Rationale

Project PPE (Portfolio Predicate on Exemplar) is a backup


contingency response of the Schools Division of Surigao del Sur for
learning delivery and learning resource which parallel to the on-
going endeavors of the higher offices in the Department. It is the
utilization of a lesson exemplar that is streamlined in a teacher-and-
learner-friendly format to cater to the new classroom setup in light
of the COVID-19 health crisis. These exemplars will be paired with a
self-contained and self-instructional portfolio.

The portfolio is a deliberate collection of works that highlight a


learner’s effort that would enable him/her to see his/her growth and
achievement, ability to reflect on his/her own work and ability to
establish goals for future learning.

Welcome to the MAPEH 10 (Health)-Quarter 1 Exemplar on
Government Agencies Implementing Consumer Health.
This exemplar was collaboratively designed, developed and
reviewed by educators from different schools in the Division to assist
you in helping the learners meet the standards anchored on Most
Essential Learning Competencies (MELC) set by the Department
while overcoming the constraints in schooling brought by the
COVID-19 pandemic.
This learning resource hopes to engage the learners into guided
and independent learning activities at their own pace and time.
Furthermore, this also aims to help learners acquire the needed 21st
century skills while taking into consideration their needs and
circumstances.
As a teacher, you are expected to orient the learners on how to use
this exemplar in the most fit modality. You also need to keep track

of the learners' progress while allowing them to manage their own
learning through portfolio assessments.

What is It

Consumer protection regulatory


agencies fight to ensure that
individuals are treated fairly, receive
the necessary information to make
informed decisions, are protected
against product hazards, and have the
ability to use legal recourse if needed.
Certain types of products attract more
regulation due to their higher risk of
consumer injury or death, such as food,
drugs, children's products, and
automobiles.
Here are different national and
international government agencies and their organization that
protect the consumers.
1. Consumer Financial Protection Bureau (CFPB)
 We aim to make consumer financial markets work for
consumers, responsible providers, and the economy as
a whole. We protect consumers from unfair, deceptive,
or abusive practices and take action against companies
that break the law. We arm people with the information,
steps, and tools that they need to make smart financial
decisions.
2. Consumer Product Safety Commission (CPSC)
 Responsible for consumer product safety. They work to
save lives and keep families safe by reducing the
unreasonable risk of injuries and deaths associated with
consumer products and fulfilling their vision to be the
recognized global leader in consumer product safety.
We do this by:
a. Developing voluntary standards with standards
organizations, manufacturers and businesses;

b. Issuing and enforcing mandatory standards or
banning consumer products if no feasible standard
would adequately protect the public;
c. Obtaining the recall of products and arranging for
a repair, replacement or refund for recalled
products;
d. Researching potential product hazards;
e. Informing and educating consumers directly and
through traditional, online, and social media and
by working with foreign, state and local
governments and private organizations; and
f. Educating manufacturers worldwide about our
regulations, supply chain integrity and
development of safe products.
3. Department of Trade and Industry (DTI)
 is the executive department of the Philippine
government tasked as the main economic catalyst that
enables innovative, competitive, job generating,
inclusive business, and empowers consumers. It acts as
catalyst for intensified private sector activity in order to
accelerate and sustain economic growth through
comprehensive industrial growth strategy, progressive
and socially responsible trade
liberalization and deregulation programs and
policymaking designed for the expansion and
diversification of Philippine trade – both domestic and
foreign.
DTI handles the following areas of concern:
a. Consumer Products and Services Warranties.
b. Consumer Product Quality and Safety.
c. Deceptive, unfair and unconscionable sales acts
and prices.
d. Price Tag.
e. Weights and Measures (metrication)
f. Labeling and packaging
g. Advertising and sales promotion.
h. Liability for Products and Services
i. Service and repair shops.

4. Food and Drug Administration (FDA)
 is responsible for the safeguarding of public health by
monitoring drugs, medical devices, and cosmetics. The
administration also helps improve consumers' health
through advancing drug innovation. Lastly, they also
protect our food supply. For example, the FDA recently
published a list of online pharmacy websites that were
selling fake drugs to consumers.

5. Department of Health (DOH)


 is the principal health agency in the Philippines. It is
responsible for ensuring access to basic public health
services to all Filipinos through the provision of quality
health care and regulation of providers of health goods
and services.

6. Federal Trade Commission (FTC)


 The FTC protects consumers by stopping unfair,
deceptive or fraudulent practices in the marketplace.
They conduct investigations, sue companies and people
that violate the law, develop rules to ensure a vibrant
marketplace, and educate consumers and businesses
about their rights and responsibilities.
7. Securities and Exchange Commission (SEC).

 Responsible for regulating the securities markets and


protecting investors.
 Credits facilities extended to consumers by financing
companies.

8. National Highway Traffic Safety Administration (NHTSA)


 was created by the U.S. Department of Transportation in 1970
to protect consumers by reducing death, injuries, and
monetary losses through vehicle accidents. It also plays a
huge role in the investigation of defects in motor vehicle
design, equipment, and laws. Lastly, the NHTSA provides
training to communities to educate drivers about driving
drunk.

9. Department of Agriculture (DA)
 Administers federal programs related to food production
and rural life. It is to aid farmers, but it also serves
consumers through food – inspection programs.
