03.01.2020 & the Agency has submitted the Inception
Report. The agency commenced the Baseline survey & completed for around 10
villages as reported until Lockdown due to Covid-19 Pandemic w.e.f 23.03.2020 was
announced. The survey activity got suspended for around 4½ Months & got resumed
only on 05.08.2020. The Baseline Survey has been completed & Draft Baseline
Report was submitted on 5th Dec., 2020. Based on the Comments from THDCIL &
the World Bank, the Agency has submitted the Final Baseline Report as well & is
presently under checking.

Vocational Trainings:
Apart from above, Vocational Trainings in hotel management, Excavator operator,
Electrician, Fitter, Refrigerating & Air Conditioning and other skill enhancement
activities, etc. are also undertaken, in coordination with various institutes like GMR
Foundation, Dr. Reddy Foundation, and Industrial Training Institutes in nearby areas.
Around 300 beneficiaries are benefited through these programs.

Education:
To promote Education the Project has undertaken various activities ie; Scholarship to
Project affected Meritorious/Poor/ Girls students, Construction of additional class
rooms & toilets, providing teaching aids & uniform, Assistance for getting admission
in ITIs, assistance to schools for cultural activities etc. Around 1400 students having
approx. 800 girls have been benefitted through scholarship program of THDCIL till
Academic year 2018-19.

Health:
The project is helping PAPs by facilitating them to THDCILs Dispensaries
(Allopathy& Homeopathy) established in the Project Campus. OPD / IPD facility
including medicines is given free of cost to PAPs. In addition to this Medical health
camps are organized in project affected villages and Ambulance facility is also
provided to the needy PAPs free of cost. The Health camps have been immensely
beneficial for local population & nearby areas that include people from project
affected villages of Project. Approx. 18000 beneficiaries having approx 5000 females
have been administered treatment in Allopath and approx. 24600 benefited in
Homeopathy.
One Tipper TATA ACE 1.8 cum has been handed over to Nagar Panchyat, Pipalkoti,
Chamoli for transportation of garbage from Nagar Panchyat areas of Pipalkoti to
disposal sites under their control. The vehicle has been given to Nagar Panchyat

under Corporate Social Responsibility (CSR). The garbage as generated at THDCIL
Project Complex is also being managed by Nagar Panchyat.

Employment:
Keeping in view that the Hydro Projects are capital intensive with the state of the art
technology and therefore do not offer much employment opportunity, particularly in
unskilled category, the option of providing job with THDCIL as per policy is not
considered as a rehabilitation option. However, as on date around 1118 persons
have been provided direct/Indirect employment opportunities in project implementing
Agency M/s HCC / THDCIL/ Contractors/ Hiring of vehicles/Lease land for various
purposes etc.

Infrastructure Works:
 All four bridges, approach roads to bridges, colony area, Dam site and Power
house site, have been completed.
 Most of the infrastructure development works have been completed.
 Supply and installation of equipment of dam site sub-station has been completed
and sub-station has been handed over to THDCIL.
 Installation of equipment in Power House Sub-station building by UPCL has
been completed.

PROJECT STATUS:

Project is being executed through one Design Review Consultancy Packageand two
separate EPC contracts.

 Design Review Consultancy:


Contract Agreement for Design Review Consultancy Package has been signed on
28th Dec-13 with M/S SMEC International Pty Ltd, Australia amounting to`10cr
(approx) and AUS $557 thousand (approx.). The work is in progress.

 Civil Works and Hydro - Mechanical Works:


Civil & HM works awarded to M/S HCC Ltd and agreement has been signed on
17.01.2014 amounting to ` 1597cr (approx.) with completion period Jul’2018 as per
contract.

The structure wise progress is placed at Exhibit - V.

 Electro - Mechanical works: EM works (amounting to INR 360.36cr. + USD 1.02


cr) were awarded to M/s BHEL on 18.11.2014 with completion period Nov’2018 as
per contract.

The 1st Unit is likely to be commissioned by Jun'2024.

BUDGET ESTIMATE V/S EXPENDITURE:


Expenditure incurred during the month is ` 14.02cr against BE of ` 32.67cr. Cumulative
expenditure during FY 2021-22 till Sep’21 is ` 76.79cr against the BE of ` 186.23 cr.

Total expenditure on the project till Sep’21 is ` 2297.07cr (including IDC & FC of `
170.63 Cr).

Issues:

Law and Order Issue:


 As per the directions of Chief Secretary, GoUK, District Administration is extending
necessary support and as a result, 10 houses of village Haat were demolished till
10.09.21.
 The balance houses were demolished on 22.09.21 with the support of District
Administration. All the 26 Houses of village Haat have now been demolished.
 Regular support on law & order issues is required from GoUK/ District
Administration, Chamoli.

KHURJA SUPER THERMAL POWER PLANT (1320 MW)
(UNDER CONSTRUCTION)

BACKGROUND
2 X 660 MW Khurja Super Thermal Power Project in District Bulandshahar (U.P) is being
implemented by THDCIL. The MoU for implementation of the project was signed between
THDCIL, GoUP and UP Power Corporation Ltd. on 31st December, 2010. Power Purchase
Agreements for entire power to be generated from the project have also been signed by
THCDIL prior to 05.01.2011 with Uttar Pradesh, Uttrakhand, Rajasthan, Himachal Pradesh and
Delhi. 9264MU of energy at 85% PLF will be available for export to the grid from the project.

Investment Approval:
• Subsequent to PIB clearance in meeting held on 27-02-2019, CCEA has also approved the
investment approval for Khurja Super Thermal Power Plant (STPP) in District Bulandshahar
of Uttar Pradesh and Amelia Coal Mine in District Singraulli, Madhya Pradesh at an estimated
cost of Rs.11,089.42 crore and Rs. 1587.16 crore (Dec-17 PL) respectively on 07.03.19.
• Hon’ble Prime Minister has also laid foundation stone of Khurja Super Thermal Power Project
on 09.03.2019.
• The first year tariff and the levelised tariff of the project work out to Rs 3.90/ unit and Rs 3.61/
unit respectively.
• THDCIL has already signed Power Purchase Agreement with Uttar Pradesh for purchase of
60% of Power from Khurja STPP.

so far, 646 MT erection has been done.
 Assembly of Anchor Frame (Mill); Fabrication of Coal Bunker, Air
Duct, Gas Duct, Backend Duct, ALU Duct, Pressure Parts and
Foundation works of ESP#1 are in progress.
 The work of Job Piles is under progress and so far, 4888 Job Piles
have been completed. Pile Chipping & Head Removal work is in
progress. 2089 Pile Integrity Test (PIT) of Job Piles has been done.
 Works of Site Levelling, Raw Water Reservoir, Roads & Drains,
construction of Gate Complex, Watch Towers etc. are in progress.
B. TG Package  Second main package namely “Turbine Generator and associated

has been awarded to M/S BHEL on 03.10.2019.
 Erection of Main Power House Building at Khurja project site, which

 Casting of Unit-1 & 2 TG Raft has been completed. Column casting
on Unit-1 TG raft is in progress.
 Casting of MDBFP in Unit-1, TDBFP-1A, TDBFP-1B & TDBFP-2B
raft has been completed. Column casting in TDBFP-1A & TDBFP-
1B raft is in progress. Casting of Pile Cap & Pedestals in TG Unit-2
area and CCR building are in progress. Foundation work of
Condensate Extraction Pump (CEP) is also in progress.
 Fabrication of structural parts at Trichy has been resumed partially
from 28.06.2021.
 Engineering and supply of steel for fabrication is under progress. So
far, 2523 MT of Fabricated Structural Steel has been received at
project site, Khurja.
 Fabrication of structural works at Jagdishpur, BHEL unit has also

Package Ltd. for INR 190.46 Cr. on 15.12.2020.
 Foundation works for main structures has commenced and casting
of footing, pedestals and columnsare in progress. Raft work is also
in progress.
E. Water System (i) (i) CW System Equipment Pkg.- The seventh package namely
Package “CW System Equipment Package” has been awarded to M/s
Flowmore Ltd. on 01.10.2021 for INR 40.64 Cr. (including taxes &
duties).
(ii) Water Treatment Plant & Misc.Pkg.- Bids opened on
07.07.21 are under technical evaluation. Award is expected by mid of
Oct’21.
(iii) CW System Civil Works Pkg.- Bids opened on 08.06.21 are
under technical evaluation Award is expected by mid of Oct’21.

E. Coal,  This packagehas been awarded to M/s Thyssenkrupp Industries


Limestone India Pvt. ltd. for INR 804.76 Cr (including taxes & duties) on

Handling  Kickoff meeting was held on 24.08.2021. L2 Schedule and MDL

Lease Deed DM, Bulandshahar has stated that till the time, the case of Kamal
Singh and others is not decided; no further ex-gratia shall be

 Regarding lease deed of 1201 acre land, a payment of Rs. 19.12 cr.
has also been released to UPSIDC on 01.2018. As decided in the
meeting with JMD, UPSIDC held on 18.12.2018 at their head office
Kanpur, duly filled formal application for allotment has been
submitted to the UPSIDC Kasna Office on 15.12.2018, as one of the
pre-requisites for signing of Lease Deed.
 To expedite signing of lease deed, Meeting with RM-Kasna and Ex.
Engr. – Kasna was held at their office on 04.02.2019.
 A meeting with the MD (UPSIDC) & Secretary (Industries) was held
at Lucknow on 10.07.2019 to settle the issue of payments and to
expedite the signing of Lease Deed.
 The signing of Lease Deed is still pending as one of the pre-
requisites i.e. disbursement of payments to all the affected
landowners is on hold by the District Administration due to the
pending judgment by the Allahabad High Court.
4 Establishment  Site office is functional since 01.10.2016 and besides solar power,
power supply from UPPCL has also been arranged.
 Transit Camp / Guest House near Site Office is also functional since
Mar’2018.
 Shifting of village roads (2500RM) from Plant area to outside Plant
boundary by constructing roads connecting (1) Mundakheda canal
to Dashehri village, (2) Dashehri and Jahanpur, (3) Dashehri,
Jahanpur and Unchagaon has been completed.
 Work for construction of 24 no Room Field Hostel (Phase-I)
awarded to UPRNN for an amount of Rs. 354.73 Lakhs has been
completed. The work of construction of Field Hostel (Phase-II) is
under tendering process.

5 Construction 1stCkt of 33 KV line:
Power  Construction Power through 1stCkt of 33 kV Line is already available
at site and being provided in time to all vendors on mobilization.
2ndCkt. of 33 kV line:
 The payment of Rs. 7.45 Cr. has been released to PVVNL.
 PVVNL has issued Letter of Intent (LoI) on 25.01.2021 to M/s Surya
Electricals, Bulandshshar for work for Construction of 2ndCkt. of 33
kV line from Dharpa Substation to Project Site. Work of erection of
poles is in progress.
6 Land  The mode of coal transportation from the coal mine to Power Plant
Acquisition is by Indian Railway system. The nearest rail head to project site
for Rail is Danwar Railway station which is approx. 5 Km from Project site

7 Water corridor  Formal water commitment letter for providing 43 Cusec water for
(Makeup Ash Water Recirculation System from Upper Ganga Canal at just 11
water) Km from project site has been issued by Water Resources
Department, GoUP on 12.06.2014.
 Scheme of makeup water in pumping mode by laying pipe in
Mundakhera distributaries has been finalized to avoid future
pilferage and interruption by villagers.

Make-up Water System:


Work by UPID:
 In lieu of providing 43cusec water from Upper Ganga Canal,
THDCIL has to compensate UPID by providing funds for Canal
Lining.
 Design, drawing and estimation of Head regulator,

8 Re-routing of  National Highway (NH-91), passing through the project land, is

CSR Works:
1. Women Empowerment Centers:
• Computer training centre at affected villages: Till date, 04 sessions of computer
training at the villages Unchagaon, Dasheri and Jahanpur were successfully concluded.
Total beneficiaries in these centers are around 300. New Computer center at Project
affected Village Unchagon was inaugurated by GM(Project), KSTPP on 28.07.21.
Around 95 youths are attending the programme including 45 women candidates.
• Stitching Training Center at affected villages: Previously, 06 sessions of stitching
training at village Unchagaon, Rukanpur, Jahanpur, Dasheri & Dashera Kherli were
successfully concluded. Total beneficiaries in these centers are around 340. New
stitching center was inaugurated by SDM Khurjain Rukkanpur Village on 18.06.21.
Around 30 women are attending the programme. Another training center was opened at
Village Uncha Gaon on 23.07.21 in which 35 women are taking part in two batches.
• Beauty parlor training/course: Local peoples particularly women during the stake
holder’s meet demanded for opening of Beauty parlor training course. However, proposal
has been deferred due to COVID-19 pandemic.
2. Installation of Solar lights: Vide MOA with EESL dated 31.03.18, 307 nos. Solar Street
Lights were installed and commissioned at site. In variation 50 Nos. street lights were also
installed.
3. Running of Dispensary: The dispensary is successfully serving the affected villagers
from 01.01.19 and has made a great impact on villagers in favour of project. In the month
of Aug’21, total no. of 196 patients (Male 142 & Female 54) has taken medical advice from
Dispensary. Till date around 17,452 patients (PAPs) have been benefited from the
dispensary.
4. Nutritional Supplements in schools: To improve health & malnutrition in growing
children particularly school going children, Nutritional supplements were provided in 7
project affected govt. primary & Junior high schools including Kasturba Balika Vidyalaya.
The total beneficiaries in these 7 schools were 400.
5. Job oriented Skill Development Programme:
i. Development Programs are being framed in consultation with community based on the
requirements. Job oriented Skill Development (Sauryamitra through IL&FS) Training
for ITI passed 18 nos. suitable candidates from project affected families was
completed on 17.03.20 at Kanpur and Job offer letter were issued to 10 candidates. In
view of complete lock down situation in the country due to COVID-19 pandemic,
candidates could not give their joining.
ii. Efforts are being made to arrange skill development training for the project affected
youths through local private ITIs. In this continuation 143 local youths of project
affected villages (PAVs) were admitted in various trades of ITI programs. After
successfully clearing first year examination, 37 candidates of civil draftsmen & electro-
mechanics course admitted in second year.

iii. Further, as per settlement agreement with villagers on 23.01.21 & 27.01.21, 17
candidates from Project affected villages (PAVs) i.e. Rukanpur (Nagla) & Unchagaon
were registered for ITI training program for FY 2020-21. Classes could not commence
from 01.04.21 due to COVID guidelines issued by the administration in this regard.

6. Eye Screening Camps: Eye screening camps in four Primary/Junior high schools of
project affected villages Unchagaon & Jahanpur were organized in association with
Kailash hospital, Khurja on 05.03.20 & 12.03.20 respectively as part of social
responsibility. Total beneficiaries in these schools were 112 (70 boys & 42 Girls). Out of
these, 14 students were referred to Kailash hospital, Khurja for further Screening. Due to
COVID-19 the schools are closed presently. Further screening shall be done on reopening
of schools. LoA for organizing 5 eye camps in PAVs to Kailash Hospital, Khurja was
issued on 24.12.20. Four Eye camps were organized till date. Thus, total beneficiaries in
all the four camps organized so far are 226 & total patients identified for cataract surgery
are 40. In addition to eye camp, doctor’s team from CHC Muni also rendered their services
as a convergence during eye camps at village Dashahara & spread awareness about
COVID & diseases like TB & laparoscopy. Free masks were also distributed during camps.
7. CSR activities undertaken so far by the Project during COVID-19 pandemic:
 Prepared food packets (1075 Nos. lunch & dinner) were distributed to needy between
28.03.20 to 02.04.20.
 Prepared food packets (165 breakfast, and 405 Nos. lunch & dinner) were provided to
isolation centers for feeding quarantined persons between 02.04.20 to 06.04.20.
 Raw grocery worth ` 25,180/- was deposited in Food Bank of Government Community
Kitchen “Annapurna” through SDM, Khurja, & Marketing Inspector on 11.04.20.
 100 raw grocecry packets worth `90,000/- were deposited in Food Bank through SDM,
Khurja and Marketing Inspector on 15.04.20.
 200 Dry grocery packets (worth `1,39,000/-) were distributed to COVID-19 affected
needy & poor peoples of project affected villages.
 In order to contain spread of COVID cases at project site, Antigen & RT PCR Test
camps were organized on 16.04.21,17.04.21 & 20.04.21 at project in collaboration with
CHC Muni in which more than 250 employees of THDC, NTPC, BHEL, L&T & other
outsourced employees/security personnel were benefited.
 As per requirement of Distt Administration for clearing their liability towards creating
certain facilities for quarantine centers, ` 10 lacs were released to concerned party
under intimation to CMO & Distt Administration. Further, amount of ` 12 lakhs was also
released on 25.09.20 to concerned supplier on recommendation of Distt Administration.
ADM (Admn), Bulandsahar also issued a certificate to THDCIL Khurja for conveying his
thanks on behalf of Distt Administration on 21.11.20 for financial support.
 Observance of Swatchta Pakhawara: Sanitation kits containing Hand sanitizer,
sanitary pads, towel, mask etc were distributed to 90 girls of PAVs during
“SwachchhtaPakhawara”.
 So far, more than 3800 masks, 300 pair gloves, 640 liters of sanitizers & 450 liters of
disinfectant have been distributed at project & laborers engaged at project sites.
 Construction of toilets at Tehsil-Khurja was completed.
 As per the requirement of District Administration, PO was placed on 29.05.21 for supply
& installation of oxygen plant at VIIT, Bulandsahahr.

8. Skill development / personality development program:
i. As per requirement/demand raised by local youths for imparting vocational training &
personality development programme for 150 youths of Projected Affected Villages
(PAVs), LOA & MoU was signed with agency “Chaukhamba” on 22.03.21. Training
Center was inaugurated by SDM Khurja on 18.06.21 at Rukanpur Village. Around 250
students have registered for training course and training is in progress.
ii. Another training program for job orientated personality development and skill
enhancement (computer training) for 95 project affected youths/students was awarded
to Ch. RCC Trust on 18.06.21. The training center was inaugurated by GM (Project) on
28.07.21 at project affected village Uncha gaon. Around 95 candidates are attending
the programme including 45 women candidates.
9. Swatchta Pakhwara (16.05.21 to 31.05.21): Swatchta pakhwara was organized in the
project affected villages Rukanpur, Unchagaon, Dashera & Jahanpur w.e.f. 16.05.21 to
31.05.21. Awareness about prevention & containing the spread of COVID-19 was done
among the villagers & 250 nos sanitary kits containing sanitary pads, mask, soaps towel
sanitizer etc were distributed to needy & poor girls/elderly peoples of PAVs.
10. Baseline Survey &Need Assessment: Work for base line survey & need assessment for
project affected villages (10 Nos) of KSTPP was awarded to Department of Social
Science, Delhi University and MoU was signed on 16.06.21 at a total cost of Rs 4.04 lakhs.
Dr Malti, Dept of Social science, Delhi University visited CSR office on 03.07.21 and a
meeting was held with Gram pradhan/ Stake holders of affected villages regarding the
base line survey in their villages. Field visits in 8 villages completed. 50% of House Holds
(HH) in villages are selected for survey.
11. Construction of Community &Socializing Center at KSTPP: As per requirement of
villagers & project authority, Proposal for Community & socializing center to be constructed
for villagers as well as laborers working at project is under process.
12. Construction of Mukti dham in Village Dashera: Request was received from Gram
pradhan Dashera regarding construction of Mukti dham near the village dashera Kherli.
The location map after earmarking the boundary of Mukthi dham jointly signed by Gram
pradhan & revenue staff is awaited. Once the site map after marking of boundary is
received further action can be initiated.

Budget Estimate V/S Expenditure: Expenditure incurred during the month is ` 265.02 cr
against BE of ` 126.75 cr. Cumulative expenditure during F.Y. 2021-22 till Sep’21 is ` 835.23 cr
against BE of ` 735.70 cr.

Total expenditure incurred on Khurja STPP till Sep’21 is ` 2612.20 cr (including IDC ` 57.86 cr).

Completion Schedule:
The 1st Unit of the Project is likely to be commissioned by Feb’2024.

AMELIA COAL MINE
(UNDER CONSTRUCTION)

Background:
In order to meet out fuel requirement of the Khurja STPP, Ministry of Coal, Govt. of India has
allocated Amelia Coal Mine to THDCIL on 29.08.2016. The Allotment Agreement between
Ministry of Coal & THDC India Ltd has been signed on 15.12.2016.

Allotment Order of Amelia Coal Mine to THDCIL has also been issued on 17.01.2017, after
payment of Rs 33.10 cr as first installment of the upfront amount, Rs 4.5 cr as fixed amount and
submission of Bank Guarantee for Rs 250.99 cr. against Performance Security.

Coal Mine Capacity:


Net Geological Reserve in Amelia Coal Mine is 162.05 Milliontonne (OC) out of this Extractable
Coal Reserve is 139.48 Million tonne.

Present status is as follows:


Various works related to Amelia Coal Mine remain suspended since 25.03.2020 in compliance
to order of Govt. of India declaring complete “Lockdown” due to COVID-19 pandemic. However,
in Compliance to MHA order dt 15.04.2020, thework was re-started w.e.f. 20.04.2020 with
limited available resources and taking all prescribed safety measures and precautions against
COVID-19. Accordingly, the progress of the works is as under:
Land:
Detail about Land of Amelia Coal Mine is as follows:
 Stage-I Forest Clearance was accorded by MoEF&CC, GOI for diversion of
843.76 ha forest land on 12.12.2018.
 MoEF&CC has granted Stage-II Forest Clearance on 15.02.2021.
 THDCIL vide letter dtd.25.02.21 has requested APCCF(LM), Bhopal for
earliest handing over of the forest land of Amelia Coal Mine to THDCIL.
Forest  As per directions of APCCF (LM), GoMP, Bhopal, compliance of the
Land conditions of Sage-II FC are being done by THDCIL in consultation with DFO,
843.76 Ha Singrauli.
 Construction of pillars along Boundary has been taken up by THDCIL and the
& work is under progress.
 Fencing work & afforestation of the safety zone (7.5 m within mining lease
Forest area) of coal block is proposed to be executed through MP Rajya Van Vikas
Clearance Nigam Ltd. Cost estimate from MP Rajya Van Vikas Nigam Ltd received on
23.09.2021. Signing of MoU with MP Rajya Van Vikas Nigam Ltd shall be
done shortly.
 As decided in the Sec. (Power) & Chief Sec. GoMP Meeting on 24.09.21,
Priority-1 land (137 Ha) is expected to be handed over by Jan-2022 after
felling of trees.

Revenue  District Collector, Singrauli granted permission on 13.09.2021 to enter and


Land start mining work in Govt. land of Coal Block.

178.13 Ha Anganwadi etc., private houses and felling of trees has to be done before

entering & starting mining work.

 As per the order dated 22.05.2020 issued by Hon’ble Court of Collector,


Singrauli, THDCIL has deposited Rs. 39.76 Cr. against premium & bhu-bhatak
of land and cost of Govt. & private properties.

 THDCIL vide letter dtd. 01.10.21 requested District Collector, Singrauli for
issue of necessary direction to concerned department for compliance of above
conditions mentioned in the permission order at the earliest.
 53.13 Ha Govt. land of village Pachaur, Tehasil-Sarai, Distt. - Singrauli has
been identified for development of R&R colony to resettle the displaced
project affected families of Amelia Coal Mine Project. Proposal for allotment of
53.13 Ha Govt. Land of village-Pachaur was submitted on 26.10.2018.

 R&R policy has already been approved by Commissioner, Rewa and


communicated to THDCIL on 03.01.2020.

 Rs.13.47 Cr. (Rs. 4.89 Cr. on 25.08.2020 + Rs. 8.58 Cr on 30.03.2021) as


premium for said land including cost of properties has been deposited to
Collector, Singrauli for transfer of above land.

 District Collector, Singrauli has been requested vide letter dated 30.09.2021
Revenue for issue of necessary direction for handing over of 53.13 Ha Govt. land for
Land (R&R development of R&R colony in village pachaur and to distribute compensation
site) to affected families.
53.13 Ha
Work of R&R Colony:
 579 PAFs residing in project area are entitled for resettlement benefits as per
R&R policy.

 Options are being taken from PAFs and so far 515 nos families have given
their options. Only 75 PAFs have opted for Constructed houses.

 MoU signed between THDCIL & MPHIDB for leveling work on 28.09.21

 Site Levelling shall be completed by Feb-22 and development of Plots,


Roads, Drains, etc. shall be completed by Apr-22.

 Possession of Priority-1 land (39 Ha) from PAFs shall be completed by Jun-
22.
 The revised award was declared by the Collector on 31.08.2019. THDCIL
has already deposited an amount of Rs.126 Cr. against compensation for
private/tenancy land and Special Package/ Ex-gratia. for acquisition of private
Tenancy land.
Land  THDCIL has given consent to pay other claims if any as per demand of
337.35 Ha Collector, Singrauli.
 There are approx. 950 land holders, out of which Compensation & Ex-Gratia
Amount has been distributed to 792 land holders/interested person and they
have given undertaking (Samarpan Patra) for handing over their land.

 R&R policy has already been approved by Commissioner, Rewa and
communicated to THDCIL on 03.01.2020. There are 579 displaced families,
eligible as per approved R&R policy for resettlement benefits who are residing
in project area.
 Options to be taken from these 579 displaced families is under progress by
the committee of three members constituted by Nayab Tehsildar on 19.01.21
for the following:-
 (a) Constructed House in R&R Colony; (b) Plot and Rs. 5 lakhs in lieu for
construction of house; (c) Rs. 7 lakhs in lieu of house and plot.
 41 cases out of 53 cases involving about 400 land losers/beneficiaries have
been disposed of. Balance 12 cases are pending in the Court of Collector,
Singrauli.
 Expeditious disposal of pending cases and payment to balance 158 PAFs is
required by District Administration, Singrauli.

8 MVA Power supply connection for Amelia Coal Mine:


 As per letter dated 21.01.2020 of Superintending Engineer, MPPKVVCL, Waidhan,
application for 8 MVA power connection has been made online on 24.01.2020 and
registration charge deposited on 30.01.2020.
 Rs. 3.57 Cr has been deposited to MPPKVCL, Jabalpur on 20.03.2020 against the
demand note.
 An agreement for Connection of 8 MVA HT Linehas been executed between THDCIL
and MPPKVVCL on 02.05.2020.
 THDCIL vide letter dated 24.08.2020 requested MD, MPPKVVCL to execute the
construction of double circuit 33kV line on deposit work basis.
 THDCIL vide letter dated 08.10.2020 requested MPPKVVCL to submit estimate fer
construction of 02 Nos. of 33 KV Bay line and also stated that responsibility of ROW will
be of MPPKVVCL, since amount of Rs 2.00 crores has been kept in the estimate
sanctioned by MPPKVVCL.
 EE(O&M), MPPKVVCL vide letter dated 17.10.2020 informed THDCIL that responsibility
of ROW will be of consumer and estimate for construction of 02 Nos. of 33 KV Bay line
will be submitted separately.
 SE, MPPKVVCL vide letter dated 13.11.2020 requested THDCIL to deposit Rs 18.29 Cr
for construction of double circuit 33kV line on deposit work basis.
 THDCIL vide letter dated 18.11.2020 requested to revise the estimate and submit
estimate for construction of 33 KV bay.
 THDCIL vide letter dated 27.11.2020 requested SE, MPPKVVCL to submit their consent
for deduction of Rs. 2.00 crores (Provision of 2.00 crores has been kept against ROW) in
the estimate submitted by MPPKVVCL as communicated earlier that ROW will be
responsibility of consumer i.e. THDCIL.
 MPPKVVCL vide letter dated 16.12.2020 submitted revised estimate amounting Rs.
13,15,11,430.00 (Excluding GST) based on current rate schedule of MPPKVVCL.
 Proposal was evaluated in respect of advantages and disadvantages of the two options:
a) Award of work to MPPKVVCL on 100% deposit basis.
b) Award of work to contractor through Open Tender by THDCIL.
 Administrative approval for award of work for construction of 33 KV HT Power Line
(Double Circuit) for 8 MVA Power Supply Connection through Open Tender by THDCIL
has been granted.

Diversion of 3 Nos. of HT lines:


 MOU for diversion/shifting of existing 3 Nos. HT lines passing through Amelia Coal Mine
has been signed with PGCIL on 28.03.2019. Further, an amount of Rs.19.14 Cr. has also
been paid on 28.03.2019.
 The work of shifting of HT Lines has been awarded by PGCIL to M/s R. S. Infra, Noida
on 28.11.2019 at an awarded cost of Rs. 45.12 Cr.
 THDCIL has released an amount of ` 22.26 Crs. to PGCIL against 3rd Demand Note on
31.03.2021.
 45 out of 46 Nos. Tower Foundation has been completed. 01 No. foundation is under
progress.
 Erection of 35 Towers has been completed. Erection of 02 towers is under progress.
 9.1/11.6 km tree cutting work completed for line corridor area. (Tree cutting for Double
Ckt Portion completed & Multi-Ckt portion under progress)
 Stringing work completed in 4.13kms out of 15.57 kms. Stringing work in 1.7kms is in

 Bird Divert as per Forest Department Guideline/approval to be supplied.

Forest Clearance for diversion/ shifting of existing 3 Nos. HT lines:


 Stage-I approval has been granted by MoEF&CC on 13.02.2020 for 29.2 Ha land.
Demand Note against 29.2 Ha has been received. Fund deposited against NPV & CA –
CAMPA charges on 20.03.2020. Supervision charges of CA deposited on 01.05.2020.
 Demand note for medicinal scheme received on 12.06.2020. Medicinal scheme payment
on CAMPA and Supervision charges were made on 19.06.2020 & 24.06.2020
respectively.
 Letter issued by APCCF Bhopal on 24.06.2020 regarding finalization of tree felling
scheme. Tree felling activities on all 36 locations has been completed by forest
department.
 Final working permission from DFO, Singrauli has been received on date 12.01.21.
 Foundation activities has been started in forest area from 18.01.21.
 Letter from DFO, Singrauli for tree marking / felling in line corridor is issued on
16.02.2021.
 Tree marking in line corridor has been completed.
 Tree cutting work started in forest area on 16.07.2021. 7.2/11.6 km tree cutting work

Grant of Mining Lease:
 Mining Lease of Amelia Coal Block has been granted on 16.08.21 by Mineral Resources
Department, GoMP.
 Mining lease deed of Amelia Coal Mine has been signed between THDCIL & District
Collector, Singrauli on 24.08.2021.
 THDCIL has also deposited Rs 78.60 crs for Stamp duty & registration fee on 02.09.21
against the demand raised by District Mining Officer.
 Mining lease deed has also been registered in the office of Registrar, Singrauli on
06.09.2021.

Revised Mining Plan:


 Mining Plan (including Mine Closure Plan) with revised PRC 5.6 MTPA has been
approved by MoC on 13.03.2020.
 However, MoC vide letter dtd.13.01.2020 has given observation for carrying out detailed
exploration and preparation of Geological Report of Amelia Coal Mine.
 In compliance to observations of MoC, work of detailed exploration and preparation of
Geological Report of Amelia Coal Mine has been awarded to CMPDIL vide LOA
dtd.17.02.2020.
 CMPDIL has started the exploration work from Feb-2020. Drilling and Geophysical
logging of 34 Boreholes out of total 35 bore hole in non-forest area has been completed
till 30.07.2020
 Resistivity Imaging Line work has been started for forest land by CMPDIL after grant of
formal permission from DFO, Singrauli on 30.01.2021.
 Total 27.20- line Km out of 32.00 -line Km resistivity imaging survey has been completed
by CMPDIL till February’2021.
 DFO, Singrauli vide letter dtd. 08.07.21 has given formal permission to carry out drilling
activities in forest area of Amelia Coal Mine.
 Drilling & Exploration activities have been resumed by CMPDIL on 29.07.2021 in the
forest area of Amelia Coal Block. Drilling and Geophysical logging of 05 no. Bore Hole
out of total 51 Bore Holes in forest area has been completed and drilling of 03 no. Bore
Holes is in progress.

Infrastructure Works:
Camp office of THDCIL is functioning at Waidhan, Distt. Singrauli, MP.

Consultancy Work:
The contract for consultancy services related to Amelia Coal Mine for Preparation of Detailed
Project Report (DPR), Demarcation of periphery, advice on various statutory clearances /
approvals, tender processing for selection of Mine Developer and Operator (MDO) etc. has
been awarded to JV of SBI Capital Markets Ltd. and Central Mine Planning & Design Institute
Limited (CMPDIL) on 20.04.2017.

Detailed Project Report:


 Revised Project Report of Amelia Coal Mine for 5.6 MTPA has been submitted to THDCIL by
CMPDIL on 29.05.2020.

Mine Developer and Operator (MDO):


 Amelia coal mine shall be operated by MDO mode. SBICAP is appointed as a consultant vide
LOA dated 17.09.2020 for preparation of Tender documents and bid evaluation process till

appointment of MDO for Amelia Coal Mine on the basis of revised Mining Plan and Revised
Project Report prepared by CMPDIL.
 NIT for appointment of MDO has been published on 26.11.2020.
 Bids have been opened on 04.06.21 are under evaluation.
 Award is expected by October 2021.

Coal Evacuation Corridor & Railway Siding (CEC & RS):


Total 27.47 Ha land falling in the coal evacuation corridor & railway siding has been identified.
Out of 27.47 Ha land, 0.74 Ha land is falling in Private/ tenancy (337.35 Ha) land. Distribution
of balance 26.73 Ha land which is in process of acquisition is given below:

 FC-I for diversion of 0.87 Ha Forest land has been issued by Chief Conservator of Forest,
Bhopal (MP) vide letter dated 23.09.2021.

 As decided in the Sec. (Power) & Chief Sec. GoMP Meeting on 24.09.21, the process of

(NEW PROJECTS- Through JVC)

1. UTTAR PRADESH

 MNRE has allotted THDCIL to develop UMREPPs through SPV in the state of Uttar
Pradesh.
 Formation of JV Company with equity participation of THDCIL and UPNEDA in the ratio
of 74:26.
 Total capacity of UMREPPs to be developed is around 2000 MW.
 The JVC will get Central Financial Assistance @ Rs. 20 Lakhs per MW or 30% of the
project cost, whichever is lower, for development of internal infrastructure including cost
of transmission to the CTU/STU point.
 The Authorized Share Capital of the JVC shall be Rs. 50 crore initially.
 To start the activities of JVC, the initial Paid-up Share Capital of the JVC shall be Rs. 10
crores.
 The Proposal for formation of JV Company has been approved by UP cabinet on
16.06.2020.
 MoU between THDCIL and UPNEDA for formation of JV has been signed on
06.08.2020.
 JVC between THDCIL and UPNEDA has been registered on 12.09.2020.
 In-principle approval has been accorded by MNRE to TUSCO Ltd (JV of THDCIL and

 DM Lalitpur has finalized the lease rent of Rs. 20000/acre/year with an escalation rate
of 5% after every 3 years; payable for the procurement of private land.
 Director, UPNEDA vide his letter dated 11-08-2020 has requested DM, Lalitpur to
transfer Gram Sabha land in favour of Department of Additional Sources of Energy,
Government of Uttar Pradesh and to provide a closer map indicating the contiguous
land along with approach roads.
 Presently in Lalitpur,1823.01 acre (1240 farmers) Private land and 976.72
acreGovt/Gram Sabha land (total 2799.73 acre) has been identified for development of
600 MW UMREPP by NTPC. Out of 1823.01 acre Private land, consent letters from
farmers for about 1326.79 acre (885 farmers) have been obtained and consent letters
for balance 496.22 acre (355 farmers) land is yet to be obtained.
 Advocate at UMREPP, Lalitpurhas been appointed.
 The work for Carrying out Topographical Survey for UMREPP Lalitpurwas awarded to
IIT Roorkee andthe final Report has also been submitted by IIT Roorkee and the same
has been incorporated in DPR.
 Geotechnical work (Soil investigation) has been awarded to M/s CENGRS
Geotechnical Pvt. Ltd. Final Geo-Technical Report for UMREPP, Lalitpur had been
prepared and submittedand the same has been incorporated in DPR.
 The preparation of DPR was awarded to NTPC on 20.10.2020. Final DPR Report for
UMREPP, Lalitpur had been prepared and submitted by NTPC Ltd, the consultant on
19.03.2021 and the same had also been submitted to MNRE/SECI on 19.03.2021.
 SECI has sent some observations on the DPR submitted by TUSCO Ltd. The reply has
been sent to SECI/MNRE on 13.05.2021. The updated DPR (R1) has also been
submitted to SECI /MNRE on 13.05.2021. All replies to the points raised by
SECI/MNRE have been accepted by SECI. However, Confirmation on water bore
holes, Grid connectivity and the Principal Secretary committee meeting for finalising the
financial model is to be finalised and submitted to SECI/MNRE.
 The lease agreement signing with farmers has been started from 29.07.2021 and till
30.09.2021, total 231Nos lease deed agreements have been registered.

600 MW Solar Power Park in Tehsil- Grautha, district Jhansi:
The 600 MW UMREPP in Jhansi is planned to be established in Tehsil Garotha district
Jhansi in U.P. All the Revenue Maps of the Land have been obtained. Both the Govt Land
&Pvt Land is being marked on the Revenue/ Sajra Maps after due consent of the Land
Owners/ Farmers. EoI/Consent letter from Farmers/Land Owners has been obtained/is in
Progress. The DM, Jhansi has forwarded the Land Proposal to Director UPNEDA on
27.07.2020 for establishing a 600 MW UMREPP in GarothaTehsil, district Jhansi, UP as

 Regarding grid connectivity for Lalitpur and Jhansi Solar Power Parks, a meeting had
been held with Director (Planning & Commercial) and Director (operation) UPPTCL at their
HQ, Lucknow on 20.07.2021. UPPTCL have conveyed their In-Principle agreement for the
grid connectivity/Power Evacuation vide their letter dtd 22.07.2021, subject to completion
of certain formalities for establishment of 765 kV Substations under GEC-II.

Further, UPPTCL have assured to complete the Power Evacuation for the Solar Parks
within the estimated time period of 2.5 years paripasu with commissioning of Solar Parks.

The meeting of the committee headed by Addl. Chief Secretary (Energy) has been held on
10.08.2021. The committee approval on DPR is one of the Pre-requisites for obtaining
approval of DPR from MNRE, GoI and subsequently, to avail the CFA for the Solar
Park(s).

In the meeting, TUSCO Ltd has requested ACS (Energy), GoUP to expedite the signing of
PPA with UPPCL and for power evacuation system with UPPTCL. It was also requested
that Gram Sabha land shall be transferred, free of cost, in favour of
Department of Additional Sources of Energy, GoUP (Administrative Dept. of UPNEDA) in
pursuance of GO No. 1694/ 45-िव).अित.ऊ. ो.िव/(.2015 dtd 21.12.2015.

800 MW Solar Power Park in Tehsil – Mau, district Chitrakoot :

 Committee has been constituted by DM (Chitrakoot), under the chairmanship of ADM


(Chitrakoot) and other members as SDM (Mau), Assistant Inspector General Registration
(Chitrakoot), DGM (Solar, TUSCO Ltd.) and Project Officer (UPNEDA) for lease rent and
other works related to possession of Land for UMREPP, Chitrakoot. The 1st meeting of
the committee was held on 01.02.2021.A meeting with the farmers of village
Gahur&MankaChatani has also been conducted along with SDM (Mau), Tehsildar, and
PO, UPNEDA. DGM (Solar) informed that 70% consents of farmers are expected to be
received by 31st March 2021.
 The Transit camp at Tehsil, Mau has also been opened on 19.02.2021 and Sh. Harsh
Bansal, Sr. Engineer has been deputed in the transit camp. The possession of office in
Tehsil has also been taken and the work of renovation has been completed.
 At present land of following 4 villages namely Gahur, KatiyaDandi, MankaChatani and
Khargdaha in Mau Tehsil of Chitrakoot total 3005 acre (Private land-2175 acre and Govt.
land-830 acre) has been identified.

 DM Chitrakoot has finalized the lease rent of Rs.14000/acre/year with an escalation of 5%
after every 3 years payable to the farmers against their land giving to TUSCO on the
Lease basis.
 The Proposal for installation of 800 MW Ultra Mega Solar Power Park at Mau,
Chitrakootwas prepared and submitted through Director, UPNEDA to MNRE for its formal
approval vide Letter no. TUSCO/LKO/CEO/2021-22/299 dtd 21.07.2021.
 In-principle approval has been accorded by MNRE to TUSCO Ltd on 18.08.2021 for
setting up of Solar Park of 800MW in Chitrakoot district of Uttar Pradesh vide MNRE letter
No. 320/10/2021-NSM dtd 18.08.2021.
 Till 30.09.2021, total 395 no. of EOI have been signed. Land of one or two more villages
are also planned to be identified to make the total land around 4000 Acres to
accommodate 800 MW in district Chitrakoot.
 Regarding grid connectivity for the Solar Power Park, STU/CTU both power evacuation
facilities are available within 25 Km. Letter has been written to UPPTCL for providing
evacuation system with STU.

JHELUM TAMAK HEP (108 MW) IN UTTARAKHAND
(NEW PROJECT)

Jelum Tamak Hydro Electric Project (108 MW) is Run-off-River scheme on river Dhauliganga, a
tributary of Alaknanda and located near Jhelum and Dugtu village, Chamoli district, in
Uttrakhand, 52km from Joshimath. Project involves construction of 28m high Barrage.The
underground power house will be located near village Khuttia and Tamak and HRT is horse
shoe shaped on right bank of the river.

01 Nov’2012 Land case for stage-1 forest clearance of 88.29 Ha land was submitted
to GoUKon30.11.2012.Meeting with Principal Chief Conservator of
Forest, GoUK has been held for approval of CAT Plan.
02 04.12.2012 Updated DPR for installed capacity of 108 MW submitted to CEA for
examination.
03 06.06.2013 Proposal for environmental clearance put up to Expert Appraisal
Committee (EAC) in its 67th meeting.EAC asked to submit a detailed
note with plans of Nandadevi Biosphere Reserve (NDBR) and Valley of
Flowers (VOF) on the cumulative impact of Dhauli Ganga projects for
consideration of EAC in their next meeting.
04 13.08.2013 Hon’ble Supreme Court (SC) issued directives to MoEF and GoUK not
to grant any Environment Clearance / Forest Clearance for any HEP in
the state of Utttarakhand till further orders. Hon’ble SC further directed
MoEF to examine, as noticed by Wildlife Institute of India in its report,
as to whether the proposed 24 projects (JelumTamak one of them) are
causing significant impact on the biodiversity of Alaknanda and
Bhagirathi River basins.
05 05.03.2014 Defence Clearance granted by Ministry of Defence.
06 06.09.2014 THDCIL also filed a writ petition in Hon’ble Supreme Court
representing the case of JhelamTamak HEP.
07 May’15 An Expert Body (EB) was constituted as per direction of Hon’ble
Supreme Court consisting member from 6 specific HEPs namely,
LataTapovan (171 MW), JelumTamak (108 MW) Kotlibhel 1A (195
MW), Alaknanda (300 MW), Khiro Ganga (4 MW), Bhyunder Ganga
(24.3 MW).
08 06.01.2016 In accordance with recommendations of Expert Body (EB), MoEF in its
affidavit recommended three projects for implementation to NTPC and
NHPC (02 Nos) and. MGR Energy (01 No) were asked to carry out
design modifications.
Recommendation of EB noted that Jhelam Tamak Project had not yet
obtained necessary clearances like forest clearance and environment
clearance, as such not reached the ripe stage for examination
regarding its acceptability for implementation. Thus, EB expressed its
inability to recommend implementation or rejection. MoEF&CC in its
affidavit dated 05.11.15 filed with Hon’ble Supreme Court intimated the
same noting.
09 Apr’2018 As per draft recommendation of Expert Body on environmental flows,
CEA vide letter no. 207/22/2015/HPA-I/277 dated 06.04.18 directed to
submit the revised chapter on Power Potential Studies considering

Environmental Flows.
10 May’2018 The chapter on Power Potential Studies considering revised
Environmental Flows has been sent to CEA on 17.05.18.Final decision
in the matter is awaited.
11 Jul’2018  Reply on comments of CSMRS relating to carry out the balance
investigations at this stage has been submitted vide letter Dtd.
23.07.2018 with a request that to continue the conditional clearance
dtd. 15.12.2015 since Hon’ble Supreme court directives of 2013 the
project site is completely demobilized and fate project is still
uncertain. The drift excavated for Machine hall have been covered
by muck from rock widening taken up by State Government.
12 Aug’2018  In reference to NGT order Dtd. 09.08.2017 GOUK vide letter Dtd.
05.06.2018 fixed the E-flow as 15%, CEA has been requested
through letter Dtd. 29.06.2018 to reconsider the need for revision of
PPS chapter of Jhelam Tamak (108 MW).
 CEA vide letter Dtd. 01.08.2018 informed that e-flow as
recommended in the draft report of EB-II shall be considered for the
project. CEA forwarded comments on the PPS chapter and
suggested for checking of economic viability of the project at the
revised IC 90 MW.
 The comment of CEA has been forwarded on 20.08.2018 to
consultant (SLEI) for reply on the comments on PPS chapter.
13 Sep’ 2018  SLEI submitted draft reply in reference to the comments of CEA on
PPS chapter on 26.09.2018 which were reviewed and, SLEI was
asked to submit the details in the PPS Chapter for onward
submission to CEA.
14 Oct’2018  In continuation to the draft reply dtd. 26.09.2018, Consultant
submitted the revised chapter of PPS (90 MW) on 09.10.2018
considering tentative head loss effecting revision in sizes of major
components as necessitated due to the e-flows suggested by CEA
i.e. as per draft report of E-B-II.
 The government notification vide Press Information Bureau Govt of
India MoWRdtd. 10.10.2018 has recommended the e-flows which
are different from the earlier e-flow recommendations by EB-II. In
the ight of this, CEA vide letter dtd. 25.10.2018 has been requested
to confirm the e-flows that are to be considered for checking the
economic viability of the Jhelam tamak HEP, as the adoption of
revised E-flow will have considerable impact on design of water
conductor system, power house and the installed capacity of the
project.
16 Dec’2018 In reference to THDCIL letter 25.10.2018 vide which revised Power
Potential Studies of Jhelum Tamak considering E-flows as per EB II
was submitted, CEA has advised vide their letter dtd. 02.11.2018 to
examine the economic viability and revise the chapter on Power
Potential Studies considering E-flows as per the Gazette Notification
dated 10.10.2018.
17 Jan’2019 In reference to CEA letter Dtd. 02.11.2018 revised Power Potential
Studies of Jhelum Tamak HEP has been submitted to CEA vide
letter dtd.22.01.2019 considering e- flows as per the Gazette
Notification 10.10.2018.

18 Feb’2019  In reference to the submitted Power Potential Studies of Jhelum
Tamak HEP on 22.01.2019, CEA has advised vide letter dtd.
07.02.2019 for tariff calculation along with Benefit –Cost analysis
from IC 81 MW to 108 MW for ascertaining the commercial viability
of the project and for submission of Power Potential Studies based
on the latest continuous water availability series duly approved by
CWC.
 Gauge- Discharge data at Joshimath, Distt. Chamoli, Uttarakhand
from June- 2008 to May-2018 has been requested from CWC vide
letter dtd. 31.10.2018 & 20.02.2019 which is required for updating of
water availability series of the project.
19 Mar’2019  Intimation from CWC, Dehradun for issuance of the Gauge-
Discharge data at Joshimath from Jun’2008 to May’2018 on
depositing of Rs. 8.25 Lakh has been received on 25.03.2019.

21 May’2019 In addition to CEA’s Feb’2019 comments, CEA vide letter dated
10.04.2019 also desired revision in PP study on the basis of latest
continuous water availability series duly approved by CWC. (Existing
hydrological series is up to May’ 2008).
-THDCIL vide letter dated 02.05.2019 informed CEA that due to
persistent uncertainties on the project, it would be prudent to take up
the further activities/studies of the project only after final decision of
Hon’ble Supreme Court.

-Further, in review meeting dtd.20.05.2019, CEA suggested to check


the viability of the project within a month considering revised e-flow
guidelines as per gazette notification and benefits of new hydro policy,
keeping the installed capacity same and accordingly appraise to CEA.
Accordingly, Viability Study has been submitted to CEA vide letter
30.05.2019.(Tariff Rs. 5.36 per kWh on PL at Dec. 2018).
22 Aug’2019  CEA vide letter No. 2/UTR/10/CEA/2008-PAC/607-29 Dtd.
08.08.2019 informed the following:
 In view of the revised e-flow release as notified in the Gazette
notification dtd. 08.10.2018, the project is technically not viable for
the IC of 108 MW which is likely to be reduced.
 The project is included in the list of 24 HEP’s under review by
Hon’ble Supreme Court and fate of the project will depend on the
decision of the Hon’ble Supreme Court.
 The DPR of JhelamTamak HEP (3x36 MW) is hereby deemed
returned and all the partial clearances issued till date are rescinded.
 The DPR may be re-submitted with revised IC as per the New
guidelines of CEA issued in January 2015 namely “Guidelines for
Formulation of DPR for HE schemes, their acceptance for
Concurrence.
23 Dec’ 2019  As a result of Force Majeure the contract “Consultancy services for
preparation of DPR of Jhelum Tamak HEP” has been foreclosed
from 30.11.2019.
24 Mar’2020 In reference to the meeting chaired by Chief Engineer (HPP&I) held
in CEA on 03.01.02019 to review the status of hydro Purchase
Obligation (HPO) trajectory, the desired 'Power Potential Study and

BOKANG BAILING HEP (200 MW) IN UTTRAKHAND
(NEW PROJECT)

Bokang Bailing HEP-(BBHEP) is on river Dhauliganga (a tributary of Kali / Sarda river) in


District Pithoragarh in the state of Uttrakhand with a proposed installed capacity of 200 MW.
The project is approachable from Tanakpur-Khela and is located at a distance of 310Km from
Tanakpur. The nearest rail head is located at Tanankpur and nearest airport is located at Pant
Nagar (Udhamsingh Nagar). The project involves construction of 136m high concrete dam.

The brief chronology of events is tabulated below:

accorded permission for drilling / drifting activities at project site.
05 02.07.2013 DIG (Wild Life), MoEF, GoI requested Chief Wildlife Warden
(CWLW), GoUK to submit some documents so that the proposal can
be considered by NBWL. All the documents were submitted to DIG
(Wild Life).
06 25.07.2013 Govt. notification that, villages Bailing &Tidang, where project is
proposed is excluded from the protected Askot Musk Deer Park
Sanctuary.
07 12.08.2014 The proposal considered by NBWL & GoUK has agreed to permit
THDCIL for Survey & Investigation works as the project lies outside
the protected area.
08 12.10.20 15 Hon’ble Supreme Court, in its judgment vacated its earlier order of
not granting any environmental and forest clearance except for 24
projects in Alaknanda-Bhagirathi river basin. Project does not fall in
list of 24 projects and also excluded from boundaries of Askot Musk
Deer Sanctuary.
09 Apr–Jun’20 -Single lane road has been cut up to Tidang Village. Stabilization
18 measures under progress.
-THDCIL is in the process of preparation of DPR of the Project.
-The Survey work through Digital Elevation Model (DEM) including
Geological mapping for dam site, hydrological studies for the Project
completed
-Local bench marks 03 each in Dam; Reservoir & Power house area
installed.
-Geophysical studies in Dam area submitted to CEA.
-Hydrological Study principally approved by CWC on 27.04.18 on the
basis of approved discharge series, Power potential study has been
completed and submitted on 28.06.18.
10 Aug’2018 -The Ist Consultation meeting was held in CEA.
-BBHEP identified during re-assessment studies as Run of river
(ROR) scheme and subsequently PFR of the project by WAPCOS as

storage scheme.
-Denied the studies conducted by THDCIL for storage dam as
having very small storage of 49MCM available with dam height of
160m and also relatively much high tariff.
-As observed by GSI that the geology is not supportive for
construction of concrete gravity dam and it may face
difficulties/challenges especially in the right abutment.
-Director GSI advised to drill at least 03 bore holes on proposed dam
axis (one hole each at left bank, right bank and river bed for further
geological investigation at the end of Sept’2018.
-CEA advised to hold a joint meeting with GSI and CWC to review
the test report of above bore holes.
-Director HPA-I advised to carry out the power potential studies
based on longest continuous water flow series instead of broken
series.
-Director HE&TD suggested that BVC may be required as 9.40long
HRT is envisaged including exploration of possibility of semi surface
power house by slightly shifting it in the D/S from existing location.
- First consultation meeting held on 07.08.2018 in CEA. MoM issued
by CEA on 14.08.2018 and it was decided that the Developer should
go ahead with development of RoR scheme. It was decided that to
finalize the type of dam three drill holes shall be drilled at Dam axis
on urgent basis and on the basis of drill hole results THDCIL, CWC
and GSI shall jointly finalize the type of Dam.
 It was also decided to explore the possibility of semi surface
Power House by slightly shifting it in the downstream from the
existing location.
 In reference to MOM of Ist Consultancy meeting DGM New
project, NTT has been informed that three to four drill holes
(maximum depth 80 m approx.) shall be undertaken at proposed
dam axis on urgent basis by the middle of Sep’2018.
 Confirmation of FRL and TWL for Bokang Bailing HEP has been
requested from GOUK vide letter Dtd. 10.08.2018 as desired by
CEA.
 S&E department informed that for filling the Form-1 for scoping of
preconstruction activity, they required certain documents. The
desired documents have been provided to S&E department except
Survey of India Toposheet, which is being pursued by S&I Wing.
 The technical bids for the engagement of the DPR Consultant
have been opened on 07.08.2018. Technical evaluation is going
on.
11 Sep’2018  Reply of CEA comments dt. 30.7.2018 on the PPS study have
been submitted vide letter dtd. 25.09.2018.
 Reply of comments received from FE&SA, CWC vide letter dtd,

17 Mar’2019  Engagement of Consultant for preparation of DPR of
BokangBailinghasbeen awarded on JV of M/s JSC “Institute Hydro
Project” Moscow, Russia (Lead Partner) and M/S Sai Engineering
Foundation on 12.03.2019.
18 Apr’2019  As informed by project site office that,due to heavy snowfall in the
area this long winter season and slow melting of snow, the project
site road approach could be functional by 20.05.2019.
 A project site visit of consultant from HPI for Bokang Baling HEP is
planned after 20.05.2019 subject to road condition to project site.
19 May’2019  Drilling & drifting equipment shifted to Dam site on 02.06.2019
subsequent to clearing of approach road by CPWD. However, the
approach road is frequently getting disturbed at glacier drain
locations due to increased discharges. Discharges are expected to
be stabilized by 02nd week of June’2019.
 Site visit alongwith DPR consultant is scheduled from 06.06.2019
to 12.06.2019 subsequent to confirmation of clearance of
approach road from site on 30.05.2019.
 Regarding confirmation of FRL and TWL for Bokang Baling HEP,
Chief Secretary, GoUK has been requested vide letter dtd.
07.05.2019.
 A Meeting was held with Secretary (Energy), GoUK on 31.05.2019
and it was agreed that the desired confirmation shall be provided
under a condition that free riverine stretch of 1km, as per
MoEF&CC guidelines, is kept between TWL of Bokang Baling and
FRL of D/s project that is ChungerChal HEP. .
20 Jun’2019  DPR consultants from JV of HPI Russia & SAI Engineering visited
Bokang Bailing Project Site from 08.06.2019 to 10.06.2019 at Dam
Axis Alt-1 & 2, Power House and Quarry Area. After site visit a
meeting with the JV and THDIL was held on 11.06.2019 at

Dharchula office of THDCIL.
 Drilling at Dam Axis was started on 09.06.2019. Drilling at Right
Bank, Dam Axis in 2 holes is in progress and 25-25 m drilling done

Unnao (U.P), thus the e-flows as per the ToR may not be
applicable to Dhauliganga River in Pithoragarh District. In this
regard, clarification from National Mission for Clean Ganga,
Ministry of Jal Shakti, GoI has been sought vide letter No
THDC/RKSH/S&E/F-125/102(E) Dtd. 04.12.2019.

- The requirement of Drawings for exploratory Drift on Dam Axis
along with co-ordinates was received from Project Unit vide letter
dated 30.05.2020. The drawings for the same have been issued
on 22.06.2020.
- A request letter for providing FRL and dam location of the project
ChungarChal HEP in downstream of Bokang Bailing was sent to
ED (Planning), NHPC, Faridabad on 24.06.2020 so that FRL/TWL
of Bokang Bailing HEP can be approved by GoUK.
33 Jul’2020 - Theexploration plan for 8 No. drill holes at Dam and Intake has
been provided to project site vide letter dtd. 09.07.2020.
- In reference to our letter dtd. 24.06.2020, NHPC informed that
FRL of ChungarChal HEP is EL 2780m and dam location is about
1.3 km upstream of Chal village vide letter No. NH/yojana/2779-80
dated 10.07.2020.
- Revised appraisal report on ‘Type of Dam and Geological
Investigation has been submitted to GSI, CWC & CEA vide letter
dtd. 27.07.2020 with a request for holding a meeting for decision
on Dam Type of Bokang Baling HEP.
34 Aug’ 2020 - In continuation to our report on Dam Typeand Geological
Investigation submitted on 27.07.2020, a proposal on “Treatment
of Concrete Spillway Foundation” was submitted to CWC, GSI,
CEA vide letter dated 06.08.2020.

sent to DPR consultant on 01.07.2020

35 Sep’ 2020 - The meeting “for finalizing the type of Dam and further geological
investigations work plan” was scheduled on 28.09.2020 through
video conference. Link for attending the virtual meeting were sent
to all concerned officials of CWC & GSI. But THDC received a
message from GSI on 27.09.2020 that GSI is unable to attend the
scheduled meeting due to some urgent work on 28.09.2020 and
therefore, the said meeting was postponed till further notice. At
site work for DPR preparation is in progress.
36 Oct.’2020 - A meeting ‘for finalizing the type of Dam and further geological
investigations work plan’ was held with CWC and GSI on
09.10.2020 through video conference.
- It was decided that Rockfill dam shall be studied in DPR.
However, core of clay or asphaltic concrete, shall be decided

&30.06.2021, GoUK has again been requested vide our letter
dated 30.07.2021 for issuance of confirmation letter of FRL and

and fro movements in a stretch of about 60km, thereby affecting
the supply of fuel, explosive, ration and material for drifts. Thus,
the work cannot be completed in this working season up to Nov.
2021.

MALSHEJ GHAT PSS (700 MW) IN MAHARSHTRA
(NEW PROJECT)
 To develop the hydropower in Maharashtra, Govt. of Maharashtra (GoMH) has allotted two
Pumped Storage Schemes namely, Malshej Ghat PSS (600 MW - now enhanced to 700 MW)
and Humbarli PSS (400 MW) to the Joint Venture (JV) of THDCIL and NPCIL.
 However, THDCIL has presently decided to take up the implementation of Malshej Ghat PSS
only.

The brief chronology of events is tabulated below:

April-13 has desired to discuss the issue with the concerned officials.
05 July’2013 Again Secretary (Power), GoI requested to Chief Secretary (GoMH) to
convene the meeting vide D.O. letter dtd. 24.07.2013
06 Jan’2014 Again Hon'ble Minister of Power, GoI vide letter dtd. 13.01.2014 to CM,
GoMH requested for personal intervention in the matter so that issues
are discussed & finalized at the earliest to facilitate signing of IA.
In reply, dated 24th Jan-14, Hon’ble Chief Minister, GoMH has
mentioned that matter is being examined through Principal Secretary
(Water Resources), GoMH and shall back to MoP, GoI at earliest
07 May’2014 Officers of THDCIL & NPCIL had a meeting with Principal Secretary
(CAD), GoMH in May’ 2014.
08 Jun’2014 D(T), THDCIL vide letter dtd. 05th June’2014 had requested the Chief
Secretary, GoMH for an early decision on signing of Implementation
Agreement for MalshejGhat PSS. Also, a meeting is held with Jt. Secy./
CE, WRD, GoMH by Addl. GM, Pune on 08.10.2014.
09 Apr’2015 -A meeting was held on 27.04.2015 under the Chairmanship of
Secretary (WRM & CAD) and THDCIL & NPCIL for discussion on Terms
& Conditions of Draft Implementation Agreement for Malshej Ghat PSS
in which the J.S. (CAD), C.E. (Hydro Project) and representatives of
MSEDCL were also present.
-During the meeting the Secretary (CAD) informed that the State Govt.

of Maharashtra is also willing to enter the JV as a partner for
implementation of the MalshejGhat PSS with state share of around 26%
to 30% in the JV.
-Secretary (CAD) requested THDCIL to give a Road Map regarding
issues and steps involved for implementation of Project through JV of
State Govt., THDCIL and NPCIL.
10 May’2015 THDCIL has submitted the road map for implementation of Malshej Ghat
PSS through the JV Company (along-with participation of State Govt. of
Maharashtra), to WRD, Mantralaya, GoM on 15.05.15 for their
consideration.
11 Nov’2015 A meeting was held under the chairmanship of the Hon’ble Chief
Minister, Govt. of Maharashtra, on 19.11.2015, during which it was
agreed upon for implementation of Malshej Ghat PSS (700 MW) through
the proposed JV of THDCIL, NPCIL and WRD with participation of State
in the JV with 30% equity (minutes of meeting issued by WRD,
Maharashtra on 04.02.16).
12 April’2016 A meeting was held by D(T), THDCIL with NPCIL on 04.04.16 at
Mumbai with their Director (Projects) regarding the future
implementation of Malshej Ghat PSS by the JV of THDCIL-NPCIL and
Govt. of Maharashtra.
Discussion included sharing of balance 70% of the equity of the new JV
between THDCIL and NPCIL. THDC from its side also expressed that
THDCIL will prefer the representation of NPCIL on the Board of the new
JV with THDCIL being the lead partner of the JV, as the development of
hydro power is the core strength of business of THCIL. NPCIL from its
side expressed that since firming up on sharing of the balance 70%
share, is an investment decision on development of Malshej Ghat PSS
project, they shall have to obtain the approval of their board on this
issue after the firm decision of WRD for allotment of the project to the
JV.
13 THDCIL, vide its letter dated 21.04.2016, requested NPCIL to submit its
consent on implementation of Malshej Ghat PSS through the JV of
THDCIL – NPCIL and Govt. of Maharashtra, and to inform their intended
share in the new JV.
14 THDCIL vide its letter dated 30.04.16 to WRD submitted its consent on
implementation of project through JV of THDCIL-NPCIL and Govt. of
Maharashtra with 30% equity participation of Govt. of Maharashtra in the
new JV. However clarified that the distribution of balance share between
THDCIL and NPCIL shall be finalized after approval of the Board of the
respective PSUs.
15 May’2016 The WRD Maharashtra, has initiated the process for obtaining
comments of four Departments wiz Planning Deptt., Finance
Department, Department of law & Judiciary, and from Energy
Department of Maharashtra Govt. for obtaining necessary approval of
the Infrastructure Committee of the GoMH on implementation of the
Malshej Ghat PSS through the JV of THDCIL-NPCIL and Govt. of
Maharashtra on 20th May’2016.
16 The final comments from Energy department after consultation with
MSEDCL have now been received in WRD, GoMH. Wherein it was
indicated that presently there is a surplus power in the state and have
additional power from their state owned GhaatGhar PSS and Koyne

HEP. Moreover, they have mentioned that the power from Malshej Ghat
PSS at DPR conversion cost of Rs. 2.89 per unit and with 25%
conversion Loss, may not be affordable to them. However, they may
consider for purchase of peak power in future from MalshejGhat PSS at
a conversion cost of Rs. 1.20 per Unit.
17 Feb’2017 CMD, THDCIL in this regard had a meeting with Secretary (CAD) on
20.02.17, wherein the Secretary (CAD) has explained that in view of
comments of Energy Department and the surplus power in Maharashtra,
the JV may need to explore the possibility of PPA with other DISCOM
and States.
18 April’2017 THDCIL set up at Pune office has been closed and shifted to Rishikesh
on 29.04.17.
19 Aug’2017 CMD, THDCIL, vide letter dated 21st Aug’17, has again requested Sec
(CAD), GoMH for consideration for allotment of Malshej Ghat PSS to the
JV of THDCIL NPCIL & WRD for implementation on MOU route basis
and for consideration of PPA by GoMH for 100% power from project in
line with the decision during the meeting held by Hon’ble C.M. on 19th
Nov’2015.
20 Oct’2017 WRD, GoMH vide letter dated 26.10.17 has intimated that on the advice
of the Finance Department, GoMH for the reasons of financial
constraints of their current liabilities to infrastructure projects in the state
in addition to farmers loan waiver and for the burden of implementation
of 7th pay commission report in the state, it is not viable to give approval
in present situation and thus the development of Malshej Ghat PSS has
been kept in abeyance.
21 Dec’2017 CMD THDCIL in reference to GOMH letter dated 26.10.17, vide letter
dated 01.12.2017 has requested Sec (CAD), GoMH that considering the
present liabilities of GoMH, THDCIL is willing to infuse full equity
component of the project cost through its internal resources, and GoMH
need not to invest in the project. GoMH may enter into Implementation
Agreement and PPA to purchase full power on cost plus basis as per
CERC regulations.
22 April’2019 Dy. Secretary (WRD), GoMH, vide letter dated 12.04.19 has intimated
that considering the pumping energy cost at prevailing available rate of
the grid, if the updated conversion cost of Malshej Ghat is around Rs. 5
per Unit, then GoMH can initiate the process to sign the Implementation
Agreement & PPA for Malshej Ghat PSS, and had invited THDCIL to
discuss their view with Sec (CAD), WRD, GoMH, on mutually convenient
date.
23 Jul’2019 Subsequently, GoMH vide its letter dated 12.04.19 had again invited
THDC regarding allotment of Malshej GhatPSS to the JV, if it is viable
for THDCIL to implement the project at a tariff of Rs. 5.00 per Unit
(i/c cost of pumping).
THDCIL vide its letter dated 11.06.19 had submitted the revised cost of
the project to GoMH along with updated tariff.
24 Oct’2019 GoMH, vide its letter dt. 14.10.19, has intimated that as per the revised
tariff model submitted by THDCIL, the levelized tariff with new CERC
guidelines is Rs. 4.78/ unit while with 2% escalation method the firstyear
tariff is Rs. 3.89/unit, it seems that both tariff determinations are
excluding the pumping cost. During the joint meeting held on 29.12.18
under the chairmanship of Add. Chief Secretary (Finance), GoMH, the

representatives of Energy Deptt. had expressed their reluctance to
provide free pumping power for PSS considering the current scenario of
the grid and opined that the Tariff cost shall be inclusive of prevailing
pumping cost. Considering the above facts, the revised tariff models
submitted by THDCIL was studied &scrutinized by their field offices. As
per the remarks of the field offices, the levelized tariff Rs.4.78/unit and
first year tariff Rs. 3.89/unit furnished by THDCIL are in order as per the
calculations, but are exclusive of pumping charges cost. Hence
assuming pumping cost @ Rs.2.00/unit and considering same tariff
model the levelized tariff evaluated is Rs.7.48/unit, whereas the first
year tariff is Rs. 6.09/unit, which is well above Rs. 5.00/unit accepted
rate by Planning, Finance & Energy Department of GoMH. In view of the
comments, GoMH has suggested that if THDCIL changes or reduces
the parameters affecting tariff, it will in turn reduce the tariff rate.
With above suggestions, GoMH has invited THDCIL to discuss the
issues with Secretary (CAD), WRD, GoMH on a convenient date.
25 Oct’2020 In view of tariff requirement of GoMH, discussions with GoMH on
acceptable tariff range and concession required for the same is being
planned.
26 Dec’2020 As suggested above tariffs for the project has been reworked and
intimated to Dy Secy. WRD GoMH, & Under Secy. Hydel Work MoP
vide letter No. THDC/RKSH/D&E/837 Dated 30.12.2020.
27 Jul’2021 A reminder has been sent to Dy Secy WRD, GoMH with copy to under
Secy Hydel Work MoP, GoI vide letter No. THDC/RKSH/D&E/1216
Dated 15.07.2021 regarding reworked tariffs of project intimated vide
letter dtd 30.12.2020 above.
28 Aug’2021 In response to THDCIL’s letter dated 15-07-2021, an invitation from
Secretary (CAD), WRD,GoMH was received.THDCIL had a meeting
with Secretary (CAD), WRD, GoMHincluding other State Government
officials on 27-08-2021 at Mumbai.
During meeting it was desired by Secretary (CAD) to submit various
financial models for the project and rate of return to GoMH.
29 Sept’2021 Subsequent to meeting held on 27-08-2021, Minutes of Meeting (MoM)
has been issued by O/o Secretary (WRD), GoMH vide letter dated 29-
09-2021.
Secretary (WRD), desires that THDCIL shall explore various possible
Commercial models considering with/without PPA with Energy Deptt.
GoMH, as well as with/without equity contribution by GoMH, in project
development which shall be followed by a joint meeting between
GoMH’s Energy Deptt, WRD and THDCIL to discuss further course of
action.
As per discussions held in the meeting dtd 27.08.2021 andsubsequent
MoM issued by O/o Secretary (WRD), GoMH dated 29-09-2021,
THDCIL have worked out various models & options and intimated to
Secretary (WRD) vide letter dated 29-09-2021.

SANKOSH HEP COMPLEX (2585 MW) IN BHUTAN
(NEW PROJECT)

Under India-Bhutan Co-operation in hydro development, DPR Updation work of following two
projects was assigned to THDCIL:
 Sankosh HEP Complex (2585 MW)
 Bunakha HEP (180 MW)

The proposed Sankosh HEP envisages construction of Roller Compacted Concrete Main Dam
of 215m height (from river bed level) and two Power House (Left Bank & Right Bank) at the toe
of Main Dam. The river Sankosh traverse 214 Km in Bhutan and further 107 Km in India. The
project/complex is located on Sankosh river near village Kerabari of Sarpang district in
Southern Bhutan. The project is approachable by road diverting from NH-31C at Barobisa in
West Bengal. The nearest airport is in Bagdogra near Siliguri (India), which is about 300km
away from Project site.

India and Royal Govt. of Bhutan decided that viability of Sankosh be
further improved by optimizing the height of the dam.
-Go ahead for preparation of DPR of Optimized Sankosh HEP was
given by EJG. Sankosh capacity has been downsized to 2560 MW
with design energy as 5900 MU. Average tariff has come down to
Rs.3.30 (levelized) with Roller Concrete Dam option (No Free power,
No Corp. Tax).
04 Aug’2012 DPR preparation work for optimized Sankosh project (2585 MW) has
also been completed and DPR has been submitted to CEA and CWC
on 27th Aug-12.
Sankosh Main Dam Project:
Installed Capacity=2500 MW, Annual Energy=5949.05 MU (design

05 Mar’2014 EJG during its 12th Meeting held in Thimpu on 12th March 2014 had
approved the additional cost of DPR of Sankosh HEP for Rs 70.022

06 Sep’2014 During 13th EJG meeting, held on 18th Sep’14 at New Delhi, it
emerged that RGoB desires to fast track the project. Foreign
Secretary, GoI expressed commitment to develop hydro projects in
Bhutan but difficulty in fixing timeline for this project as at present, it
would not be possible to allocate any fund for infrastructure
developments

CWC, CSMRS and GSI.
-One set of updated final DPR of SHEP, Bhutan has been submitted
to MOP and MEA, GOI on 06.04.2017.
CEA issued the appraisal letter for TEC on DPR of SHEP, Bhutan on
06.06.2017.
14 Jul’2017 -THDCIL made a presentation on DPR in the office of Commissioner,
MoWR, RD & GR, New Delhi on 17.07.2017 for international
clearance. One set of final updated DPR submitted to MOWR.
15 Oct’2017 A presentation on SHEP was made by THDCIL in inter-ministerial
meeting held on 24.10.2017 at South block, MEA, New Delhi chaired
by Foreign Secretary, MEA and attended by Secretary, MoP &
Secretary, MoWR.
16 Apr’2018 -A meeting was convened on 10.04.2018 at New Delhi under the
chairmanship of JS (Hydro), MoP, GoI to review the various financing
options for the implementation of Sankosh HEP which was submitted
by THDC on 20.03.2018. In this meeting, THDC was directed to work
out some more financing options for appraisal to MoP.
-In line to above meeting, THDC submitted the financing options on

13.04.2018 to MoP.
17 -A meeting on implementation of SHEP, Bhutan was held on
02.05.2018 under the chairmanship of Secretary (ER), MEA. CMD,
THDCIL presented the viability of the project and also highlighted the
benefit of water to be released from this project for Manas-Sankosh-
Teesta Link for irrigation and water in West Bengal and Bihar.
-It was discussed and agreed that Sankosh project will be developed
in IG Model; however, Indian PSU may be given single point
responsibility for execution of the entire project as present IG authority
model lack deficiency of organization and accountability while
May’2018 implementing the project.
18 Another meeting was held in the office of Secretary (Power), GoI on
09.05.18 to discuss “implementation of Sankosh Project. It was agreed
that Sankosh project will be worked on the same modality 30:70 &
20:80 Grant Equity funding by GOI as other IG Model projects. CMD,
THDCIL emphasized that there has to be complete independence in
decision making on the part of implementing agency without any
intervention.CMD, THDCIL further clarified that there is no need for
embankment strengthening as regulating dam will take care of sudden
large discharges.
19 Jun’2018 -Inter-ministerial meeting was held at Ministry of External Affairs
(MEA), New Delhi, chaired by Foreign Secretary and attended by
Secretary, MOP & CMD, THDC on 21.06.2018 to discuss issues
related to the “Implementation modalities of SHEP”.
-CMD, THDC made a detailed presentation on the features of
Sankosh Project. CMD, THDC also briefed in this meeting about the
structure of THDC proposal as Project Implementing Agency (PIA) for
implementation of Sankosh Project.
20 Jul’2018 - THDCIL vide letter No. THDC/CMD dated 06.07.2018 submitted a
broad perspective plan for implementation of Sankosh HEP, Bhutan to
MOP, GoI as desired in the meeting chaired by Foreign Secretary held
on 21.06.2018 at New Delhi.
21 Sep’2018  A first round discussion on the implementation of Sankosh project
was held at Thimphu, Bhutan between RGoB and GOI on 19.09.18.
 JS(Hydro), MoP and JS(North), MEA, GOI along with officials of
THDCIL and CEA participated in the discussions with officials of
RGoB.
 THDC made a detailed presentation on the optimized DPR of
Sankosh HEP and highlighted the studies carried out for optimizing
the viability of the project.
 JS(Hydro), MoP opined that Sankosh is a very good project and
THDC has carried out extensive work for preparation of DPR of
Sankosh Project. JS (Hydro) emphasized the need for new IG
Model to be adopted for Sankosh implementation for effective
monitoring and accountability in view of delays observed in
Punatsangchhu-I and II.
 RGoB agreed on the modified IG model for more efficient and
effective management for Sankosh implementation.

22 Jan’2019  The Department of Hydropower & Power Systems (DHPS) has
initiated processing the Environmental Clearance (EC) of the
Sankosh HEP. As per the requirements of the EC for the project,
DHPS is required to submit the Forestry Clearance (FC) along with
the EC application. Therefore, on request of DHPS, a team of
THDC officials comprising of Design Deptt and S&E Deptt,
conducted the Sankosh project field visit from 22.01.2019 to
25.01.2019 along with officials of DHPS and Forest department of
RGoB. During this field visit, locations of all quarries (Coarse
aggregates, fine aggregates, clay etc.), residential Colonies, Field
hostel, muck dumping areas, and other point of interest as desired
by RGoB officials were physically shown to RGoB officials.
 Some environmental issues raised by RGoB were also addressed
during this field visit.
23 Feb’2019  Request letter for releasing Balance payment against updation of
DPR of Sankosh HEP and Bunakha HEP was made on 26.02.2019.
 DHPS, RGoB intimated vide letter dt.28.02.2019 that EIA and EMP
studies are to be updated as per site observation which is under
progress.
24 Apr’2019  A meeting held on 29.04.2019 at MOP, GOI, New Delhi chaired by
JS(Hydro) and attended by CMD, THDC for discussion on the
implementation of Sankosh HEP, Bhutan and other related issues
i.e. E-Flow conditions in downstream river and flood moderation
system & its benefits in downstream area.
25 May’2019  A meeting on the implementation of Sankosh HEP, Bhutan and
other related issues i.e. provision of free powers in Bhutan, tariff
viability, e-flow requirement for Indian rivers, inundation mapping
etc., was held on 08.05.2019 in MEA, GOI along with officials of
MOP & THDC.
26 Jun’2019  In reference to MOP letter No. 5-11/9/2017-BBMB (MoP) dated
10.06.2019, a Brief Note on Sankosh HEP (2585 MW) in respect of
environmental effect on downstream of Regulating dam (Indian
side) was sent to MOP on 20.06.2019.
 As desired by CEA, IDC on updated cost (April, 2019) of Sankosh
HEP, Bhutan was sent to CEA on 21.06.2019.
27 July’2019  A meeting was held on 05.07.2019 at New Delhi between MOP,
MEA, THDC and officials of RGoB on the implementation module of
Sankosh HEP, Bhutan.
 The hard cost of Sankosh HEP, Bhutan has been updated at April,
2019 PL and submitted to CEA on 08.07.2019.
28 Oct’20 19  The 3rd round of meeting was held on 21.10.19 at Thimpu, Bhutan
between MOP, MEA, THDC and officials of RGoB on the
implementation module of Sankosh HEP, Bhutan. This meeting was
attended by Hon’ Ambassador of Indian Embassy along with
JS(Hydro), JS(North) and CMD of THDC.
 GOI again emphasized on the benefits of institutional back up of
Indian PSU as PIA which will be instrumental in curbing time and
cost overrun of the project. The joint MD will be from Bhutan in PIA
and the representation of Bhutanese will be of the order of 70-80%
in the PIA with preference of Bhutanese at lower levels (90-95%).

 On the issue of royalty energy to Bhutan, CMD, THDC informed that
a joint team of officials of CEA, CWC, THDC and RGoB under the
chairmanship of Member (Hydro), CWC worked together on the
viability of Sankosh Project from 11.01.12 to 24.01.12 at CWC, New
Delhi. In this study, the project components were optimized. The
Project was found viable considering nil free power and zero
mandatory alternate Tax and levelised tariff was worked out to be
Rs 3.29 based on CERC norms. THDC made a detailed
presentation on the outcome of this study in the next 8th EJG held
on February 3, 2012 at New Delhi. EJG approved the studies and
directed THDC to complete the DPR at earliest. Based on these
parameters, DPR OF Sankosh HEP was approved by CEA.
29 Jan’2020  CEA vide email dated 31.12.2019 requested to re-submit the
revised cost in GST module in place of ST. So, updated cost
estimate of E & M works of Sankosh HEP on PL April 2019 in GST
regime has been sent to CEA for approval on 14.01.2020.
 Sr. Joint Commissioner (B&B), MOWR, RD 7GR, GOI vide email
dated Jan, 02, 2020 informed that JS (Hydro) desired the
assessment of the environmental impact on the downstream of
Sankosh HE Project be ascertained during an inter-ministerial
meeting on 19.11.2019 at New Delhi. In this reference, THDCIL had
already submitted vide email dated Jun, 20, 2019 that EIA study
conducted for Sankosh HEP were limited to 10 km d/s of Regulating
Dam i.e. 10 km reach in India, as per TOR with RGoB. THDCIL
also submitted that Sankosh travels about 80km in India till it joins
Brahmaputra River. Therefore, in order to conduct environmental
impact study, flood inundation mapping in 80 km reach on Indian
side will be required that will cost approx Rs 100 lakh plus GST. A
letter for seeking direction in this regard has been submitted to
MOP on 23.01.2010.
30 Mar’2020 Revised Cost Estimate (April, 2019 PL) of Sankosh HEP, Bhutan
approved by CEA vide letter No. 508/03/2020/HPA/435, dated
13.03.2020.
31 Jun’2020 A MOU was signed between CWC, Teesta Basin, Kolkota and
THDCIL for conducting MEQ Studies for Sankosh HEP on
25.10.2019 as desired by NCSDP. CWC floated the tender for
installation of Digital Micro-seismic for conducting these studies in
Bhutan. However, approval for deployment of manpower in Bhutan
for these studies has not been rendered by RGOB so far.
Therefore, tender has been cancelled by CWC till further notice.
CWC, Gangtok has appraised the matter to Joint Commissioner
(B&B), MOWR, RD & GR, GOI for further direction.

BUNAKHA HEP (180 MW) IN BHUTAN
(NEW PROJECT)
The Bunakha Hydro Electric Project is located near village Bunakha, in Chukha Dzong (District)
in the Western Bhutan. The site is located 3.25 Km u/s of existing Chukha dam
approachable by 2.5 km long foot track starting from Puentsholing -Thimphu National Highway
at 102 Km Milestone. Phuentsholing is 105 Km from the project site.

The nearest rail head is Hasimara (West Bengal), which is situated at a distance of about 125
Km from Project site and the nearest road head in India is Jaigaon (West Bengal), bordering
Phuentsholing town of Bhutan and about 18 km away from Hasimara on NH - 31C, connecting
Siliguri and Guwahati.

The proposed project envisages construction of Roller Compacted Concrete Main dam of 197m
height and surface Power House at the toe of Main dam.The proposed project envisages
construction of storage Dam and toe Power House with installed capacity of 180MW(3X60MW).
The brief chronology of events is tabulated below:

have signed the finalized cost sharing mechanism agreed for Bunakha.
Ministry of Power had desired a draft Cabinet
-Note on Bunakha HEP for approval of grant and subsidy, which was
submitted by THDCIL on 30.10.2013. As per decision of Working Group,
the work of preparation of estimates & tender documents for pre-
construction work is being done by the project & as soon as the clearance
from the two Govt’s is available. Estimate for the same has been
prepared.
05 Dec’2013 Work of SIA study for Bhunakha HEP has been awarded to National
Statistical Bureau (NSB), Bhutan. Final report of SIA study has been
received from NSB on 19th Dec’13 and the same has been submitted to
DHPS, RGoB on 20th Dec’13.
06 Feb’2014 Final DPR submitted to RGoB has been approved by the cabinet of RGoB
on 18.02.14.
07 12th EJG meeting was held in Thimpu on 12.03.14.During meeting
following issues on JV agreement were discussed.
-The umbrella agreement for the execution of JV projects has been
approved by the GOI Cabinet. However, GoI cabinet approval is
necessary on case to case basis for committing funds in respect of any
Mar’2014 hydro project.
-MEA, GoI has already secured Cabinet clearance for Kholonchhu and
second in line is Bunakha for seeking cabinet to go-ahead.
08 After the presentation on EIA-EMP studies of Bunakha HEP before NEC,
Bhutan on 27.03.2014 followed by a site visit on 31.03.2014, minutes of
discussions and comments on EIA-EMP have been received on

24.04.2014.
-Reply of these comments is being prepared for necessary incorporation in
the report and submitting the final EIA-EMP report of Bunakha to NEC,
RGoB.
09 Apr’2014 The IG Agreement was signed in the month of April’14. Finalization of draft
cabinet note and interest subsidy required for Bunakha HEP are under
consideration at MEA, MoP. Once the cabinet gives its approval, a MoU
will be signed for taking up the preconstruction activities for Bunakha HEP
between the two JV partners i.e. THDCIL & DGPC.
10 Clearance of Forest, Public, Culture and Dzongkha are pending for field
verification survey. For this Chukha Dzongkhag Administration has already
submitted the cost estimate of about ` 7.0 Lacs.
11 Equity contribution by downstream projects i.e. Chukha& Tala HEP’s in
respect of Bunakha HEP was discussed during 13th EJG meeting. The
equity contribution of cost apportioned to the D/s projects owned by RGoB
to be provided by Gol as grant shall be further discussed at the
Ambassador level meeting in Thimphu, Bhutan.
12 Jan’2015 Final EIA & EMP report for Bunakha HEP has been sent to Department of
Hydropower & Power Systems MoEA, RGoB, Thimphu on 28.01.2015.
13 Aug’2015 The original cost estimate of Bunakha HEP was at May 2013 PL, Updation
at April’15 has been approved by CEA on 07.08.15.
14 Mar’2016 In Bunakha HEP, conditional clearance for Site specific seismic study was
given by CWC. As per new guidelines of NCSDP, site specific studies are
to be conducted within one year. This study got completed through IIT,
Roorkee and submitted to CWC on 30.03.2016.
15 Jun’2016 THDCIL made a presentation on Site Specific Report in the meeting of the
National Committee on Seismic Design Parameters (NCSDP) held on
23.06.2016 at CWC, New Delhi for approval of site design parameters.
Site specific studies approved by CWC. MEQ studies have to be taken up.
16 The tariff of Bunakha HEP in different scenario considering 30 yrs, 35 yrs
and 50 yrs of project life along with the subsidies required to make the
project viable, have been worked out and informed to MOP, GOI on
21.12.2016.
17 Discussion at various levels at MoP and MEA, GoI are being held for
Dec’2016 implementation of Bunakha HEP.
As per above MOM (dtd. 13.10.2016) 3rd point of “Other issues”, SJVNL
was informed regarding the reimbursement of cost with interest to JV of
Bunakha HEP, Bhutan on 20.12.2016. SJVNL has given their consent on
this issue on 02.02.2017. Discussion at various levels at MOP and MEA,
GOI are being held for implementation of Bunakha HEP.

Budget Estimate v/s Expenditure of All New Projects:
Expenditure done during the month on all above new projects is ` 4.44cr (including expenditure
of ` 3.19 cr of TUSCO Ltd) against BE of ` 0.44cr. Cumulative expenditure upto Sep’2021 in
F.Y. 2021-22 is` 6.61cr against BE of ` 3.28cr.

Total expenditure incurred on all above New Projects (including expenditure of TUSCO Ltd) till
Sep’2021 is ` 122.09cr.

CONSULTANCY & BUSINESS DEVELOPMENT

1) OHPC LIMITED: The Pre-Feasibility Report (PFR) for 3 Pumped Storage Schemes in
the existing Power Stations under Odisha Hydro Power Corporation Ltd. (OHPCL) has
been completed and final reports submitted.

2) NWDA: THDCIL has completed Power Potential and E&M Studies for 02 SHPs viz.
Bhugad and Khargihill Hydro Electric Project on Damanganga – Pinjal Link Project and
final reports submitted to National Water Development Agency, Govt. of India. All the
comments received from CEA on the reports have also been replied.

National Water Development Agency (NWDA) has awarded the consultancy work for
carrying out the Power Potential and E&M Studies in respect of six Hydel projects
proposed under Par–Tapi–Narmada link project. Power Potential Studies and E&M
studies have been completed. Final reports of studies have been submitted. All the
comments received from CEA on the reports have also been replied.

3) CSPGCL: Chattisgarh State Power Generation Company Limited (CSPGCL), an


undertaking of Govt. of Chhattisgarh, entrusted THDCIL on 09.07.15 the task of
preparation of Report for Indravati River Basin on an integrated basin concept
considering 7 HEPs namely Matnar HEP, Bodhghat HEP, Kutru-I & II, Nagur-I & II, Kotri
and Bhopalpatnam.

An agreement between THDCIL and CSPGCL was signed on 29.09.2015 and required
data have been received from CSPGCL for the study. Draft reports of all the HEPs have
been submitted to CSPGCL.

3rd and final bill, for an amount of Rs 2.0 lakh (plus 18% GST) raised on 24.09.2018 to
Chief Engineer, CSPGC has been released by CSPGCL and is received on 19.12.2019.

4) MOU WITH “SHRI MATA VAISHNO DEVI SHRINE BOARD”: THDCIL signed an MOU
with Shri Mata Vaishno Devi ji Shrine Board (SMVDSB) on 6thJune2011 for “Design and
Engineering measures for stabilization of vulnerable zones between Katra and Shri Mata
Vaishno Devi ji Shrine”. After reconnaissance survey, 33 prone locations were identified.
Topographic survey and geotechnical investigations were conducted and measures were
designed. Out of the 33 identified prone locations, twelve (12) locations had already
been treated during 1st& 2nd phases of treatment measures after topographical,
geological investigations and designing of engineering measures.
Meanwhile, in March, 2016 a landslide occurred near Bhawan area that damaged track
approaching holy cave and Bhawan area. THDC has visited site and subsequently
issued construction drawings for treatment of damaged slope and track. The slope and
the damaged track had been restored after construction activities performed in
supervision of THDC.

PREPARATION OF DPRS FOR LEFTOVER LOCATIONS


(i) As per directions of management, THDCIL’s services to the Shrine Board for
execution of the balance 21 sites to be continued as Design and Engineering
Consultant.
(ii) Accordingly, Shrine Board has been apprised that the balance locations shall be
takenup in further Two Phases, i.e. locationnos.1,2, 5,6,8,9,10,11, 13,17(A), 18,19,

20, 21, 22, 23,24,26 & 27, 28, 29 and 30, totaling to 22 nos. have been planned to
be implemented in further phases.
(iii) The DPR for location nos. from 18 to 24 and 28, 29 lies on the old track and largely
to receive rockfall barriers ranging from 3000kJ to 8000kJ capacity shall be taken in
4th Phase.
(iv) Phase-III DPR for 5 other locations out of balance 21 sites have been prepared and
sent to Shrine Board for approval & tender process. Tender Documents for Phase-III
works including PQ Criteria, BoQ, Technical Specifications, Tender Drawings have
been prepared and submitted to Shrine Board on 28.02.2020.
(v) A slide had occurred at location no. 16 in Jan. 2020 that damages the existing
rockfall barrier of 3000KJ in certain length. To strengthen the existing measures at
this location, good for construction drawings for strengthening measures was
prepared and issued to Shrine Board on 20.01.2020 on emergent basis.
(vi) A joint meeting with THDC & Shrine board officials was held on 12th Feb. 2020 at
Delhi on the issues of strengthening measures at Location-16. Subsequently, a
revised scheme was submitted on 17.02.2020. Also, draft tender documents have
also been submitted on 17.02.2020.

(vii) Strengthening Measures forHill Slopes Stabilisation at Location No.-16


At the Shiv Gupha (cave) near Bhawan area, rock fall had occurred on 29th
December’2019. A team consisting of officials from THDCIL and SMVDSB visited the
above mentioned site on 2nd January ‘2020 to assess/examine the incident of
collapse. Accordingly, Good for Construction drawings for supporting the rock mass
at crown portion of Shiv Gufa with Ribs supports & anchoring was prepared and
issued to Shrine Board on 24.01.2020 on emergent basis.

(viii) Strengthening Measures for Hill Slopes Stabilization at Location No.-16


A limited tender was floated by the Shrine Board, SMVDSB for the work of
strengthening measures at location no.-16, on 01.05.2020. Subsequently, a pre-bid
meeting was conferred with participating agencies through video conference on 7th
May ‘2020. The price bid was opened on 15th May ‘2020, However, the tender has
been cancelled by the Shrine Board, since the tendered price was higher than 40%
(approx.) of the estimated project cost.
Revised tender documents (for open tender) for award of strengthening measures at
location -16 was prepared & sent to Shrine Board on 07.06.2020. The E-tender was
floated by Shrine Board on 25.06.2020, technical bid was opened on 24.07.2020.
Technical evaluation is in progress.
Technical evaluation has been completed by Design Deptt. and subsequently,
recommendations were sent to Shrine Board on dtd. 17.09.2020 for further
necessary action by Shrine board.
The Financial Bids of the Technically Eligible Bidders were opened on 30th Oct
‘2020 and the Bidder namely M/s Pioneer Foundation Engineers Pvt. Ltd. Thane has
emerged as L-1.
(ix) The LoA has been issued to M/s Pioneer Foundation Engineers Pvt. Ltd. on
25.11.2020 by Shrine Board of SMVDSB for Strengthening Measures of Hill Slopes
at Location No.-16.

(x) The Good for Construction Drawings for Strengthening Measures of Hill Slopes at Location
No.-16 was sent to Shrine Board on 12th Jan. ‘2021. The work is in progress at site by M/s
PFE Pvt. Ltd.
(xi) A site behind the Nursing College of Shri Mata Vaishno Devi Shrine Board at Katra
found vulnerable after joint site inspection by officials from THDCIL and SMVDSB on
3rd January, 2020 on the request of Shrine Board. After assessing the site conditions
and pre-requisite investigations, the restoration scheme with estimate was prepared
and sent to Shrine Board on 16.03.2020.
Accordingly, the tender documents have also been prepared and sent to Shrine
Board on 10.06.2020.
(xii) A case study on “Protection/ Treatment works performed on the tracks of Shri Mata
Vaishno Devi Ji Shrine, Katra, J&K has been published by Geo-xchange (a forum
producing quality articles, case studies through both digital platform and bi-monthly
print magazine) in its Sept-Oct ‘2020 (Vol 01 issue 02) edition. The same can be
downloaded from https://geo-xchange.com/issues.
Preparation of fresh DPRs
We are in receipt of a letter from CEO, SMVDSB for preparation of DPRs on global instable
locations i.e. location no. 1 (Banganga) & Location no. 17 (Sheshnag) for onward
submission to NDMA for approval &funding. Shrine Board further requested THDC to
prepare tender documents for AMC of installed rockfall barriers during Phase-I&II. This is to
be planned for needful action from Design Deptt.
5) MOU WITH “UKPWD” FOR STABILIZATION OF 20 VULNARABLE CHRONIC SLIDE ZONES:
On the request of GoUK, THDCIL has signed an MoU on 11.09.2013 with PWD for
providing technical services as a consultant in designing and engineering measures for
stabilization of vulnerable chronic slide zones on the various roads of Uttarakhand under
PWD. Twenty identified chronic slide are to be treated. Detailed project reports for all 20
locations have already been submitted. 11 Locations have already been treated, the
status of balance 9 locations are as follows.
 Funding of 2 Locations i.e. location No. 5 and location No.8 shall be done by NDMA. In-
principal approval was granted by NDMA for both the sites. Now, the remittance of fund
has been realized by PWD for both the sites. Accordingly, the tender documents
including technical specifications and tender drawings have been prepared and sent to
divisions of PWD at Mussoorie and Didihat on 6th Sept’2019.
 Funding of 4 locations i.e. location No. 6, 11, 14 & 16 shall be done by World Bank for
which DPRs formulated in the World Bank formats has been submitted. The work for
location no.11 was awarded after tendering and accordingly construction drawings for 1st
were issued. These works are being carried out by UDRP. The decision on the funding
of 3 balance locations is yet to be taken by PWD, UK.
 SE (PWD), 3rd Circle, Pithoragarh vide letter No. 3887/340/C-03/2019, dated 31.12.2019
submitted a report to PWD, informing that the slope at Km- 166 site has been stabilized
and therefore no treatment measures are further needed as proposed in the DPR
prepared by THDC India Ltd. & approved by the NDMA. A committee of five technical
experts from PWD, THDC India Limited and PIU (Bridge, Slope and Irrigation), UDRP
was constituted by Chief Engineer, Level-I, ADB & World Bank, PWD, Dehradun,

Uttarakhand vide office order No. 1973/1/UDPR.AF/ 2020, dated 06.02.2020 to submit a
report on above. To assess the vulnerability of slide and retrospective report submitted
by the SE, (PWD) 3rd Circle, Pithoragarh, the technical experts committee had visited
the chronic landslide zone from 11.02.2020 to 14.02.2020.
The observation of technical committee in the form of report has been submitted to Chief
Engineer (World Bank) on 20.02.2020.
 We are also in receipt of letter from 3rd Circle, PWD, Pithoragarh for formulation of DPR
on the extended portion of Hardiyanala site which is at the adjacent of Location no-5
Karnprayag-Gwaldam-Jauljivirajya Motor Marg No -11(Km 166) – Hardiyanala”.
Vide the MOU, Detailed Project Reports of all the 20 locations and subsequently, the
construction drgs. for stabilization of slopes for 13 locations have already been
submitted. However, for taking up the work of construction drgs. of balance 7 locations
clearance from PWD is pending. The MoU is going to expire on 31.08.2020. However, to
expedite the balance site locations & rendering the consultancy services of THDC, a
letter to Chief Engineer (PWD) was sent for extension of MoU. Accordingly, the MoU has
been extended by PWD for further 2 years upto 31.08.2022.

Under Construction
(i) Kempty- Chadogi Bypass Road KM-01, Mussoorie

 We were in receipt of a letter from PWD, regarding issuance of construction drawings


for location no. Kempty- Chadogi Bye Pass road KM-01, Mussoorie, on receipt of the
1st installment of approved fund from NDMA to PWD. Accordingly, Construction
drawings have been issued on 10.06.2020 after site visit on 27.05.2020.
 A site visit was made by team of all stakeholders on 11.08.2020 on the issues of
problems encountered during execution. Accordingly, the decision taken has been
sent to USDMA/ PWD vide a report sent on 14.08.2020 for compliance.
 Addl. Chief Executive Officer (USDMA), Secretariat premises, Dehradun vide
communication 699/USDMA-685(2019), dtd. 20.10.2020 desired THDC India Limited
(Consultants) and other stakeholders to make a joint site inspection of construction
activities on 22.10.2020. Accordingly, the teams of all stakeholders have visited the
site on 22.10.2020. After reviewing the ongoing works, the observation &
recommendations in form of a report were sent to USDMA/ PWD on 23.10.2020 for
compliance.
 A site visit was conducted by all stakeholders on 01.03.2021 for inspection of
completed works. About 95% of works has been completed so far at site. A review
report was also prepared and sent to USDMA on 08.03.21 for compliance.
 Pull out tests on 2% of the installed anchors has been conducted to check the
efficacy of the anchors.
 The work as per issued construction drawings has been completed.

(ii) Karnprayag - Gwaldam - Thal - Munsiyari Motor Marg 11- KM 166 (Hardiya Nala)

 We are in receipt of a letter from PWD, Didihat, Pithoragarh regarding issuance of


construction drawings for location no. Karnprayag - Gwaldam - Thal - Munsiyari
motor marg 11- KM 166.
 Accordingly, a site visit has been conducted by Design Deptt. from 19.01.2021 to
22.01.2021 for the assessment of substantial changes to be incorporated in
construction drawings.
 The 1st phase of construction drawings was issued on 12.04.2021.

 The IInd phase of construction drawings has been issued on 29.06.2021.
 The work is in progress at site by M/s Stonefield Construction, Dehradun as per
issued Construction Drawings.
 A meeting through VC was convened on 14th Sept ‘2021 with all stakeholders
including PWD & Contractor on the agenda of issued construction drawings.
THDCIL addressed all the issues of contractor & PWD. THDCIL encouraged the
contractor to execute the intended works at site and achieve some substantial
progress before the visit of THDCILofficials, which is planned early in the next
month.
Additional DPR’s
(i) Further, UKPWD vide letter no. 2118/340 C-03 dated 30/05/2020 requested a
Detailed Project Report for landslide zone of extended 150 m portion of Hardia
Nala of Location Karnprayag - Gwaldam - Thal - Munsiyari motor marg - KM 166.
(ii) In this regard, an invoice no RKSH/20-21/CS002 dtd.07.07.2020 for Rs.
1,18,000.00 an advance towards preparation of Detailed Project Report of the
landslide zone of extended 150 m portion of Hardia Nala has been raised.
(iii) A team of Design Deptt., S&I wing and G&G wing had visited the site for carrying
out topographical survey & geological mapping for the extended portion of the area
from 19.01.2021 to 22.01.2021.
(iv) Survey maps from S&I and G&G wing is awaited for further course of action from
Design Deptt.
6) MOU WITH “UKPWD” FOR UNDERGROUND PARKING AT MUSSOORIE &
NAINITAL AND RAJ BHAWAN LANDSLIDE ZONE AT NAINITAL”:

UNDERGROUND PARKING AT MUSSOORIE


THDCIL signed an MoU on 26.06.2014 with PWD, GoUK for providing technical services
as a consultant in designing and engineering measures for underground parking at
Mussoorie and Nainital & landslide zone of Raj Bhawan, Nainital. Work of geotechnical
investigation for underground parking for 100 vehicles at Mussoorie is kept on hold as
advised by PWD.

RAJ BHAWAN LANDSLIDE ZONE AT NAINITAL


MoU for the preparation of Construction Drawings and technical monitoring of works
has been signed between UKPWD and THDCIL on dated 12th Jan`2018.
Work of Phase-I has been completed. Detailed Project Report for comprehensive
scheme (Phase-II works) has been submitted to PWD, Nainital. Govt. of Uttarakhand
after vetting from IIT-Roorkee. MOU for construction stage of Phase-I has been done
with PWD, Nanital.DPR is under approval of GOU.
Payment of INR 15.10 Lacs (Approx.) in the head of this MoU has been received from
PWD, Nainital in Feb. 2018.

7) CONSULTANCY SERVICES TO SHRI AMARNATH SHRINE BOARD FOR SLOPE


STABILIZATION NEAR HOLY CAVE”:
THDCIL signed an MoU with Public Works (R&B), Jammu & Kashmir on behalf of Shri
Amarnath Ji Shrine Board on 28th December ‘2016 for providing consultancy services for
stabilization of prone area locations near cave after finalizing the modalities. The MoU
signed covers Phase-I works only which comprises of immediate interventions for
stabilization of vulnerable zones around the Holy Cave of Shri Amarnathji Shrine (one

location above and around the Holy Cave and another location at 400m D/S of Holy
Cave on left bank of Amravati River).
Topographic survey and geotechnical investigations have been carried out and stability
measures are under designing stage. Design &Engg. wing is preparing the design
measures, cost estimate and tender documents. The advance payment was received in
the month of March ‘2017. Work on design and engineering is in progress.
A site visit was conducted between 18/07/2017 to 21/07/2017 by a team of Design Deptt.
before finalization of DPR & Tender documents. An e-mail has been sent to specialized
agencies regarding collection of competitive rates & quotations from LEADING EDGE
ADVENTURES & AIRPARKS PVT. LTD. and M/s Geobrugg for heli dropping of
construction equipment and construction materials for preparation of BoQ and cost
estimate.

Accordingly, quotation from Geobrugg has been received on 11th Oct ‘2017 although the
required field did not match with the items in the quotations, therefore further
deliberations with Geobrugg and other similar agencies is under progress. Another e-
mail for collection of competitive rates & quotations has been forwarded to M/s INACCES
on 27th Oct ‘2017. E-mail received from INACCES on dated 24.11.2017, accordingly
work is under progress for finalization of DPR for Phase-I works.

The draft DPR(Phase-I) including BoQ, Drawings, Cost Estimate have been prepared
and submitted to Public Works (R & B) deptt., Jammu & Kashmir on dated 29th Dec’
2017.

Tender documents including BoQ, Technical Specifications and Tender Drawings has
been prepared and submitted to Shrine Board of Shri Amarnathji on dated last week of
January ‘2018.

R & B Division, Ganderbal (J& K) requested THDC to prepare DPR for Shri Amarnath ji
Shrine Board for stabilization of vulnerable slope from 3.0 km to 6.0 km of
DunailSansanitop track. It was appraised to R & B Division that this work was not
included in the scope of previous MOU. Accordingly, a proposal for an amount of Rs
24.54 Lakh for framing new DPR for this work has been sent to R & B Division,
Ganderbal (J& K) on dated 27.07.2018 for approval.

THDC has received an amount of Rs 3.00 lakh against 1st Installment upon signing of
MOU(Phase-1).

THDC requested Shri Amarnathji for release of amount of Rs 9, 20,400.00 against 2nd
installment of MOU towards submission of DPR vide invoice dated 13.08.2018. But
THDC has not received any amount against this invoice so far despite various reminders
vide letters dated 25.02.2019, 25.06.2019, 04.09.19 and 27.01.2020.

THDC made a presentation on 06.03.2020 at NDMA, New Delhi on DPR of Sri


Amarnathji Shrine Board. TEC accorded in principle approval to DPR with some
suggestions to be considered.

A letter was received from EE (R&B) division, Ganderbal, J&K for revising the DPR in
accordance with the suggestion of TEC, NDMA dt 06.03.2020.

Revised DPR for Phase-I stabilization of slide around holy cave after incorporating the
suggestions of TEC, NDMA has been sent to SASB on 02.07.2020. The stability analysis
of slopes through Finite Element method (FEM) has also been carried out and report
sent to SASB on 21.07.2020.

Commissioner, State Disaster Management, Srinagar and other officers of R&B Deptt
raised some queries on revised DPR which has been addressed telephonically.

A reminder letter for release of payment of Rs.9, 20,400.00 against 2ndinstallmentis sent
to SASB on 08.12.2020. Matter was also discussed telephonically with Executive
Engineer PWD (R&B), J&K to expedite the payment.

A reminder No. 07 to SE, PWD for release of balance payment has been sent on
30.03.3021. This matter was also discussed telephonically with Executive Engineer
(R&B) J&K. Executive Engineer informed that the demand of funds has been raised to
Govt. of J&K and fund will be released as soon as funds are received from Govt. of J&K.

A mail was received from Department of Disaster Management, Jammu regarding 10th
meeting of TEC for examination of DPR on Slope stabilization of slopes near the Holy
Cave of Shri Amarnath ji, Phase-I. scheduled on 8thJuly 2021 through VC.

It was desired to prepare a PPT addressing all issueraised by TEC members regarding
the stability measures suggested in DPR.

A PPT wasprepared addressing all issues pointed by TEC and presented on 8thJuly 2021
through VC. All queries raised by TEC member have been addressed and all issues
resolved. Minutes of this meeting is awaited.

SE, PWD (R&B) Ganderbal, J& K was appraised about the delay in releasing the
payments of Rs.9, 20,400.00 against 2ndinstallmentis telephonically. It was informed that
7th reminders have been sent to PWD for payment, but we have not received any
communication from PWD, J&K till now. SE, PWD informed that this matter will be taken
up and we will try our best for early release of the payment.

8) MOU with DM, GoUK FOR TAMBAKHANI TREATMENT WORK


(i) An MOU was signed with Secretary, DM, GoUK for treatment of Tambakhani chute
at Uttarkashi on 01.01.2017 for one year at the consultancy cost of Rs 21 lakh.
(ii) Treatment scheme and technical specifications have been provided to PWD,
Uttarkashi for floating the tender.
(iii) Tender for treatment work of Tambakhani chute at Uttarkashi has been awarded to
M/s Sukriti Infrastructure Private Ltd, Noida by PWD, Uttarkashi.
(iv) Survey work is in progress. Drawings will be issued after getting the survey map from
PWD.
(v) Construction drawings for “offloading plan and section from EL1653 to EL1670” have
been issued to PWD, Uttarkashi on 23.08.2018.
(vi) The offloading and preparation of slope/ bench work from EL1670 to 1657 has been
completed.
(vii) The necessary drawings for stabilization between EL 1622 to EL 1670 and Nalla
work, catch pits from EL 1150 to 1368 have been issued in Mar-19.
(viii) Shotcreting with chain link between El 1657 to 1670 has been completed.

(ix) Concrete cladding work from El 1622 to El 1653 has been started. 1st step of
concrete cladding at El 1622 has been laid.
Site monitoring visit for ongoing treatment works at Tambakhani Chute was
conducted on 18th and 19th of this month. It was found that shotcrete work was
suffering due to lack of aggregate, sand and admixture at site and equipment
breakdown.
(x) A meeting was taken by District Magistrate, Uttarkashi along with UKPWD, and
THDC officials on 19.06.2019. The District Magistrate expressed serious concerns
on slow progress of the work and directed PWD and Contractor to expedite the work
to complete the essential works to avoid any untoward incident in the upcoming
monsoon.
(xi) A meeting was held on 16.07.2019 at Uttarkashi to review the progress of work. DM
directed PWD officials and Contractor to dispose of the muck lying on EL 1660 bench
immediately to avoid any untoward incident due to this muck.
(xii) As desired by DM, Uttarkashi, a joint note on the immediate work required to be
executed during monsoon for safety measures was submitted by Joint committee of
UKPWD, THDCIL and District Disaster Officers on 16.07.2019.
(xiii) Machineries deployed for Muck disposal by PWD/Contractor.
(xiv) The required Construction drawings of schematic laying arrangement of MS
Drainage pipes and RCC catch Pit (with suggested modifications from UKPWD) have
been issued and sent to UKPWD vide letter dated 17.12.2019.
(xv) Site visit was conducted by THDC Design team on 16.01.2020 to monitor the work
progress. All steps of concrete cladding on El 1622 to El 1653 have been completed
so far. Fabrication/ installation of reinforcement for sump at EL 1368 is in progress.
(xvi) A Progress Review Meeting, under the Chairmanship of DM, Uttarkashi, followed by
a site visit was conducted by THDC officials on 16.01.2020. DM, Uttarkashi
expressed displeasure as there was no significant progress noticed at site.
(xvii) A Progress Review Meeting, under the Chairmanship of DM, Uttarkashi, followed by
a site visit was conducted by THDC officials on 24.06.2020.

DM, Uttarkashi directed PWD and the contractor to complete all balance civil work by
07.07.2020 and high tensile wire mesh by 31.07.2020.

(xviii) Work progress review meeting was held in the office of DM, Uttarkashi on
04.09.2020. Executive engineer PWD intimated in meeting that chute treatment work
is nearing to completion.
DM, Uttarkashi directed to Executive Engineer, PWD, the following to be done
urgently.
a. Record the measurement of all completed work in MB and according raise the
demand for release of fund as per actual work done. The MB measurement will be
physically and financially verified by Committee.
b. Produce the quality certificate for construction materials as well as other in-situ
testing of works from N.A.B.L.
c. Produce approved time extension of work.

(xix) Joint site visitalong with PWD officials was conducted on 26.11.2020 regarding
installation of high tensile wire mesh in reference to the email dated 16.11.2020 of
PWD.
It has been informed to PWD that installation of high tensile wire mesh is required
from El 1682 to El1670 as already shown in our Drawing
No.THDC/RKSH/Tambakhani-CD-04(R1) dated 17.12.2019.

(xx) Invoice to release the balance payment of Rs.16.52 lakh against consultancy
charges for short term and long-term stability measure for Tambakhani Chute has
been raised to Department of Disaster Management, GoUK on 18.12.2020.
(xxi) A work review meeting was conducted on 27.01.2021 at DM office Uttarkashi
regarding balance work status of the work. It is directed that THDC will plan a joint
site visit with PWD officials and will submit the report.
(xxii) As per order of DM Uttarkashi dated 27.01.2021, Joint Site Monitoring visit has been
conducted with PWD officials on 11 & 12 Feb’2021. Subsequently, a meeting was
convened in the office of DM, Uttarkashi along with ADM and PWD officials. The final
status report was discussed and submitted in this meeting.
(xxiii) A request letter for release of balance payment of Rs. 16.52 Lakh towards
consultancy charges of Tambakhani Chute treatment has been sent to ADM,
Uttarkashi on 16.02.2021
(xxiv) Final payment of Rs16.52 lakh vide DD 00136 dt 17.03.21 against Tambakhani
Chute treatment works has been received from DM office, Uttarkashi on 23.03.21
and same has been sent to f& A Deptt for further necessary action.

9) FRESH MOU WITH PWD, UTTARAKHAND FOR RENOVATION WORK OF THE


DAMAGED LINING AT RUDRAPRAYAG-GAURIKUND MOTOR MARG,
UTTARAKHAND
PWD, Uttarakhand has signed a MoU with THDCIL on 19th August ‘2020 for availing the
technical consultancy services of THDC India Ltd. for renovation work of damaged lining
of tunnel at Rudraprayag- Gaurikund Motor Marg, Rudraprayag, Uttarakhand on agreed
terms and conditions.
The MoU signed covers three phases, in first phase the works which are only of
immediate interventions/ support for protection of vulnerable zones in the tunnel shall be
undertaken.

The other two phases are long terms measures in DPR stage and construction stage
respectively. The consultancy charges under this head shall be Rs. 20lacs plus
applicable GST for all phases.

Phase-I-Immediate Measures
 In this regard, an invoice of Rs. 1,77,000.00/- (advance) for consultancy charges has
been raised on dtd. 01.09.2020 for Phase-I works. An advance of Rs. 1,71,750/- has
been received & realized by THDC under this consultancy MoU.
 A detailed engineering scheme for Ist Phase comprises of Immediate Measures has
been prepared and sent to NH division of PWD on 14.12.2020 for restoration of
damaged portion of tunnel.
 The Immediate Measures has been completed at site.

Phase-II-Short Term Measures

 An advance of `5,31,000/- has been received from PWD for preparation of Phase-II
scheme.
 For DPR (Phase –II), a site visit has been planned to be held in 4th week of Oct ‘2021
for assessment of the measures required.

10) PROSPECTIVE CONSULATANCY ASSIGNMENT FROM MINISTRY OF ROAD
TRANSPORT AND HIGHWAYS (MORTH)

(i) Ministry of Road Transport and Highways (MoRTH) vide letter no. RO/UK/THDC/01
dated 06.10.2020 desired for engaging THDCIL as a Consultant for providing
consultancy services to landslide susceptibility areas and to suggest their mitigation
measure in stretches under development leading to Chardham including part of
Kailash Mansarovar by providing suitable designs of mitigation measure on
landslide prone locations under National Highways in the State of Uttarakhand.
In this regard, a draft MoU prepared by THDCIL to be signed between MoRTH &
THDCIL has been sent to MoRTH on 16.10.2020 for approval.
(ii) Further, MoRTH vide communication dtd. 08.10.2020 desired THDCIL to validate
whether the hill cutting activities were carried out or not at the locations as reported
by the HPC Chairman in paragraph 3 vide letter dtd. 05.10.2020 amidst banning of
new hill cutting by HPC.
In view of above, a team of THDCIL along with an official from MoRTH visited
various stretches viz. Kandisaur, Chinyalisaur (NH-94), Totaghati (NH-58) and
Joshimath (NH-58), Uttarakhandto ascertain such reported activities at site.
The site was visited from 10.10.2020 to 13.10.2020. The objective of the site visit
was to collect factual information from site in view of HPC letter dated 05.10.2020
addressed to the Hon'ble Supreme Court on progressive hill cutting activities
despite HPC order to stop new hill cutting.
A Site visit report on alleged fresh hill cutting vide letter of “HPC Chairman, dtd.
05.10.2020 on various stretches of Kandisaur, Chinyalisaur (NH-94), Totaghati (NH-
58) and Joshimath (NH-58), Uttarakhand” was prepared by THDCIL and sent to
MoRTH on 23.10.2020.
(iii) A joint meeting with MoRTH, GSI, BRO and THDCIL was convened on 23.11.2020
for discussing the scope of services under draft MoU and other consultancy
assignments with MoRTH.
(iv) Another meeting with MoRTH was held on 11.12.2020 to discuss the scope of
services for engaging THDCIL as Planning, Design & Engineering (PDE) Services
and as Design Review Consultants, under the MoU.
THDC is also preparing several other MoU’s for providing consultancy services to
MoRTH as PDE consultant for construction of 2-lane highway tunnel in Mussoorie,
Uttarakhand.

11) MOU WITH MORTH, ARUNACHAL PRADESH

(i) Review/ technical vetting for the protection & mitigation measures of landslide on
Papu- Yupia- Hoj- Potin road, A.P.
 A MoU with MoRTH, Arunachal Pradesh has been signed on 02.02.2021 for engaging
THDCIL as “Review Consultant’ for Proof Checking /Technical Vetting of estimate on
landslide mitigation & construction/ widening works of National Highway Project in
Arunachal Pradesh.
 An advance amount of Rs. 10,62,000/- has been received from MoRTH, A.P. for technical
vetting of estimate.
 The review report of submitted estimate was prepared and sent to MoRTH, A.P. on
05.04.2021 for kind necessary action.
 The revised estimate incorporating THDC’s comments has been received from
MoRTH, A.P. Review/ technical vetting is in progress.

 Replies on compliance report for Permanent Solution to Slip Zones on Papu –
Yupia – Hoj – Potin section of NH-713A & NH-13 at Khaan Nallah (Ch. 18.800
Km), Kalamati (Ch. 37.200 Km), Yabi Village (Ch. 28.100 Km), Crusher Point (Ch.
40.110 Km) (Total 400m) was sent to MoRTH, Arunachal Pradesh on 19.07.2021
for further necessary action.
 After incorporating the suggested changes by the MoRTH, AP through NEPC, the
reviewer (THDC) has agreed in principle with suggestive treatment measures of
two DPRs viz. Kaan Nala (Ch.18.800KM) and Crusher Point (Ch. 40.110 Km).
However, the other two have been kept on hold in want of a site visit from THDC.
 The site visit have been planned to be visited in the 1st week of Sept’2021 along
with a team of THDC including Design, S&I and G&G officers and other
stakeholders of MoRTH, Arunachal Pradesh.
 A Team comprised of executives from Design, G&G and S&I has inspected the
sites from 6 to 10 Sep’2021. The preparation of review report and other activities
are in progress.
(ii) Review/ technical vetting for the protection & mitigation measures of landslide and
erosion of road formation works on Hollongi-Itanagar, section of NH-415, A.P.
 A new consultancy assignment from MoRTH, A.P. has been received for review/
technical vetting of the above estimate in A.P.
 All necessary approvals for signing of the MoU has been taken from the
competent authority & signing of MoU is in progress.
 The MoU has been executed between THDCIL and MoRTH, Arunachal Pradesh.
 An advance of Rs. 53,74,900/- has been received under this head.
 A site visit have been planned to be visited in the 1st week of Sept’2021 along with a team
of THDC including Design, S&I and G&G officers and other stakeholders of MoRTH,
Arunachal Pradesh for assessment of the proposed mitigation measures prior to the
preparation of review report etc.
 A Team comprised of executives from Design, G&G and S&I has inspected the
sites from 6 to 10 Sep’2021. The preparation of review report and other activities
are in progress.
MoU with MoRTH, Regional Office, Dehradun
 A MoU for providing consultancy services to landslide susceptibility areas and to
suggest their mitigation measure in stretches under development leading to
Chardham has been signed on 02.03.2021 with MoRTH, Dehradun.
 Subsequent to the execution of MoU, a joint site visit with officials of MoRTH and
BRO was done on 18.03.2021 from Rishikesh to Chamba. The pre-identified
locations (about 19 nos.) have been inspected.
 After the site visit on 18.03.2021, the reconnaissance survey report of 1st five
locations were prepared and sent to MoRTH on 16.04.2021 for perusal of MoRTH.
 The DPR for identified 17 locations on NH-94 from Rishikesh to Chamba shall be
prepared on receipt of topographical & geological maps, reports in sequential manner
as per MoU.
 A DPR (Short Term Measures) for location no. 14_Dhaudhar Village has been
submitted on 25.06.2021.
 1st DPR for location nos. 2,3&4 out of 19 nos. has been prepared and submitted to
MoRTH on 03.07.2021.
 The landslide prone zones from Shivpuri to Kodiyala (4 nos.) and Tota Ghati to Teen
Dhara (10 nos.) on NH-58 have been visited for reconnaissance survey on
10.06.2021. The site investigation of these locations i.e. topographical survey,
geological mapping etc. are in progress at site.

 The tender documents for carrying out Geotechnical investigations on selective
vulnerable zones of MoRTH sites has been prepared and floated for inviting bids.
 DPR for location nos. 16&17 has been prepared and shall be sent to MoRTH shortly.
 An invoice amounting Rs. 4.0/- Crore (Approx.) has been raised for payment from
MoRTH as per MoU terms & conditions.
 Another 6 nos. sites located at Kund, Semi Village & Khat Village on the
Rudraprayag- Gaurikund highway have been visited by team of Design deptt. and
PWD, Guptkashi. S&I wing has conducted the survey work, preparation of maps are
in progress.
 DPR for location nos. 16&17 located on NH-94 from Rishikesh to Chamba has been
prepared and submitted on 06th Aug. ‘2021.
 An advance of Rs. 1,14,27,869.80/- has been cleared by MoRTH under this head.
The same shall be paid by MoRTH as initial payment under consultancy services of
this MoU.
 DPRs for another two locations viz. location no.3 & 4 sited on NH-58 from Shivpuri to
Byasi is in preparation and shall be sent in the 2nd week of Sept ‘2021.
 DPR for two locations viz. no.3 & 4 on NH-58 from Shivpuri to Byasi has been
submitted to MORTH on 16th Sep’2021.
 So far, total 8 nos. DPRs have been submitted to MoRTH, i.e. 6 nos. (RKSH-
Agrakhal) on NH-94 and 2 nos. (Shivpuri-Byasi-Kodiyala) on NH-58.
 DPRs for location nos. 10 (on NH-94), location nos. 2 (Shivpuri–Byasi-Kodiyala) and
2 & 6 (Tota Ghati) on NH-58 have been planned for preparation in subsequent order.
(i) Review/ Technical vetting locations/ sites
 About 11 nos. locations have been received from BRO, Rishikesh for technical vetting
of remedial measures and estimate from Agrakhal to Chamba on NH-94.
 The review report on design reports of vulnerable locations from Agrakhal to Chamba
submitted by BRO was sent to BRO for submission of missing/ required documents.
 Although BRO has asked THDC to prepare fresh survey & investigation/ design
drawings & reports of missing/all the locations themselves as per MoU for all 11 nos.
locations submitted by BRO.
 Development of topographical maps & sections based on the received point file is in
progress. The same will be forwarded to G&G wing for development of geological
mapping & sections once prepared.
 Due to receipt of incomplete documents from BRO, MoRTH consent on carrying out
fresh investigation has been requested by THDC for these 11 nos. sites. The
decision for carrying out fresh topographical survey & geological mapping is pending
from MoRTH.
11). CONSULATANCY ASSIGNMENT FROM MINISTRY OF ROAD TRANSPORT AND
HIGHWAYS (MORTH)- Tanakpur to Pithoragarh Stretch (NH-125)

In reference to MoU with MoRTH, Regional Office, Dehradun, MORTH vide letter No.
RO/UK/THDC/01 dated 16.03.2021 assigned the study of landslide susceptible areas
of Tanakpur to Pithoragarh Stretch (NH-125) including the ones leading to Chardham
part of Kailash Mansarovar Route with and to suggest mitigation measures of
vulnerable sites.

THDCIL officials conducted Reconnaissance survey of vulnerable sites from 24.03.21

During this site visit, Reconnaissance survey was started from Ch 62.800KM near
Tanakpur as per discussion with PWD officials and total 11 nos. of vulnerable
landslide locations were identified from Ch 62.800 km (Pagal Nala near Tanakpur) up
to Ch. 96.050 km (Khatoli village) on Tanakpur-Pithoragarh stretch (NH-125).

Beside above, one more critical slide near Pithoragarh at CH 160.00 km to 176.500
km near Chupkot was also inspected as per direction of MORTH, GOI.

THDCIL officials conducted Reconnaissance survey of vulnerable sites from 07.04.21


to 15.04.3021 on Tanakpur to Pithoragarh Stretch (NH-125) along with PWD officials
During this site visit Reconnaissance survey, collection of geological field data was
done from Ch 96.050KM near Amori village of district Champawat up to Ch 192.02 KM
Near Amoda village of district Pithoragarh with PWD officials. Reconnaissance survey
all 51 nos. identified vulnerable Location has been completed as shown by NHAI/PWD
officials.

Package wise status is as below:


Package –I, Total 09 nos locations (Ch. 62.800 to CH. 91.360)
Package-II, Total 11nos locations (Ch. 92.550 to CH. 112.550)
Package-III, Total 13 nos locations (Ch. 128.470 to CH. 162.480)
Package-IV , Total 18nos locations (Ch. 163.750 to CH. 192.02)

Following Reconnaissance survey reportsof vulnerable slopes on NH-125 are


submitted to MoRTH,Dehradun.

Package –I: Total 09 nos. locations dated 10.06.2021


Package-II: Total 11nos. locations dated 13.06.2021
Package-III: Total 13 nos. locations dated 14.06.2021
Package-IV: Total 18nos. locations dated 23.06.2021

Requisition for conductingfield topographical survey of Package–I(09 locations) and


Package -III (5 nos. locations) has been sent to S&I Deptton 23 Jun 2021.

The survey team has reached at site on 28 Jun, 2021 and field topographical survey
of Package –I is in progress on site.

Topographical field survey offirst 14 locations have been completed. Topographic


survey sheet of location nos. 1, 2 & 3 has received on 29th July 2021from S&I Deptt
which has been sent to G&G Deptt for geological sections and analysis.

Requisitions for conducting field topographical survey of the balance 37 locations i.e.
Package–II (11 Locations), Package-III (08 locations), and Package–IV (18 locations)
have been sent to S&I Deptt on 23.07.2021 & 26.07.2021.

Progress review meeting of “landslide susceptibility areas for NH works under


development in the state of Uttarakhand including the ones leading to Chardham part
of Kailash Mansovar route” was held on dated 23.07.2021 in the office of Chief
Engineer, Dehradun. THDC appraised about the status of workson NH-125 from

Tanakpur to Pithoragarh Stretchto Chief Engineer, MoRTH in the meeting and
tentative date of submission of DPR of 05 nos. locations (1,2,3,21 & 22) by 30th Oct,
2021.
Topographical survey of the balance locations on NH-125 has been completed.

A bill amounting to Rs 1,06,38,384.0 (One crore six lakh thirty-eight thousand three
hundred eighty-four) for 09 locations on NH-125 has been raised for payment on
20.08.2021 to NHAI towards advance (45%) of consultancy fee and charges of
topographical survey.

2nd bill amounting to Rs 2.17cr for another 15 locations on NH-125 has been raised
for payment on 23.09.2021 to NHAI towards advance (45%) of consultancy fee and
charges of topographical survey.

Topographical survey sheets of total No. 34 locations, out of 51 locations have been
received and sent to G&G Group for geological reports.

Geological reports on 05 locations have been received.

12) PROSPECTIVECONSULTANCY ASSIGNMENT FROM PWD, NAINITAL ON


RESTORATION OF SINKING STRETCH OF LOWER MALL ROAD, NAINITAL LAKE
 Design Deptt. (THDC) was approached by PWD, Nainital on 27.07.2021 for site visit
and suggest a feasible scheme for restoration of sinking stretch of lower mall road,
Nainital lake.
 The site was visited by D(T) and Design Deptt. in the 1st week of August ‘2021.’
 A scheme has been prepared by Design Deptt. and sent to PWD, Nainital along with a
working methodology for their perusal & necessary action.
13) Development of Ujh Multipurpose Project, UT of J&K:
As per letter No. 2/2/2019-NHPC of MoP, GoI dated 01.01.2021, THDC submitted a
proposal for the construction of Ujh Multipurpose Project on turnkey basis to MoP,
GoI.
A virtual meeting through video conferencing was conducted on 25.02.2021 under the
chairmanship of Secretary, MoP, GoI for discussion on various aspects of taking up
this project with all participants.

MoP, GoI desired THDC to provide the Input/Information about the profile of THDC.
The same has also been submitted toMoP, GoI on 09.03.2021

Ministry of Power (MoP)
1. As the projects are being monitored closely by PMO, GoUK and GoUP may be
requested to extend requisite support to THDCIL, so that the work on Tehri PSP, VPHEP
and Khurja STPP is not hampered due to local interference.
2. THDCIL has already applied to Joint Secretary, Police-II Division, Ministry of Home
Affairs, North Block New Delhi for deployment of CISF personnel at Khurja project site.
MoP is requested to help in expeditious deployment of CISF personnel at Khurja project.

Government of Uttarakhand:
1. Lease extension of existing 3 Ha. land and allotment of additional 4.916 Ha. land for
quarryingAsena Quarry required for production of aggregate for Tehri PSP.
2. The state Govt. may be requested to expedite clearances.
3. To provide regular support on law & order issues of Tehri PSP and VPHEP.
4. GoUK may be requested to grant approval of FRL and TWL of Bokang Bailing HEP at the
earliest.

Government of Uttar Pradesh:


1. Outstanding payment of ` 60.66cr (Overdue Principal Amount) with UPPCLagainst power
purchase is required to be released.
Government of Madhya Pradesh

Amelia Coal Mine:


1. Assistance of DM, Singrauli is required for handing over of 178.13 Ha Govt Land to THDCIL.
2. Regarding acquisition of 337.35 Ha Private/ Tenancy land for Amelia Coal Mine and 27.47
Ha land for Coal Evacuation Corridor & Railway Siding consisting of Forest land (0.87 Ha),
Govt Land (14.115 Ha) & Private land (11.7439 Ha), help of DM, Singrauli and DFO,
Singrauli is required.
